Issue Contact: Glen Schlueter Topic: General Number: 220 [2/23/04] Discount Tire 2-23-04 Created: 2/23/2004 The City of Fort Collins learned this week that some of the floodplain modeling in the vicinity of your site may be incorrect. The irrigation check structure in Fossil Creek is 1.f ft. higher than previously thought. It is expected that this will raise the flood elevation on this site, but it is not known by how much. We will not require Discount Tire to change their building elevation. However, we want Discount Tire to be aware of this issue and they may want to consider raising their building to give themselves additional freeboard in order to protect the building from flood damages. This information was found when the City's Parks department was doing survey work for the future trail. Stormwater will be working with the Parks department over the next several months to revise the floodplain modeling and also see if there is any mitigation that can take place as part of the trail design. Topic: General 62 A follow-up neighborhood meeting was held on 7/11/02. 63 A modification Request was submitted on 7/18/02 to the Current Planning Department which addressed the "build -to" line requirements. This was approved by the Planning and Zoning Board on 8/15/02_ 64 At a meeting held on 7/18/02 with Park Planning and Current Planning it was determined that due to the grades and retaining walls on the west side of the site it would be dit'ficult to connect directly west from the main entrance. Therefore, a connecting sidewalk has been added from the north side of the building to connect to Fossil Creek Parkway street sidewalk, which would also provide pedestrian access to South College Avenue. e OCT-03-2002 17:10 VRUGHTFRYENF RIPLEYTS 970 224 1662 P.04i12 65 In accordance with Section 3.2.2(K)(2)(a) there is no available on -street or shared parking available on land adjacent to the use. Blake P.E. & P.L.S. Michael Randolph E.I.T. Stewart & Associates Current Planning -- GG 64) A sidewalk has been added per discussion with City Planning. Sidewalk is ADA compliant with a 4.6% constant slope. Sidewalk connects to Fossil Creek Parkway instead of South College due to both grading restrictions and lack of existing sidewalk on South College, as per said discussion. The northern entrance to the retail budding is directly into the showroom and functions as a secondary main entrance. 69) Through discussion with City Parks and Planning, the future Regional Trail is being given a public utility and trail access easement along the southern boundary. Access to the trail is by sidewalk along Fossil Creek Parkway to the trail's future connection contiguous to this site to the southeast. Please clearly show existing edge of pavement, existing ROW, proposed ROW, centerline of College, striping, section line, etc. according to LCUASS standards. Please show all existing data in a different line weight than the proposed features. REPEAT 9.16.02 - PLEASE ADDRESS - This project will be required to provide an ultimate horizontal design for three through lanes, a bicycle lane, and a right turn lane on College, as well as designing and building, at this time, a 6' bicycle lane between the through and right turn lanes on College. Also required with at this time will be the ultimate placement of the sidewalk along College and access ramps on the southeast corner of College and Fossil Creek. Any work on College must meet CDOT standards. 2 Please match the site, landscape, plat, and utility plans. Repeat 9.16.02 - The ROW vacation shown on the separate vacation request does not match what is shown on the plat and utility plans. 16 Please see redlines for additional comments. 68 Please provide signature lines for the FC/LWD on the utility plans and plat. 156 A pedestrian refuge will be required on Fossil Creek at College Ave. 157 Any Engineering comments lower in number than 38 are repeat comments. 158 The request for the vacation of ROW along College has been re-routed, and several concerns still exist: Dennis Greenwalt of ATuT Broadband is concerned that his facilities may not be located in a utility easement after the ROW vacation is complete. He requested that these facilities be located and that he should be contacted again for approval. Signature Date CHECK HERE IF YOU WISH TO RECEIVE COPIES OF REVISIONS Plat _ Site Drainage Report Utility __ Redline Utility Landscape Page l Other No Text The City's Transportation and Engineering departments will not approve the ROW vacation until the ultimate horizontal design of the right turn lane adjacent to this site has been approved, because this design may require additional ROW than is shown. 159 Because the ultimate grades and horizontal placement of the right turn lane are unclear, the documents showing the retaining wall placement within the utility easement were not routed at this time. This routing will have to take place with a later submittal. Topic: Site plan 123 Please provide a ped ramp for crossing Fossil Creek at the Snead drive intersection. 125 Ramps should be provided at the corner of College and Fossil Creek for the existing condition (as well as the ultimate condition). Topic: Landscape plan 12 Please clearly label and dimension all ROW. This applies to the Site plan as well. 13 Please make the sight distance easement line more prominent and label the area as a sight distance easement, adding the restriction language to this sheet (attached to the plat). 14 It looks as though many of the trees in the parkway along Fossil Creek, and in other areas, are not meeting utility separation requirements. Topic: Plat 11 Please see redlines for additional comments. 110 It would help to have the floodplain line weight different than the property boundary line weight. 111 Please extend the PSCO easements to connect with the new utility easements. 112 Please label the sight distance easement as such. 113 The proposed ROW alignment for Snead precludes the ability for constructing the street with the minimum centerline radius of 275 feet. Please submit a variance request with information as outlined in LCUASS. 114 Please provide a unique title for the plat (ie Heffron Subdivision) with the subtitle: a replat of... 116 The last sentence for the sight distance easement restrictions is missing: For non -level areas these requirements shall be modified to provide the same degree of visibility. 117 Because the ROW must be vacated/dedicated prior to filing of this plat, there is no need to label the "proposed property line." The "existing property line" would be better labeled as: Lot line as platted in... 118 The ROW shown on the plat will probably change because of transition length requirements for the ultimate right turn lane. 119 It would help to add the note: All existing easements as shown on the plat of Fossil Creek are hereby vacated and rededicated as shown hereon. 120 The note referring to the vacation of Snead as an easement and dedication of Snead as ROW is confusing. Please clarify. 121 Please provide a signature line for PSCO/XCEL. Page 2 9 \ ,v T w yS - m , a 122 Please provide the reception number of the "existing access easement" on the western side of Lot I Topic: Utility plan cover sheet 19 Please reference the soils report. 9.17.02 - Please include the date of the soils report. 20 Please include the title and DATE of the drainage report in note 19. Repeat 9.17.02 23 The plat should be included for reference only, and should not be included in the numbering of the utility plan sheets. Repeat 9.17.02 - This means that it should be included in the sheet index and plan set, just not assigned a sheet number. 24 Please see the utility plan checklist for additional items. Repeat 9.17.02 - See redlined checklist. 126 Please include the typical cross-section for College, since it will be changing. Topic: Grading Plan 33 Please grey out lines showing existing features. 37 Will the proposed retaining walls leave enough room for utilities to use the easement? What-rnaterial& are -being used -to constructthe waAs? If the western wall is to be constructed at a later time, this needs to be clearly shown on all plans, and an interim grading plan should be included. 9. 17.02 - Any retaining walls needed for the ultimate buildout of College are the responsibility of this development. 135 It does not appear that the new grade lines along the north edge of the property tie into existing grade lines. 136 There is still a small amount of grading shown offsite. Please confine within the project's property boundaries or provide an offsite easement for the grading. 155 It appears that the grading shown in the trail easement will not accommodate a trail. Please re -grade so that a trail may be constructed in this easement to ADA standards. Topic: Overall Utility plan 25 Please label the retaining walls. Repeat 9.17.02 29 Please label curb radii. 32 Offsite work will require offsite easements. Letter(s) of intent from the adjacent property owner must be submitted prior to hearing, and easements must be complete prior to filing of mylars. 127 Please provide clirectional ramps at the corner of College and Fossil Creek for the ultimate and current configurations. 128 Please label the corner radii for all curb returns. 129 The sidewalk along College must be installed with this development, so any needed retaining walls to accomplish this must also be installed with this development. The design also needs to include an access easement for the connection from the sidewalk and bikelanes on College Avenue. 76 (Repeat from Round 1) Place bike parking facility near the building's entrance in a visible secure location. 147 The sidewalk connection proposed from Fossil Creek Parkway needs to be ADA accessible. That includes a minimum 3-foot clearance around the columns shown. A 5-foot clear zone width is strongly recommended by the ADA for safe passing and by the City since this is the primary connecting walkway to the business from the public sidewalk. Another option would be to construct a ramp in conjunction with a sidewalk connection from the new College Ave. sidewalk to the building entrance. 148 An on -street 6-foot bikelane will need to be constructed on College Ave. between the dedicated right turn lane and the travel lanes. There are inaccuracies within the Transportation Impact Study's pedestrian LOS analysis; in order to achieve the pedestrian LOS reported in the TIS the following improvements are necessary. The length of the street crossing of both Fossil Creek Blvd. and College Ave. require the construction of a pedestrian refuge according to the LCUASS. However, due to existing constraints on College Ave. a pedestrian refuge will not be required at this time. But please design and construct the pedestrian refuge for the Fossil Creek Blvd. crossing through the existing median for the next submittal. The sidewalk will also have to be extended slightly to the north in order to connect to the College Ave. sidewalk north of the Fossil Creek Blvd. street crossing. Please include these parts on all the plan sets. Page 2 Jinlnal'y 21.2003 Troy Jones Dort Collins Planninu Department 2S1 North Collcec Avcnuc Port Collins. Such changes in massing shall be related to entrances, the integral structure and / or the organization of interior spaces and activities and not merely for cosmetic effect. This will require the north and south fa4ade to have projecting or recessing elements. See the redlined elevations. (9/25/02) Although revisions were made to the building design to address this comment, the standard is still not satisfied. Perhaps if the pilasters on the north and south elevations protruded more, this standard could be satisfied. As shown, the pilasters are only a cosmetic effect. See redlines. Following an October 10, 2002 meeting with Troy Jones. it was agreed upon that the current building design, modified to further accentuate the pilasters on the north and south elevations, met the "variation in massing" requirement. Revised drawings dated 1 1/1 V02 and accompanying renderings reflect this change. 82 (6/25/02) Provide a material board including color samples. I'm wanting to ensure the colors with the neighborhood as required in 3.5.1(F) of the LUC. Specifically, "banner red," "burgundy," and "main harbor" are extremely difficult to estimate without a sample. (9/25/02) Repeat comment. Although the color computer rendering is helpful, actual samples of the colors are still necessary. A color and materials sample board accompanies the current submittal package. 100 (6/26/02) Be sure that the glass on the storefront specifies clear glass rather than reflective glass as required in Section 3.5.1(e)(3) of the LUC. (9/25/02) In addition to material note#5, label the glass on the elevations as "clear" Revised drawings dated 11/13/02 indicate "clear glazing in all aluminum storefront openings. 160 What all does the screen wall on the north side of the building screen? Are all IIVAC equipment and utility meters located behind this screen wall. Please clarify. The material of the screen wall cannot be "different from or inferior to the principal materials of the building" as stated in Section 3.5.1(1)(2) of the LUC. This screen wall must be made of the same CMU blocks as the building wall. Due to the hip configured metal roof, a split -system H.V.A.C. system will be proposed for this building. The condenser units( 3 of them) will sit on grade, in this location and will be screened by this wall. Per the revised elevations, dated 11/13/02, this screen wall will he constructed of materials to match the building materials. 161 The wall pack lights are labeled correctly on the elevations, however the color perspective rendering shows wall packs that are not down -directional. The wall mounted fixtures, as shown on the building elevations. dated 1 1/1 1/02, will be a type that are shielded. down -directional. The rendering is not labeled and therefore the liLhts shown are to be shown on the elevations. Topic: General 65 (9/25/02) Please include a general note on the site plan that explains that the 42 spaces would Normally be the maximum parking allowed but because on -street and shared parking is not available for the site, and the amount of parking lot landscaping provided exceeds the minimum amount required by more than 20%, the 46 spaces provided are permitted in accordance with section 3.2.2(K)(2)(a) of the Land Use Code. A general note has been added to the Site Plan explaining the 42 spaces as outlined above. 99 (9/25/02) Transportation planning is still not satisfied with the sidewalk connection between the building and the future Fossil Creek Trail. Please involve Transportation Planning and the Current Planning in discussions of a proposed solution. A meeting was held on 10/10/02 with City staff members including Tom Reiff from Transportation Planning and Cun-cnt Planning (see attached memo which was sent to all City staff members dated 10/15/02). At the meeting it was determined that an additional Public Trial Access Easement space will be given to allow for the connection from the South College sidewalk to the proposed trail. 162 The trail easement provided on the plat must also be shown on the site and landscape plans. Clarify how the 20 foot trail easement is supported to allow a future trail to tit in an area that is the sloped bank of the detention pond ( in the east corner of the site). This should be coordinated with Park Planning, Current Planning, Transportation Planning, Engineering and Stormwater Departments. The trail casement is shown on the Site and Landscape Plans. The storm drainage configuration has been changed and this comment no longer applies. 163 The College Avenue improvements appear to still be somewhat up in the air. Between utility coordination, utility easements, right turn lane issues, sidewalk needs, and the trail connection needs, there needs to be additional coordination for this western edge of the site. A coordination meeting was held on 10/3/03 with Engineering — Katie Moore and Dave Strinoer, Traffic Operations — Eric Brake, Stewart and Associates — Michael Randolph and VF Riplcy Associates — Louise Herbert. College Avenue improvements and the trcatmerit of the western edge of the site where discussed and coordinated. For this project, the existing curb and gutter will he removed and replaced to provide additional roadway width lot- the striping of a northbound bike lane. The existing right turn lane did not provide the required width. Moving the curb and gutter required the under -rounding of the existing PVREA facilities located in the ROW. Katie Moore arranged a Utility Coordination meeting, and Michael Randolph outlined the project to all utilities involved. Most existing utilities are underground and not affected by this project. Light and Power. and Q-west will locate their utilities in the future 10' Parkway area. At&T will share a trench with either L&P or Q-West. The sidewalk will be placed in the Ultimate position, except for the ramp to the intersection of College and Fossil Creek Parkway. Due to the difference in alignment between our interim design, and the final design for a 6-lane arterial, the sidewalk ramp will need to he removed and replaced upon expansion. The traffic facilities conflict with the Ultimate design and will need to be moved. The proposed interim sidewalk allows for connection to the Future Fossil Creek Regional Trail, but does not extend to the Southern edge of the site. Additional public trail access casement space has been provided to connect to this placement. The shortening of the walk is due to the difference in grades between the existing conditions on College and the grades required for the Ultimate design. There is no way for a pedestrian utilizing the proposed sidewalk to cross Fossil Creek without walking in the shoulder of Northbound College. This has been discussed and agreed to by Matt Baker of FC Street Oversizing. Discount Tire will provide escrow money for the remainder of sidewalk and fill material require at construction of the Ultimate design. 164 Are there any outdoor displays of new tires? If so, show where. This may be a flood plain issue, so locate them out of the tloodplain. If not, specify in a general note on the Site Plan that no such exterior new tire displays are part of this approval. Therc will be no outdoor lire displays. See note number 13 under the General notes on the Site Plan. 165 This project has an extraordinary amount of repeat Engineering and Stormwater Comments. It is our staff's perception that the progress of the review of the project is getting hung up because your engineering consultants aren't addressing many kev comments from the first round of review. Acknowlcd<-ed. Topic: Landscape Plan 78 (9/25/02) In locations where the existing water line does not conflict with street trees being located in the parkway strip, put them in the parkway strip. In locations where the existing water line precludes this placement, behind the sidewalk is fine. The street trees have been adjusted as requested above and per the redline Landscape Plan. 94 (9/25/02) "Full tree stocking". Repeat comment. See latest landscape plan from Current Planning. The Landscape Plan has been revised as per the redline plan to comply with this standard using deciduous and ornamental trees against the building. 97 Planting note number 2 should also clarify that if a street tree is an ornamental tree, it need only be separated 15 feet from a street light. A note has been added to the Landscape Plan in the plant notes. 98 (6/26/)2) Plant note number 18 specifies Kentucky Blue Grass. Fescue is a preferred turf species because it uses less water. Section 3.2.1(E)(3)© specifies that landscaping plans incorporate "low-water demanding plants and turf where practicable". A good majority of the site is within the buffer area and is native seed and plantings. Plantings elsewhere incorporate drought tolerant plants. Areas of higher watering turf' have been minimized as much as possible on the site. Either Kentucky Blue Grass or Fine Fescue can he used depending on the specific turf type and it's drought survival and drought tolerance qualities. Irrigation will be kept to a minimum as much as possible. Topic: Lighting 88 (6/26/02) Please double check the accuracy of the lighting on the photometric plan. Directly under the "LW" type fixture, a 400 watt metal halide fixture is only showing a reading of 5.0 foot-candles. Directly under the double head "tlw" type fixture, two 4011 watt metal halide fixtures are only showing a reading of 8.7 and 9.3 foot-candles. Is this accurate? It seems that perhaps foot-candles are not the unit of measurement being used. Please clarify the unit of measurement, and make sure that "foot-candle" is that unit of measurement. A revised site photometric layout is attached to the current submittal package. It contains Lighting and trees. The canopy trees in the central parking islands have been changed to ornamental trees to allow the requires spacing between lighting. This was discussed and agreed with at a meeting with Troy Jones 10/15/02 (see attached memo dated 10/t5/02). Topic: Transportation 89 Future Fossil Creek Trail - meeting with Transportation. A meeting was held on 10/10/02 with all the City staff members (sec attached memo sent to all City staff dated 10/15/02). At the meeting it was determined that an additional Public Trail Easement space will be given to allow for the connection from the South College sidewalk to the proposed trail. Department: Engineering Issue Contact: Katie Moore Topic: Detail Sheet - Utility 137 Please remove Drawings 8,7-30, and 7-33. Since no public street — public street intersections are being designed with this project, they are not needed. The entrance drive to Fossil Creek Parkway has been designed for this project. City Street Improvements and TST Engineering were helpful in getting this entrance built with the Fossil Creek Improvements so the detail is unnecessary and has been removed. 138 Please include the directional ramp detail and sidewalk detail. This has been added. Topics: General 1 Please submit a design for the right-hand turn lane on College. Please clearly show existing edge of pavement, existing ROW, proposed ROW, centerline of College, striping, section line, etc. according to LCUASS standards. Please show all existing data in a different line weight than the proposed features. This project will be required to provide an ultimate horizontal design for three through lanes, a bicycle lane, and a right turn lane on College, as well as designing and building, at this time, a 6' bicycle lane between the through lane and right turn lanes on College. Also required at this time will be the Ultimate placement of the sidewalk along College and access ramps on the Southeast corner of College and Fossil Creek. Any work on College must meet CDOT standards. All existing and proposed features are included in the plans. The Ultimate design information has hcen placed on a separate sheet to avoid confusion. The ultimate dcsivn has already been approved by the engineering department to assure that the ROW line is sufficient. Striping on college will be to LCUASS standards and detail's have been included. 2 Please match the site, landscape, plat, and utility plans. The ROW vacation shown on separate vacation request does not match what is shown on the plat and utility plans. All plans have been coordinated. 16 Please see redlines for additional comments. Acknowledged. 68 Please provide signature lines for the FC/LWD on the utility plans and plat. The signature lines have been added. 156 A pedestrian refuge will be required on Fossil Creek at College Ave. The inicrim sidewalk is configured to allow for a pedestrian ramp that compromises the pedestrian gavel distance across both College and Fossil Creek Parkway, and avoids the existim, utilities at the Southeast corner of the intersection. The length of the existing striped crosswalk is 175', with little protection provided by the existing landscape island. Dave Stringer - Discount Tire South College Avenue Page 1 j From: Eric Bracke To: Troy Jones Date: 5/28102 8:51AM Subject: Discount Tire - South College Avenue Troy, I have reviewed the site plan/TIS for Discount Tire and offer the following comments 1. The TIS is not signed and stamped by a PE. However, David Hook is the author of the TIS and I am familiar with his work. 2. The TIS is an intermediate level TIS as described in Section 4.2.3 (C) of LUCASS and is appropriate based on the trip generation of the project. 3 The TIS is "silent' on alternative modes analysis and needs to be revised to include alt. modes. 4. The northbound right turn lane on US287 at Fossil Creek Parkway needs to be constructed in accordance with the State Highway Access Code. 5. Site Distance at the Fossil Creek Parkway entrance needs to be maintained. I would like to see a copy of the landscape plan and the location of landscape material in the existing parkway of Fossil Creek. 6. No auxiliary lanes will be required on Fossil Creek Parkway. Kind Regards, Eric L. Bracke, P.E. Traffic Engineer (970)224-6062 ebracke@fcgov.com CC: Brittney Sorensen; Dave Stringer; Mark Jackson; Tom Reiff; Ward Stanford The proposed interim design has a striped crosswalk length of 105'. This exceeds City Standard, however, the landscape island provides the pedestrian with protection from both EaSthOUnd and Westbound traffic on FCP and left -turning vehicles on Collcoe Ave. This protection creates unprotected crossN alk distances of 55' and 40' North and South of the island respectively. At this point the sidewalk to the North does not exist. 157 Any Engineering comments lower in number than 38 are repeat comments. Acknowledged 158 The request for Vacation of ROW along College has been re-routed, and several comments still exist: Dennis Greenwalt of AT&T Broadband is concerned that his facilities may not be located in a utility easement after the ROW vacation is complete. He requested that these facilities be located and that he should be contacted again for approval. Utility locates were called for and all existing utilities were found to be within the proposed ROW expansion. At the utility confirmation meeting called for this project, attended by PVREA, FC Light & Power, Excel Energy, Qwest, AT&T. MCI WorldCom, FC Engineering, and FC Stormwater, no objections were raised to the project. (see response to Cun-ent Planning General comment 163) 159 Because the Ultimate grades and horizontal placement of the right turn lane are unclear, the documents showing the retaining wall placement within the utility easement were not routed at this time. This routing will have to take place at a later submittal. The current retaining wall design does not interfere with access to the utility easement. The proposed grading does except water from the Parkway and sidewalk areas. Through discussion with Wes Lemarque with FC Stormwater, the design provides sufficient draina-c and conveyance to provide safety from any major storm. Specific grades and cross -sections have been provided in an effort to minimize confusion and ensure compliance at time of certification. Topic: Grading Plan 33 Please grey out lines showing existing features. Due to the three different conditions along College (existing, interim, Ultimate) there is a lot of line work at the Western edge of the site. Separate sheets have been generated for the ultimate and interim designs in an effort to clearly convey the interim design. All existing features have been ' greyed out." 37 Will the proposed retaining walls leave enough room for utilities to use the casement? What are materials are being used to construct the walls' If the western wall is to be constructed at a later time, this needs to be clearly shown on all plans, and the interim grading plan should be included. Any retaining walls needed for the ultimate buildout of College are the responsibility of this development. (Sec Responsc to Engineering General comment 159) Retaining wall design satisfies all criteria of ultimate design. No future alteration is rcquircd for ultimate buildout. 135 It does not appear that the new grade lines along the Northern edge of the property tie into the existing grade lines. The existing asphalt and curb and gutter constructed by the Fossil Creek Improvements will not be effected. Contour lines have been altered to reflect this. 136 There is still a small amount of grading shown offsite. Please confine within the project's property boundaries or provide an offsite easement for the grading. No offsite grading was ever intended. The current proposed plan places the Limit of Development no closer than 30' from the Southern property line. This allows for full access to the existing SFCSD sewer easement, and provides a buffer for the future Fossil Crcek Regional Trial. An off -site easement will be required for the Detention Pond outf all. (See Response to Engineering Overall Utility Plan comment 32) 155 It appears that; the grading shown in the trail easement will not accommodate a trail. Please re -grade so that a trail may be constructed in this easement to ADA Standards. (See Response to Current Planning General comment 162) Topic: Landscape Plan All items listed were addressed in the last VF Ripley Associates response letter dated 8/27/02. Reponses are repeated below. 12 Please clearly label and dimension all ROW. This applies to the Site plan as well. The ROW varies on Fossil Creek Parkway. A dimension line is shown with a label "varies". This was discussed and confirmed by Katie Moore on 8/22/02. 13 Please make sure the sight distance easement line more prominent and label the area as a sight distance easement, adding the restriction language to this sheet (attached to the plat). The sight distance line has been made more prominent and the sight distance casement is shown on the Site and Landscape Plans. Sight distance easement language is shown on both the Site and Landscape Plans. 14 It looks as though many of the trees in the parkway along Fossil Creek, and in other areas, are not meeting utility separation requirements. The street trees in the parkway along Fossil Creek Parkway have been relocated to meet the required separation requirements. Topic: Overall Utility Plan 25 Please label the retaining walls. (See response to Engineering General comment 159) 29 Please label curb return radii. Labels have been added. 32 Offsitc work will require offsite easements. Letter(s) of intent from the adjacent property owner must be submitted prior to the hearing, and easements must be complete prior to the filing of the mylars. An of Isitc cascrncnt will be required for the Detention Pond outfall. Stewart & Associates has been working with the Fossil Creek Homeowners Association on this matter. Every effort has been and will continue to be taken to respect the concerns of silts in the Creek due to construction. Through discussion with Bob Zackley of FC Stormwatcr, silt fence has been called for at the southern end of the pipe trench to remain in place and be maintained until the Native Grass revegetation has been established. All disturbed ground will he returned to existing grades and re -seeded with a native seed as determined by FC Natural Resources and shown on the Landscape plans. 127 Please provide directional ramps at the corner of college and fossil creek for the ultimate and current configurations. Currently there arc no directional ramps at this intersection. (See Response to Current Plannin, General comment 163). 128 Please label the curb return radii for all curb returns. (See Response to Engineering Ovcrall Utility Plan comment 29). 129 The sidewalk along College must be installed with this development, so any needed retaining walls to accomplish this must also be installed with this development. (Sec Response the Engineering General comment 159 and Grading Plan comment 37). 130 The horizontal design of the ultimate right turn lane must be provided. (to City and CDOT standards) The ultimate condition for College is a six -lane arterial as shown in LCUASS plus whatever additional requirements CDo'r may have. (Sec Response to Current Planning General comment 163) Through discussion with Tess Jones of CDOT, I was told Tess would work with Katie to ensure CDOT standards were met. We have submitted the current ultimate design to Katie and were informed said design was acceptable. 131 For now, the design of a 6' bike lane between the right turn lane and the through lane on College must be provided and constructed with this development. The requested additional pavement width and striping have been accommodated in the interim desitn. The request requires the under grounding of the overhead PVREA lines. which would not otherwise have been required. Calculations for additional width requirements have been performed using the existing striping, which currently provides adequate travel and turn lane widths. 132 Please show striping plan. Striping plan has been added to both the interim and ultimate design sheets. Details have been included to help ensure compliance with City Standards. 133 Please show a Type 111 Barricade at the Southern end of the sidewalk. Type III Barricades have been called for at the Southern edge ofFCP and at the proposed end of walk for the interim design. 134 Please see redlines for any additional comments. Acknowled,,ed. Topic: Plat 11 Please see redlined plans for additional comments Acknowledged. IN It would help to have the floodplain line weight different than the property boundary line weight. We have attempted to clearly delineate between the boundary line and the floodplain line. III Please extend the PSCO easements to connect with the new utility easements. The extension ahs been added. The SFCSD sewer easement has also been extended to intersect with the new utility easement. 112 Please label the site distance easement as such. The easement has been clearly labeled. 113 The proposed ROW alignment for Snead precludes the ability for construction the street with the minimum centerline radius of 275 feet. Please submit a variance request with information as outlined in LCUASS. A 160' radius was given to me to design Snead by Dave Stringer of FC Engineering from the beginning. A variance has been submitted and approved. i 114 Please provide a unique title for the plat with a subtitle: a re -plat of... he plat title has been changed to the Discount Tire Subdivision. heing a re -plat of Commercial Ln%elopes A and B. The "existing property line" would be better labeled as: Lot line as platted in... The suggested label has been added 118 The ROW shown on the plat will probably change because of transition length requirements for the ultimate right turn lane. The ROW has not changed as it was designed to the required standards from the beginning. "I'hc design has been submitted and verbally approved by the City Engineering Department. 119 It would help to add the note: All existing easements as shown on the plat of Fossil Creek Meadows First Filing are hereby vacated and rededicated as shown hereon. This line has been added to the notes. 120 The note referring to the vacation of Snead as an easement and dedication of Snead as ROW is confusing. Please clarify. We have attempted to clarify the new ROW being dedicated by this plat. The intent is to vacate the existing 54' easement and dedicated the ROW as delineated. Tract A is a acncral utility aJld drainage easement. This allows for all existing utilities to be located in either ROW or a utility easement. 121 Please provide a signature line for PSCO/XCEL. Final construction drawings will show address numbers to be located per fire department instructions. 105 This proposed building may be required to be fire sprinklered. Final construction drawings will indicate that the building will be provided with a sprinkler system and "Knox box" per fire department requirement's. 106 A fire lane is required. An emergency access casement is shown on the Site. Landscape and exceeds the required alienment and dimensions. Department: Stormwater Utility Topics: Drainage Issue Contact: Wes Lamarque 60 Please provide a drainage easement and a temporary construction easement on the off -site property downstream of the site for the outfall of the proposed site. If an existing drainage easement exists, please provide documentation to verify this. Pond A does not need an off -site easement due to the vacation of easement request,,just an onsite drainage casement to Fossil Creek. Pond B needs this offsite easement from the property line down to Fossil Creek for the storm sewer (outfall). The storm drainage configuration has changed. An offsite easement is still required. (See Response to Engineering comment 32) 139 Please add an outfall curb and gutter detail. An outfall Curb & Gutter detail has been added. 140 Please re-insert 2-vear historic drainage calculations in the report ror documentation. 2-Year historic calculations have been added to the report. The results of these calculations have been used as the designed release rate as per City standards. 141 Please add water quality orifice size calculations in the report for documentation. Orifice size calculations have been added. 142 The water quality outlet structure detail now requires structural design as weel due to some constructability problems in the past. Please add this to the detail. Everything else_ with the detail is OK. Through discussion with Wes Lcmarque of FC Stormwater. the missing design pertains to the location and type of steel reinforcement. A design has been included for this outicL, but may change depending on what design the City decides upon. 143 Please add curb -cut detail and pond emergency spillway detail with calculations in the report. A curb cut detail has been added to the Utility Details. The spillway design has been added to the Final Drainage Report. 144 Please provide stormsewer plan and profiles for Pond B outfall in the plan set. A Stormsewer plan and profile sheet has been added. (See Response to Natural RCSOurCCS comment 154) 145 Please use RCP or ADS pipe instead of RCP for the culvert under the private drive. fhc culvert has hecn deleted from the plans in favor of a concrete pan across the drive to ❑ccommodatc floodplain requirements. Topic: Erosion/Sediment Control Contact: Bob Zackley 69 1. Please label the erosion control plan as the erosion control plan. All BMP's, including E.C. fabric shown on sheet 3 should be shown on this sheet. Erosion control is included on the Grading, Drainage, and Erosion Control sheet. 2. The erosion control plan needs to have a legend indicating BMP's. Notes have been added to describe all BMP's 3. The plan needs to reflect all the BMP's and sequences in the report (eg. Seeding and mulching, where it goes, etc. Sequencing has been included in the notes and the report. The pond is to be built first and overdug to allow for capture of sedimentation during construction. 4. Need PS, EFF calculations. Please show floodplain cross-section and BEE lines on the drainage and grading plans. Goss -sections are included in the separate floodplain analysis report by Northern Engineering. The BFE new BFE line has been added to the Grading and Drainage plan. It is important to note that a majority of the difference between the existing and new lines is due to the more accurate topography used for the cross -sections, and somewhat due to the Fossil Creek Improvements which were approved prior to the implementation of the Fossil Creek Drainageway Master Plan. 6. Neither a floodplain use permit nor a FEMA elevation certificate are required for the building because it is located outside of the floodplain. Acknowledged (has FEMA accepted the new City Master Plan?) 7. The Master Plan Report is not cited. They need to provide right-of-way for future northbound right turn lane at US 287. (See Response to Engineering comment Overall Utility Plan 130 and Plat comment 118). Department: Transportation Planning Contact: Tom Reiff Topic: Transportation 73 (Repeat from Round 1) The Fossil Creek Trail needs to be delineated on the Site and Utilitv Plans as an access easement, in addition to the plat. The design also needs to include an access easement for the connection from the sidewalk and hike lanes on College Avenue. T he public trail access and utiIitV easement has been clearly labeled all Utility drawings in addition to the rep Iat. The casement has been expanded to allow for options when connecting to the proposed interim location of the ultimate sidewalk alone College Ave. 76 (Repeat from Round 1) Place bike parking facilities near the building's entrance in a visible secure location. The bike parking has been relocated to the main entrance. 147 The sidewalk connection proposed from Fossil Creek Parkway needs to be ADA accessible. That includes a minimum 3-foot clearance around the columns shown. A 5-foot clear zone width is strongly recommended by the ADA for safe passing and by the City since this primary connecting walkway to the business from the public sidewalk. Another option would be to construct a ramp in conjunction with a sidewalk connection from the new College Ave. sidewalk to the building entrance. The sidewalk connection from the building to FCP is at a 5% slope and clears the columns by more than the required 3'. 148 An on -street 6-foot bike lane will need to constructed on College Ave. between the dedicated right turn lane and thee travel lanes. Please see the Larimer County Urban Street Standards (LCUASS) for the design and provide Transportation Planning a signing and striping plan for the Fossil Creek Blvd . and College Ave intersection for the next submittal. (Sec Response to Cunent Planning General comment 163 and Engineering Overall Utility Plan comment 132). 149 The westbound bike lane on Fossil Creek Blvd. Needs to be striped between the right turn lane and the through lane at College intersection. Please refer to the LCUASS for the bike lane design standard. A striping plan has been designed as requested. However. it should be noted that this is not contiguous with this development, and was strangely not performed during the striping of Fossil Creek alter the Improvements were completed. Shouldn't this have been done by the City, or be included with the development of Lot I of the Discount'fire Subdivision? Current sheet width does not allow for anywhere close to the standard ri11ht-wrn lenolth. 15t1 The following comment has been generated by the pedestrian analysis provided for the 2"" round of review. There are inaccuracies within the Transportation Impact Study's pedestrian LOS analysis, in order to achieve the pedestrian LOS reported in tile 'I'IS the following improvements are necessary. The length of the street crossing of hoth FCP and College require the construction of a pedestrian refuge according to the LCUASS. However, due to existing constraints on College a pedestrian refuge will not be required at this time. But please design and construct the pedestrian refuge for the FCP dossing through the existing median for the next submittal. The sidewalk will also have to be extended slightly to the north in order to connect to the College sidewalk north of the FCP street crossing. Please include these parts on all the plan sets. (Sec Response to Engineering General comment 156) Again, the sidewalk north of FCP is not contiguous with this project and should be the responsibility of the developer of Lot I of the Discount Tire Subdivision. The City had the opportunity to do this as part of the FCP Improvements, but again did not. Department: Zoning Contact: Jenny Nuckols Topic: General 41 Label the building dimensions on the Site Plan. Although the color computer rendering is helpful, actual samples of the color are still necessary_ [2/19/021 Thank you for the color samples. After review of the samples, it has become apparent that "banner red" is too intense to satisfy the language of 3.5.1(F) of the LUC which states, "Color shades shall be used to facilitate blending into the neighborhood and unifying the development. The color shades of building materials shall draw from the range of color shades that already exist on the block or in the adjacent neighborhood." Replace all locations where "banner red" is specified with "classic burgundy." Please note in section 3.5.3(D)(1) of the LUC that "a standard prototype design shall be modified if necessary to meet the provisions of this LUC." Response: A revised colored perspective rendering, revised colored building elevation drawing and a supporting color and materials sample board, are submitted with the most recent package. The roof color indicated is teal green. This color and material is reflective of the roof materials seen on commercial developments in the neighborhood. The aluminum storefront material remains "banner red". We would like to retain this color. It is the only remaining element that reflects our corporate color, and is a minor element overall. (2) Existing utilities are shown and relocations shown to complete the right -turn -lane required. There are easements provided in the required 15' utility easement for these utilities. The PVREA Line will be required to be underground at this developer's expense to include the required bike lane. I believe this is the first bike lane on College from Loveland to Wellington and also the City has Federal money to build the "Bike -Lane." Why is this project is not: qualified?? (3) The trail connection location is not finalized but per our agreement we have provided a trail easement which is okay with park planning. p1201031 The right turn lane design still needs to be. fully coordinated with CDOT. The right-of-way that would be necessary to provide the bike lane along College still needs coordination with the undergrounding of the existing PVREA line. Response: Existing striping shown on College and Cameron Drive and denoted as such. See Sheet No. 4 & No. 5. Number 197 Created: 2/20/2003 The design of the RTL in both the interim and ultimate conditions need to meet CDOT Access Code. A meeting with CDOT this afternoon revealed that, while a speed of 45mph may be assumed for the ultimate condition of College Avenue, the Interim condition is still 55mph, requiring a much longer right turn lane. College Avenue in this location is classified as NR-A, and this results in the need for a 600-foot long turning lane. The transition length needs to be 370' of this 600, with 230' for the decel portion. The 600' should be measured from the PCR on College The ROW vacation needs to parallel the area needed for the ultimate RTL or the interim, whichever is greater. Response: The deceleration lane has been designed for the interim condition per CDOT and your requirements RE: Transition distance: 370 feet; bay length 230 feet; total deceleration length 600 feet. All curve data s included for this deceleration lane. Number 198 Created. 2/20/2003 Please show where the bridge/box culverts are located. Response: Existing box culvert is now shown. I'm wanting to ensure the colors are compatable with the neighborhood as required in 3.5.1(F) of the LUC. Specifically, "banner red," "burgundy," and "main harbor" are extremely difficult to estimate without a sample. 19/25/021 Repeat comment. Although the color computer rendering is helpful, actual samples of the color are still necessary. [2/19/021 Thank you for the color samples. After review of the samples, it has become apparent that "banner red" is too intense to satisfy the language of 3.5.1(F) of the LUC which states, "Color shades shall be used to facilitate blending into the neighborhood and unifying the development. The color shades of building materials shall draw from the range of color shades that already exist on the block or in the adjacent neighborhood." Replace all locations where "banner red" is specified with "classic burgundy." Please note in section 3.5.3(D)(1) of the LUC that "a standard prototype design shall be modified if necessary to meet the provisions of this LUC." [6/11/03] The colored artist renderings reflect an acceptable color scheme. The elevations, however, were not revised to reflect those changes. Ensure that the roofs are shown on the revised elevations to be teal, not banner red. Also, ensure that the elevations clarify that the stripe around the building is not banner red, but rather burgundy. The banner red is only appropriate on the letters of the sign and the aluminum store front as shown on the rendering. We suggest (however do not require) that the width of the horizontal burgundy stripe be narrowed. Topic: General Number: 216 Created: 6/11 /2003 The off -site easement's letter of intent from the adjacent Home Owner's Association needs to be in a letter format, written to the City of Fort Collins, and signed by a person who is identified as representative of the HOA. Coordinate this with Katie Moore from Engineering. S&A RESPONSE: Homeowner letter of intent for the offsite easement has been sent and delivered to you at your office. As soon as we receive the letter of intent to grant the easemnt from the adjacent HOA, we can conduct the public hearing. Tentatively, Wednesday July 2nd is the hearing date, however have to mail the notice out 2 week prior to the hearing. We need the new labels and letter of intent before we can mail out the notice, which must go in the mail by June 18th in order to make the July 2nd hearing date. S&A RESPONSE: Acknowledged. Page 1 19 Please reference the soils report. 20 Please include the title and date of the drainage report in note 19. 21 Note 41: stationing must be centerline. 22 Please note the specifics of the sight distance variance in note 48. 23 The plat should be included for reference only, and should not be included in the numbering of the utility plan sheets. 24 Please see the utility plan checklist for additional items. Topic: Grading Flan 33 Please grey out lines showing existing features. 34 Please provide spot elevations at the driveway intersection with Fossil Creek according to the detail in LCUASS. 35 It appears that Fossil Creek will be re -graded near the intersection with College with this project. Is this true? 36 It might help to have this drawing at a larger scale. It's difficult to see where new and existing contours tie in. 37 Will the proposed retaining walls leave enough room for utilities to use the easement? What materials are being used to construct the walls? If the western wall is to be constructed at a later time, this needs to be clearly shown on all plans, and an interim grading plan should be included. Topic: Overall Utility plan 25 Please label the retaining walls. 27 A radius -style driveway requires a variance. Please apply for a variance, providing all information as required under section 1.9 of LCUASS. 28 Overhead power lines need to be undergrounded as per LUC 3.3.2 (D) 7. 29 Please label curb radii. 30 Please label and dimension all ROW. 31 Please show and label driveway as concrete to the ROW Page 3 Number: 218 Created: 6/11 /2003 After the hearing, the final compliance submittal will need to consist of: (1) a final compliance application form, (2) a $1000 final compliance application fee, (3) two copies of the site plan, (4) three copies of the revised plat, (5) two copies of the revised elevations, (6) two copies of the landscape plan, (7) two copies of the revised utility plan set, and (8) one copy of the revised drainage report. After saw cutting West of the lip (to be determined by City Inspector) this section will be less than 4%. Also the 4.4% equates to 0.01 foot, which probably exceeds the capacity of curb work.. Division 4.17 of the Land Use Code Commercial District (C) The proposed use of "minor vehicle repair, servicing and maintenance" is a permitted use in the (C) Commercial Zoning District subject to administrative review. 3. Article 3 of the Land Use Code — General Development Standards The Project Development Plan complies with all applicable General Development Standards as follows: A. Site Planning and Design Standards [3.21 1. Landscaping and Tree Protection [3.2.1] Full Tree Stocking [3.2.1(D)(1)(c)] — Full tree stocking is required in all landscaped areas within 50 feet of any building along high use or high visibility sides. Full tree stocking is formal or informal groupings of trees planted at 30' to 40' spacing intervals for canopy shade trees, or at 20' to 30' spacing intervals for coniferous evergreens Discount Tire at Fossil Creek P.D.P., File # 26-02 July 2, 2003 Type 1 Hearing Page 3 or ornamental trees. The proposed site plan satisfies this standard. Street Trees [3.2.1(D)(2)] — Street trees are required at 30 to 40 foot spacing along adjacent streets. The application satisfies this standard. Minimum Species Diversity [3.2.1(D)(3)] — Based on the total proposed number of new trees (48), the applicant would be allowed to have up to 25% of any one species (12), but has only proposed a maximum of 9 of one species, therefore satisfies the minimum species diversity requirement. Foundation Plantings [3.2.1(E)(2)(d)] — All exposed sections of building walls located in high visibility areas have planting beds of at least 5 feet in width. The landscape plan therefore satisfies the foundation plantings requirement. Parking Lot Perimeter Landscaping [3.2.1(E)(4)] —Trees are provided in excess of the required 1 tree per 40 feet around between the vehicular areas and the adjacent streets. The landscape plan therefore satisfies the parking lot perimeter landscaping requirement. • Screening [3.2.1(E)(6)] — Landscape and building elements are placed to adequately screen areas of low visual interest and visually intrusive site elements including the trash enclosure area. Utilities [3.2.1(K)] — The landscape and utility plans have been coordinated and the required tree/utility separations have been provided, thereby satisfying this standard. 2. Access, Circulation and Parking [3.2.2] Safety Considerations [3.2.2(C)(1)] — Pedestrians are separated from vehicles and bicycles to the maximum extent feasible, thereby satisfying this requirement. Curbcuts and Ramps [3.2.2(C)(2)] — Ramps are provided where the street sidewalks cross the private drive aisles, thereby satisfying this requirement. Discount Tire at Fossil Creek P.D.P., File # 26-02 July 2, 2003 Type 1 Hearing Page 4 Parking Lot Layout [3.2.2(E)] — The on -site vehicular area provides well-defined circulation routes for vehicles and pedestrians. Landscaped peninsulas with raised curbs define vehicular area entrances. This standard is therefore satisfied. Parking Lots — Required Number of Off -Street Spaces for Type of Use [3.2.2(K)] — This Section of the Land Use Code specifies that vehicle servicing and maintenance establishments can have up to 5 spaces per 1000 square feet of gross leasable area of building. However, in the event that on -street or shared parking is not available on land adjacent to the use, the maximum allowed parking may be increased by 20%, provided that the amount of parking lot landscaping is also increased by 20%. The applicant proposes 46 parking spaces, which does in fact exceed the 42 spaces that would be allowed if the 5/100C ratio were applied, however there is no on -street or shared parking available on any adjacent site, and the parking lot landscaping exceeds the minimum required by more than 20%, therefore 46 spaces is permitted. 3. Solar Access, Orientation, Shading [3.2.3] — The proposed plan is designed in a way that protects its roof's access to sunshine between gam and 3pm on December 215c. The physical elements of the development plan are located and designed in a way that will not cast a shadow onto structures within the site or on adjacent property greater than allowed in this section. 4. Site Lighting — [3.2.4] — As required the applicant is using lighting fixtures that are concealed and fully shielded featuring sharp cut-off capability which reduces up -light, spill -light, glare and unnecessary diffusion on adjacent property. The maximum and minimum lighting on -site lighting levels are in compliance with this section. B. Engineering Standards [3.3] Plat Standards [3.3.1] As required, the general layout of the lots, roads, driveways, utilities, drainage facilities, and other services within the proposed development are designed in a way that utilizes the existing street system within the neighborhood. Proper right-of- way has been dedicated for adjacent public streets, emergency access easements, and utility easements have been provided as needed to serve the area being platted. Discount Tire at Fossil Creek P.D.P., File # 26-02 July 2, 2003 Type 1 Hearing Page 5 2. Water Hazards [3.3.3] —The PDP has been reviewed by and complies with the requirements of the Stormwater Department. Engineering Design Standards [3.3.51— This project complies with all design standards, requirements, and specifications for all of the commenting departments and agencies. C. Building Standards [3.5] Building and Project Compatibility [3.5.1] —The proposed building uses the same colors and materials already found in the neighborhood therefore is compatible with the established architectural of buildings in the surrounding area. Utility meters, trash collection, and other service functions are incorporated into the overall design scheme of the site so that these uses are screened and out of view of high visibility areas. 2. Mixed -Use, Institutional and Commercial Buildings [3.5.3] — The applicant was granted a modification to Section 3.5.3(B)(2) of the Land Use Code from the Planning and Zoning Board on August 15, 2002. The standard would normally require buildings to be setback no more than 15 feet from streets classified smaller than a full arterial, however the applicant was granted permission to position the building so that its setback from Fossil Creek Parkway varies between 26.5 feet and 39.5 feet. The building otherwise satisfies the requirements of Section 3.5.3 for variation in massing, fapade treatment, entrance treatment, and the base and top treatment requirements, therefore the application satisfies the requirements of this section of the code. D. Transportation and Circulation [3.6] 1. Master Street Plan [3.6.1 ] — College Avenue is designated as a "Major 6 Lane Arterial" on the Master Street Plan, and Fossil Creek Parkway is designated as a "Collector 2 Lane." According to current standards, there is excess right-of-way on College Avenue. This project proposes vacation of the excess College Avenue right-of- way, as well as the vacation and dedication of small portions of right-of-way on Fossil Creek Boulevard. These vacations must be approved by council, which staff anticipates will be approved without controversy. Staff does however recommend that a condition be placed on the approval of the P.D.P. that conditions such approval upon successful right-of-way vacation by City Council. Discount Tire at Fossil Creek P.D.P., File # 26-02 July 2, 2003 Type 1 Hearing Page 6 2. Transportation Level of Service Requirements [3.6.4] — The Transportation Planning Department and the Traffic Operations Department have determined that the project meets the applicable Transportation Level of Service(LOS) requirements. FINDINGS OF FACT/CONCLUSIONS After reviewing the Discount Tire at Fossil Creek P.D.P., staff makes the following findings of fact and conclusions: 1. The proposed land use is permitted in the (C) Commercial zone district. 2. The Project Development Plan complies with all applicable district standards of Section 4.17 of the Land Use Code, the (C) Commercial zone district. 3. Upon action by City Council vacating several portions of College Avenue and Fossil Creek Parkway rights -of -way, the Project Development Plan complies with all applicable General Development Standards contained in Article 3 of the Land Use Code, except section 3.5.3(B)(2) where a modification was granted by the Planning and Zoning Board. RECOMMENDATION: Staff recommends approval of the Discount Tire at Fossil Creek P.D.P., File # 26-02 under the condition that City Council does in fact vacate the proposed portions of College Avenue and Fossil Creek Parkway rights -of - way as anticipated.
