The following is a list of planning objectives for the proposed
Planned Unit Development, Hampshire Square.
The Development: of Hampshire Square is contiquous to the existing
development within the city limits and is consistent with the phas-
ing plan for flee City's urban growth area.
The site of thin development is in an area which reinforces the
phasing plan of the city for urban growth. In addition as a
low density re;idential area it will have easy access to existing
planned neighborhood and regional/community shopping centers. The
project also has easy access to major employment centers and is
adjacent to a collector street which will afford primary access.
The project will also be able to utilize existing services that
are currently in place and which are structured for higher in-
tensity areas 1,,ithin the city.
In regard to I,sign methods to reduce energy consumption, all units
will have R-Ls walls and R-30 ceilings. Theses R-factors are 15%
and 37% respec.Lively, above code and should contribute significantly
to energy savings.
We would also like to note that the density of the project is being
decreased from 144 units to 47 units.

We are hereby requesting a variance in the Street Design at the entrance to this
P.U.D. located on the West side of Hampshire Road at Valley Forge Drive. The
following are the Design Criteria (Design Criteria and Standards for Streets,
City of Fort Collins, 1986) and the proposed design conditions and comments;

PROPOSED CONDITION
Centerline R = 200' with tangent = 50' and centerline
R = 200', with deflection angles of 210 43' and 250 29'
respectively.
Anticipated speed 10 to 15 mph, is based on right angle
turns off Hampshire Road and Stop sign conditions
on Valley Forge on both sides of Hampshire Road.
Two cross swales in Valley Forge will also slow speed
approaching these curves.
Small deflection angles provide almost normal visi-
bility along total length of tangent and reverse curves
(total length = 215 feet).
The entrance location was dictated by having to align with Valley Forge Drive
to the East. No other location is feasible along the frontage of the property
due to the desired 200 foot spacing between entrances and the existing location
of the Children's World Preschool. This street plan provides the most efficient
lot layout considering all other factors.
We believe the access and sight distances are adequate and the conditions pro-
posed are safe and reasonable for this location.

Enclosed is a copy of a handout T typed up to try to answer some of the
more common questions concerning vacation and dedication of easements.
There are two things needed for Hampshire Square related to easements. The
previous dedications of Drake Crossing P.U.D. must be vacated, and the
Hampshire Square Plat needs a dedication statement on it. I have talked to
Richard Stork about both of these issues already. Please read through the
handout and take care of both of these issues.

Dear Richard;
The plat for Hampshire Square P.U.D. fails to include a 15 foot utility
easement located south of the north property line of Hampshire Square. This
easement is an exclusive use easement with all rights given solely to Public
Service Company of Colorado. The easement was recorded with Larimer County
on December 19, 1978, Book 1921, page 380. The plat must be changed to show
this 15 foot easement before the Dlat can be recorded with the Countv.
The north property line of Hampshire Square is the back lot line of houses on
Valley Forge Drive. Along back lot lines, the City of Fort Collins requires
a 6 foot utility easement to provide access for Mountain Bell Telephone and
Columbine Cablevision. The 15 foot exclusive gas line easement would require
the 6 foot utility easement to be 15 feet south of the property line. I have
contacted Gary Huett at Public Service Company of Colorado to see if it would
be possible to combine these two easements. Mr. Huett agreed to allow Moun-
tain Bell and Columbine Cablevision to install their underground cable in the
existing gas line easement with the following conditions:
1) The location of the gas line and the 15 foot easement be
shown on the Plat and labeled. The gas line is 10 feet
south of the north property line. The easement should be
labeled as "PUBLIC SERVICE COMPANY OF COLORADO UTILITY
EASEMENT" and include the recording information.
2) A note is to be placed on the plat stating that Public
Service of Colorado will grant joint use of this easement
with Mountain Bell and Columbine Cablevision provided they
obtain written permission and coordinate the installation
with Public Service of Colorado.

It is the Developer's responsibility to coordinate the needs and concerns of
all utilities involved. Please contact Bob Snow at Mountain Bell, Lou Phil-
lippe at Columbine Cablevision and Gary Huett at Public Service Company of
Colorado. Make sure they are all aware of the situation, and that the Exca-
vating Contractor doing the trenching for the utility lines works within the
designated area.

It is standard policy for the city of Fort Collins to accept for perpetual
maintenance those public riot -of -way constructions which have been
approved by the City and which have passed all required guarantee periods.
This includes the water main, sanitary sewer mains, storm sewer lines and
facilities, street pavements, street lights, and street signs.
