Dear Larry:
The Planning staff has reviewed the request for Four Seasons Eighth
Filing, Preliminary and Final Subdivision, and offers the following
comments:
1. Our office does not have a record of a Seventh Filing in the
Four Seasons project. If the property adjacent to the
Villages at Four Seasons (Middel property) is reserved for the
Seventh Filing, then the proposed filing may be referred to as
the Eighth Filing.
2. U.S. West and Columbine Cable request that a separate utility
easement be dedicated rather than share an easement with
drainage.
3. A six foot utility easement is requested for each side of the
common property line between Lots 14 and 18, and on the north
side of Lots 20, 21, and 23.
4. The eight foot wide front yard utility easement must continue
through the 20 foot wide drainage easement within the two cul-
de-sacs.
5. A soils report will be need to be submitted for review.
6. The Water and Sewer Department will require that their lines
be stubbed in Wabash further west than indicated. The lines
should be stubbed to the west end of Lot 1.
7. Tract A detention area will not be maintained by the City's
Stormwater Utility. In order to provide for long term
maintenance of the Tract, a homeowner's association will have
to be established or the Tract will have to be accepted into
the overall Four Seasons Homeowner's Association for
maintenance. A note should be added to the subdivision plat
indicating that Tract A Detention Pond will not be maintained
by the City of Fort Collins. Such note should also clarify
the entity responsible for maintenance.
8. It is likely that Lopez Elementary will serve this filing.
Without a pedestrian path to connect Century Drive to Marble
Drive, elementary students will have to walk north to Wabash,
east to Moss Creek, and south to the school. Such a

circuitous route may be difficult for younger aged children,
and may force parents to drive to the school, further
congesting the local streets during school hours. This
problem would be solved by providing a pedestrian path between
lots from Century to Marble. Pedestrian paths are used
throughout the community and are accepted as a neighborhood
amenity that promotes a shorter path to school as well as
leisurely walking. These paths are usually six feet wide,
concrete, and bordered by six foot fences when behind the
front building line, and 42 inch high fences (usually split
rail) in front of the building line.
9. The vicinity map should indicate the names of local and
collector streets such Wabash, Century, Tradition, Moss Creek,
Troutman. Also, please indicate on the vicinity map that
Wabash is planned to extend west to Shields.
10. The vicinity map should indicate the location of Lopez
Elementary School and Troutman Park.
11. The plat should indicate the width of the dedicated right-of-
way for Wabash and Marble.
12. The plat, or plat notes, should indicate zoning on and
adjacent to the subdivision.
13. The plat should indicate the names of the abutting subdivision
filings, and the names of the owners of abutting unplatted
property.
14. Erosion control guidelines will be in effect during
construction of this project.
This concludes Staff comments at this time. In order to stay on
schedule for the June 24 Planning and Zoning Board meeting, please
note the following deadlines:
Plan revisions are due June 5, 1991. (Six sets, folded)
P.M.T.Is, 10 prints (folded), and colored print are due June 17th.
Signed mylars are due June 20th.
