Statement of Planning Objectives
Project Description
Fossil Creek Park is one of the most exciting projects to be developed as a community
benefit in Fort Collins in some time. This park is planned as a Community Park that
represents one of the best opportunities to create a truly meaningful outdoor space for the
residents of Fort Collins. Our city's parks are community treasures and are some of the
most popular recreation areas in the city. The park will function as the social center in
southern Fort Collins.
The park program includes the following design elements:
• Trail System (including Fossil Creek Trail)
• The Oval Green w/ 2 Soccer Fields
• 5 Lighted Tennis Courts
• 2 Lighted Basket Ball Courts
• 2 Large Pavilions w/ Restrooms
• 1 Small Pavilion
• 2 Lighted Ball Diamonds
• The "Tar Pits" Playgrounds
• Roller Hockey Rink
• Skate Park
• Adventure Island
• Dog Park
• Interactive Water Feature
• Wetlands
• 3 Ponds
• "Natural" Areas
• Park Maintenance Facility
• Lemay Trail Underpass (to be constructed with Lemay realignment)
• Recreation Center (future phase)
• Water Play Area (future phase)
• Ice Skating Area (future phase)
• Parking Areas
Fossil Creek Park is located within the Public Open Lands (POL) zone district. "The
Public Open Lands district is for large publicly owned parks and open lands which have a
community -wide emphasis". Parks, recreation and open lands are permitted uses within
this district
Fossil Creek Park will serve the entire community so it must be inviting and accessible.
Automobile, bicycle, pedestrian and transit amenities are incorporated in the plan to
support these modes of transportation. Fossil Creek Trail extends through the park and
crosses under both Fossil Creek Parkway and Lemay Avenue thereby establishing a safe
and convenient link to other parts of the community. A transit stop is proposed on Lemay
Avenue just south of the park entrance. Pedestrian connections are provided to the
adjacent neighborhoods as well a potential pedestrian signal at the intersection of
Murfield and Lemay just north of the site. This signal will allow people to cross Lemay
Avenue safely. Bicycle racks are conveniently located near most of the activity areas
within the park. The majority of the park is barrier free and accessible. Automobiles can
easily access the site from Lemay Avenue and from Fossil Creek Parkway.
The park amenities are intended to provide activities for a wide range of the population.
The uses range from passive to specific programmed recreational activities.
The design is sensitive to the surrounding neighborhoods and uses, with lighted facilities
and the higher noise generating uses generally located internally to the site. Fossil Creek
and the ponds within the park site provide attractive and generous buffers to the adjacent
uses.
The park is designed with a cohesive "Fossil' theme that is apparent in the architecture,
the landscape, and within the various play elements in the park. The forms are intended to
be playful, inspirational, educational and inviting. Plants have been selected that convey
feelings and imagery for the various elements of the park.
What a fantastic piece of land this is. The existing site features (such as the topography,
Fossil Creek, wetland, and the ponds) have been carefully integrated into the park design.
We believe this will be an exciting new adventure for the people of Fort Collins to
discover.

The following is a summary our diseusston:
1. The design should allow ambulances to go to the patient, and not require the patient to be
brought to the ambulance.
2. 10 foot sidewalks provide adequate access for ambulances. Provide turning radius at trail
intersections to minimize damage to landscape.
3. If bridges cannot support weight of ambulances the design must include a turn around at the
north and south side bridges entering advemarc island. Contact PVH to determine the weight
of ambulances. Signs should be placed at bridges indicating the maximum bearing weight.
4. Fin, lanes will need to be designed to support 20-25 tolls.

Dear Craig:
I want to thank you again for providing JR with the opportunity to provide this proposal for the
above referenced project. The proposed Scope of Work contained herein to provide professional
engineering and surveying services for the completed project assignments. We have prepared
this scope of services that reflects our understanding of the project based on our meeting with
you and our successful completion and approval of numerous roadway design projects within the
City of Fort Collins.
Included is a detailed scope of services and a fee estimate based on our contract hourly rates. We
have made every effort to include prices for all items needed, but if something has been
overlooked please let us know and we will remedy the situation immediately.
As we discussed at our meeting with you, Matt Baker, Eric Bracke, and Dave Stringer, we have
already completed the survey work and have a preliminarily horizontal design. We believed it to
be prudent to complete the survey work needed for this project in conjunction with the survey
work needed for the Lemay Avenue improvements south of Fossil Creek Park and at the
intersection of Lemay Avenue and Trilby Road.

SCOPE OF WORK
In preparing this Scope of Work, several assumptions were made:
1. The proposed roadway will consist of the City's section for Arterial Streets as
specifically modified per our discussions during the meeting on October 31, 2001.
2. The City will provide existing and long-term traffic information.
3. Others will provide Geotechnical engineering and pavement recommendations.
Outline of Proposed Tasks:
Task 1. Design Survey / Base Map Preparation
a. Obtain construction plans, drainage information and plats from golf course, park, and
surrounding subdivisions.
b. Prepare utility coordination sheets and route to utilities per City's internal process.
C. The limits of the survey will include approximately 10 feet beyond the right-of-way. If
significant features exist in close proximity to the right-of-way (i.e. buildings, parking
lots, etc.), this information will also be gathered in the field.
d. In addition, JR office staff will compile the plat information to develop search
coordinates for the field crews to easily locate property comers.
e. The field survey data will include:
■ Existing significant features
• Curb and gutter
• Sidewalk
• Edge of asphalt
• Curb cuts
• Medians
• Culverts (including size, type and location)
• Other drainage structures (including parapet walls)
• Fire hydrants
■ Street lights
• Mature trees
• Landscape areas
• Property pins
• Survey monuments
• Items identified in walk-through
• Utilities (MH's, VB's, pedestals, control boxes, traffic signal poles, etc.)
• Any other visible features that are significant to the roadway design.
Prepare a base map of the information listed above, including topography, utilities,
improvements, and natural features.

Task 2. Traffic Engineering
In preparation of the traffic information JR Engineering will be working closely with City
personnel. In order to complete the preliminary horizontal design, the following traffic
engineering work will be required:
a. Develop interim and long term (2020) peak hour traffic volumes at the intersections of
Lemay with Trilby, the Park Entrance, and Fossil Creek Parkway. (City of Fort Collins
will provide this information).
b. Determine needs for:
■ Laneage
• Storage
• Tapers
d. Meet with City to discuss possible exceptions
• One size fits all unlikely
C. Include:
• Pedestrian crossing areas
■ ADA requirements
f. Prepare a comprehensive existing sign inventory to determine:
• Adequacy of existing signage
■ Requirements for future signage
Task 3. Preliminary Horizontal Design/Opinion of Probable Construction Costs
a. Utilizing the information from the design survey and traffic engineering portions of the
project, develop preliminary design plans with the following design features:
• Curb and gutter
• Outside lanes
• Median
• Islands (wherever necessary)
• Detailed striping plan
■ All dimensions shown clearly
• Tapers
• Storage
• Length
• Other dimensions to clearly delineate design.
b. Preliminary Plans / Alignment Options
• Showing basis of survey bearing
• Showing existing significant features
■ Proposed roadway
• Back of Curb
• Flowline
• Lip
• Provided to City

C. Preliminary Opinion of Probable Construction Costs
• Prepare preliminary opinion of probable construction costs based on proposed
horizontal configuration of roadway.
Task 4. Final Desi1 n Opinion of Probable Construction Costs
a. Prepare a final plan package for the proposed improvements. The plan package will
include:
• Street design (plan and profile)
• Street cross -sections (at an interval of 50 feet for the proposed improvements)
• Grading plan, including spot elevations for proposed curb and gutter work (contour
interval of 1 foot)
• Drainage plan (see item c. for further information)
• Erosion control plan
• Striping and signing plan
• Details; and notes.
■ Pavement sections for the improvements will also be provided in the plan set.
b. Prepare a Final Drainage Study conforming to City of Fort Collins Storm Drainage
requirements.
Complete calculations necessary to size
■ Storm piping
■ Inlets
• Other necessary storm facilities.
C. Prepare a drainage plan sheet depicting
• The existing and proposed grading
• Drainage pattems
• Drainage basin delineation
• Storm sewer locations
■ Discharge points
• The proposed location of all erosion control measures required by the City of Fort
Collins, including details.
d. Prepare easements (legal descriptions and exhibits) for temporary construction easements
and slope easements. (Assume a total of 8 for budget purposes.)
C. Prepare Final Opinion of Probable Construction Costs.
Reimbursables:
Reimbursable expenses are in addition to the fees shown above and are charged at cost plus ten
percent. Reimbursable expenses are direct costs incurred for the project including, but not
limited to, reproduction, deliveries, vehicle mileage, and transportation. (For budgeting
Purposes, we have assumed the reimbursables to be 5 percent of the design and survey costs.)
