Dear Ed,
City staff has reviewed Golden Meadows Neighborhood Center P D.,
Preliminary, and offers t e following commen s:
1. Monte Carlo Drive, to be renamed Tech St., must be redesigned for
36' of pavement on a 54' R.O.W. 28' streets were designed as options to
be utilized in residential P.U.D.'s. A street, such as Monte Carlo,
which provides access to a neighborhood center of 150,000± square feet
and a connection between an IP site and high density zoned area, does not
meet this intent.
2. The curb cut off McMurray Ave. must be redesigned to better facilitate
movements around the proposed service center site.
3. Sidewalks must be provided on both sides of all public streets.
4. Street widths previously platted for McMurray Ave. and and Wheaton Drive
must be maintained to Harmony Road.
5. The truck access area, at the rear of Building A, must be redesigned so
that trucks are not forced to back out onto a public street. In addition, two
curb cuts should not be provided for the adjacent 22-car parking area.
6. Staff expressed their concern over the "fan parking" configurations
provided in the residential areas. While this parking type does tend to reduce
the amount of pavement, site distances are critical and parking stalls should
be standard dimensions throughout their width, and not tapered.
7. The two priv21te drives through the residential area do not meet the guide-
lines which have been established for such drives. If drives are to connect
two public streets a much less direct route for these private drives must be
designed.
8. It must be designated on the site plan whether the walkway/bike path is
to be public or private.
9. Building D must be located completely outside the 80' landscaped buffer
provided along Harmony Road.

10. It must be designated on the site plan that Building C is the site of a
service station.
11. Required loading areas and building envelopes must be designated on the
site plan.
12. City staff will be meeting with the state highway department to discuss
improvements along Harmony Road and will keep the applicant informed of these
conversations.
Given the nature and number of the above comments, the applicant and city staff
should meet at your convenience.

We have reviewed the Preliminary Site Plan for Golden Meadows P.U.D., and we have
the following comments.
1. The construction of Wheaton Drive will require the provision of acceleration/
deceleration lanes and a median left -turn lane. Detailed plans for the con-
struction of these lanes should be submitted to this office along with the
enclosed Application for Driveway Permit.
2. The proposed traffic signal at McMurray Avenue is consistent with the December 29,
1977, Traffic and Access Analysis. The Department of Highways has very limited
funds for new traffic signals. Therefore, we urge the City to ha, :e the developer
of Golden Meadows provide the necessary funds in escrow for the a-ticipated
signal. This signal can only be installed when traffic warrants are met.
