This memorandum is in response to the comments made by the City of Fort Collins pursuant to the
Project Comment Sheets for the March 31, 1999, submittal for the above -referenced subject.
ENGINEERING COMMENTS
1. The entrances into the site have been shown to be paved to the property line.
2. The two benchmarks on the title sheet are from the new vertical control datum.
3. The attorney's certificate on the plat has been revised.
4. The following text was added to the plat: "...within the boundaries of this plat."
5. Striping has been added to Horsetooth for the turning lane.
6. An agreement will be made between the owners of the multi -family site and the retail site
prior to construction.
7. The grading to the east of the project slopes away from the site and, therefore, does not
contribute flows to the project site. The area to the east of the site is a single-family
residential subdivision. In order to show 50 feet of contours, a survey would be needed.
This would be difficult to do because of the various homeowners and fences. We have
reflected on the cross -sections on the utility plans that the residential site drains away from
our easterly property line. We have also shown directional arrows on the grading plan.
8. Pursuant to our phone conversation on May 14, 1999, we do not need to design Timberline
1,000 feet on either side of our project. Cross -sections will not be needed for the design.
9. The centerline of Timberline is shown on the profile and the cross -sections on the utility
drawings.
10. Pursuant to the comments on the drawings, it was stated that striping for Timberline is not
required at this time. Therefore, the written comment has been bypassed.
11. The location of the future sidewalk along Timberline has been reflected on the utility plans.
12. The existing grade and ground lines along Horsetooth Road have been added to the utility
plans.
13. The existing flowline profile for Horsetooth has been added to the plans.
14. The cross -sections have been modified pursuant to the comments on the bluelines.

STORMWATER UTILITY
1. We have: shown directional arrows on the grading plan.
2. The swales were designed at a minimum 1% so they could be used for water quality.
According to Urban Drainage, they prefer the swales to be approximately 1% in order to
keep velocities down. We have also added concrete trickle pans as requested.
3. A profile of the inlet and storm drain sewer added in Bighorn Drive has been added to the
plans. A note has been added to the plans stating that this inlet and pipe will need to be
inspected by the city.
4. Calculations and cross -sections for the swales at Design Points 1, 3, and 5 have been added
to the drainage report. Concrete chases have been added to the plans and detail D-12 has
been added to the plans.
5. The existing detention pond has been retrofitted to include water quality. The calculations
have been added to the drainage study.
6. 1 have added a variance section to the drainage report to request that the cross section
slopes of the channel on the east side of the property be 3:1 instead of 4:1 because of the
limited space on the east side of the site.
7. The actual depths in the swales have been added on the cross -sections on the utility
drawings.
8. Calculations for the two existing 24-inch RCPs that cross under Bighorn Drive have been
added to the drainage report.
9. An erosion control schedule will be submitted to the city upon final approval.
10. A note has been added to the plan stating all disturbed areas will be seeded and mulched.
11. A sediment trap has been added at the pipes outletting in the southeast corner of the site.
12. An erosion control cost estimate is included with this submittal.
WATER AND WASTEWATER
1. Meter pits have been drawn to scale. Building envelopes have been added to the utility
plans so it is easier to see if meter pits and curb stops are outside of the building envelopes.
2. Water services for the future retail site have been extended to curb stops. The fire hydrant
in front of retail building "B" has been removed. There are no longer any water services
on any fire lines. The water line has been relocated so there is no longer a long service to
building "G."
3. All existing water services are currently being used or will be used for irrigation purposes.
4. The mechanical engineer has sized the water services and they are reflected on the plans.
5. Ten feet of separation have been provided between all utilities.
6. The water lines have been dimensioned between all fittings.
7. Four feet of cover have been provided over all sanitary sewer lines.
8. Curb stops have been removed from the fire lines.

This memorandum is in response the City of Fort Collins comments pursuant ti? the
Project Comment Sheets for the initial submittal for the above referenced subject.
ENGINEERING COMMENTS
1. The title of the utility drawings has been modified on the title page as well as the
individual sheets.
2. The erosion control notes have been moved to the erosion control plan sheet in the
utility plans.
3. The current soils report is referenced in the general notes on the title sheet of the
utility plans. Earth Engineering Consulting, Inc. is preparing the updated soils report.
The report has not yet been completed. Once it is completed the date and title of the
report will be added to the general note.
4. The general notes on the utility plans have been modified pursuant to the comments.
5. Both sides of Timberline and I lorsetooth have been added to the utility plans.
6. The entrances into the site off of Horsetooth and Bighorn have been proposed to be
paved with concrete to the property line. The porkchop and concrete pan at the
entrance on Timberline will be removed. Instead of paving the entrance with
concrete at this time we are proposing to pave it with asphalt since the ultimate
widening of Timberline would only require the concrete to be removed again. On the
future plan and profile sheet we show concrete for the ultimate condition.
7. The centerlines and section lines along Timberline and Florsetooth Road have been
added to the utility plans.
8. A right turn lane has been added on Iforsetooth Road into the project site. Pursuant
to the 3/23/99 meeting with Tim Blanford and Ward Stafford from the transportation
department, it was determined to use a 60' taper and 20' stacking pocket from the
BCR. It was, also determined at that meeting not to add additional right of way for the
turn lane.
9. The City of Fort Collins signature block has been added to the utility plans and the
other three blocks have been removed as redlined on the utility plans.
10. The street intersection gutter detail has been modified.
11. The Right of Way along Timberline as been dedicated to provide a 141' R/W.
12. A 15-foot utility easement has been dedicated along Iiorsetooth Road and Timberline
Road.
13, Two City of Fort Collins benchmarks has been refereced on the utility plans.
14. There will need to be a reciprocal access agreement needed between the multi -family
site and the retail site for shared access on the drives between the two projects. Then
there will be a minimum 20-foot wide access.
15. The adjoining property owners and developments have been added.
16. The property has been tied to two section corners on the plat.
17. The plat has been included as the second sheet in the utility plans.
18. The section lines have been shown on the utility plans and plat.
19. The maintenance and guarantee and repair guarantee notes have been included on the

prepared.
STORMWATE.R UTILITY
1. The current City of Fort Collins benchmarks have been added to the utility plans.
2. The plat now provides for a blanket utility easement over the site excluding the
building envelopes. Therefore the drainage easements for the swales will not be
needed.
3. The grading to the east of the project slopes away from the site therefore does not
contribute flows to the project site. The area to the east of the site is a single-family
residential :subdivision and in order to show 50 feet of contours the are would need to
surveyed. This would be difficult to do due to the various homeowners and fences.
We have reflected on cross -sections on the utility plans showing that the residential
site drains away from our easterly property line and did not show contours on the
utility plans for the reason explained above.
4. The sidewalk has been shifted so that the swale does not run down the middle of it.
5. A cover letter has been added to the drainage report as requested.
6. A roughness coelTicient of 0.06 was used for the swales. A 1.33Q100 capacity was
calculated for the swales.
7. After Speaking with Donny Dustin on 2/19/99, it was determined that a swale could
be used for the water quality measure instead of extended detention of the existing
detention pond on the south side of Bighorn Drive. The swale has been designed to
maintain low velocities and encourage sedimentation and infiltration. The final
drainage report further discusses the drainage swale as a BMP.
8. The Fox Meadows Business Park Neighborhood Convenience Center drainage report
did indeed use the 1.25 frequency factor for sizing the existing detention pond,
therefore the pond did not need to be recalculated. See the Drainage report's
referenced materials section.
9. After Speaking with Donny Dustin on 2/19/99, he stated that we did not have to rerun
the hydrology calculations using the new precipitation rates since they have not yet
been adopted.
10. The existing; inlets on Bighorn Drive are on a continuous grade. An additional 5' type
R inlet on the north side of Bighorn has been proposed that will be connected to the
existing 4-foot inlet by an 18' RCP pipe. The existing detention pond is large enough
to accept the additional flows from the street and is discussed in the drainage report.
WATER AND WASTEWATER
1. The water and sewer lines have been added to the landscape plans.
2. There is now a blanket utility easement reflected on the plat and therefore, the 35'
easement is no longer applicable. The needs for easements for fire hydrants and curb
stops are also not needed because of the blanket easement.
3. General notes for the depth of cover and water main material has been added to the
utility plans.
4. Water mains and sanitary sewer mains have been kept in drives and parking to the
best of our ability.
5. Fire Hydrants have been noted as being constructed with swivel tees.
6. Fire lines and irrig.Ition taps will be necessary and located on the utility plans.
7. The water meters and curb stops are shown on the utility plans.
8. Stubs have been pr.)vided to the future Retail buildings.
