STATEMENT OF PLANNING OBJECTIVES The Fountainhead P.U.D. is one of the major development parcels within Superblock #3 of the South College Properties Master Plan area. It is located south of the future Boardwalk Drive between College Avenue and the future J.F.K. Parkway. This submission includes a preliminary and final plan of Phase I (a replat of Osprey Office P.U.D.), and a Phase II preliminary plan for the remaining property. The Fountainhead P.U.D. is consistent with criteria and guidelines set out by the Superblock #3 plan. Major access and internal circulation criteria generally conform to the Superblock #3 objectives in location and function. Proposed uses in Phase I and future phases of the project are in conformance with the existing hb zoning. The project is planned to receive major access from a signalized intersection at College Avenue and Boardwalk Drive. Additional access points, include right turn only movements at College Avenue, one full turning movement at Boardwalk Drive and three access points off J.F.K. Parkway. Interior, private circulation lanes are planned to provide good additional access through the development. One runs east -west from J.F.K. Parkway to College Avenue. The second runs generally North -south through the property and is planned to continue south to the adjacent property. These circulation lanes are planned to intersect in a pinwheel forming a dramatic focal point for a water fountain. The overall project is planned as a mixed -use development integrating office, retail, and restaurants. Care has been taken to locate the variety of uses in a way to encourage pedestrian interconnection. Osprey, Inc. plans to develop the first phase of Superblock #3 as an office park. The office buildings will have approximately 65,000 sq.ft. of space and will be developed in two phases. The office buildings are in a multi- story configuration and designed to form entry plazas as well as garden courts. As we discussed, ZVFK will be submitting a letter from the owner requesting an easement vacation, a revised plat showing the new building envelope and a legal description describing the area of easement to be vacated. Also, as we discussed with Ann Fernan of Building Inspections, we will change our building envelope to exclude the outdoor dining area to allow for water lines to be run to the Architectural Fountain and Fat Boy's Restaurant. It is my understanding from our conversation that the out- door dining area can be outside of the building envelope as long as it is physically detached from the building. The Final Plan of the subject property together with the development agreement dated August 19, 1982 between the City of Fort Collins and the developer, out of which documents accrue certain rights and obligations of the developer and/or subsequent owners of the subject property, are on file in the office of the Clerk of the City of Fort Collins. The subject property is more particularly described as follows: The Fountainhead Phase One, being a re -subdivision of Osprey Office Park PUD and a portion of Section 36, T7N, R69W of the 6th P.M. to the City of Fort Collins, County of Larimer, State of Colorado. ZVFK has established the following design measures for energy conservation: 1. Building orientation and glass orientation to minimize solar loads on the cooling system. 2. Reflective glass with shading co -efficient of .33 or better to futher reduce solar loads 3. Energy efficient lighting package saves energy in lighting and also significantly reduces loads on cooling. 4. Energy efficient H.V.A.C. system makes effective use of outside air for cooling whenever possible. Electronic controls will be utilized for maximum efficiency. Phase I & II of The Fountainhead P.U.D. represent the initial development proposal of this Superblock and one of the initial building phases of the "South College Properties" Master Plan. It is functionally a part of this mixed use planning area and is coordinated to optimize and integrate pedestrian, vehicular, access and joint parking considerations. It is intended to establish a high level, quality image appropriate to Super - block #3 as well as the entire "South College Properties" district. Construction of Phase I is anticipated to begin during 1982. Development of the remainder of the project is anticipated to be completed during the next three to four years. The buildings ;proposed for Osprey, Inc. are three and four-story con- figurations and less than 55 feet. The buildings will be in a stepped design with portions of the buildings being two-story. This design will minimize the effect of the building on desirable views from adjacent areas. The stepped design of these buildings help to integrate the superblock with some of the lower scale buildings along South College Avenue. These buildings will establish the pattern for future development in Superblock #3 in reference to scale and detail. MM Currently, discussions are on -going related to the establishment of a special improvement district for many of the improvements in this area. VARIANCE A variance is requested to permit access to parking spaces less than 50 feet from the flowline of Boardwalk Drive and J.F.K. Parkway. Generous landscaping areas have been provided and will significantly offset any visual concerns. An additional 66 feet has been added along the south line to increase the net acreage of the site to 3.34 acres. Even though an additional building and parking area has been added to this project, the general characteristics are the same. Two exceptions to this are in how we are going to provide deten- tion. These are described as follows: 1. Basin A - Runoff from this area will route undetained to the Fountainhead P.U.D. - Phase II where detention will be provided to eventually release at a 2 year historic rate along with other contributing basin runoff. This is being done because a small detention facility with 2 year release would not operate efficiently and would be difficult to maintain. 2. Basin B - Runoff will be detained onsite for this area and released at approximately a 2 year historic rate through a 6" diameter opening in a small concrete head- wall. This system will make use of a deeper pond to reduce the surface area for the 100 year detention volume. Collins, CO 80522 Attention: Bob Smith Dear Bob; This letter is intended to provide you with additional information regard- ing the storm drainage aspects of the Fountainhead PUD-Phase 1 Project. Our original letter as submitted on July 9, provided basin characteristic information which has been revised based on changes to the site layout. Current information regarding Basins A and B are as shown in Table A. Other than minor changes to the size of the basins, the only significant alteration is with respect to Basin A,'s outfall. Due to chances in the western most parking area, runoff from Basin A will be detained on site and released at a 2 year historic rate. Historic runoff was calculated according to the City's Storm Drainage Design Criteria Manual using a historic runoff coefficient of 0.25 for areas with 2% to 7% slope. Offsite runoff will be routed throuqh the site from the contributing basin's as shown on Figure 1. The north half of Boardwalk Drive and that portion of the east half of College Avenue which flows south will be collected in a catch basin and routed south under Boardwalk Drive. This area is picked up primarily to eliminate the need for a crosspan to handle the higher fre- quency storms (2 year through 10 year). Storms larger than the 10 year will pond in the NE corner until the crown of Boardwalk Drive is overtopped thlls routine flows south in College Avenue. Contributing runoff from the south half of Boardv.!alk Drive will route directly south in College Avenue's towline. 1 hope this clarifies the drainage patterns for this site. Fountainhead parking lot. The Fountainhead Phase II PUD drawings did not reflect the berming required and indicate an east -west sidewalk between Phase I and Fat Boy's Restaurant. The presence of the berm temporarily prevents the complete installation of this sidewalk. Boardwalk and College Ltd. agrees to install this sidewalk as re- quired by P.U.D. prior to receiving a Certificate of Occupancy for Phase IV Building(s).
