Dear Rich,
The following comments were expressed at the Final Review of
Hampshire Court Subdivision on June 5th:
1. There will need to be a statement on the subdivision plat
relating to the concern about potential seepage from the
Pleasant Valley & Lake Canal onto this property. Please
contact Susan Hayes at 221-6589 to work out the appropriate
wording.
2. More information about the easements associated with the PV&L
Canal and the existing trail is needed. The plat is unclear as
to what is what along the west end of this development. What
is "open space" and what is the significance of Tract "B" of
Brown Farm 4th?
3. There may be a conflict between the proposed drainage
solutions for this development and the ability to save some of
the existing trees on the site. The grading plan shows earth
cuts and fills on Lots 8 & 13 that may affect these old
cottonwoods.
4. The earth fills at the northwest corner of the development,
primarily on Lots 11 & 12, may adversely impact the lots to
the north. These off -site drainage concerns must be addressed.
5. Who is building the proposed fence(s) along the backs of the
lots on West Drake Road? Allowing the individual lot owners to
build their own fences in this area would not assure
continuity along this arterial street.
6. The landscaping within the street right-of-way, between the
curb and the lot line, must be installed by the developer and
maintained by the developer for two years or until the City
accepts maintenance of the area. What is the proposed surface
to be between the curb and sidewalk, under the s,�reet trees?
A typical cross-section from the lots to West Drake should be
provided,. The Parks & Recreation Department will have to

approve the landscaping in this area before they will accept
maintenance.
7. The City will not maintain Tract A, the detention pond, in
this development. Who will assume perpetual maintenance of
this facility since there is not to be a Homeowners
Association?
8. The Platte River Power Authority transmission lines along West
Drake Road should be shown on the plat and plans. PRPA has
indicated that they do not want trees to be allowed to be
planted on the 15' utility easement adjacent to West Drake
(inside the fence on Lots 1-10) because they can cause
problems for the electrical lines. Shrubs and ornamental trees
should not create a problem.

The staff has reviewed your submittal for the Hampshire Court
Subdivision (formerly Hampshire Square II), Final, and offers the
following comments:
1. The subdivision plat, Sheet 2 of 7 as submitted, is numbered
as part of the utility plans for this development. This is a
one -sheet. plat and, for recording purposes, must stand on its
own. The subdivision plat and the utility plans are two
separate documents, although the plat may be inserted into the
utility plans for reference.
2. Notation referencing/describing the control and outer boundary
monument. (i.e.: located, set, type of monumentation, etc.) is
required on the subdivision plat.
3. A grading plan is needed to show drainage swales between the
lots. Also, a grading conflict may exist on Lots 8 and 13
where you are trying to preserve the large old trees. These
areas are apparently planned to be filled, potentially
affectincl the tree root systems. Please see the attached
Engineering and Stormwater Utility comment sheets for comments
relating to the utility plans.
4. An erosion control sequence plan must be included in the
utility plans.
5. The Hampshire Square II, Preliminary Plan included a 20' wide
utility & trail access easement on Lots 10 & 11 (10' each
lot), at the west end of the development. This easement is to
provide public access to the existing trail and open space
along the Pleasant Valley & Lake Canal. The Hampshire Court,
Final Plat does not presently show this easement. The plat and
final landscape plan should both reflect this easement.
6. The existing (undeveloped) trail along the east side of the
PV&L Canal should be located on the landscape plan.

7. Comments: specific to the final landscape plan:
a. The plan shows a 6' high solid wood fence along the
entire West Drake Road frontage and to the north for
approximately 150' along Hampshire Road. As per our
previous discussion, the brick columns that you have
agreed to incorporate into the fence (at a maximum of
100' spacing) must be shown on the plan.
b. The cobblestone surface cover proposed in the parkways
along both streets, between curb and sidewalk and the
7.5' strip between back of sidewalk and fence, will
create a very harsh appearance. Alternative solutions
could be:
1) a dry land grass mix or low water intensive grass mix
with a water conserving irrigation system,
2) a mix of drought tolerant grasses and xeriscape shrub
materials,
3) a mix of the aforementioned grasses, shrubs, and
cobblestone.
These solutions would especially be relevent to the West
Drake Road arterial frontage.
C. Due, to the presence of the overhead transmission power
lines along the proposed back lot lines of Lots 1-10, it
will be important to maintain the necessary vertical and
horizontal separations between the poles, lines, and
trees. The street trees as shown on the landscape plan
relate reasonably well to the situation. There is no
problem with the Golden Rain Tree but the Little leaf
Linden may be too tall at maturity. I recognize the fact
that it is pyramidal in shape and the spread may not
create a problem. Just something to consider.
d. Could street trees, ornamental trees be added along the
Hampshire Road frontage? Also, one tree per lot in the
front yards would assure the presence of vegetation and
a more unified streetscape.
e. Is anything other than dryland grasses proposed for the
detention pond. A good example of a low maintenance pond
is at the corner of South Shields Street and Casa Grande
Boulevard. It incorporates turfgrass and minimal number
of trees for a very pleasing effect. .
f. Notes referring to the responsibility for maintenance of
Tract A, the detention pond, and the landscaping in the
street right-of-ways must be on both the subdivision plat
and the landscape plan.
This completes the review comments at this time. Additional
comments may be forthcoming as the various departments and
reviewing agencies continue to review this request. Please be aware
of the following dates and deadlines to assure your ability to stay
on the agenda for the July 27, 1992 Planning and Zoning Board
hearing:
Plan revisions are due July 1, 1992 by 12:00 noon. Please contact
me for the number of revisions required for each document.
PMTIs, renderings, and 10 copies of final revisions (for the
Planning and Zoning Board packets) are due July 20, 1992.
Final documents are due July 23, 1992 by 12:00 noon.

City staff has reviewed the revisions for the Hampshire Court
Subdivision -- Final, and would like to offer the following
comments:
1. The preliminary plat was approved with a 20' wide utility &
trail access easement on Lots 10 & 11 (10' on each lot) at the
west end of Hampshire Court. This easement will provide public
access to the existing trail and open space along the Pleasant
Valley & Lake Canal. The final plat and landscape plan do not
presently include this easement. The easement was an element
of preliminary approval and the City still feels that it is an
important part of this development. This correction should be
made.
2. There are off -site drainage issues involving the vacant
Children's World day care center, and associated with the
detention pond at the northeast corner of this development,
that must be resolved prior to this request going to the
Planning and Zoning Board for final approval.
3. The streetscapes and Tract 'A' (detention pond) treatment and
maintenance is still a concern that must be addressed prior to
final approval. You have indicated that there will be a
Homeowner's Association and that it will be responsible for
maintenance of the detention pond and the landscaping in the
street rights -of -way. Several questions arise:
* How will this be accomplished?
* Will there be an on -going association with each homeowner
paying a monthly fee for an outside maintenance contractor
to do -the work?
* Will the individual homeowners be responsible for watering
and grass cutting?

+ If individual homeowners are responsible, how will they
access the areas to be maintained? Would gates be provided
through the fence?
It is important to firm up the mechanism for landscape
maintenance, and the City will want to review an association
document.
4. After lengthy deliberation amongst staff and discussion with
the City Forester it has been determined that the cobblestone
groundcover is not appropriate in large masses as proposed
along this arterial street. This position had previously been
expressed by City staff and supported by the Planning and
Zoning Board. Additionally, the Board attached a condition to
the preliminary approval stating that "Some additional
landscaping be shown at Final on the streetscape. Some
landscaping in between the trees as the applicant proposed,
between the sidewalk and the fence, of low maintenance that
will become established in two years. %eriscape that will
break up the canyon effect of the streetscape and wall." The
twelve Table Top Junipers in groupings of three and spaced 160
feet apart, up against the fence, does not fulfil the intent
of the Board's condition. The City staff's position, as had
previously been stated, is that a turf grass groundcover under
ornamental street trees is a much preferred treatment over
what is proposed and shown on the landscape plan (cobblestone
groundcover). The dryland grass mix shown on the plan is
acceptable in the street rights -of -way and is relatively easy
to establish. The best time to plant this grass is around the
1st of September, with intensive watering for about a two week
period. An alternative time would be around the 15th of April,
taking advantage of natural spring moisture. Once established,
proper mowing will be the key to the appearance of the area.
This alternative will actually be less maintenance -intensive
and more cost effective in the long run.
5. The City forester has said that the two trees proposed in the
street parkway, the Amur Chokecherry and the Toba Hawthorn,
have a relatively high mortality rate. The City will not plant
these trees in an unprotected area like this. The
recommendation is to use Radiant and Spring Snow Crabapples,
1-3/4" caliper, ball & burlapped. Also, the trees would be
more appropriately located between the sidewalk and the fence,
in the 7' strip of land. The 5' parkway is a little too tight
for trees along an arterial. Alternating these two varieties,
spaced at 30' on -center over the length of the development
(numbering 18 trees), will create a good visual appearance
along the streetscape. A method of assuring establishment of
the trees over a 3 to 5 year period will be necessary. This
means providing some form of adequate watering. With this
landscape concept (ornamental trees over a well maintained
drought -tolerant turf grass groundcover) shrubs will not be
necessary in the 7' strip behind the sidewalk and definitely
not encouraged in the parkway, for maintenance reasons.
6. Note 2 at the right-hand side of the Landscape Plan is
incorrect. The City will not assume responsibility for the
landscaping in the street rights -of -way. The Homeowner's
Association will be responsible. Also, notes 5 & 6 at the top
of the plan, relating to acceptance by the City, are
incorrect.
7. Note 3 at the top of the Landscape Plan should be changed to
require individual irrigation of the trees for three growing
seasons (minimum), instead of two.
S. Attached. are two tree planting details that should be included
on the Landscape Plan. These are especially important in areas
where dryland grasses, with limited irrigation, are being
used.

Staff has reviewed you submittal of the Hampshire Square II -
Preliminary Subdivision and would like to offer the following
comments:
1. The Water/Wastewater Department comments have been forwarded
to Stewart & Associates on a redlined set of Utility Plans.
2. A fire hydrant must be added at the corner of Hampshire Road
and Hampshire Court.
3. Hampshire Court is not perpendicular to Hampshire Road;
however, it does meet the City's minimum design standards.
4. The soils report does not include a pavement design. This
information must be included in the Final submittal.
5. The radius of the cul-de-sac bulb transition is missing from
the Utility Plans.
6. With the Pleasant Valley & Lake Canal being in the vicinity of
this development language will be included in the Development
Agreement. referencing the potential for high ground water. The
City is not responsible if the developer chooses to construct
basements with these homes.
7. The surrounding 150' information, in all four directions, is
insufficient.
8. The subdivision plat must indicate the locations (with a
symbol), number, and percentage of solar oriented lots.
9. The plat does not adequately address the appearance of the
steeetsca.pe along West Drake Road. A landscape plan should be
submitted. indicating the proposed treatment in the detention
pond and along West Drake. This plan should include plant
materials, fencing locations and types. Who is going to
maintain the improvements back of the sidewalk? The Drake

Crossing Shopping Center has established a pleasing
streetscape that should be carried on through this project, if
possible.
10. A access easement for a trail connection, between Lots 10 and
11, to the existing trail along the Pleasant Valley & Lake
Canal should be provided.
11. The existing significant vegetation on this site should be
shown on the plat. There are some large trees that should be
evaluated and preserved, if possible.
This completer staff's comments at this time. Additional comments
may be forwarded to you as the City departments and outside
reviewing agencies continue to review this request. Please be aware
of the following deadlines to enable you to stay on schedule for
the June 22, 1992 Planning and Zoning Board hearing:
