Dear Steve,
Staff has reviewed your submittal for the First Interstate Bank
Drive-thru Facility, Final (Fountainhead P.U.D., Phase 1 - Lot 2
Replat), and would like to offer the following comments:
1. The Site Plan shows 4 identification signs. Only 3 signs are
allowed between the two lots, 2 on the north lot and 1 on the
south lot.
2. Light & Power has indicated that minor adjustments may be
necessary the to make the proposed electric transformer
location more accessible to their line trucks. Please contact
Doug Martine at 221-6700 to coordinate the transformer
location.
3. The City Mapping/Surveying Department has numerous comments
about the subdivision plat. A copy of the comment sheet is
attached to this letter. The redlined plat and a copy of the
comment sheet has been sent to your engineer.
4. The redlined utility plans with comments from Water/Wastewater
have been sent to your engineer.
5. This request will be evaluated against either the Business
Service Uses point chart or the Auto Related and Road
Commercial point chart in the Land Development Guidance
System. A point chart was not submitted at this time. Please
provide a filled out chart as soon as possible.
6. The reference to the signage on the Site Plan should be
expanded to specify existing signage in the Fountainhead
P.U.D. and note, in some form, that signage will be restricted
to the number, type, and location as shown on the P.U.D.
plans. We can discuss the exact wording that should be
included on the Site Plan.

7. General Note 6 is incomplete. The notes referred to from the
approved August, 1982 plan must be transferred to and become
a part of this current plan.
8. What type of lighting, both freestanding and exterior building
fixtures, is being proposed for this site? Detailed
information, possibly in the form of manufacturers "cut
sheets", must be submitted for review. The LDGS is very
specific about potential glare and off -site light spillage.
9. A copy of the Stormwater Utility comments is attached to this
letter.
10. A copy of Engineering's comments is attached to this letter.
11. The building materials do not appear to blend with the
existing Fountainhead office building. More information is
needed on the concrete panels and the metal canopy system is
totally different from anything presently in the entire
center. Additional information should be provided on the size,
height, and scale of the building. The elevations should
accurately reflect the proposed signage, as this is what will
dictate the allowable signage.
12. The overall site appears too tight. The relationship of the
drive-thru stacking lanes to the streets is much too close,
without adequate buffering. Additional plant materials and
berming should be provided to mitigate the visual impacts.
13. The City is recommended a fescue sod/seed mix for reduced
water consumption.
14. Motorcycle and bicycle parking spaces should be shown on the
Site Plan.
This completes the review comments at this time. Additional
comments may be forthcoming as the various departments and
reviewing agencies continue to review this request. Please be aware
of the following dates and deadlines to assure your ability to stay
on the agenda for the August 24, 1992 Planning and Zoning Board
hearing:
Plan revisions are due August 5, 1992 by 12:00 noon. Please contact
me for the number of revisions required for each document.
PMTIs, renderings, and 8 copies of final revisions (for the
Planning and Zoning Board packets) are due August 17, 1992.
Final documents (including the signed development agreement,
applicable mylars and utility plans) are due August 20, 1992 by
12:00 noon.
