Dear Bob:
Attached are the plans and calculations illustrating the approach we
have taken to handle the drainage generated on the Four Seasons Third
Filing Site. The master drainage plan for this site and its immediate
vicinity was completed by our office in February, 1979. In this plan
drainage flows from this site were to be detained on site and eventually
flow east along Horsetooth Road. A more detailed analysis of this site
has shown that this alternative is no longer feasible. This conclusion
is based on principally two reasons. First of all, the use of the exist-
ing borrow ditch on the south side of Horsetooth Road to handle drainage
water has been deemed undesirable by both the City of Fort Collins and the
developer. Secondly in order to route the runoff from the site into the
curb and gutter along Iorsetooth Road, extensive amounts of fill would
have to be brought in and compacted. This excessive fill increases the
grade of the entrance road and prevents a smooth transition into Arbor
Avenue. The cost of this alternative is prohibitive.
For these reasons we have proposed another alternative. Detention on
site is difficult because of outfall elevations required to empty into
existing curb and gutter. To detain on site would again present earth-
work costs and grade problems. Therefore we propose allowing runoff
to flow directly into the curb and gutter along Arbor Avenue. The runoff
would flow from here east to Tradition Drive then south to Bonita Avenue,
then east across Tradition Drive in the existing valley pan and continuing
cast along the south curb and gutter of Bonita Avenue. From here the
runoff will flow into the west curb and gutter of Benthaver. Street. The
runoff will flow south to the catch basins in Benthaven where it will be
piped east into the detention pond just east of the street. The attached

calculations show that the street capacities of these existing streets
are adequate for these additional flows. Calculations are attached to
show the adequacy of the pond expansion.

We request a variance to allow the curb cut to remain as constructed.
The portion between the back of the sidewalk and the property
line was constructed with asphalt rather than concrete as shown
on the plans. It was an oversight on our part.
The Homeowners' Association shall be responsible for the mainte-
nance of all of the asphalt areas within the 3rd filing including
this 20x5' strip. Because this area is the responsibility of a
legal body, 'we request your approval of this variance.

Dear Sir:
I regret to inform you that your request for a variance to allow
the curb cut at Four Seasons Third Filing to remain as constructed
has been denied. Yours iTthe third development in which this
problem has occurred this year. We have required both developments
to build the curb cut according to City specifications. Therefore,
Mauri Rupel, Dave Stringer and I all agree that it would not be fair
to accept yours as is.
This work is to be done before the last four of the units are
released as the work will require the closure of the curb cut
for one week.
Also, please inform your contractor that this work does require an
inspection by our office prior to placing the concrete.
