Dear Ladies and Gentlemen: In December of 1983, Fairway II was planned for thirty-two (32) condominium units. Each one was in a duplex configuration with sixteen (16) building sites provided on a private drive adjacent to Front Nine Drive, South Ridge Greens P.U.D. Since that time, the market has demon- strated its preference for individual patio homes. We have, in fact, constructed a patio home as a condominium, and we can continue to do so in accordance with our previous submittal. It would be more appropriate and less cumbersome if we were able to develop Tract C, Fairway II, as Townhomes. Fairway Two at Southridge Greens was originally planned for 16 duplexes (32 condominium units). The 1st Replat of Fairway Two intends to reduce the total number of units to 24. The following summarizes the breakdown in units for the 1st Replat of Fair- way Two including existing units; Existing condominium duplex - 4 8 units Existing condominium patio home - 1 i unit Proposed Townhome duplex - 3 6 units Proposed Townhome patio home - 9 9 units Total 24 units The reduction in density reduces the pervious areas for units and driveways considerably. The total anticipated runoff from Fairway Two due to the new proposed plan will be less than that determined in the original drainage report for Fairway Two which was prepared by Engineering Professionals, Inc, in 1983. Runoff coefficients of 0.50 for a 2 year storm and 0.63 for a 100 year storm for Basins Al and A2 were used by Engineering Professionals, (see attached grading and drainage plan). With the new plan for Fairway Two the runoff coefficients become 0.36 and 0.41 for a 2 year and 100 year storm respectively (see attached). All other parameters stay the same. Colorado Re: Request for variance from street design standards for the First Replat of Fairway Two at Southridge Greens P.U.D. In 1983, Fairway Two at Southridge Greens P.U.D. was approved for 32 condominium units (16 duplexes). All streets, private drive and utilities were completed in 1984. Four duplex units and one patio home have been constructed to date. The First Replat of Fairway Two will result in a subdivision of the remaining Fairway Two property into 15 lots with townhome units. The existing 24' wide private drive is intended to remain as a private drive. The private drive is typically 24' in width with a cross slope of 2% from the edge of pavement on one side of the drive, to a 4' valley pan on the other side of the drive for a portion of the length and vertical curb for a portion of the length. The 24' wide private drive as constructed does not meet current city stan- dards for streets. This letter serves to formally request that the drive, as currently constructed, be approved as a private drive for the proposed land use change. In order to reconstruct the street to meet city standards, it would require removal of most of the concrete work and approximately one half of the existing pavement. City power and light utilities would require relocation and some water and sewer utilities would need to be modified. Since the proposed resubdivision will result in only 15 lots, street reconstruction to meet current city street standards would be a tremendous economic burden. The maintenance of the private drive would remain the responsibility of the Southridge homeowners association. Staff has indicated that the major issue, related to the 24' private drive as a part of a subdivision with single family lots, is onstreet parking. Parking on the private drive could interfere with emergency vehicle access to portions of the site. Currently, there is a section of the private drive between the two (2) driveways into the site, which is widened to facilitate parking for 10 vehicles. BuCain Corporation, developer of Southridge Greens, proposes additional offstreet parking which would be located at various locations along the private drive on the east and north sides of the drive. If fourteen (14) additional parking spaces are provided, over and above the driveway and garage parking, a total parking space to unit ratio of 5 can be obtained. This would include 2 spaces per garage, 2 spaces per driveway, and 1 offstreet space per unit. 4431 Hollyhock, Ft.
