Thanl: you for promptly meeting our ad hoc submittal deadline for the November
Planning, and Zoning hearing. Staff has reviewed the request for Prcliminanv
and Final P.U.D. for Pad A of the Pavilion at the _Fort Collins Retail Center and
offers the following comments:
Staff is concerned about the location of the 11 parking stalls on the west
side of the building, along the College Avenue frontage. Such is not the
case with the Black -Eyed Pea which has parking on the south side of the
building. It is recommended that the building be shifted accordingly to the
west to delete the parking along College Avenue and to add the stalls to
the cast side of the building. This would present a consistent strectscape
bcl��ccn Pads A and C.
2. The sidewalk serving the entrance to the store should be extended north to
intersect with the sidewalk on Troutman Parkway.

4. Staff applauds the use of similar architecture as with the balance of the
Center. Thcrc is, however, one aspect that is particularly troubling. The
heavy reliance on additional signagc on the backlit awning detracts from
the overall quality of not only Pad A but of the entire Pavilion Center.
Using words such ❑s "VIDEOS", "RECORDS", etc. tends to add unnecessary
Clutter to the site. Since the present and proposed architecture is of high
quality, such signagc would counteract the intent of the overall design.
In working with other national retailers on signage, Staff has consistently
discouraged the use of window signagc, spanner boards, or other secondary
signagc that includes information beyond that contained in the primary
signagc. This is based on the concept that signagc on major streets should
rely on simple graphics and serve to "index" the retail environment.
Informational overload tends to compete with other stimuli that vie for the
motorist's attention. Please keep in mind that South College Avenue is a
six lane arterial street with speeds ranging from 35 to 50 m.p.h. As a
result, the typical motorists has anywhere from 5 to 10 seconds to observe

and process information. By simplifying the graphics, signagc actually has
a better chance of accomplishing its major purpose - getting a motorist to
make a turn movement into the retail center.
Staff, therefore, feels very strongly that secondary signagc on the backlit
awning be eliminated.
5. Staff is supportive of the use of blue neon lighting. This is an excellent
use of graphic design that unifies the entire Pavilion Center.
6. Since Staff is strongly recommending that secondary signagc be deleted off
the backlit awning, is it necessary that the backlit awning wrap three sides
of the building? Perhaps the backlit awning could be reduced to the west
elevation only. Or, perhaps, the width of the awning could be reduced to
narrower profile. The use of the awning appears overdone and tends to
overpower the quality of the architecture.
7. The building must conform to the fire containment area limitations of the
building code. A single tenant user may require more than 5,000 square feet
of unseparated area, a fire sprinkler may be required.
This concludes Staff comments at this time. In order to stay on schedule for the
November 21, 1988 Planning and Zoning Board hearing, please note the following
deadlines:
Plan revisions are due November 3, 1988.
PNIT's, colored renderings, and 10 prints are due November 14, 1988
Final documents are due November 17, 1988.
