Foothills Parkway Suite 5-W Fort Collins, Colorado 80525 Dear Jim, Staff has reviewed the Fossil Creek Commercial PUD, master plan and first phase preliminary and has the following comments: Master Plan 1) Attach the enclosed note to the master plan. 2) A 50' bike trail easement is to be dedicated adjacent to Fossil Creek for future extension of the Fort Collins Trail. The City will work with the developer to determine the actual easement for dedication prior to approval of phase 3 development. 3) Fossil Creek Parkway should be designated as an arterial street on the master plan. 4) Staff feels that the "roadside commercial" land use designation should be removed from the plan. "Business service uses are more appropriate given the site's adjacency to an existing residential neighborhood. 5) Public Service Company has an existing gas line running east from the 30' X 50' regulator station. Please locate easement on the master plan. With vacation of the frontage road, PSCO requests dedication of a 20' X 50' access and utility easement for existing gas line and ingress and egress to regulator station. Refer to enclosed drawings for details. 6) Clarify what is meant by the statement that "existing trees are to be relocated." Please redesign or submit variance request. 9) Please name street. 10) The note regarding the limit of construction of the unnamed street is incorrect. The street must be constructed to the property line and a temporary turn around is to be provided. 11) Fossil Creek Parkway is designated as an arterial street and 100 foot ROW is to be provided. 12) Improvements to Fossil Creek Parkway may be required with development. Staff will evaluate the adequacy of the existing roadway at the time of final plan submittal. 13) Uses for the proposed four buildings are to be designated on the site plan. 14) Landscaped islands in the parking lot are to be protected by raised curbing. 15) Additional landscape islands are to be provided within the north and east parking isles. Additional landscaping is to be provided at curb cut entrances. 16) Loading zones are to be provided at the ratio of 500 square feet per building. 17) Staff questions the amount of parking provided without knowing designated uses for the buildings. 18) Submit preliminary building elevations. 19) Staff is concerned with the potential negative impacts of the project on the adjacent single family homes. Provide detail as to the adequacy of the landscape screening proposed considering both visual and auto headlights impact. 20) Staff questions the LOGS point chart submitted by the applicant. Please justify points taken for "mixed -use" and "energy conservation". According to the definition of contiguity, this project cannot claim the 10 points. 21) The trash area should be better located away from the single family homes. Projected traffic on S.H. 287 indicates the need for a 140-foot total right of way, 70 feet each side of the highway centerline. Since the existing width along this property is 50 feet east of the c,._.-,srIine, additional width to meet the projected need should be protected by or, preferably, dedication, as permitted by Citj 'regulations. 2. Access to this property has been discussed in relation to the South College Avenue Access Control Plan. The Draft Plan allows for a single right -turn --only access to S.H. 287 between the planned southerly relocation of Fossil Creek Parkway and Fairway Lane. This access must serve both properties north of Fossil Creek Parkwav and will be permanently located on the Carpet Exchange south property Lne to be shared with "he adjacent property. However, an a temporary solution pending the relocation of Fossil Creek Pkwy., the City and State Highway Dept. would permit a temporary r-ght- turn-only access near the north property line as shown on the Site Plan. An Access Permit from the City with concurrence by this office would be required. This permit would clearly specify the conditions under which a temporary access would be allowed and should identify the responsibility for closure and permanent access construction. In addition, we must emphasize that alternative access to this site is to be provided by a southerly extension of Snead Dr. alone the east property lire. A "Temporary Access Road" to Fossil Cr. Pkwy. through the property to the sough is also shown. The Drovision of these alternative means c_ access must be coordinated with the City. Thank you for the opportunity to review this P.U.D.
