Box 503 • (303) 484-0359 301 No. Howes • Fort Collins, Colorado 80522 Using the City of Fort Collins "Design Criteria and Standards for Streets," a serviceability index of 2, a regional factor of 1, and assuming a worse case "R" value of 5, a twenty year design life, and an eighteen kip equivalent daily load application of 5 for the two cul-de-sacs at the site, it is our opinion that the proposed pavement thicknesses of three (3) inches of asphalt underlain by ten (10) inches of crushed aggregate base course for Devon Way and Maren Cove are adequate. Ladies: and Gentlemen: For several years we who live east of and near to Harbor �Jalk Estates Phase III have suffered from trash and dirt resulting from development projects at this location. Little effort has been made to relieve the situation. From the windstorm of about March 13, dirt and sand from the plowed areas blew onto our sidewalks and lawns to the depth of 2 and 3 inches, and our white rock beds were filled. * Upon my insistence to the present owner, the sidewalk on the west side of my property was partially cleaned, but no further effort has been made (except by the local residents) to remedy the situation of our sidewalks,berms, lawns and rock beds. My understanding is that contractors are re- quired to prevent or remedy such damage to a com- munity when they are granted construction rights. I am h.opirg that your department can do something in regard to our current need, by enforcing these requirements. Devel ment Services Engineering Department Ab Citv of Fort Collins April 13, 1989 Mr. Willard Holz Homes by Holz 125 South Howes Fort Collins, Colorado 80521 Re: Harbor Walk Estates Phase III; Wind and Water Erosion Dear Mr. Holz: On April 10, 1989 I received a letter from Mr. Samuel McLean regarding the soil erosion from the Harbor Walk Estates development adjacent to South Lemay Avenue. Apparently he has suffered some damage to his landscaping as a result of dirt and debris coming off of this site. In his letter, Mr. McLean is asking the City for help in solving the erosion problem from your development. It is the Ci.ty's position that the control of erosion by either air or water is the responsibility of the developer as stated in the Development Agreement. For your convenience, I have enclosed a copy of the Harbor Walk Estates Agreement and point out Paragraphs 2 C (ii) and 3B, C, and D. As I'm sure you are aware, once the ground cover has been removed, the barren soil is much more susceptible to erosion and does become a nuisance to the surrounding areas. For this reason we must address erosion as it relates to all developments within the City. In addition, City Code Chapter 20 - 61 requires the City Engineer's office to enforce these requirements either through legal action or cooperation. After visiting the site, it is obvious that there is a severe erosion problem and corrective measures are needed to correct it. Box 580 300 LaPorte Avenue Fort Collins, Colorado 60552 Re: Street name correction in the plat of Harbor Walk Estates Phase III Replat No. 1 Mr. Frank: In 1988, Engineering Professionals Inc. completed and recorded the Plat of Harbor Walk Estates Phase III. Sl rown on the 1988 plat were two short "cul-de-sac" streets named DEVON WAY and MAREN COVE. In 1989, Engineering Professionals Inc. completed and recorded the Plat of Harbor Walk Estates Phase III Replat No. 1. On the 1989 replat, the same two "cul-de-sac" streets were shown as DEVON COURT and NIAREN COURT. The horizonal position of the two streets did not change in the replat. As the two 'cul-do-sac" streets shown on the 1989 replat are intended to be the same two streets as shown on the 1988 original plat, we are requesting the names of the two streets be changed on the 1989 replat to the names as shown on the 1988 plat. DEVON COURT should be DEVON WAY, and MAREN COURT should be MAREN COVE. Our office ha discussed this situation with Sherry Albertson of your staff. She is aware of the problem and has toici us tnis is the way to affect a street name change.
