Enclosed is our response to the Grading Plan review comments for Ridgeview Classical
School. Any additional changes to the construction documents, dated 10-19-01, have
been clouded and dated Revision 3, 3-8-02.
11. No classrooms are located in the public right-of-way.
12. Sheet SP1.1 indicates the location of proposed underground utilities. This sheet has
been included for your review.
37. Attached is a copy of the January 28, 1994 letter from Phillip L. Robinson, P.E.,
L.S., of Stewart & Associates, to Glen Schlueter at the City of Fort Collins. In this
letter. Mr. Robinson references the original 1988 drainage report, as well as the
October 1993 as -constructed volumes and calculations. These reports both make
reference to the outlet structure on Lemay Avenue. Please note the approval stamp
from GDS of Stormwater Utility.
38. The pond has been re -graded so that the pond is completely contained within the
property lines.
39. Since it is necessary to maximize the volume of the west pond, we cannot provide the
minimum 2-foot set -back from the sidewalk. However, we have provided a guardrail
along the sidewalk wherever the pond depth exceeds six inches.
40. The main purpose of the curb wall around the pond is to prevent pedestrians and
bicyclists from going into the pond. With the addition of the guardrail, a curb is no
longer necessary.
41. According to our information, this is not a utility easement, but a building setback.
42. The site area around the pond has been shown at a larger scale on sheet C2.1

[2/26/04] A Transportation Impact Study is currently being conducted for the proposed development. The study
parameters have been modified to address the current problems we are experiencing at the school. These problems
include backups into NB Lemay during pick up and drop off times as well as the general confusion of drivers at the
Stuart Street entrance/exit. Part of the study will look at using Stuart Street, east of the driveways as part of the drop off
area for the older students. The study will also address the access on Lemay as part of the entering circulation. The
study is also going to address the addition of phases 3 and 7 at the signal of Lemay and Stuart.

the TIS, the following are my initial comments.

the TIS should be a must before a C.O. is provided for the expansion. The problems at this site will not be completely
resolved, but if the improvements are implemented, this schools impacts to Lemay and Stuart should be improved.

north bound stacking should be done to further verify its true usefulness- The restriping of east Stuart should be done to

lane of right turning out bound traffic. Stuart is not capable of safely taking dual left out bound traffic from an access.

[4/20104] Traffic still has concerns with the dual entrance drive on Stuart being improperly used by motorists, resulting
in both east bound lanes experiencing temporary blocking. The entrance should be signed and stripped to give clear
direction to the entering motorists from both lanes. The school staff should continue to be present to help direct and
control the entering flow.

believes the left turn will work without being blocked by the north bound Lemay movement. Therefore the "porkchop"

comments and information is requested.
1) Please provide a striping plan for Stuart Street and the driveways on Stuart St. Please keep in mind that the bike
lanes on Stuad are a community need and shall remain separate facilities from the travel lanes and the on -
street parking.
2) No on -street parking will be permitted on Stuart until after the eastern driveway- 6y-
3) If cars are permitted to turn left into the school from Lemay than the school will need to provide educational

[4/22/041 For the last several years the Poudre School District and the City's Safe Routes to School Program have
been improving the safely around schools for students being picked up or dropped off along the streets or who may
bike or walk to school. These improvements include widening existing attached sidewalks to a minimum of 8 feet along
school properties to adequately accommodate the students and parents. It is highly recommended that Ridgeview
School increase the width of the Stuart St. sidewalk from the existing 4 foot attached sidewalk to an 8 foot attached
sidewalk by adding 4 feel to the back of the existing sidewalk.

LAND USE DATA: A request to add a 14,600 sq.ft. addition to the existing Ridgeview
Classical School at the southeast comer of Lemay Avenue and East Stuart Street. The
property is within the City of Fort Collins and is currently zoned RL — Low Density
Residential District. The following departmental agencies have offered comments for
this proposal.
COMMENTS:
Zoning:
1. The land uses within the project are permitted in the zoning district as a Site Plan
Advisory Review. This application is forwarded to the Planning and Zoning
Board for a consideration.
Light and Power:
1. With an increase in the electrical service, there will be a cost to upgrade the
facility.
2. The applicant will need to show the location of utility boxes, meters and service
limes on the utility drawings and site plan.
Poudre Fire Authority:
I. Fire hydrants must be located within 300 feet of all buildings capable of
delivering water flows of 1,500 gal/min at 20 psi.
2. Address for the buildings will need to visible from the street, with a minimum of
6 inch letters on a contrasting background
3. Buildings may need to be fire sprinklered, based on size and use.
Water/Wastewater:
I . If there are no changes to the current service, no additional fees or charges will
be: assessed. Any increase to the current service will incur additional Plant
Investment Fees, development review fees and water rights due at time of
building permit.

Engineering:
I. Additional right-of-way for adjacent streets will need to be dedicated if the
existing right-of-way is less than required pursuant to the Larimer County Urban

2. A Traffic Impact Study will need to be submitted for this project. The applicant
will need to contact Eric Bracke at (970) 224-6062 for a scoping meeting. The
study should focus on mitigating impacts for vehicular traffic exceeding the
City's Level of Service criteria.
3. The: applicant will need to repair/replace any damaged curb/gutter or sidewalk
along the project frontage.
4. Utility plans, development agreement and a development construction permit
wil I need to be prepared for this project.
5. An excavation permit may need to be applied for for the addition.
Storm Drainage:
1. This site is within the Spring Creek drainage basin. The development fee is
$2,175/acre which is subject to the runoff coefficient reduction. No fee is
assessed for increase in impervious area less than 350 sq.R.
2. The applicant will need to update the current master drainage plan for the site.
Transportation Planning:
1. Alternative modes, including pedestrian, bicycle and transit, need to be included
in the transportation impact study.
2. The applicant should consider ho the drop off and pick up can function to avoid
stacking of cars into the parking area, access drives or onto the adjacent streets.
3. Pedestrian connections to the adjacent sidewalks should be provided.
Natural Resources:
The: City requests that the applicant provide adequate room within the trash
enclosure for recycling and use a single trash hauler to minimize trips.
The Natural Resources Department requests that the applicant pursues and uses
native plants and grasses as much as possible within the project.
Current Planning:
I . A neighborhood meeting will need to be held for this application. Neighborhood
meetings are typically held prior to submitting the project to the City for review -
Please contact the Current Planning Department to coordinate this meeting. Due
to the large amount of neighborhood concern with the proposal, the notification
distance may need to be increased to 1,000 feet.
2. The proposed addition should be designed to mach the existing building as much
as possible.
3. The remaining modulars should be removed as part of the addition.
4. Foundation plantings should be provided around the addition, especially adjacent
to Stuart Street.

[4/21/04] After review of the TIS and the recommended changes to the site and
circulation pattern, the following comments and information is requested.
1) Please provide a striping plan for Stuart Street and the driveways on Stuart St.
Please keep in mind that the bike lanes on Stuart are a community need and
shall remain separate facilities from the travel lanes and the on -street parking.
2) No on -street parking will be permitted on Stuart until after the eastern driveway.
3) If cars are permitted to turn left into the school from Lemay than the school will
need to provide educational information to the parents on how to properly
circulate through the site.

is provided.

[4/22/041 For the last several years the Poudre School District and the City's Safe
Routes to School Program have been improving the safety around schools for
students being picked up or dropped off along the streets or who may bike or walk to
school. These improvements include widening existing attached sidewalks to a
minimum of 8 feet along school properties to adequately accommodate the students
and parents. It is Highly recommended that Ridgeview School increase the width of

the Stuart St. sidewalk from the existing 4 foot attached sidewalk to an 8 foot
attached sidewalk by adding 4 feet to the back of the existing sidewalk.
