The connection to the existing sanitary sewer manhole is to be core drilled and the invert reconstructed as necessary. L. The District will operate heavy equipment and trucks within the District's easement as may be required for maintenance. c. The water tap to Lots 67 - 70 is to be located at least 10' upstream of the valve. 76 Tract 7 is affected, changed with this replat; therefore, the owners) of Tract 7 must approve and sign the plat Topic: Utility Plans 32 Len Hilderbrand of Excel Energy (Public Service) indicated that any relocation or lowering of existing gas lines will be at the developer's expense. 33 A copy of the comments received from Terry Farrill of the Fort Collins -Loveland Water District and the South Fort Collins Sanitation District is attached to this comment letter. 34 Roger Buffington of the City's Water/Wastewater Department indicated that water and sanitary sewer services will be provided by the aforementioned Districts, not the City. 35 Technical Services (Mapping) offered the following comments 1. The boundary is incomplete. The curve at Prairie Ridge Drive and Dusty Sage is not identified. 2. The name of the plat in the dedication statement does not match. 3. The plat needs a note about Tract 7. What is it? Who owns and maintains it? 4. What are the lot areas? They must be shown on the plat. 5. What are the outer boundary monuments? 6. The title should include "and vacated Morning Dove Lane". The plat should show how this right-of- way was vacated. (Landscape to be installed by others) Department: PFA Topic: Utility Plans Issue Contact: Michael Chavez 27 12/04/01: After reviewing replat Poudre Fire Authority has no new comments Department: Police Issue Contact: Joseph Gerdom Topic: General 2 No comments. Department: Stormwater Utility Issue Contact: Basil Harridan Topic: Ditch Company Signature 73 The utility plans need to be signed by the ditch company as there are several features planned that could severely affect the operation and maintenance of the ditch easement. Topic: Erosion and Sediment Control 70 Harmony Ridge Phase 1 Replat Lots 16-22 May 7, 2002 Plan must have standard erosion control notes Need a brief erosion control report, calculations, surety, etc. What is the reseeding schedule, seed mix? A note should be on the erosion control plan explaining how this is to be accomplished. Topic: Grading 72 This revised plan will cause the two buildings to the south (lots 110-115, 71 and 72) to be extremely close to the existing ditch. Please provide a parallel ditch to prevent sediment from entering the ditch during construction activities. These two buildings cause slopes of 1:1 and 2:1 that are excessive to the south. These slopes will render the maintenance of the storm drainage pipe to be impossible, they will also threaten some severe erosion into the Trilby Lateral. It is recommended that the possibility of a retaining wall be entertained at several of these locations. The swale adjacent to the proposed bike path and sanitary sewer easement to the east needs to be sized and a typical cross-section should be shown on the plans. Will this swale need to be lined to prevent erosion ? Please provide energy talcs. Please note that the slopes shown over the proposed re -aligned sewer line are excessive. How will this area be vegetated? The 1:1 and 2:1 slopes may present slope stability problems. Please provide slope stability measures over the relocated storm line. (repeat comment) Due to the excessive velocities in the proposed line, the use of a drop manhole is suggested in order to reduce the potential for erosion. (repeat comment) Page 3 Topic: Inlet on Dusty Sage Loop 74 Please identify the overflow path for the inlet on Dusty Sage Loop, make sure that the overflow condition due to plugging will not cause water to enter the two adjacent buildings in between which the pipe is proposed. Topic: Plat 71 The plat needs to be signed by the ditch company since the replat involves easements owned by the ditch company. Why is the easement between lots 113 and 114 being done by separate document and not on the replat? If it is not being done by separate document then remove the note to that effect from the overall utility plan sheet. Please make sure that the drainage easement for the proposed pipe extended all the way to the pond and does not end at the point between lots 113 and 114. This proposed easement extension it seems would contradict with the "exclusive" Fort Collins Loveland District sanitary sewer easement. To this end, I am providing pictures of what the bridge should look like and am in discussion with the builder of this bridge concerning costs. 110 If the original developer completely divests himself from the Harmony Ridge PUD prior to the completion of this development, then this development would become responsible for the design and construction of the 12' bridge crossing over the ditch. The Development Agreement will contain language to cover this requirement. The "Colorado Common Interest Ownership Act". I/08/03 ..... This is a repeat comment. Owners of Tract 7 must sign the subdivision replat. 120 Technical Services offered the following comments: a. The outside boundary and legal description do close. b. The 13' utility easement and the District's easement along the southwest side of Dusty Sage need to be better identified and dimensioned. 121 Terry Farrill of the Fort Collins -Loveland Water District and the South Fort Collins Sanitation District indicated that they have reviewed the latest development plans and have no comments or objections. 122 A copy of the letter and comments from Gary Stadele, the President of the Trilby Lateral, is attached to this comment letter. Department: Engineering Topic: General 119 Issue Contact: Susan Joy 1 /8/03: Another 2 week round of review is required in order to address the few remaining repeat comments. To keep things moving, the City will start working on the Development Agreement while Northern Engineering prepares the next submittal. Please continue to work closely with Natural Resources, Stormwater and the Ditch Company in finalizing these plans. Page 1 Topic: Plat 115 12/30/2: From Technical Services: The 13' utility easement and the South District easement along the SW side of Dusty Sage need to be better identified and dimensioned. 116 12/30/2: The boundary and legal close. Topic: Retaining Wall 118 12/30/2: Please provide more information on the proposed retaining wall. The detail shown is too general in nature. Topic: Utility Plans 95 11/22/2: Provide a detail of the bollards at the Ped/Maintenance Path to be approved by the Fort Collins Water District and the City of Ft. Collins. 12/18/02: Please find attached a detail of the PFA preferred flexible bollards. Please specify this type (a label on the appropriate plan sheets is fine) and make sure that your detail on page 8 doesn't conflict with this. 98 11 /22/2: Sheet 4 of 8 Section A -A - Provide the depth of class 5 or 6 aggregate base. 12/18/02: Repeat comment. Please provide the requested information. Department: Natural Resources Issue Contact: Doug Moore Topic: General 117 No Issues with plans. Leslie Jones will supply NRD with a letter that confirms that we will agree in the development agree to set requirements, monitoring related to the mitigation of lost wetland. This letter should also state that a satisfactory mitigation plan would be required with a limit set on building permit for completion. Department: Stormwater Utility Topic: Ditch Company Signature 73 Issue Contact: Basil Hamdan The utility plans need to be signed by the ditch company as there are several features planned that could severely affect the operation and maintenance of the ditch easement. 107 12/30/02 Please note; that these plan will not be approved by the City unless they are signed off by the ditch company first. Page 2 Topic: Drainage Report 88 Currently the revised drainage calculations are scattered through some revision sheets that are from different dates and are hard to keep track of. Please consolidate the revised calcs into a revision document and make it an addendum to the original drainage report. Topic: Easements 87 Please provide the documents required vacating the easement for the existing to be removed, and dedicating a new easement for the revised line. Topic: Erosion Control 91 Plan must have standard erosion control notes and a construction schedule. What is the reseeding schedule, seed mix? A note should be on the erosion control plan explaining how this is to be accomplished. 104 December 18, 2002 Bob Zachely indicates that he is still not satisfied that previous notes have been addressed. Please contact Bob directly at 224-6063 in order to make sure that he is comfortable with the plans. 103 Is the replat covering a portion of property owned by the HOA ?? If yes, then signature(s) by HOA would be required. Topic: Retaining Wall 105 Please provide a detail of the proposed retaining walls. Page 3 12/30/02 : The currently provided detail on the plan is too general to be approved. Please provide a more complete detail of the retaining walls. Due to some outstanding significant concerns, primarily some repeat comments from Stormwater, another round of "paper copy" review is necessary. Please return all of your redlined plans when you re -submit. If you have any questions regarding these issues or any other issues related to this project, please feel free to call me at 221-6341.
