Dear Mr. Vaught:
City Staff has reviewed your submittal for Fort Collins Senior
Center PUD- Preliminary, and offers the following written comments:
1. The fire service line should be shown on the utility plans.
2. The future, potential access point to adjoining properties
would provide essential fire access if the properties
redevelop. With limited access on Shields, those properties
would have limitations due to the Fire Code.
3. US West requests a 10' utility easement adjacent to the north
side of the Raintree Drive right-of-way, for the full length
of the lot. Additional comments on the plat will be forwarded
to the engineer.
4. Plant note #9 should read: A free tree permit must be obtained
from the City Forester before any trees or shrubs as noted on
this plan are planted.
5. The Parkas and Recreation staff will schedule a meeting with
the landscape architect to review the landscape plan and
incorporate departmental design and maintenance standards. A
note referencing these standards should be included on the
plan. Virgil Taylor is the City contact person from Parks and
Recreation.
6. Pedestrian access and linkage to a potential residential
development on the north should be considered at some
location(s) along the north line. Perhaps a linkage at the
northwest corner and/or a sidewalk connection to the parking
lot from the northeast corner. You may want to meet with John
McCoy to see where a logical location would be given his
proposed townhouse layout.
7. General note #5 should read: The City will be responsible for
maintenance of on -site storm detention facilities. It may not
be Stormwater who will be maintaining them, but it will be the
City.

8. Please delete plant note #12.
9. Sod areas should be planted with a fescue blend.
lo. Please show all existing vegetation on the site plan.
11. Will the existing fence across the northern boundary be
removed? If so, please make a note on the plans. Will a new
fence be constructed on this property line? Additional
buffering, berming, or fencing need to be provided along the
north and east property lines, as these are either currently
zoned or existing residential properties. Detail any proposed
fencing.
12. What is scheduling for the future parking area? Are you
looking for approval of this parking at this time? If so, the
parking lot landscaping should be designed and shown on the
plans. Staff will require all landscaping along Raintree
Drive to be installed with the first phase, including the
frontage along Tract C (on the site plan).
13. More information is required concerning number of employees
and numbers of customers/users. How much of the parking is
for employee parking? What ratio was used for the center
itself? When do you anticipate a need for the future parking
lot and what would this be based on? Would future expansion
of the building interfere with the future parking area?
14. The plat: and site plans are not consistent in the labeling of
tracts.
15. Please include a sketch of the proposed sign. If one has not
yet been. designed, the sketch should indicate the general type
of sign, materials proposed, general size, colors,
illumination, etc.
16. More discussion with Parks and Recreation will be needed to
determine when and who will complete the "future connection to
the existing bridge over Larimer Canal No. 2". Planning staff
feels that this connection should be made with construction of
the Senior Center.
17. Please add appropriate signature blocks to the plans.
18. Have you reviewed the Raintree PUD plans for the remaining
residential development to the southwest? Please overlay and
show the approved Raintree PUD multi -family project on the
plans south of Tract C to see how those approved plans would
be effected by development of both the initial and future
phases of the Senior Center.
19. Identify future uses for Tract C on the plans.
20. Planning will evaluate this use against either the Business
Service Uses Point Chart or the Neighborhood Service Center
(if this site was included in the shopping center review) to
determine whether any variances will be required.
21. Stormwater will forward comments as soon as they have
completed review of the preliminary drainage report. They did
point out that Tract A will be needed for on -site detention
and that this could cause a conflict with the proposed
landscape plan. They also indicated that detention on this
site is limited and that there would be no possible way for
the townhouse project to share detention, there is not enough
capacity on this site for a shared situation.
22. The subdivision plat appears to be creating a small strip of
land between the existing residence and the Senior Center.
What is its use and can it be included in the Senior Center
plat?
23. Please include on the elevations, more details on proposed
colors and materials of the buildings, roofs, columns, window
trim, etc. Also include some general dimensions to show
height and bulk of the building.
24. There may be additional engineering comments, which will be
forwarded to your project engineer when they become available.
This concludes staff comments at this time. In order to stay on
schedule for the December 17, 1992 Planning and Zoning Board
hearing, please note the following deadlines:
Plan revisions are due November 25, 1992 by 12:00 noon.
PMT's, colored renderings, and 10 prints are due Dec. 7th.
Final mylars and other documents are due Dec. loth by 12:00.

Dear Mr. Vaught,
City Staff has reviewed your submittal for the Fort Collins Senior
Center PUD, Final and offers the following written comments:
1. Please refer to comments on the utility plans, redlines have
been sent to the engineer.
2. Several _items are still needed to complete the plat, including
the following:
* Need to show bearing and distance to point of beginning.
* Describe "monument to be set".
* The "chiseled '+1 in sidewalk does not meet state
statutes.
* There are some utility easements without widths stated.
* The legal status, location and widths of the two
irrigation ditches must be shown.
* The distance along the north side of Tract "A" is
missing.
* The utility easements through the tracts are not tied
down, there are no ties at the property lines and it is
not possible to locate them as shown.
3. The signature block on the plat should read "Planning and
Zoning Board" and "Secretary of the Planning and Zoning Board"
rather than "Planning Director".
4. The fire service line and fire hydrant configuration appears
to be abnormal according to the Fire Authority. Please
contact Warren Jones at 221-6570 for more information.
5. Please reduce the quantity of English Oak on the landscape
plan by about 50%. There are 14 shown. In place of English
Oak, the City Forester would like to see American Linden,
Redmond Linden, or Honeylocust. Note that Honeylocust should
be used in shrub beds.
6. Berming is necessary along Raintree Drive to screen the
parking area from the street in areas where there will not be
evergreen trees and shrubs. This is particularly important in
the areas west of the west entrance drive, and along Tract B
where ever parking is anticipated. Berms should be constructed
when the trees are planted for Tract B, as well.
7. The plans should indicate that the trail and bridge connection
to Rolland Moore Park will be completed with this project. A
meeting will be scheduled between Parks and Recreation,
Transportation, Planning, and Facilities to discuss funding.
8. The bridge needs to meet requirements of Parks maintenance if
snow removal is to be provided (8-10' wide with 10,000 lb load
limit). Design standards for both walk and bridge should be
included on the utility plans.
9. More details on proposed lighting should be provided on the
plans, in note form. Height of poles, type of fixture,
wattage, etc. Will parking lot lighting be similar to EPIC?
10. Sign details will not be necessary on the plan. Signs will be
reviewed by the Building Department, as this project falls
under the new Neighborhood Signage ordinance. Any flush wall
signs should be noted on elevations, for locational purposes
only. A note stating that sign details will be addressed by
Zoning can be placed on the plans.
11. We did not receive final elevations. Notes concerning
architectural compatibility with the Raintree center (color,
materials, architectural design, etc.) should be addressed, if
they were not already shown on the preliminary plans.
12. Bicycle parking is shown on the landscape plan, but not on the
site plan. Please provide bike parking on the west side of
the building as well.
13. Stormwater has reviewed the drainage plan and report and has
noticed that Tract A is 63% of the area (Tracts A and B), yet
it uses up 83 % of the allowable release for the detention
area. You should be aware that Tract B will require a large
on -site detention area, should it be developed to the same
degree as Tract A, as the detention area in Tract C is close
to capacity.
14. Stormwater Utility would like all detention areas/ponds to be
placed in easements on the plat.
15. More information is needed about the future of Tract B.
Typically, when property under common ownership is developed
in phases, an Overall Development Plan (ODP) is required prior
to submittal of preliminary plans. Since this was not done,
(Staff did not catch it until now) we need more information on
the plans (including the site plan, drainage report and plans)
which gives an indication of land use and detention
requirements. We may need to discuss this further with Parks
and Recreation, but Planning would like to see a note on Tract
B, indicating future land uses, ie Future City Facility (x
square feet of building), Future Senior Center Expansion (x
square feet of building, x number of parking spaces), Multi-
family apartments or townhouses (x number of units, x acres,
x density). Future access points should be shown as well.
16. Additional screening is needed on the east property line
between the parking area and Mrs. Filmore's property.
Existing vegetation on and near the property line should be
shown, as should any fencing, buildings, walls, or other
structures which would provide additional screening. Planning
suggests that a hedge or other shrubbery, which can be
transplanted if the access road should be necessary, should be
shown along this property line, in order to address criterion
#3 of the LDGS.
17. Tracts on the landscape plan do not match those on the plat
and site plan. Please verify labelling of the tracts.
18. Additional evergreen trees or shrubs are needed on the south
and east sides of the trash enclosure.
This concludes staff comments at this time. In order to stay on
schedule for the February 22, 1993 Planning and Zoning Board
hearing, please note the following deadlines:
Plan revisions are due February 3, 1993 by 12:00 noon.
PMT's, colored renderings, and 10 prints are due Feb. 16th.
Final mylars and other documents are due Feb. 18th by 12:00.
Please be aware that the development agreement and utility
plans must be signed prior to the Planning and Zoning Board
Hearing. If not, a condition will be placed on the project
giving you 30 days to finalize the plans and agreement, after
which time, you must submit a request to Planning, for an
extension from the Planning and Zoning Board.
