Box 580 Fort Collins, Colorado 80522 DOH FILE 45100 Gentlemen: We have reviewed the Superior Datsun P.U.D., and we refer you to the enclosed copy of our previous letter on the Kensington P.U.D., which is the same property covered by this P.U.D. Those comments remain applicable to this P.U.D., with some modifications. Application for the Access Permit to construct the Kensington Drive access is made directly to the City of Fort Collins Transportation Depart- ment. It is likely that traffic generated at this new street entrance will be sufficient to require a right -turn deceleration lane. If it is not physically possible to construct this lane due to a lack of highway right of way, a "Variance" to the State Highway Access Code should be included with the Access Permit. There is one "Restaurant/Retail/Commercial" building at the southeast corner of this property which could be adversely impacted by highway traffic noise. Earth berming along the east and south sides of this building and noise -insulated construction measures would help to mitigate noise impacts. R ti Larimer County Sti 287 Kensington PUD NM Corner of i,arsrny Rd. & 287 DOH FILE 45100 Gentlemen: We have reviewed the Kensington Commercial Preliminary P.U.D., and we have the follow- ing comments. 1. The enclosed copies of U.S. Highway 287 Construction and Right -of -Way plans show a total right-of-way width of 100 feet, approximately 50 feet each side of the centerline. This preliminary plan shows a 120-foot right of way, 60 feet each side of the centerline. He have no objection to the additional ten feet; how- ever, we feel that the existing right of way and the dedication of the ten -foot width should be identified on the plan. 2. We suggest that the improvement of-Fiarmony Road along this property be done in a manner which will maintain compatibility with the intersection on the east side of U.S. 287. This would require re -design of the triangular turn island In the southwest quadrant of the intersection as well as the additional pave- ment width along Harmony Road. 3. Access to this development from Kensington Drive to U.S. 287 is consistent with the Access Plan for South College Avenue. Since this property does not include the entire 54-foot right-of-way width for this new street, we encourage coordina- tion with the adjacent property owner to the north. Kensington Drive is projected as a right -turn -only access according to the South College Access Plan. There is no raised island median at this time to prevent left turns onto this street from U.S. 287. Therefore, a note should be added to this P.U.D. for the purpose of clarifying the status of this access. We also ask that any existing curb cuts along U.S. 287 be closed by the developer when the new street is built. The construction of the new street access and the curb cut closures will require an Access Approach Permit. Upon final approval of this P.U.D. by the City, application for this permit can be made to Mr. David N. Fraser, District IV maintenance Superintendent, at the address printed below. DOH FILE 4S1O0 March 17, 1981 A - Page Two 4. The impacts of drainage on U.S. 287 and highway noise on buildings 8 and C should be taken into consideration. We ask that on -site measures be taken to keep surface runoff from exceeding the historical rate. Since buildings B and C are within 100 feet of the highway centerline, we urge the developer to con- sider the impact of traffic noise on these structures. Noise -insulated walls and earth berms would be useful noise abatement measures. Thank you for the opportunity to review this proposed P.U.D. Very truly yours, DWIGHT N.
