OFFICE FACILITY
Planning Objectives
Schrader Oil Company currently resides on the subject property and has for many years.
During those years the need for additional and modern office space has increased
significantly. The proposed project is an attempt to address this need.
The project will consist of constructing approximately 8,145 s.f of new office space,
remodeling an existing monitoring station structure, razing the existing office building,
existing shop and existing fuel pumping structure. As well, a new parking area, seating
plaza, storage fence and landscape improvements will be made. The current structures are
antiquated in terms of accessibility, character, and general use and will be replaced with
structures which, are in compliance with current building and accessibility standards and
are of a character which is consistent with the downtown character.
This project will serve to "clean-up" several existing undesirable characteristics. Namely,
the removal or remodeling of the existing building structures, the removal of several
existing fuel related structures, the removal of a substantial amount of highly visible chain -
link fencing and the inclusion of better storage area screening and proper landscaping
throughout the site. Furthermore, the existing parking and storage areas immediately
adjacent to Willow Street will be relocated to more desirable areas.
This site is presently zoned T — Transition and the Zoning Board of Appeals has granted a
variance and a variance extension to allow the construction of the new facilities consistent
with Section 4.9(13)(I)(b) of the Land Use Code.
This site is currently under the ownership of Schrader Oil Company and for the
foreseeable future would remain under this ownership. Facilities are being designed to
provide full time office space for 27 employees with there being an additional area for
approximately 5 field personnel normally not in the office on a daily basis.
It is believed that this site has been designed to be in compliance with the current Land
Use Code and therefore no Variances or Modifications of Standards are proposed. The
only element which probably requires some explanation is the position of the building as it
has not been placed within 15' of the Willow Street right-of-way as required by section
3.53(B)(1)(b) of the L.U.C. However, it has been placed in conformance with exception I
to this section. In meeting the requirements of the exception, an outdoor plaza has been
provided consisting of bench seats and a decorative scoring pattern radiating around a
central flagpole. This plaza will be surrounded by a masonry retaining wall, tree canopies
and lower plantings. In addition to providing space for the plaza, the positioning of the
building away from the "Build -to" line permits the building to avoid a conflict with the
existing sewer main and the required new utility easement for this main, provide a desired
amount of landscape that would not have not been able to be provided due to the new

utility easement and provide an area for a new detention basin in the only position that is
not "bucking" the existing grades. Furthermore, it should be noted that the existing street
right-of-way is of a rather awkward configuration due to the many reconfigurations of
streets and railroad tracks in this old part of town. This configuration restricts the ability
to get "close" to it as it "bows" out into the existing street improvements.
This project in conjunction with the previously submitted truck wash addition on the
adjacent property to the east, on Willow Street will need to take place in a series of
events. Specifically, the truck wash addition will need to be completed prior to any work
on the office facility. It is anticipated that construction for the truck wash would occur
immediately upon City approval, which is anticipated in the next few weeks. Following
completion of the truck wash addition, the functions located in the existing shop would be
relocated to the existing facility adjacent to the truck wash. Then, following City approval
of the current proposal, the existing shop on the office site would be razed. Upon the
razing the new office facility would be constructed. Once the new office is ready,
functions in the existing office building would be relocated to the new office and the
existing office would be razed. Upon this razing, all of the new site improvements would
be completed. It is anticipated that City approval of the current proposal would occur
before the end of this year and that the new office facility could begin construction in early
2004 and be completed by the end of 2004.

TRUCKWASfI ADDITION
Planning Objectives
Due to the previous relocation of the Union Pacific Railroad right-of-way and the
associated condemnation of Schrader property adjacent to their existing shop and truck
wash facilities at 320 North College Avenue the need for a new truck wash facility has
occurred. That need would be filled by the currently proposed truck wash addition to an
existing shop and storage facility the Schrader's own adjacent to the 320 North College
facilities at 223 'Willow Street.
This addition would consist of 1800 s.f of nearly identical construction to the existing
5,100 s.f. building. The addition would be located on the backside of the existing building.
No improvements would be made to the site other than the construction of the building, a
sanitary sewer connection to an existing sewer stub and some minor regarding of the
existing yard to make it more maneuverable.
This site is zoned T — Transition and the Zoning Board of Appeals has granted a variance
and a variance extension to allow the addition to occur consistent with Section
4.9(B)(1)(b) of the Land Use Code.
This addition would not normally be occupied by any employees throughout the bulk of a
typical day. Construction for the facility would begin upon City approval and it is
anticipated that construction would take approximately 90 days.

Dear Greg,
Northern Engineering requested that I observe an existing grated inlet near Schrader Oil Company 320
North College. This grated inlet is about 250 feet east of College on Willow in a proposed concrete
driveway.
The inlet consists of 318x4" galvanized steel grating supported on a cast -in -place concrete box. The grating
bears directly on an embedded angle cast into a ledge in the concrete_ My calculations indicate that the
grating will support a 20 kip wheel load (HS-25 vehicle) at a calculated 20 ksi bending stress. Current
roadway design standards would use either a 16 kip (HS-20) or 20 kip (HS-25) vehicle loading Based
upon experience, the steel allowable stress would be at least 24 ksi, indicating that there would be a
significant margin of safety when considering the HS-25 design load
I did not check the capacity of the concrete box section directly, but the concrete boxes used for inlets
generally are more conservatively designed than the supported grate since the wheel loading is more
uniformly supported on the subgrade.
Please forward a copy of this to the appropriate agency as evidence of my engineering review.

Accompanying this letter is the proposed Memorandum of Understanding for the Schrader
property cast of the railroad tracks which we discussed in our meeting of Friday, September 241h. As I
would assume the storm drainage requirements associated with the truck wash property arc minimal,
the required amount to be posted under the Memorandum of Understanding will be minor and
Schrader will therefore likely post a cash escrow rather than a letter of credit or bond. 1 may need to
tweak this provision based upon the amount that the City feels needs to be escrowed. 1 have not yet
obtained the legal descriptions of the property to be held by Schrader Oil and Wayne Schrader, but
understand those will be provided by Greg Fisher and Northern Engineering if the proposed format is
acceptable. Please forward me an email with any comments you may have. Upon provision of the
legal, I will sec ground is conveyed from Schrader Oil to Wayne Schrader. I have also enclosed a
proposed fonnat for deeds for the stonn drain easements.
