Dear Frank,
The Staff has reviewed the application for the Master Plan of the Arena,
revised preliminary plan for the expansion of the Foothills Fashion Mall, and
final PUD for phase 1 of the Foothills Fashion Mall and offers the following
comments:
ARENA MASTER PLAN
1. Some information was missing from the application that should be pro-
vided as soon as possible, including:
a. A written statement of planning objectives, including a description of
the land use policies being achieved; standards of open space, buffering,
architecture and circulation; estimate of number of employees; description
of rationale behind selection and distribution of land uses; development
sequencing, and; how this plan differs from previously approved plans for
the property..
Z> b. Names and addresses of each owner of property in the Master Plan area.
c. The master plan should be revised to indicate: Existing zoning; maximum
height of all structures (in stories and feet); number of and type of resi-
dential land use being proposed; development phasing; surrounding 150 foot
information; location of major pedestrian routes, and; owners, attorneys
and Secretary of Planning and Zoning Board signature blocks.
2. A Master Drainage report needs to be submitted which addresses how
drainage is being modified by the revised Master Plan. There are down-
stream restrictions that require on -site detention.

FOOTHILLS MALL F_KPANSION - REVISED PRELIMINARY
1. Some inf.onnaticn was missing from the application that should be pro-
vided as soon as possible, including:
a. The statement of planning objectives should be revised to include:
Estimate of number of employees; statement of specific land use poli-
cies being achieved; project phasing; architectural intent and compati-
bility of building additions, and; statement of design methods for
energy conservation. Also, the planning objectives should include dis-
cussion of May, Penney's and Sears expansion in addition to the vaca-
tion of a portion of Foothills Parkway. I also believe it is important
to discuss the overall concept of trying to tie together Foothills
Square and the Arena with the Foothills Mall, as well as the benefits
to the City from the expansion and vacations of public streets.
b. Location of handicapped, employee, bicycle and motorcycle parking
spaces, including typical dimensions of all parking areas. Location of
existing sidewalks along public streets as well as sidewalks being
removed.
c. Existing significantRIvegetation that will. be saved and/or removed.
d. Existing zoning.
e. Proposed signage.
f. Surrounding 150 foot information.
g. Owners and attorney's signature certification blocks.
h. The preliminary plan is unclear as to the extent of the PUD being
reviewed. For instance, the site plan is indicating that the access
between the Foothills Plaza and the Foothills Mall is closed. However,
this has never been approved by the City. Please clarify.
2. Some fire hydrants may require relocation and additional ones may be
needed. The new drive configuration on the north side of the existing bank
must provide a minimum of 30 feet of unobstructed width for aerial ladder
placement for emergency vehicles. The new additions and remodeled area of
existing building must meet current fire codes. The Poudre Fire Authority
will consider creative application of codes to address problems associated
with additions.
3. The Public Service Company has reviewed the application and feels that
the following facilities will have to be relocated at the developer's
expense:
a. Gas meter and piping for Mervyn's addition.
b. Gas meter and piping for May D & F addition.
In addition, utility easements must be retained or dedicated for the fol-

lowing facilities:

4. The existing water line in Foothills Parkway may be too deep after fill
is brought in to build-up parking area. If so, the line will have to be
relocated. Water and sewer lines in Foothills Parkway must be in dedicated
easements. No large trees can be placed in these easements.
5. All existirg__and proposed utility easements should be shown on a sepa-
rate sheet. Also, any proposed vacation of easements 5hQuld__Je. shown on
this plan.. I would recommend that you contact each of the utilities to
determine their easement needs. Vacation of any utility easements must be
approved by the City Council after the final plans have been approved. The
Forma processing time is 7�to 9 w-eks after Planning ancZonir�g Board
approval.
6. Foothills Parkway is designated as a local street. Minimurn .standard
centerline radius is 240' for a 30 mph design speed. If the radius for the
realignment is less than the standard a variance must be requested in writ-
ing to this office and approved prior to preliminary approval.
7. The Traffic Study is required to determine the extent of any off -site
and on -site street improvements. Discussions have begun between the City
and the applicants on this issue.
8. A "Storm Drainage Report" will need to be submitted indicating the
impact of the proposed changes to the overall site. This plan should be
prepared and submitted as soon as possible. I would suggest you contact
Glen Schlueter of the City's Storm Drainage Office on this issue as soon as
possible.
9. The site plan should indicate proposed exterior lighting of buildings
and parking lots and measures that will be taken to prevent glare or light
spilling over onto adjacent residential areas.
10. The site plan should indicate how trash areas will be handled. Screen-
ing o,`_ exterior trash areas should be indicated. Also, will there be any
outside storage areas? If so, please indicate location and screening the-
reof. It is highly recommended that all trash and storage areas be located
within the building.
11. The Staff is currently working with the applicants on the Traffic
Study information. It is important that the study address among other
—issues an assessment of the off -site street impacts of the expansion, espe-
cially on Swallow Road; any street or other improvements which could reduce
the traffic impacts on the surrounding street system; parking; phasing of
improvements; and the accommodations of both existing and future transit

needs. Also, the staff has several concerns on the interior circulation of
hie site that needs to be further discussed.
12. The applicants need to re-evaluate the plan in terms of strengthening
the pedestrian connections between the mall and surrounding commercial cen-
ters, as well aspedestrian connections between the mall and the surround-
ing public sidewalk system, and between the mall and adjacent residential
areas. Some design measures to be considered include intensive and dis-
tinctive landscaping (including both number, variety and size of plant
materials); special lighting; special street improvements, including "neck -
downs"; street furniture and signage, and; wider and special surface side-
walks. Some additional sidewalk connections should be considered, includ-
ing: Between Fcothills Plaza and the Mall; between a future transit center
and the Mall, ,and; between the future development areas in the Arena and
the Mall. Lastly, the removal of Monroe Drive and Foothills Parkway is
eliminating some important sidewalk connections between Stanford and Col-
lege Ave. How will the removal of these sidewalks be ccmpensated for in
the Plan?
13. The proposed landscape plan needs to be strengthened in the following
areas:
a. All parking islands should include at least two trees and either turf
or shrub plantings.
b. Additional interior islands in the larger areas are recommended to
break-up the large expanse of parking. The staff may consider the pro-
vision of additional landscaped areas at the ends of the parking areas
and between the parking areas and public streets as a trade-off for
additional interior landscaped islands in some instances.
c. Shrub beds and additional tree plantings should be provided along all
public streets to provide a more pleasant streetscape as well as to
screen parked cars from public view.
d. Larger than average trees and evergreens should be incorporated into
the plan at strategic locations to provide visual variety.
e. The foundation planting areas should be expanded. These areas should
include a variety of plant materials and sizes, including both trees,
annuals, and low and upright shrubs.
14. The architectural elevations should indicate exterior materials and
colors. Also, the plans should include score written objectives of the
architecture including how it will blend with the existing buildings. At
the time of final approval, architectural elevations for the Sears and May
D & F additions will be required. Lastly, screening of exterior heating and
ventilating equipment, etc. should be indicated on the plans.
15. The applicants should submit a written response to each of the issues
that arose at the neighborhood meeting.

Many of the above comments regarding the preliminary plan will need to be
addressed in this final phase, including bicycle and motorcycle parking;
landscaping, utilities, easements and vacations; fire access; exterior

lighting; trash areas; traffic,_,and; pedestr,an.,:c,i..rcu atinn,.,_ In addition,
the staff has the following comments on the final plan:
1. The Staff is arranging a meeting regarding Transfort Bus Service to the
site. This needs to be resolved as part of the final submittal.
�2. Depending upon recommendations in the Traffic Study, if improvements
are needed to College Avenue, State Highway Access Permits will be
rmuired. The permits should be applied for after utility plans are
approved but prior to improvements being installed.
3. Comments on required street improvements shall be made after the Traf-
ficc Study requirements and recommendations are prepared.
1t4. Adjoining property owners directly affected by improvements along their
frontage must approve the final utility plans. Also, property owners
:served by Monroe Street being vacated must approve of the vacation. I
would strongly encourage the applicants to work with the City Attorney's
Office and Mike Her?_in.,_ rDevelopment Coordinator, regarding the street vaca-
ion. The vacation will need to be approved by the City Council.
5. The existing water line running along the side of the existing building
will have to be relocated. It should be connected to the line in Monroe to
improve fire protection. Location of new fire lines and water services
should be sh�>wn ()n the final utility plan. Installation of new services
will require payment of additional development fees. However., existing
services to the Mall could be reduced in size and credit applied to new
services at a cifferent location on the site. Our records indicate exist-
ing services in the Mall are much too large for the customers currently
being served.
6. The Storm Drainage Office has the following comments:
a. Existing and proposed contours should be shown on the drainage plan.
b. It appears the impervious area is changing especially with the addition
of more parking lot. Also, with the vacation of Monroe, the drainage
pattern and thus the time of concentration may have changed. This also
means rho runoff leaving the site has changed. Staff would like to see
a comparison of the existing condition with the proposed. It if is not
substantially different, then a statement from an engineer to that
effect would be sufficient. If it is greater, then the street capaci-
ties, etc. to the detention pond as well as south to the Stanford and
Horsetooth intersection needs to be checked.
c. Need a statement about offsite drainage crossing the site.
d. A concrete pan is shown. The applicants will need to submit a cross
section and the depth, velocities, etc. for the ten and 100 year storm
f requencies.
e. was runoff from the 3.4 acre area contributing to the 24" storm drain?
If not, how will its inclusion effect storm drainage downstream? Please
respond.
f. Since the impervious area has increased, onsite detention is needed
primarily 'because there is already a restriction downstream at the
railroad tracks and more runoff will only add to the problem.

g. Peed to add a note to the plat and the construction plans that onsite
drainage facilities will not be maintained by the City.
7. Final architectural elevations need to be submitted.
8. All sides of: all building envelopes must be dimensioned. The building
envelopes need to be dimensioned from at least two platted property lines.
9. The site plan should indicate square footages of each major addition
area i.e. Mervyrs, Penney's addition and new shops. Also, the square foot-
age of existing building should be indicated.
10. Proposed land uses should be indicated on the site plan.
11. The parking ratio seems to be very low for this phase. Please
explain.
12. Energy conservation measures should be indicated on the site plan.
13. The site plan indicates a sidewalk along the southside of the major
entrance to Stanford, which connects Stanford with the United Pank. The
sidewalk should be installed with this first phase of development. Also, I
would recommend that the sidewalk be oversized. The dimensions of all
sidewalks should be indicated on the site plan.
14. 17 foot parking stall depths should be utilized where they abut open
space areas or six foot wide sidewalks. Please revise. The staff ques-
tions the 55 foot wide dimensions of the parking areas. Please provide
evidence as to how these dimensions coincide with City standards.
15. Specifications for large tree transplanting should be noted on the
landscape plan including time of year; transplant methods, and; handling
and maintenance. There are several very large trees to be relocated in
this project. Professional supervision and methods is CRITICAL. There are
a couple of. large Silver Maple just east of the existing Denver Store loca-
tion that are probably too large to transplant.
Any additional new information and revisions to the plans (ten copies)
should be submitted by noon on June 3, 1987. Also, on noon, June 15, 1987,
8 x 11" PMT reductions, colored renderings and ten full size copies of the
site and master plans, landscaped drawings and building elevations should
be submitted. By noon on June 18, 1987, all final documents (signed mylars
of site plan, landscape plan, building elevations, plats, utility plans,
off -site easements, Site and Landscape Covenants, etc.) should be sub-
mitted. It is critical that the above schedule be followed if the items are
to be heard at the June meeting of the Planning and Zoning Board.
