11. The Colorado Department of Transportation offers the following
comments:
a. The State is reviewing the access permit for auxiliary lane
improvements to existing Pavillion Lane. This will be finalized with the
City of Fort Collins.
b. A separate access permit must be obtained for access north of Pad
#1, with auxiliary lane on College Avenue.
12. The Current Planning Department offers the following comments:
a. The legal description on Sheet 1 of 4 should reference Pad Site 1
b. Please indicate the proposed use/tenant in the title block at the top of
each page and in the title block at right hand side of each page.
C. Please revise the index of drawings at to state that Sheet 2 is the
overall site plan for the entire Harmony Centre; that Sheet 3 is Pad 1
Site Plan and Elevations; and that Sheet 4 is the Pad 1 Landscape
Plan.
d. The zoning districts indicated on the Vicinity map on Sheet 1 of 4
references zoning districts that no longer exist. Please revise the
vicinity map to reference CityPlan zoning districts.
e. General Note 4 on Sheet 1 references that all rooftop and ground
mounted mechanical equipment will be fully screened. Please show
how this will be accomplished on the building elevations and
landscape plan.
f. General Note 14 on Sheet 1 indicates that pedestrian plazas shall be
provided with amenities such as benches, planters, decorative
lighting, and other features. None of these features are shown on the
perimeter of the building on Pad 1. Please add.
g. Please delete General Notes 15, 16 and 17 on Sheet 1 as they are
not relative to Pad 1.
h. Please delete the Building I (Home Depot) consultant information from
sheet 1.
i. Please revise the title of the future land use plan for adjacent
properties to state "Potential Future Land Use........" Commercial
areas north of the Harmony Centre should be labeled as "potential
commercial". The retail site (Circuit City) should be labeled as
.'approved retail". The automotive (Schrader's) should be labeled as
"existing automotive".
j. Please revise the Site Data according to the attached format.
k. Has the public street r-o-w square footage been revised to reflect the
additional 2 feet added for turn -lanes?
I. The building floor area listed for Pad 1 is different on each of the plan
sheets(15,550 ... 15,000... 15,552... 15,000). Which is correct? Please
revise all sheets accordingly.
M. The maximum building height is listed as 40 feet on Sheet 1.
However, the maximum building height is 30 feet according to the
building elevations. Please revise Sheet 1.
n. Pad 1 extends onto the Schrader property which is not a part of the
Harmony Centre PUD. Please clarify on Sheets 2, 3 and 4.
o. Has Sheet 2 been revised to reflect the additional 2 feet of r-o-w for
the turn -lanes?
P. Please dimension the widths of all sidewalks, setbacks, typical
parking stalls, etc. on Sheet 3.
q. The widths of sidewalks around the building on Sheets 3 and 4 are
not the same. Please clarify. These walks should be at least 6 to 7
feet wide with a minimum 5.5 foot planting strip adjacent to the
building for trees and shrubs.
r. The setback of the south west corner of the building from the south
property line is only 5 feet. It was 10 feet on the Preliminary PUD.
S. The Legend on Sheet 3 does not include all lighting symbols. How
tall are the light poles? The trash dumpster symbol should be labeled
as "trash dumpster/enclosure."
t. It appears that the light pole on the east side of the drive thru lanes
impedes pedestrian traffic by being in the middle of the sidewalk.
U. Is the sidewalk connection from the northwest corner of the building
to College Avenue in compliance with City/ADA accessibility
requirements? Circuit City had great difficulty in achieving this.
V. Please indicate the color of the awnings on the building elevations
and change the title in the color schedule to "fabric awnings".
W. The south and east building elevations are pretty blank and need
some additional architectural detail.
X. Is the monument sign a Harmony Centre monument sign or a Pad 1
monument sign?
Y. Is there any wall signage proposed on the building elevations? Is it
lighted? ... neon?
Z. The handicap ramp at the southwest comer of the plan (along College
Avenue) is not shown on the utility plans. Please coordinate.
aa. Please label South College Avenue on Sheets 3 and 4.
bb. Please show Pad 1 landscaping darker and show landscaping from
Harmony Centre First Filing lighter on Sheet 4. Is the Landscape Plan
the same as the approved First Filing Landscape Plan?
cc. In general, the Plans submitted appear to be a CAD enlargement of
the 100 scale site plan. Please make sure that light poles,
landscaping, sidewalks, etc. are correctly located at this scale. Also,
please coordinate the information provided on the Site, Landscape
and Utility Plans.
dd. Please provide a trash enclosure elevation on Sheet 3.
13. Redlined plans from the Engineering Department are attached.
14. Comments from the Stormwater Utility are attached.
This completes the review comments at this time. Additional comments may be
forthcoming as the various departments and reviewing agencies continue to review
this request.
Please provide a written response to each of the above stated comments with the
submittal of plan revisions. A Planning and Zoning Board date will be assigned

Dear Terry:
Staff has reviewed your plans for the Harmony Centre Pad Site 2 Final PUD that
were submitted on July 16, 1997 and would like to offer the following comments:
1. The Water Conservation Specialist stated that the landscape plan must
contain a note calling for the review and approval by the City of Fort Collins
of any landscape irrigation system, prior to the issuance of a Building Permit.
2. The Advance Planning Department offers the following comments:
a. There was no indication on the plans showing the location of any
mechanical equipment. Please show how this equipment will be fully
incorporated into the building's architecture.
b. Bollards at the edge of the sidewalk on the north east corner of Pad
2 would help define the pedestrian and vehicular areas.
3. The Zoning Department offers the following comments:
a. One additional handicap stall is needed as a total of 3 handicapped
parking spaces are required.
b. Please dimension the distances of the building from the lot lines.
C. Please dimension the overall building height on the building
elevations.
d. Please indicate the proposed/permitted land use(s) for the building
within the building envelope on Sheets 2 and 3.
4. The Building Inspection Department offers the following comments:
a. Please clearly show the property lines and proximity of property lines
to the proposed building on the site plans submitted with the
application for building permit.
b. The site shall be accessible to persons with disabilities in accordance
with Uniform Building Code Section 3103 and UBC Appendix Section

3106. A designated and marked "accessible route of travel' among
all the buildings on the site and building exits and entrances and the
public way (public sidewalk) is shown. Accessible routes shall comply
with ANSI A117.1-1992 with running slopes no greater than 1:20 and
cross slopes no steeper than 1:50. Where routes cross lanes for
vehicle traffic, they shall be designated and marked as a cross walk.
Provide parking and signs per Appendix Section 3107. Parking and
access aisles shall comply with ANSI Al17.1-1992 with slopes no
greater than 1:50 in any direction.
C. Buildings shall be designed to comply with the Fort Collins
Nonresidential Energy Code (ASHRAE 90.1 with local amendments)
or residential energy code (MEC 1995 with local amendments)
whichever is applicable.
Section 504 of the 1991 edition of the Uniform Building Code as
adopted by the City of Fort Collins requires that exterior walls of
building 1 located closer within distances, based on use and
construction type, to a property line be of fire -resistive construction.
Openings are restricted or prohibited in such exterior walls. A parapet
extending 30-inches above the roof surface may be required by UBC
Section 1710. Projections, such as cornices, eave overhangs or
exterior balconies shall not extend over the property line and must
comply with UBC Sections 1710 and 504.
5. The Transportation Planning Department offers the following comments:
a. Please move the bike rack from the southeast corner of the building
to the northeast corner of the building (closer to the building
entrance).
b. Please show the sidewalk connection and enhanced crossings
requested on the south side of Pad 1 from College Avenue to the east
side of the drive thru lanes.
The Fort Collins -Loveland Water District and the South Fort Collins
Sanitation District have reviewed the above mentioned submittal and have
no objections provided all District requirements are satisfied.
7. The Natural Resources Department stated that the trash enclosure must
be large enough to accommodate trash and recycling dumpsters.
8. U S WEST offers the following comments:
a. Review of these plans should not be construed as a commitment that
telephone facilities sufficient to serve this project are presently
available. U S WEST will provide telephone service in accordance
with the rates and tariffs on file with the Colorado Public Utilities
Commission.
b. The owner is responsible for provision of all conduit, ditch crossings,
and street crossings for telephone facilities within the project. The
owner also provides terminal room space (usually 8' x 4') and power
for the telephone terminal, generally in a utility room. Contact the
U S West engineer for conduit specifications for the telephone
entrance cable.
C. Any relocation of existing telephone facilities required by these plans
will be paid for by the developer.
9. The Poudre Fire Authority offers the following comments:
a. Fire hydrants are required with a maximum spacing of 600 feet along
and "approved roadway'. Each hydrant must be capable of delivering
one -thousand (1,000) gallons of water per minute at a residual
pressure of twenty (20) pounds. No building can be greater than 300
feet from a fire hydrant as measured from the building to the hydrant
along the approved roadway.
b. A table found in the 1991 Uniform Building Code Appendix III-B
relates construction and area to required fire flows.
C. Proposed building (Pad 2) exceeds 5000 square feet and must be fire
contained or equipped with an automated fire suppression system.
(Local Amendment to Table 38B UBC).
d. If building is equipped with a fire sprinkler or fire alarm system, a
"knox box is required.
10. The Colorado Department of Transportation offers the following
comments:
a. CDOT must review detailed plans for auxiliary lanes and accesses to
SH68, and issue access permits in/when changes in deeded access
control line are approved through CDOT's ROW Section, not before.
b. CDOT has not made detailed review of auxiliary lane and access
designs or reviewed issuance of access permits. The plan sets do
not offer adequate detail for that level of review.
11. The Current Planning Department offers the following comments:
a. The legal description on Sheet 1 of 4 should reference Pad Site 2.
b. Please indicate the proposed use/tenant in the title block at the top of
each page and in the title block at right hand side of each page.
C. Please revise the index of drawings at to state that Sheet 2 is the
cverall site plan for the entire Harmony Centre; that Sheet 3 is Pad 2
Site Plan and Elevations; and that Sheet 4 is the Pad 2 Landscape
Plan.
Please show
how this will be accomplished on the building elevations and
landscape plan.
f. General Note 14 on Sheet 1 indicates that pedestrian plazas shall be
provided with amenities such as benches, planters, decorative

j. Please revise the Site Data according to the attached format.
k. Has the public street r-o-w square footage been revised to reflect the
additional 2 feet added for turn -lanes?
I. The building floor area listed for Pad 2 is different on Sheet 4 than
each of the plan sheets. Please revise Sheet 4 accordingly.
M. The maximum building height is listed as 40 feet on Sheet 1.
However, the maximum building height is 25 feet according to the
building elevations. Please revise Sheet 1.
n. Have Sheets 2, 3 and 4 been revised to reflect the additional 2 feet
of r-o-w for the turn -lanes?
o. Please dimension the widths of all sidewalks, setbacks, typical
parking stalls, etc. on Sheet 3.
P. The Legend on Sheet 3 does not include all lighting symbols. How
tall are the light poles? The trash dumpster symbol should be labeled
as "trash dumpster/enclosure."
q. Please indicate the color of the awnings on the building elevations
and change the title in the color schedule to "fabric awnings".
r. The south building elevation needs some additional architectural
detail (stucco in middle, upper two panels?).
S. Is there any wall signage proposed on the building elevations? Is it
lighted? ... neon?
t. Please label Harmony Road on Sheets 3 and 4.
U. Please show Pad 2 landscaping darker and show landscaping from
Harmony Centre First Filing lighter on Sheet 4. Is the Landscape Plan
the same as the approved First Filing Landscape Plan?
V. A minimum 5.5 foot wide planting strip for foundation plantings and
trees is needed on the east side of the Pad 2 building.
W. Please provide a trash enclosure elevation on Sheet 3.
X. Some landscaping work is being proposed on the Schrader property,
outside of the Harmony Center PUD. Have easements been obtained
and submitted?
Y. A Colorado Blue Spruce should be added on the south side of the
building.
Z. What does the dark dashed line south of Pad 2 building represent?
aa. In general, the Plans submitted appear to be a CAD enlargement of

C. Proposed building (Pad 4) exceeds 5000 square feet and must be fire
contained or equipped with an automated fire suppression system.
(Local Amendment to Table 38B UBC).
d. If building is equipped with a fire sprinkler or fire alarm system, a
"knox box is required.
13. The Current Planning Department offers the following comments:
a. The legal description on Sheet 1 of 4 should reference Pad Site 4.
b. Please indicate the proposed use/tenant in the title block at the top of
each page and in the title block at right hand side of each page.
C. Please revise the index of drawings at to state that Sheet 2 is the
overall site plan for the entire Harmony Centre; that Sheet 3 is Pad 4
Site Plan and Elevations; and that Sheet 4 is the Pad 4 Landscape
Plan.
None of these features are shown on the
perimeter of the building on Pad 4. Please add.
g. Please delete General Notes 15, 16 and 17 on Sheet 1 as they are
not relative to Pad 4.
h. Please delete the Building I (Home Depot) consultant information from
Sheet 1.
Please revise the title of the future land use plan for adjacent
properties to state "Potential Future Land Use........" Commercial
areas north of the Harmony Centre should be labeled as "potential
commercial". The retail site (Circuit City) should be labeled as
"approved retail". The automotive (Schrader's) should be labeled as
"existing automotive".
Please revise the Site Data according to the attached format.
k. The building footprint has increased and setback decreased (10 feet)
at the northeast corner of the Pad 4 building. This is a significant
change and may not be in compliance with the approved Preliminary
PUD. It is also not consistent with the Utility Plans. This must be
discussed further.
I. The building floor area listed for Pad 4 is different on Sheet 4 than on
each of the other plan sheets. Please revise all sheets accordingly.
M. The maximum building height is listed as 40 feet on Sheet 1.
However, the maximum building height is 23 to 24 feet according to
the building elevations. Please revise Sheet 1.
n. Please dimension the widths of all sidewalks, setbacks, typical
parking stalls, etc. on Sheet 3.
o. A minimum 5.5 foot planting strip adjacent to the west side of the
building is needed for trees and shrubs.
P. The Legend on Sheet 3 does not include all lighting symbols. How
tall are the light poles? The trash dumpster symbol should be labeled
as "trash dumpster/enclosure."
q. Please indicate the color of the awnings on the building elevations
and change the title in the color schedule to "fabric awnings".
r. Is the monument sign a Harmony Centre monument sign?
S. Is there any wall signage or window signage proposed on the building
elevations? Is it lighted? ... neon?
Please show Pad 4 landscaping darker and show landscaping from
Harmony Centre First Filing lighter on Sheet 4. Is the Landscape Plan
the same as the approved First Filing Landscape Plan?
U. Please provide a trash enclosure elevation on Sheet 3.
V. In general, the Plans submitted appear to be a CAD enlargement of
the 100 scale site plan. Please make sure that light poles,
landscaping, sidewalks, etc. are correctly located at this scale. Also,
please coordinate the information provided on the Site, Landscape
and Utility Plans.
14. Redlined plans from the Engineering Department are attached.
15. Comments from the Stormwater Utility are attached.
This completes the review comments at this time. Additional comments may be
forthcoming as the various departments and reviewing agencies continue to review
this request.
Please provide a written response to each of the above stated comments with the
submittal of plan revisions. A Planning and Zoning Board date will be assigned
once all comments have been addressed and revisions have been reviewed.

Dear Terry:
Staff has reviewed your plans for the Harmony Centre Pad Site 5 Final PUD that
were submitted on July 16, 1997 and would like to offer the following comments:
1. The Traffic Operations Department stated that although this pad site does
not include large vehicle trip generators, the developer will be held to the
SH68 (Harmony Road), SH287 (College Avenue), and JFK improvements.
2. The Water Conservation Specialist stated that the landscape plan must
contain a note calling for the review and approval by the City of Fort Collins
of any landscape irrigation system, prior to the issuance of a Building Permit.
3. The Light and Power Utility stated that the transformer location requested
by the developer will need to be changed. The transformer must be
accessible from the parking lot.
4. The Advance Planning Department offers the following comments:
a. There was no indication on the plans showing the location of any
mechanical equipment. Please show how this equipment will be fully
incorporated into the building's architecture.
b. The sidewalk on the north side of the Pad 5 building should be
redesigned. A person will not walk on a 5 foot wide sidewalk directly
adjacent to the north side of the building. Please narrow the width of
the median and provide a 13 foot wide walk with approximately 3 five
foot wide cut-outs (tree grates).
5. The Zoning Department offers the following comments:
a. Please dimension the distances of the building from the lot lines.
b. Please dimension the overall building height on the building
elevations.
C. Please indicate the proposed/permitted land use(s) for the building
within the building envelope on Sheets 2 and 3.

6. The Building Inspection Department offers the following comments:
Parking and
access aisles shall comply with ANSI At17.1-1992 with slopes no
greater than 1:50 in any direction.
b. Buildings shall be designed to comply with the Fort Collins
Nonresidential Energy Code (ASHRAE 90.1 with local amendments)
or residential energy code (MEC 1995 with local amendments)
whichever is applicable.
C. Food service establishments require approval by the Larimer County
Health Department at the time of building permit application. Please
contact Jim Devore at (970)498-6775.
7. The Transportation Planning Department offers the following comments:
a. Please provide a 6 foot wide sidewalk along the parking on the east
side of the Pad 5 building.
b. Please provide an opening or alternative in the 30" high screen wall
southeast of Pad 5 to accommodate pedestrian access to the
buildings from a future bus stop on Harmony Road.
8. The Fort Collins -Loveland Water District and the South Fort Collins
Sanitation District have reviewed the above mentioned submittal and have
no objections provided all District requirements are satisfied.
9. The Natural Resources Department stated that the trash enclosure must
be large; enough to accommodate trash and recycling dumpsters.

RE: Harmony Centre Pad Site 5
Dear Mr. Beaton:
This letter is in response to plans for Harmony Centre Pad 5 Project Development Plan
(Planning File #6-96M) submitted on November 17, 1999. Please note that staff reviewed your
plans and the Planning Division mailed a request for comments to several public agencies and
departments. This development proposal is subject to and shall comply with all requirements
set forth in the City's Land Use Code (LUC), specifically: Articles 2. Administration
(Development Review Procedures), Article 3. General Development Standards, Article 4.
[Zoning] Districts, and, The Harmony Corridor Plan.
The City of Fort Collins Land Use Code (LUC) requires that throughout all land use
proceedings, the burden to comply with all applicable standards rest with the applicant. The site
lies within the Harmony Centre PUD. The Harmony Centre Planned Unit Development was
originally reviewed as an LDGS project and due to Ordinance 161, the subject application is
now subject to Land Use Code. Staff, after reviewing materials submitted by the applicant,
finds that revisions/re-design to the submitted plans dated 11/17/99 are warranted to meet the
Land Use Code, The Harmony Corridor Plan, and the City of Fort Collins Development Manual.
The following lists the agencies and departments that responded with their comments attached.
A. Park Planning: submitted a response to the checklist and it is attached to this report.

Q. Current Planning Department: provides the following:
1. An amendment needs to be submitted and approved to Planning File #6-96
prior to approval of File #6-96M to accommodate any off -site alterations and
changes that need to occur to accommodate this development as required by
Land Use Code Article 2.
2. Delineate all property line setbacks, Harmony Road right-of-way width and
improvements, private drive widths, and sidewalk widths on all plans as required
by the City of Fort Collins Development Manual.
3. The plan sets need to include building envelope/footprint dimensions and
distance to nearest property lines as required by the City of Fort Collins
Development Manual.
4. Please label the sheet plan sets Sheet 1 of 5+, Sheet 2 of 5+, et cetera in the
lower right hand corner of each applicable sheet, this allows the proposed
development plan to be in sync with all other pad sites within the Harmony
Centre Planned Unit Development.
5. The plan set needs to include reference to the Index of Drawings on the first
plan sheet page.
6. The plan referenced as the Harmony Centre Area Plan (Sheet A1.01) needs
be labeled as the Overall Site Plan, which would then be in sync with all other
pad sites within the Harmony Centre Planned Unit Development and as required
by the City of Fort Collins Development Manual.
Mark McCallum - Harmony Centre Pad 5 f',st comments.doc Page 3
7. All plans shall include the appropriate verifiable scale, including the Overall
Site Plan. The overall site plan, site plan, and landscape plans shall utilize the
same scale, as required by the City of Fort Collins Development Manual.
8. The north arrow shall be shown on all respective plans, i.e. Site Plan (Sheet
A1.02) and Landscape Plan (Sheet L-1) as required by the City of Fort Collins
Development Manual.
9. Existing and surrounding zoning shall be shown as required by the City of
Fort Collins Development Manual.
10. The surrounding/abutting streets shall be labeled (Sheet L-1).
11. Site and Landscape Maintenance Agreements shall be submitted.
12. The following comments apply to the Site/Landscape Plan:
a) Please note Section 3.2.1(D)(1)(c) as it relates to full tree stocking requirements,
this section requires the addition of trees with tree grates within high use or high
visibility sides of a structure.
b) Per LUC Section 3.2. 1 (E)(4)(a) parking lot perimeter landscaping asks that trees
be provided at a ratio of one (1) tree per twenty-five (25) lineal feet along a public
street. Per LUC Section 3.2.1(D)(2) street trees shall be placed at thirty-foot to forty -
foot spacing intervals in the center of all parkway areas (and be in accordance with
Design and Construction Criteria, Standards and Specifications for Streets,
Streetscapes, Sidewalks, Alleys and Other Public Ways). The trees shall be placed
at least eight (8) feet away from the edges of driveways and alleys, and forty feet
(shade trees)/fifteen feet (ornamental trees) (LUC 3.2.1(K) from any street light.
C) After revising the site/landscape, please make sure the minimum species
diversity is provided in accordance with Section 3.2.1(D)(3) of the Land Use Code.
d) Please note LUC Section 3.2.1(E) (4) Parking Lot Perimeter Landscaping (b)
addresses the need to screen parking areas.
e) All parking lots need to meet the parameters addressed in LUC Section
3.2.1(E)(5)(a) — (e) including 3.2.2(13)(5)(a) walkways shall have one (1) canopy
shade tree per forty (40) lineal feet of walkways planted in a landscape strip within
five (5) feet of such walkway.
f) It appears there may be a discrepancy with proposed vegetation adjacent to East
Harmony Road with what was approved with the Harmony Centre PUD. Please note
all existing and proposed trees and vegetation adjacent to the subject site to ensure
compliance with Section 3.2.1(K) and all provisions of the Land Use Code (see
attached landscape Harmony Centre PUD plans).
g) Show planting plans in all landscape islands and strips.
Mark McCallum - Harmony Centre Pad 5 f;•st comments.doc Page 4
h) The site plan and landscape plan shall be in sync in the amount of public
amenities. such as the location and number of bike racks.
The screen wall needs to be extended as noted on the redline sheets. The
screen wall is required by the Harmony Corridor Plan and shall be consistent with
existing improvements. The landscape plan shall be revised to accommodate the
wall.
j) What does the crosshatched area refer to on the Site Plan (Sheet A1.02), please
clarify and/or remove. Note that this will need to be removed from the final mylar.
k) The parking plan shall be revised to meet Land Use Code Section 3.2.
13. The following comments apply to the architectural design of the building:
a) You have not specified the opacity of the glass you are proposing. Section
3.5.1(F) of the LUC specifies that clear glass (reflectivity or opacity of less than 60%)
shall be used for commercial storefront display windows and doors. Please specify.
b) Please indicate all building colors (stone, bricks, stucco, et cetera with a color
pallet) on the Building Elevations in accordance with Section 3.5.1(G) of the Land
Use Code.
c) The Harmony Corridor Plan requires that all architectural elements and detail
features must be consistent or harmonious among multiple buildings. Section
3.5.3(D)(1) of the LUC specifies that in the case of multiple building developments,
each individual building shall include predominant characteristics shared by all
buildings in the development so that the development forms a cohesive place within
the community. Similar architectural features should be carried over from the main
building to the design of the smaller buildings, in particular the top and base
treatments need to be more closely tied with the predominant characteristics of the
overall Harmony Centre development. Section 3.5.3(D)(6) specifies that all facades
shall have a recognizable "base," and "top" treatments. A "base" treatment consists
of (but is not limited to): thicker walls, ledges or sills, integrally textured materials
such as stone or other masonry, integrally colored and patterned materials such as
smooth -finished stone or tile; lighter or darker colored materials, mullions or panels,
or planters. A "top" treatment consists of (but is not limited to): cornice treatments,
other than just colored "stripes" or "bands," with integrally textured materials such as
stone or other masonry or differently colored materials, sloping roof with overhangs
and brackets; stepped parapets.
d) Section 3.5.1(J)(2) requires that any wall mounted utility meters and rooftop or
ground mounted mechanical equipment shall allow the architectural design to be
continuous. These functions must be screened from view from adjacent properties
and public streets by materials that are not inferior to the principal materials of the
building and landscape. Please specify where the utility meters and mechanical
equipment will be located, and show proper screening measures. Rooftop
mechanical must be hidden from view by a parapet.
e) Indicate all building dimensions, including doors, windows, etcetera, on building
Page 4 of 1
Mark McCallum - Harmony Centre Pad 5' -t comments doc Page 5
elevations.
e) Section 3.5.3(D)(2) of the LUC specifies minimum wall articulation that must be
achieved on all facades.
The proposed design does not provide the proper architectural features to
visually establish the required minimum 30-foot spaced bays. Architectural features
such as columns, ribs or polasters, piers and fenestration pattern shall establish the
bays The proposed design does not satisfy the requirement. See attached reclined
plans.
It appears that the proposed design is proposing inferior materials to the rest of the building
on the west fapade. This section of the code prohibits use of inferior materials for side and
rear facades, and specifies that all sides of the building shall include materials and design
characteristics consistent with those on the front. The building material adjacent to the vault
needs to be enhanced to comply with the Land Use Code, please consider faux windows,
treillage, et cetera.
c) Section 3.5.3(D)(3) specifies that facades that face a street or connecting
walkway (all of the facades on this proposed building) must be subdivided and
proportioned using features such as windows, entrances, arcades, arbors, awnings,
treillage with vines, etc. along no less than 50% of the fapade.
d) Scaled design elevations for the trash enclosure needs to be submitted in insure
compliance with the Land Use Code. Section 3.5.1(J)(1) and (2) requires that no
trash enclosure be located within twenty (20) feet of any public street, public
sidewalk or internal pedestrian way and screened with vegetative landscaping.
14. The transformer location on the Site Plan (Sheet A1.02) and Landscape Plan (Sheet L-
1) are different. Show the actual location of all transformer(s) on the revised Site and
Landscape Plans. They must be located no more than 10 feet from a paved surface
and must be screened from view.
15. Please provide a detailed light plan (spec. sheet for all wall and pole mounted
fixtures) insuring that all lighting apparatuses are shielded down, which meets the
Section 3.2.4 including Section 3.2.2. Proposed lighting shall be compatible with
Harmony Centre lighting.
16. Verification of the irrigation system connection points to ensure all landscaping is
continuously maintained per Section 3.2.1 [J].
17. All signs will require an additional sign permit outside this comment review.
18. All exterior mechanical devises, meters, et cetera, shall be screened.
19. Return all redlined documents with plan revisions, including redlined plans with
Current Planning and Advance Planning comments.
20. The Stormwater Utility needs to have a Utility/Grading sheet. Coordinate
Stormwater concerns with the Stormwater Utility Department, please contact Basil
Hamdan at 970.221.6681.
Mark McCallum - Harmony Centre Pad 5 r -t comments doc Page 6
21. Coordinate the sidewalk system through out the development with Transportation
Planning Services.
22. Coordinate the bus stop location adjacent to Harmony Road with GayLene Rossiter
with Transfort at 970.224.6195.
Additional comments and the required number of revised plans may be forthcoming as the
various departments and reviewing agencies continue to review this request.
Please provide a written response to each of the above comments with the submittal of plan
revisions. And revised site/landscape development plans drawn to scale clearly dated and
labeled shall be submitted to address the above.
Section 2.2.11 of the Land Use Code requires that an applicant submit revisions based on this
letter within 90 days or the project application becomes null and void. Your response to the
City's concerns is due by March 21, 2000, A 30-day extension to this deadline is available.
Request for an extension should be directed to the Current Planning Director. If remaining
issues are those that do not require plan revisions, a status report verifying continuing efforts
toward resolving the issues is required within the same timeline.
The burden of demonstrating compliance with all Land Use Code criteria, The Harmony
Corridor Plan, and the City of Fort Collins Development Manual is with the applicant. Please
contact me at 970.221.6750 and/or e-mail: rfuchs(o)ci.fort-collins.co.us if you should have any
questions or concerns related to these comments.

Dear Terry:
Staff has reviewed your plans for the Harmony Centre Pad Site 1 Final PUD that
were submitted on July 16, 1997 and would like to offer the following comments:
1. The Traffic Operations Department stated that the decel lane will need to
be constructed on South College Avenue with the Harmony Centre First
Filing.
2. The Water Conservation Specialist stated that the landscape plan must
contain a note calling for the review and approval by the City of Fort Collins
of any landscape irrigation system, prior to the issuance of a Building Permit.
3. The Advance Planning Department offers the following comments:
a. There was no indication on the plans showing the location of any
mechanical equipment. Please show how this equipment will be fully
incorporated into the building's architecture.
b. The sidewalk on the north side of Pad 1 is marginal as a pedestrian
environment. The sidewalk on the east side of the drive-thru lanes is
too narrow for walking and marginal for trees to be planted. Each of
these walks and the walk on the west side of the building should be
six to seven feet wide with a minimum 5.5 foot wide planting strip for
foundation plantings and trees.
4. The Zoning Department offers the following comments:
a. One additional handicap stall is required as we will count spaces
surrounding the pad but not within the pad site. Approximately 66
spaces will be counted for Pad Site 1 which requires a total of 3
handicapped parking spaces.
b. Please dimension the distances of the building from the lot lines.
C. Please dimension the overall building height on the building
elevations.
d. Please indicate the proposed/permitted land use(s) for the building
within the building envelope on Sheets 2 and 3.

• What are you planning to do with the runoff water on the south side and north sides of the
median where the crown of the road is offset from the medians? You will not be allowed
to drain the water across Harmony Road through the concrete chases. Concentrated
amounts of water will cause deterioration in the pavement. Also, in these areas, water
will tend to collect and become stagnant. This is not acceptable.

• See sheets for additional comments.
Sheets 42 thru 44 of 51
Are all details referenced in the previous drawings? If not, please reference all details
used in this set of plans.
We would like you to add a couple of sheets to the plan set.
1. The entire intersection of College Avenue and Harmony Road
2. The intersection of JFK anf Hogan
This will provide us with more information on how the lanes interact with each other.
* As a comment that pertains to the entire set of utility plans, there were a lot of lines,
symbols, casements, etc. that were not labeled. To simplify matters, not only from an
engineering standpoint, but probably from a contractor's standpoint, these items should be
identified and labeled to clarify and simplify the review process.

• Modify the left turn median. It doesn't need to be as wide as is shown. Accommodate
for semi trucks turning into the site.
• Please provide us with more cross sections in the area where the left turn lane and median
is. Need a better idea of where the crown of the road is and how the water will end up
draining.
• The sidewalk on the north side of Harmony needs to be flush with the property line.
Sheet 37 of 64: Harmony Road Plan and Profile - Sheet 3 of 4
You will need to eliminate the angle points in the medians and provide radii per the street
standards.
Sheet 37 of 64: Harmony Road Plan and Profile - Sheet 4 of 4

Check with the transportation department regarding the striping for the turning lane on
Harmony -
Make sure that the intersection of JFK and Harmony is the same on all of the sheets.
Right now the water appears to be draining onto Harmony, which is not acceptable.
However what is shown is different than what is provided on sheet number 50 of 64.
Please modify.
Sheet 38 of 64: Harmony Road Cross Sections - Sheets 1 thru 8 of 8
The minimum cross section slope is 2%. Please modify all of the cross sections that do
not meet this standard.
Make sure that there are no "pockets" where water can end up being trapped.
The maximum cross sectional slope is 4% per the street standards. There are a few street
cross sections that do not meet this standard. Pleas modify.
Sheet 47 of 64: College Avenue - Plan and Profile
• Provide the design for the modified decel lane that was discussed. Make sure that
vehicles will not be able to enter the decel lane directly from the gas station. Driveways
must exit onto College Avenue and not onto the decel lane.
• Show all curb return profiles.
• Just show the information that relates to the street design except for any utility crossings
that could be potential problems during construction. Also label everything so it is clear
what is being presented.
• Distinguish more clearly what is being proposed, what is existing, what is being removed,
etc.
• Are there any power poles, or other structures that will be relocated during the
construction? Please indicate.
Sheet 48 of 64: College Avenue Cross Sections - Sheet 1 and 2 of 2
You need to match the existing slope or make the slope of the proposed asphalt section
greater. We will not allow the situation being shown to be constructed.
Please shoe the existing median on College Avenue.
Sheet 50 of 64: ,IFK Parkway Plan and Profile - Sheet 1 of 3
The JFK/Harmony intersection doesn't match what is shown on sheet number 37 of 64.
Please make the appropriate corrections.
Provide cross sections of JFK Parkway every 50'.
The text in the profiles is too small. Please make larger.

Show all curve information in a table. This includes the curb returns.
Provide profiles for all of the curb returns.
Show the concrete pan in the profile.
Sheet 51 of 64: JFK Parkway Plan and Profile - Sheet 2 of 3
• Provide cross sections of JFK Parkway every 50'.
• The text in the profiles is too small. Please make larger.
• Show all curve information in a table. This includes the curb returns.
• Provide profiles for all of the curb returns.
• Show the concrete pan in the profile.
• The nose of the medians need to be a minimum of 20' from the flowline of the
intersecting street. Please modify.
Sheet 52 of 64: JFK Parkway Plan and Profile - Sheet 3 of 3
Provide cross sections of JFK Parkway every 50'.
The text in the profiles is too small. Please make larger.
Show all curve information in a table. This includes the curb returns.
Sheet 63 of 64: College Avenue/Harmony Road Intersection Plan
• The northeast comer of the intersection looks different from what was previously shown
on sheet number 35 of 64. Please make the appropriate corrections.
• Show all of the curb and gutters, existing and proposed. Don't just show them as single
lines.
• Widen the eastbound lane on Harmony (the lane just south of the median) to 14' or pull
the nose of the median back. Right now it conflicts with trucks turning from southbound
College onto Harmony.
• You may want to taper the southem-most lane, as shown on the plans, to make room for
wider turns from southbound College to eastbound Harmony.
Sheet 64 of 64: JFK Parkway/Harmony Road Intersection Plan
Provide more detail, i.e. curb and gutter, labeling, etc. Make sure that this sheet matches
the information provided on sheet number 50 of 64 and sheet number 37 of 64.
Provide all of the necessary information that was discussed at our meeting with regards to
the intersection improvements.

Please make sure that all of the issues we are requesting for the P & Z hearing have
been addressed. If they haven't, this may delay the project.
The comments presented above are the "major" comments found on the respective
sheets. Refer to the plan set for additional comments and concerns.
Please find enclosed a form to be filled out pertaining to the development
agreement. This does not mean that the development agreement process has begun.
It simply, is to allow you enough time to gather the required information that is
needed. Our goal is that by doing this the development agreement process will not
be delayed when it comes time to writing it.

their 3-9-96 comment letter.
2_ Pavilion Lane is currently 36' wide (residential standard) but is changing functions to a
commercial l industrial street requiring a 44' pavement width and 62' R.O.W.; the amended
traffic study should evaluate Pavilion Lane to determine the street requirements.
3 Need to incorporate an 8' bike lane on N. side of Harmony and 6' bike lanes on JFK.
4 Please indicate Harmony and College centerlines and dimension their R_O.W. width and
their relation to the section line.

8. The Natural Resources Department offers the following comments:
a. Additional landscaping is needed along College Avenue.
b. The trash enclosure must be large enough to accommodate trash and
recycling dumpsters.
C. It appears that cars using the drive-thru on the east side of the
building will be routed through the Schrader's gas station property.
This does not seem appropriate.
9. U S WEST offers the following comments:
a. Review of these plans should not be construed as a commitment that
telephone facilities sufficient to sere this project are presently
10. The Poudre Fire Authority offers the following comments:
a. Fire hydrants are required with a maximum spacing of 600 feet along
and "approved roadway".
C. Proposed building (Pad 1) exceeds 5000 square feet and must be fire
contained or equipped with an automated fire suppression system.
(Local Amendment to Table 38B UBC).
d. If building is equipped with a fire sprinkler or fire alarm system, a
"knox box is required.
