The City staff has reviewed your request for Hampshire Pond P.O.D.,
Preliminary that was submitted on July 5, 1993, and would like to
offer the following comments:
1. The final plat must dedicate minimum 8' wide utility easements
adjoining right-of-way lines on both sides of all streets. The
project entry signs must not encroach into these easements and
the proposed front lot street trees must be planted outside of
the easements. Public Service Company's underground gas mains
are generally located at the centerline of the utility
easement, and signs and trees must maintain a 4' horizontal
clearance. Light & Power also needs front lot utility
easements, combined with PSC, and these easements should be
shown on the combined Site Plan and Plat.
2. A copy of the comments received from U.S. West is attached to
this letter.
3. Utility easements should be shown on all lots on the combined
Site Plan and Plat. Columbine CableVision prefers rear lot
utility easements and would also like to have side lot
easements on Lots 7, 8, 11, and 12 on Willow Fern Way and side
lot easements on Lots 4, 5, 6, 9, and 10 on Featherstar Way.
4. The Landscape Plan does not provide for a time commitment for
when the: common area, West Drake Road landscaping will be
installed.
5. Light & Power has indicated that there is possibly 2 locations
where street lights and street trees could conflict (please
see the attached red -lined drawing and standard tree/street
light location information).
6. Street design, plan & profiles must be submitted to the
Engineering Department for review. Red -lined plans have been
forwarded to Northern Engineering with additional comments.

The final plans must include all appropriate signature blocks.
7. An increase in parkland fees to $779 per residential dwelling
unit has recently been approved by City Council and will go
into effect.........
8. A note should be added to the Landscape Plan or a restrictive
covenant preventing homeowners from constructing 6' high
privacy fences abutting the three -rail fences along the trail
easement and regional detention area is required.
9. The easement in the regional detention area on the Site Plan
and Plat: must be labeled as a utility and public access
easement to accommodate the City bicycle/pedestrian trail.
10. The inclusion of some landscaping along the north side of the
proposed bicycle/pedestrian trail may be advantageous to
provide buffering to the rear portions of Lots 15 through 26.
The Natural Resources Department recommends using native
vegetation if landscaping is to be provided in this area.
11. The vacant property to the east, north of the proposed
regional detention area, is likely to be developed as
residential. Vehicular and bicycle/pedestrian access to the
property should be provided from this development. Extending
Water Blossom Lane to the east (affecting Lots 4 & 5) is one
suggested solution to this need.
12. The Spring Creek floodplain should be shown on the Site Plan
and Plat.
13. The developer of Hampshire Pond will be responsible for
construction and maintenance of the trail access walks between
Lots 14 & 15 and Lots 24 & 25 (and any others that may be
proposed).
14. All existing improvements, buildings, landscaping, etc. (both
on -site and off -site within 1501) must be shown on the Site
Plan as ;per the Preliminary P.U.D. submittal requirements. It
is important to show the off -site landscaping on the property
to the west to indicate how this small lot single family
residential development will interface with that large acreage
residential property.
15. There appear to be 5 different lotted areas delineated on the
Site Plan. It would be helpful if these areas were
differentiated as "blocks" or something that will eliminate
the confusion of referring to Lot 1 ... which one? ... there
are 5 Lot 11s, etc.
16. The distance shown on the Site Plan between Hampshire Road and
Featherstar Way is minimal according to the Transportation
Divisionis review and comments. The distance proposed, in
conjunction with the need for left turn lanes in some
situations, raises questions about the reality of an access
point at Featherstar Way. Also, there has to be a left turn
bay for Hampshire Road and it does not appear that there is
enough room to provide this bay. Dave Klockman is yor contact
person in the Engineering Department who can work with you on
this requirement.
17. There are two references to Min. Rear Setback: 15' under the
Site Data on the Site Plan. This is repetitious. Also, the
total number of residential lots should be listed here.
18. The location of the "temporary dead end of Marshwood Drive" at
the southwest corner of the development essentially locks into
place how development can occur on the properties to the east,
considering the fact that a collector street connecting to
Wyandotte Drive north of Drake Road is planned. The connection
from this development to the properties to the east should
allow for options.
This completes the review comments at this time. Additional
comments may be forthcoming as the various departments and
reviewing agencies continue to review this request. Please be aware
of the following dates and deadlines to assure your ability to stay
on schedule for the August 23, 1993 Planning and Zoning Board
hearing:
Plan revisions are due August 4, 1993 by 12:00 noon. Please contact
me for the number of folded revisions required for each document.
PMTIs, renderings, and 8 folded copies of final revisions (for the
Planning and Zoning Board packets) are due August 16, 1993.
Final documents (including the signed development agreement,
applicable mylars and utility plans) are due August 19, 1993 by
12:00 noon.
