This is an existing street that is located on State Highway (SH) 287 approximately 896 feet North of SH 68 (Harmony Road) on the Fast side. This development is providing an upgrade for this access point since it currently provides access to a retail shopping center. It will continue to do this as well as provide access to a retail electronics store. The proposed upgrades considered and accounted for the increase in traffic once the connection of Pavilion Lane to JFK Parkway is made in the future. Please note that this connection is not a part of the required improvements of this development. This access is being improved as shown on the approved utility plans (Exhibit `B"). A right turn lane is being provided on northbound SH 287 (South College Avenue) onto Pavilion Lane. The improvements at the intersection of Pavilion Lane and SH 287 will consist of the reconfiguration of the curb, gutter, and sidewalk in order for the right turn lane to line up with the existing right turn lane to the north of Pavilion Lane. A 6' concrete crosspan will also be constructed at the intersection of Pavilion Lane and SH 287 for drainage purposes (refer to Exhibit "B"). Please note that this right turn lane will not meet the requirements of the State Highway Access Code at this time or in the future when the right deceleration lane serves as an accelleration lane for the future proposed access point south of this site. Striping for the right turn lane will allow for a 10' lane and 2' of gutter pan. Curb and gutter with a 20' radius will also be placed at the southern end of the property for a future curb - cut. For interim purposes, the existing curb and gutter on SH 287 will reamin to prevent any vehicular access and the proposed right turn lane will be striped as shown on Exhibit "B" but will be modified in the future by others. Once the proposed development south of this project (Harmony Centre P.U.D.) has been completed, the above mentioned right turn lane will be modified to serve as a combination accel/decellane. I .b. that requires a minimum deceleration lane length of 295 feet for a posted speed limit of 40 mph. "they are proposing a temporary deceleration lane length of 180 feet. The purpose of the deceleration lane is to direct vehicles traveling northbound on College Avenue onto eastbound Pavilion Lane safety and effectively. Currently vehicles have to enter Pavilion Lane from the northbound travel lane on College Avenue. The proposed construction will enhance the turning movements onto Pavilion Lane and provide a safer environment. Circuit City expects that this temporary design will remain until Harmony Centre is developed. This project is expected to begin construction in approximately four months. Once the construction begins, the contractors for Harmony Centre will remove the striping for the taper and modify the striping for the deceleration lane. This will provide a continuous right -turn lane on College Avenue between Kensington Avenue and Pavilion Lane. The length of this new deceleration lane will be approximately 278 feet long if measured from the PCR of Pavilion Lane to the PCR of Kensington Avenue. This is still less than the minimum requirements that the State recommends, which is 295 feet. Please refer to the traffic study prepared by Matthew J. Delich, P.E. on October 11, 1996 titled Circuit Citv Traffic Study for his professional recommendations. Also included (with the Access Penmit Application) are five sets of utility plans showing the appropriate information related to this variance. At this time the City of Fort Collins agrees with Mr. Delich. Although the deceleration lane does not and will not meet the State of Colorado's minimum requirements expressed in the State Highway Access Code, Section 4.8. Lb., the City feels that the proposed temporary deceleration lane and the future continuous deceleration lane provide a safe and efficient environment for vehicles traveling northbound on College Avenue and entering Pavilion Lane.
