Dear Roger,
This is a response to Mark Taylor's review comments, dated February 3, 1994 , concerning the
final utility plans for Spageddies Restaurant. His comments were limited to sheets 3, 10, and 11 of
11. As you will note, the building has changed somewhat. This change required some minor
changes to the Master Utility Plan, particularly in the area of the service yard. These changes are
in addition to our responses to Mark Taylor's comments.
The changes mentioned above in no way affect the original comments. The are limited to the
horizontal location of the proposed grease trap, water meter vault and fire hydrant in the vicinity
of the service yard at the rear of the building.
We have responded to the comments as follows:
Sheet 3 of 11
A sewer manhole has been provided in the parking lot approximately forty two (42') feet South of
the proposed building. The sewer line from the new manhole to the proposed wye is a 6" diameter
PVC pipe. The sewer line from the wye to the grease trap and to the building is a 4" diameter PVC
pipe .
A six inch (6") DIP fire service line is shown and called out in the Utility Plan notes. Refer to note
4.
A fire hydrant has been provided at the end of the six inch (6") water line. Refer to note 4 .
The water meter pit is located within a landscaped area. The water service to the building is a two
inch (2") diameter copper pipe (Type K).
The extent of the utilities in the service yard area necessitated the expansion of notes 4 and 5 of the
Utility Plan notes. A copy of these notes are enclosed for your convenience. The utilities in the
service yard area have been coordinated with Brinker International and Brown Reynolds Watford
Architects.
Please refer to note 2 of the Master Utility Plan Construction Notes for instructions to cut and plug
the 6" water line ]East of the existing cross. The existing cross is located in approximately the
center of the new access to the Target site from South College Ave. This is graphically illustrated
also.
Our research indicates that there are no service connections to a Fort Collins - Loveland Water
District water main from this site.

I had a call from Kim Williams (Project Mgr from Brinker International...
Chilis and Spagetthis restaurants, Dallas, Tx).
She called extremely frustrated (but very gracious) about a pending
Development Agreement for a Spagetthis Rest. for which they are trying
to start construction (Troutman and College). According to Kim they
have been working on processing the utility plans (primarily STORMWATER)
since last October. In the meantime, they have been working with Building
and making changes in the building plans (which she remarked, the Bldg
Division folks have been quick to reply and review). However, there have
been no changes (made or needed ... don't know if this is accurate) all during
this time to the drainage plans, yet they have languished somewhere in the
system. Whenever, she has inquired, the response has been polite and
the same "we're very busy and stormwater hasn't completed its review."
Further, Kim indicated that she has missed three "start" deadlines and
doesn't know when the storm drainage plans and, the resultant Development
Agreement, may be completed.
So, could you let me know:
1. What is the status of the storm drainage utility review... and
when is it likely/scheduled to be complete?
2. When is the Development Agreement likely to be complete?
3. Is there anything that the developer/their engineer can/should
do to expedite this?
When I get this information, I told her I would call her back ... unless
Greg or Rich would do so.
P.S....... .......
As I mentioned, Kim was frustrated but gracious. She stated that she has
been working with Brian Sheer, a local civil engineer. Apparently, he has
attended one or more of the Development Review Team's Brown Bag series; further
Kim asked if there was something she/local engineer could or should have done
or be doing differently to have secured the approvals and the Development
Agreement in a more tamely fashion. She seemed genuinely interested in knowing
if she could/should change what the developer has/is doing to expedite the
process.
Also, the owners and developers that have called me over the past three to
five months have ALL expressed frustration with getting UTILITY reviews (and
primarily stormwater) completed in a more timely manner. This is a pattern.
And, while Council has approved hiring another CE, it doesn't appear that
this will markedly help stormwater review turnaround times. However, this
seems to be an area that needs focus from the QI/problem solving team...

The City of Feat Collins requires a formal pavement design for the South College Avenue right
turn lane. This was not formally presented in the pavement recommendations provided by
Benchmark Environmental Consultants of Dallas, Texas in a report titled "Foundation
Engineering Study •- Proposed Spageddies Restaurant", dated December 18, 1993; Benchmark
Environmental Consultants Project No. 752-93, Pavement Design criteria for City of Fort
Collins streets are presented in Section 2,00 STRUCTURAL DESIGN CRITERIA of the City of
Fort Collins Design Criteria and Standards for Streets. Typically, the pavement design is based

General Note 4 on (Sheet I of the approved utility plans States "Street paving shall not start until
the soils report and pavement design are approved by the Director of Engineering and subgradc
compaction tests ate taken and approved". The pavement section noted on the South College
right turn lane plan was not correct. Tile 7" of aggregate base course noted should have been 7"
of bituminous pavement. The pavement section was to generally follow the pavement section
for the South College right turn lane which was specified with the Good Tunes Burgers project,
previously Planned for this same site. This data was provided by Stewart and Associates who
was the design engineer for the Good Times Burgers project.
Because paving for the South College Avenue right turn lane is scheduled for the week of
October 9-13, Keith Meyer with the City of Fort Collins Engineering Department was kind
enough to run the design numbers based an traffic counts on South College Avenue provided by
Matt Delich in the traffic sport for Spageddies. It was deternritled that the pavement section
should consist of 8" of bituminous base and 3" of asphalt. The following represents the
pavement specifications for the South College Avenue right turn lane.
• All hot bituminous pavclnent shall be Grading "C" conforming to most current Colorado
Department of Transportation specifications.
• All Plant Mix Bituminous Base shall conform to most current Colorado Department of
Transportation specifications.
" Subgrade shall be stripped, scarified to a depth of six inches (6"), and recompacted to at least
9,5ty0 of maximum density at +/- 2% optimum moisture.
