Plat:
• Please show and call out a shared public access easement on Lot 1. Lot 2 must
take access across Lot 1 to North College Avenue since there will be, at a
maximum, one access shared by both parcels. Be sure the easement area
coincides with the drive cut and common driveway shown on the utility plans.
Overall Utility Plan and Grading and Drainage Plan (Sheets 3 and 4 of 6):
• The property to the north (Skibo Minor Subdivision) has an approved site plan
showing a 20 foot wide drive aisle and diagonal parking along the south property
line. From their site plan, it appears the drive aisle and parking were proposed to
be entirely on their property. However, the First Stop plans show only a 13 to 15
foot wide drive aisle on the Skibo site. Please show all improvements on the
south side of the Skibo site including any existing parking, drive aisles, curb
cut(s) on College, etc. Provide dimensions to show that development of the First
Stop site is not changing the way the Skibo property is approved to be used.
There may be private parking or access agreements or easements between the
two properties that would give the Skibo property rights for access and/or parking
on the First Stop property.
• Please dimension the parkway width along College Avenue
• A State Highway Access Permit is required prior to construction of any
improvements in the College Avenue right-of-way. C.D.O.T. and the City require
that a driveway detail be provided to show the driveway width, radii, spot
elevations, centerline profile and tie to the College Avenue cross-section,
construction and materials specifications for the driveway surfacing. It must be
shown that no drainage is being added to the highway right-of-way, and that the
driveway grade is at a maximum of 2.00% from the flowline of College Avenue to
at least 40 feet back onto the site.
• Dimension drive aisles and typical parking stalls on the site. Refer to the
Engineering Department Design Criteria and Zoning's Parking Lot Development
Guide for minimum drive aisle widths and parking stall dimensions.
• Please define which improvements are future and which are proposed to be
constructed at this time, as well as any interim grading, etc. necessary. In
particular, it is my understanding the developer will be constructing the 7 foot
wide sidewalk along College Avenue, but will be escrowing funds for the ultimate
curb, gutter, and associated paving. This was what was done with the
development of the Autozone site. This is due in part to the pending
development of a North College Avenue Access Control Plan. The City does not
want to have curb and gutter constructed along North College Avenue unless
and until a property's ultimate access location has been determined.
Detail Sheet (Sheet 5 of 6):
• Remove the standard driveway detail. It is only meant to be a typical detail
provided on single family residential projects. Driveways for commercial, retail,
other non-residential uses, and multi -family projects must provide site specific
driveway details with actual dimensions, radii, width, ramp configuration, spot
elevations, materials specifications, etc. as noted previously.
Another round of review of blueline plans is necessary for the Engineering Department
as well as for the Water Utility and Stormwater Utility.

Please show the continuation of the 15 foot wide utility easement across the
frontage (even though there is a blanket easement, it helps to show the
continuity of the standard required 15 foot utility easement)
Utility Plans:
• In order to utilize sheet 3 as the State Highway Access Permit exhibit, please
show the interim plan (temporary asphalt connection/returns if they are being
built now, interim grading and swale to convey drainage off of College Avenue,
show where the College Avenue flows are going in the interim). Also show and
identify the ultimate improvements as future (the notes are helpful, but
distinguish existing/interim/future improvements from each other on the plan)
• Note actual cross -slope off of College Avenue and add driveway slopes
One more round of review is needed before mylars can be submitted
