Dear Kerrie,
We are submitting 10 sets of final utility plans for Fossil Creek Estates P.U.D. First Filing
according to City of Fort Collins submittal process requirements for new submittals. This is
actually a re -submittal of the utility plans for Fossil Creek Estates P.U.D. First Filing. We
had submitted the project in 1994, gone through two (2) rounds of review comments, and tabled
the project just prior to submitting final mylars for signatures. All previous review comments
have been addressed and incorporated into these final utility plans. Please route all plans at your
earliest convenience for review.
The revisions presented here have also incorporated the changes which have been presented in an
administrative change as recently submitted by Jim Sell Design. Certain administrative change
items represented on these revised utility plans include such items as the deletion of sidewalk on
the north side of Fossil Creek Drive and tertninating Fossil Creek Drive at the westernmost cul-
de-sac. The geometry of the roadway of Fossil Creek Drive has been changed to show that it
does not go through. Instead, Fossil Creek Drive makes a 90' turn into Red Tail Court. All
sheets have been revised to show this new geometry. The Fossil Creek Drive right-of-way has
been maintained up to the westernmost boundary for possible future Fossil Creek Drive
extension. All items revised in the administrative change which were incorporated in the
revisions to these utility plans, were in accordance with those discussions which were held
earlier recently with City staff.
The following discussion addresses the revisions made to the Utility Plans based on City review
comments noted on the redlined plans from our November, 1994 submittal. Please note that we
only received redlined review comments from Engineering and the Stormwater Utility. We have
also addressed comments by other utilities and departments which were provided to its in written
forth.

No changes were required.

* Lot lines for several lots were adjusted at the request of the client. This consisted primarily
of straightening rear lot lines and adjusting the lot lines along Tract A for more consistent
geometry.

building permits for Lots 11 - 14".

Dear Basil and Matt,
Thank you for your time last Wednesday to discuss the latest Stonnwater Utility comments for
Fossil Creek Estates P.U.D. First Filing. The following discussion addresses the revisions made
to the Utility Plans based on Suzettes review comments on the plans, your written comments
noted on the Project Comment Sheet dated 12/05/95, and the items we discussed at our meeting
on January 10, 1996.
PROJECT COMMENT SHEET:
1. We have not revised our calculations to reflect a 0.35 runoff coefficient. Seldom do design
grades exceed 7% for the main drainageways of the drainage system. 7% grades may be
reflected between units in some cases where walkout units are anticipated. However,
actual finished grading would be completed between houses for walkout conditions.
Raising the value of the runoff coefficient is not justified.
2. All sub -basins have been included in the performance and effectiveness calculations.
3. The groundwater conveyance system has always been shown on the plans. We have
revised the plans to eliminate the discrepancy we found in our January 10 meeting. The
groundwater conveyance system discharges to the storm sewer system at the 15' type 'R'
inlet located on the North side of Fossil Creek Drive at the PCR.
4. The location of Fossil Creek is off the sheet for most drawings. Therefore, this comment
cannot be satisfied. We have noted Fossil Creek on the Utility Plan Cover Sheet vicinity
map. We are also providing a print of the "Preliminary Drainage Plan" which reflects the
project site relative to Fossil Creek for your reference.
5. All pipe, manhole and inlet information has always been shown on the Utility and Drainage
and Erosion Control plans. All items are noted in legend and construction note form. No
additions or revisions are required. The data is there.
6. A vegetation/cover crop species table has been added to the Drainage and Erosion Control
Plan.
7. We have clarified the direction of flows from Design Point A in note form, directing reader
to storm sewer Plan and profile.
8. There will be no easements for the offsite grading to the West. The owner of the site also
owns the property west of Fossil Creek Estates First Filing.

9. We agree that some off site flows will bypass the storm sewer inlets at the intersection of
Fossil Creek Drive and South Shields Street. Historically, flows from the property to the
south of Fossil Creek Estates P.U.D. First Filing have flowed past the proposed intersection
and on to the creek (Fossil Creek). We have sized the inlets to intercept flows from the site
and from the western half of the South Shields Street right-of-way which fronts on Fossil
Creek Estates P.U.D. First Filing. The inlet sizing calculations are included in the Final
Drainage and Erosion Control Report.
10. All pipe sizing calculations are included in Appendix I of the report
RED LINED PLAN SET
1. A detail for the proposed storm sewer connection into the existing Shields Street box
culvert has been added to the detail sheet (Sheet 21 ). A note has been added to the storm
sewer plan and profile (sheet 7) regarding this detail.
2. Note 9 of the general notes on the cover sheet (sheet 1) has been revised as follows;
"Contractor shall also give the Erosion Control Inspector twenty four (24) hours advance
notice a) 221-6589."
3. The storn sewer manhole on South Shields Street has been labeled in the plan view on
sheet 7.
4. Line 'B' has been labeled on sheet 19. Line 'B' was requested by Engineering to handle
"nuisance " flows from the median. Line 'B' is not intended for use as a storm sewer.
Because of this, we requested that PVC pipe be used in place of concrete pipe to convey
the 'nuisance' flows to the downstream storm sewer. This request was approved by the
Engineering department.
5. The irrigation channels located along the south property line are labeled on sheet 20.
6. Ilie "groundwater conveyance system" is shown on the Master Utility Plan (Sheet 3). We
have not shown it on the Grading or Drainage plan because it would only clutter up the
drawing.
7. The majority of the other redlined notes on sheet 20 are dealt with in the construction notes.
MISCELLANEOUS:
1. We are providing a print of the "Preliminary Drainage Plan" which reflects the project site
relative to Fossil Creek for your reference.
2. We are providing you with copies of the right-of-way and easement dedication request
documentation for the right-of-way and easements on the Kathy Fromme Prairie property.
Also provided is a copy of the City ordinance accepting dedication of right-of-way and
easements.

3. Because it has been decided that the Shields Street improvements will not be constructed
with the development of Fossil Creek Estates First Filing, we have prepared and included
an additional sheet for the interim grading requirements along South Shields Street, and the
lots adjacent to South Shields Street, to facilitate future widening. The additional sheet is
SHEET 8A - INTERIM SOUTH SHIELDS GRADING PLAN. This sheet is required
because interim grading is required at this time to facilitate future Shields Street widening.
The siphon would also be constructed later, so interim grading is required at this time to
facilitate future siphon reconstruction.
4. We are also re -submitting your previous redlined utility plan set and redlined drainage
report.

1. General Note #2 is to be corrected to

Sanitation District standards and
specifications."
2. General Note #3 is to be corrected to
read..."All water distribution system
construction shall conform to the most current
Fort Collins -Loveland Water District standards
and specifications."

4. The existing 4 inch water line located in
Shields Street is to be lowered to maintain a
minimum of 5 feet of bury.
5. Please be advised that this property is not
within the service area of the South Fort

boundary which must be approved by the Board
of Directors. Final approval of the

City Staff has reviewed your submittal for Fossil Creek Estates PUD
First Filing Final, and offers the following written comments:
1. Review of these plans should not be construed as a commitment
that telephone facilities sufficient to serve this project are
presently available. US West will provide telephone service
in accordance with the rates and tariffs on file with the
Colorado Utilities Commission.
2. Telephone facilities generally occupy rear lot utility
easements, which must be located on terrain which permits
trenching operations.
3. The developer is responsible for provision of all trench,
street crossings, and ditch crossings for telephone facilities
within the project, and the developer pays up front
construction costs for facilities within the development.
4. Any relocation of existing telephone facilities required by
these plans will be paid for by the developer.
5. A 15' by 30' easement for three large telephone equipment
cabinets would be required in the general vicinity of the
north side of the development, possibly in Tract B or Tract A.
US West: recommends that Tracts be described as utility
easements for flexibility in layout of utilities. Planning
cautions you about this because any encroachment in a Tract
would require a vacation of a utility easement. Planning
urges you to work with US West to locate specific utility
easements for installation of these utilities.
6. Front lot utility easements adjoining public streets need to
be 9' wide rather than 81. Front lot utility easements
adjoining private drives need to be 13' wide rather than 81.
7. Planting of street trees in Tract A needs to be coordinated
closely with Public Service so that no trees are closer than
4' to any natural gas line.

8. Water lines and sewer lines are shown on the lot lines and
will need to be coordinated with location of Light and Power
facilities.
9. Please see attached letter from Terry Farrill regarding water
and sewer district's comments.
10. Please see comments on the plat from the City Mapping
Division. Also note that the plat will be approved by the
Planning and Zoning Board, signed by the Secretary of the
Planning and Zoning Board, not the Planning Director. The
City Clerk does not sign plats approved by the Board. The
plat's location map should include the Fossil Creek Estates
Annexation area as well.
11. Use inflow curb and gutter around the medians, to protect the
pavement from irrigation water run-off.
12. Engineering has concerns about the perched water table
potential. Subdrains must be provided under streets or remove
bedrock under streets to 3' below the surface.
13. Subdrains in the city ROW require a hydrologic study.
14. Concrete private drives must be thick enough to support fire
vehicle load if fire access is provided by the drive.
15. A traffic striping plan for Shields street is required.
16. Fossil Creek Drive must line up with the street on the east
side of Shields. The median causes the intersection to be too
wide on the west side of the street. Please have your
engineer discuss this with the City Engineering Department.
Engineering can also assist in processing the dedication of
ROW needed for the north half of the street.
17. Please include with revisions, perhaps as a small sketch on
the site plan, a specific design for the shared driveways
describing how they will work, what they will look like, etc.
18. The City Forester asks that you not use austrian pines in the
medians; as they block traffic visibility, shade streets in the
winter causing ice problems, and they will eventually outgrow
the space. He prefers the use of shade trees in these areas.
19. Parkland fees are $779.00 per dwelling unit, collected at the
time of building permit issuance.
20. Natural. Resources is requesting a condition of approval that
City Council approve the road location and utility easements
across the Fromme Prairie. Staff would prefer this project to
go to the Planning and Zoning Board only after the ROW and
easement dedications have passed on first reading. Please
contact Tom Shoemaker about the process for these dedications.
21. Natural Resources would like to discuss the choice of
landscaping adjacent to the Prairie.
22. Natural Resources would like to discuss mitigation measures
for the wetlands being disturbed on this phase.
23. Natural Resources would like you to delineate on the plans the
limits of construction disturbance regarding the boundary of
the Fromme Prairie (Lots 37, 38 and the road and utility
construction). Please include on the plans, a sketch of the
entry feature.
24. A written solar orientation variance is required, unless you
could find two more solar lots. The overall preliminary plan
did meet the requirements, but because that plan is now
restricted by Council's Zoning action, it would be best to
justify this variance for this filing based on terrain and
natural resource values. The fact that you are only two lots
short says a lot as well.
25. Please contact Basil Hamdan at the City Stormwater Utility for
Stormwater comments. Have you obtained a 404 permit?
26. Please include an attorney certification or a notary public
signature block on the site plan.
27. Please explain note #8. Staff is not sure why you need this.
28. Note #3 should say direct lot access to be from local street
or private drives. No access to Shields Street or Fossil
Creek Drive is permitted, except for Lots 37 and 38.
29. It would be a good idea to show building envelops for Lots 37,
38, 32, 33, 34 and to keep the houses as close to the front of
the lots as possible.
30. Please include a wall detail with your revisions.
31. Additional shrubbery and evergreen trees are needed as
foundation plantings to soften the visual appearance of the
and for additional buffering for Lots 11, 7, and 6. These
lots are relatively close to what will be a busy arterial
street in the future.
32. Please include a note on the plans, perhaps in conjunction
with the zoning, that the zoning is conditional with a PUD and
with a density. A PUD is required of all developments and
that a minimum density of 1.5 DU/acre is allowed as a
condition of zoning. You may want to refer to the specific
ordinance number, which the City Clerk could provide.
This concludes staff comments at this time. In order to stay on
schedule for the May 23, 1994 Planning and Zoning Board hearing,
please note the following deadlines:
Plan revisions are due May 6th by 8:30 am (Final Staff Review
is that. day) (3 sets of plans and written documentation
responding to the above concerns),
PMT's (one PMT of each plan sheet), colored renderings, and 8
prints are due May 16th.
Final mylars and other documents are due as soon as possible
following the hearing.
Please be aware that the development agreement and utility
plans must be signed prior to the Planning and Zoning Board
Hearing„ for all PODIs. If not, a condition will be placed on
the project giving you 30 days to finalise the plans and
agreement, after which time, you must submit a request for an
extension, to the Planning and Zoning Board.

Dear Kerrie,
The following discussion addresses the revisions made to the Utility Plans based on City initial
review comments noted on the redlined plans from our 03/31/94 initial submittal. Please note
that we only received redlined review cotmments from Engineering and the Stormwater Utility.
We have also addressed comments by other utilities and departments which were provided to us
in written form.
SHEET 1_OF 22; COVER SHEET
* A scale has been added to the vicinity map.
* The plan date of March, 1994 has been removed.
* The City of Fort Collins approval block has been revised.
* General Notes 2 and 3 have been revised at the direction of the South Fort Collins Sanitation
District / Fort Collins - Loveland Water District.
PLAT
* Boundary designations have been revised to provide boundary courses and distances adjacent
to course lines.
* Section line data and Section corner monumentation data has been added.
• A scale has been added to the vicinity map.
* The signature block for the Director of Planning has been revised.
SHEET 2 OF 22; STRE_ET_TYPICAL_SECTIONS:
* A second Fossil Creek Drive typical section has been added to indicate inflow curb and
gutter at median island from Sta 0+00 to Sta. 7+60.38.
* Pavement design recommendation data has been revised.
SHEET 3 OF 22; MASTER_ UTILITY PLAN_
* The Master Utility Plan has been revised to include electric facilities based on a preliminary
design provided by Light and Power.
* Construction notes have been added to identify all utility installation directions for water and
sewer appurtenances.

Fromme Court street profile.

* The storm sewer profile has been removed in its entirety. The storm sewer plan and profile
has been completely modified and is provided on a new sheet; Sheet 7.
SHEET 7 OF 22; STORM SEWER PLAN AND PROFILE
* The storm sewer plan and profile design has been revised in its entirety. The storm sere plan
and profile is now on a new sheet.
* South Shields Street cross sections, north of the Fossil Creek Drive intersection, have also
been included on this sheet. These cross sections were added in order to relate the proposed
sanitary sewer, proposed storm sewer and proposed ultimate South Shields Street arterial full
width construction.
SHEET 8 OF 22 STREET PLAN AND PROFILE (South Shields Street):
* Spot elevations have been added to the South Shields Street / Fossil Creek Drive intersection
according to the requirements of standard detail D-18. Standard detail D-18 has also been
added to the detail sheet.
* Inlets have been added to the South Shields Street / Fossil Creek Drive intersection. Curb
flowline and top of inlet box spot elevations have been added.
* A Type HI barricade has been added to the end of the curb, gutter and detached sidewalk at
Sta. 60+35.13. A Type III barricade detail has also been added to the detail sheet.
SHEET 9 OF 22; SOUTH_ SHIELDS STREET STRIPING PLAN:
* The striping plan for South Shields Street has been incorporated since our initial submittal.

* The Fossil Creek Drive median island has been revised to inflow curb and gutter from Sta
0+00 to Sta. 7+60.38.
SHEET 15 OF 22; FOSSIL CREEK DRIVE_ CROSS SECTIONS:
* Spot elevations have been added to all cross sections. Street cross slopes have also been
added.
SHEET 16 OF 22 _STREET_ PLAN AND_PROFILE (Fromme Court):
* The profile has been revised to provide a closer to a grade at the intersection with Fossil
Creek Drive to within 50' of the Fossil Creek Drive right-of-way. The westernmost flowline
grade is 0.50%. A maximum of 2% on the east flowline grade could not be achieved.
However, 2.5% was never exceeded.
* The centerline profile has also been revised at the cul-de-sac to meet standard cul-de-sac
detailing for a minimum 1 % cross slope from the center of the cul-de-sac to the the curb lip.
* Spot elevations have been added to the intersection of Fromme Court and Fossil Creek Drive
according to standard street detail D-19 which is included in the plan set.
* Curb and gutter flowline radius data has been added.'
