We agree with your suggestions and are now placing orders to install the no parking signs. These changes may take some time, due to the frozen ground and availability of signing materials. Collins, CO 80523 Dear Betty, I am sorry that I cannot attend the meeting with the City Traffic Engineer. i would 'however like to share with you some of my concerns for Plum Street. I have attached copies of my previous correspondence with the City about the intersection of Plum and Shields. As you can seethe City did agree to make the indicated changes sometime this Spring. Just prior to Spring Break, there was a pedestrian hit by an automobile on Plum Street in front of our project. This accident is a good example of what does almost happen several times daily without exageration. We all know that there is a large amount of pedestrian and bicycle traffic on Plum, but there seems to have been an increasing amount of vehicular traffic in the past year. The vehicles tend to travel very fast on Plum and the pedest- rians walk on the street because there is no intergrated or continuous sidewalk on either side of Plum. when you add the bicyclists to this�you have a situa- tion that is ripe for serious accidents. I feel that the problems could be controlled by instituting and posting a lower speed limit on Plum perhaps 20 mph. I would be in favor of no street parking at all along Plum in order to widen the useable area of the street. At the very least, I feel that clear lane markings should be added. These would include the white lines to define the parking and/or bike/pedestrian lane on either side of the street. I am also concerned about the intersection of Plum and City Park. The increased traffic on both of these streets has created a problem at that inter- section. I feel that a four way stop sihn system or traffic light should be seriously considered for that intersection. Increasing the visibility by waking the no parking area at that corner larger would also help. The speed of vehicle traffic on City Park is also a problem. McLaughlin Project Engineer c/o RED Engineering Consultants 2900 South College Avenue Fort Collins, Colorado RE: FORT RAM VILLAGE, SECOND FILING Dear Mr. McLaughlin, This letter is in response to your letter dated August 31, 1087 and the subsequent telephone conversation regarding the requirements of the Devel- oper for final approval of Fort Ram Second Filing. The City has always had the policy that Ditch Companies approve all util- ity plans and plats for any new development whenever an irrigation ditch is being affected by such development, prior to the City approving the same. The City disagrees with your opinion that there will not be any "drainage and erosion impact to the New Mercer Ditch" as a result of development of the Second Filing. The package submitted for final review for this project was incomplete. Below are two additional items which must be submitted to (and approved by) the City prior to the City recom- mending approval of this project. 1) Extend all required water and sewer lines to the farthest property line. The 8" sewer line and the 8" water line must go the north property line. Chapter 112, Article IV, of the City Code, states; D.The developer shall install water and sewer mains to the farthest point or points of the property to be served when, in the opinion of the Director, such extension is desirable to provide for future extensions of the water and wastew- ater systems. The design of the ditch crossing for the utilities shall require the approval of the New Mercer Ditch. OFFICE Or DEVELOPMENT SERVICES, PLANNING 300 LaPorte Ave. • P.O. The off -site drainage report must include the First Filing. Chapter 93 of the City Code Section 93-10 states; Prior to the final approval of the plat of any subdivision, the owners of the property being subdivided shall, at such owner's cost prepare a detailed drainage report and con- struction plans for the installation of all stornnwater facilities required for such subdivision, including any offsite facilities required to convey stormwater to exist- ing drains, channels, streams, detention ponds or other points, all in conformity with the Master Plan... The "Final Drainage Report" submitted to the City for this project which describes "a reasonable tentative design approach for conveying off -site flows through the Second Filing" will not be acceptable as a Final Drainage Report. The "Report" goes on to say; "these flows are presently being determined under a separate study". Until such time that the "Report" completes the "study", and the City accepts the conclusions, recommendations, final design, and the ditch companies approve the design, the City will not recommend final approval for the Second Filing. The design of the detention facility proposed to be located in the area platted with the Second Filing will. have a direct impact on the stormwater runoff entering the First Filing. Improper development of this parcel of land could induce property damage and possible loss of life to the public without proper installation of stormwater facili- ties. A third item, which is carried over from the First Filing, is the neces- sary permits for building the First Filing in a "Wet Lands Area". The City will be watching the progress of this permit and see if it will have any impact on the site design or drainage design of the Second Filing. The first two items have significant impact on the New Mercer Ditch and will require the Ditch Company's approval. All three items could have significant impact on both the First and the Second Filings. The City will not grant final approval for the Second Filing with so many variables left unresolved. The City will assist you, in any way possible to resolve these, and other items. COLORADO 80521 (303)484-7756 February 22, 1988 Ms. Debbie DeBesche Fort Collins Planning Department 300 LaPorte Avenue Fort Collins, Colorado 80521 Dear Ms. DeBesche: 4�- I am writing you about my concern about increased car, pedestrian, and bicycle traffic that will be caused on Plum Street by the proposed Fort Ram Village Development. I have been concerned over this issue since 1985. Enclosed are copies of letters about this issue. Plum Street currently cannot handle adequately the mix of pedestrian, bicycle and automobile traffic that exists. The intersection of Plum and Shields streets is a mess because of the narrowness of Plum Street at that point and the cockeyed way that the CSU street intersects with Shields and the position of the bicycle lanes on the CSU side. I think that it is clear that Fort Ram Village will add significantly more pedestrian and bicycle traffic to Plum. I feel strongly that some consideration needs to be given to this problem. West Plum Street was not originally designed to handle the type of use it is now experiencing. It is narrow with inadequate sidewalks that cause most of the pedestrian traffic to use the street. When you add another 600 - 800 people from Fort Ram Village to an already existing problem, I am afraid that we will have major problems that will involve more serious injuries, if not death, to a pedestrian and/or a bicyclist. My impression was that in evaluating the Fort Ram Village development, much study was done as to its effect on West Elizabeth Street, but very little consideration was given to its effect on Plum. Gray Topanga Enterprises 5151 North Cedar Fresno, California 93710 RE: Fort Ram Village P.U.D., First Filing Dear Mr. Gray: After careful consideration, the City of Fort Collins will accept payment in the amount of $15,300.00 which will satisfy your obligation as Developer of Fort Ram Village P.U.D., First Filing to improve West Plum Street (to current City local street standards) from City Park Avenue to Constitution Avenue. The payment will satisfy the requirement of Section 2.D. (ii) of the Development Agreement. Upon receipt of your payment, building permits will no longer be held to secure this obligation. It is our plan to use the money and additional City funds to reconstruct the Plum Street pavement to add a crown to the street and to upgrade the pavement to satisfy City standards. Our plan is to do this construction next summer. I understand that there are still punch list items, not related to this issue of Plum Street paving, that must still be completed prior to the City accepting the public improvements.
