The staff has reviewed the application for final PUD approval of the Fountainhead
Phase Three Final and would offer the following comments:
1. Note #5 should be deleted from the site plan. The provision of signs is not
a subject of the Development Agreement. The provision of signs on the
property should be shown on the site plan.
2. The 8,440 sf retail building is not within 150-ft of an accessway for
emergency equipment and must be sprinkled. Please note on site plan.
3. The site plan should indicate location of fire hydrants.
4. The width of the sidewalk along College Avenue should be indicated on the
site plan.
5. A de -acceleration lane should be indicated at the entrance to College
Avenue which meets City standards. Please revise.
6. The easement for the temporary turnaround should be indicated on the
site plan andsubdivision plat. All easements should be indicated on the
site plan, not just a note that easements are shown on the plat.
7. The project will be assessed a Warren Trunk Sewer Basin Fee. The applicant
should contact the Water and Sewer Division for exact assessment.
8. It is recommended that the area outside of building envelopes be dedicated
as a utility easement. Access easements should be dedicated over all
parking areas and drives.
9. As part of the approval of the preliminary plan of Fountainhead, the
applicants agreed to dedicate half the necessary easement along the south
edge of the Preliminary plan for future access to properties to the west.
Prior to approval of the Final of Phase Three, the necessary agreements
should be prepared to guarantee the transfer of this easement at a
future date.

10. A "Permit for Access" is required to construct the curb cut to College
Avenue. The application for this permit is made to the Public Horks
Department. I would recommend that the application be made as soon as
possible.
11. The plan should more clearly indicate "building envelopes" and "building
footprints" on the site plan.
12. Each building envelope should be dimensioned from at least two property
lines. Please revise.
13. Motorcycle parking should be indicated.
14. All signs must comply with Sign Code. Flags flown must be state or
federal and cannot be the flag of a company insignia.
15. Landscape plan should indicate specific treatment of trash areas.
16. Architectural elevations should be submitted for all buildings.
17. Pavement treatment of pedestrian areas should be indicated.
18. The staff would recommend that additional Ponderosa pine be installed
along the south edge of the retail building as it abuts the Holter
property for screening purposes.
19. There appears to be one existing tree along the south edge of the retail
building that could be saved if the planter were enlarged. Please
provide evidence as to why the tree is being removed.
20. On Friday, February 18, 1983, the signed mvlars of the site plan, land-
scape plan , subdivision plat and building elevations should be delivered
to this office. Also on that date, a signed copy of the landscape and
open space covenants document (available in this office) should be delivered.
I would recommend we meet as soon as possible to discuss the above comments.
Revisions to the plans reflecting the above comments should be delivered to
this office no later than Thursday, February 10, 1983. Also, on Friday,
February 18, 1983, colored renderings and 8-;"xll" reductions of all plans
and plats should be submitted. If you should have any questions, please feel
