STATEMENT OF PLANNING OBJECTIVES
The Fountainhead P.U.D. is one of the major development parcels within
Superblock #3 of the South College Properties Master Plan area. It is
located south of the future Boardwalk Drive between College Avenue and
the future J.F.K. Parkway. This submission includes a final plan of
Phases I and II (Phase I is a replat of Osprey Office P.U.D.) and a
preliminary plan for the remainder of the pronerty.
The Fountainhead P.U.D. is consistent with criteria and guidelines set
out by the Superblock #3 plan. Major access and internal circulation
criteria generally conform to the Superblock #3 objectives in location
and function. Proposed uses in Phase I and future phases of the project
are in conformance with the existing hb zoning.
The project is planned to receive major access from a signalized inter-
section at College Avenue and Boardwalk Drive. Additional access points,
include right turn only movements at College Avenue, one full turning
movement at Boardwalk Drive and two access points off J.F.K. Parkway.
Interior, private circulation lanes are planned to provide good addit-
ional access through the development. One runs east -west from J.F.K.
Parkway to College Avenue. The second runs generally north -south through
the property and is planned to continue south to the adjacent property.
These circulation lanes create a peninsula of restaurant and retail shops
the surroundings of which are carefully landscaped and feature a fountain
and flags as a focal point.
The overall project is planned as a mixed -use development integrating
office, retail and restaurants. Care has been taken to locate the
variety of uses in a way to encourage pedestrian interconnection.
Osprey, Inc plans to develop the first phase of Superblock #3 as an
office park. The office buildings will have approximately 60,000 sq.ft.
of space and will be developed in two phases. The office buildings are
in a multi -story configuration and designed to form entry plazas as well
as garden courts.

In accordance with the City's policy, the approach to the design of the
building is to optimize energy conservation. ZVFK has established the
following design measures for energy conservation:
1. Building orientation and glass orientation to minimize solar loads
on the cooling system.
2. Reflective glass with shading co -efficient of .33 or better to futher
reduce solar loads
3. Energy efficient lighting package saves energy in lighting and also
significantly reduces loads on cooling.
4. Energy efficient H.V.A.C. system makes effective use of outside air
for cooling whenever possible. Electronic controls will be utilized
for maximum efficiency.
Phase I & II of The Fountainhead P.U.D. represent the initial development
proposal of this Superblock and one of the initial building phases of the
"South College Properties" Master Plan. It is functionally a part of this
mixed use planning area and is coordinated to optimize and integrate
pedestrian, vehicular, access and joint parking considerations. It is
intended to establish a high level, quality image appropriate to Super -
block #3 as well as the entire "South College Properties" district.
Construction of Phase I is anticipated to begin during 1982. Development
of the remainder of the project is anticipated to be completed during
the next three to four years.
The buildings proposed for Osprey, Inc. are three and four-story con-
figurations and less than 55 feet. The buildings will be in a stepped
design with portions of the buildings being two-story. This design will
minimize the effect of the building on desirable views from adjacent
areas.
The stepped design of these buildings help to integrate the superblock
with some of the lower scale buildings along South College Avenue. These
buildings will establish the pattern for future development in Superblock
#3 in reference to scale and detail.

Currently, discussions are on -going related to the establishment of a
special improvement district for many of the improvements in this area.

A variance is requested to permit access to parking spaces less than
50 feet from the flowline of Boardwalk Drive and J.F.K. Parkway. Generous
landscaping areas have been provided and will significantly offset any
visual concerns.
HEIGHT ANALYSIS
PRELIMINARY FOUNTAINHEAD P.U.D.
The office buildings in the northwest and southeast corners of the site
plan exceed the 40 ft. height district. The office building in the
northeast corner of the site, the reataurants and retail buildings are less
than 40 ft. The two office buildings are three and four story configura-
tions which are less than 55 ft. The buildings will be a stepped design
with portions of the building being two-story. This design will minimize
the effect of the building on desirable views from adjacent areas. The
stepped design of these buildings intergrate them with the lower scale
buildings of the proposal and surrounding development.
The office building in the southeast corner of the site has no develop-
ment surrounding it to the north, east and south. The residential
development directly west will be removed with development. There is
an existing residence to the southwest, however, the proposed building does
not alter the view of an amenity.
Slides of a rendering and the model of the proposed office building are
available. The office buildings are proposed to be similar in design.

Dear Joe,
In regard to access to the Holter Property from JFK Parkway
through Phase IV of the Fountainhead P.U.D., I offer the
following:
The developer agrees to convey 112 of the required access easement
at the southernmost access point as indicated on the Superblock 3
Master Plan. This easement shall be platted upon submittal of
final plans of Phase IV of the Fountainhead P.U.D. or upon
construction approval of JFK Parkway, whichever occurs first.

Gentlemen:
This letter will address item No. 10 contained in your letter to ZVFK,
dated January 25, 1983 concerning Fountainhead Phase II, and subsequently
discussed in your office today.
We have initiated the "permit for access" process as noted by your letter
The permit application apparently must include design data for both the
curb cut and the deceleration lane. We have requested Parson & Associates
to provide the design submission required on the application. The design/
application/review process will certainly extend past February 28.
Since we have initiated the process, it is hoped we have addressed the
issue satisfactorily for the time being and that the application process
for final P.U.D. approval for Fountainhead can proceed.

Please take notice that on January 24, 1983, the Planninq and Zoning Board
of the City of Fort Collins, Colorado, approved a Final Plan of the planned
unit development known as Fountainhead, Phase Two (subject property), which
development was submitted and processed in accrodance with Section 118-83
of the Code of the City of Fort Collins. The Plan of the subject property
together with the development agreement dated January 20, 1983 between the
City of Fort Collins and the developer, out of which documents accrue certain
rights and obligations of the developer and/or subsequent owners of the
subject property, are on file in the office of the Clerk of the City of Fort
Collins.
The subject property is more particularly described as follows:
The Fountainhead PUD, Phase 2, Plat being a portion of Section 36,
