Comments:
1. Insert the legal description under the title. Lot 1 First Free Will Baptist Church.
2. Remove notes 1 and 12 from the cover sheet. Note 1 is already covered by note 3 and note 5 on the
general notes on the next page. Note 12, the Ridgewood Hills design is not valid for this site. The street
classification and width has changed since that design was done.
3. Add indemnification statement to the cover sheet.
4. Per PFA a minimum 6 inch fire line is required unless hydraulics will support a 4 inch.
5. Instead of labeling the plans as interim and ultimate please call them Phase 1 and Phase 2 as that is how
they will be referenced by us when utility/ grading permits are issued. Sheet 7, which shows phase 2,
states it is for reference only. If phase 2 plans are for reference only, phase 2 will not be approved with this
submittal and would need to be submitted for review and approval at the time Phase 2 is desired. It would
then be subject to the code and criteria at the time of submittal.
6. Identify the driveway width.
7. Master improvement plan (phase 2) —The curb and gutter shown on the south side of the road is not
correctly shown, based on the Ridgewood Hill plans and the Good Samaritan plans. In accordance with
those plans the curb and gutter is located 35 feet from the section line. The row seems to be shown
incorrectly as well.
8. The Ridgewood Hill design for Trilby Road that was referenced is no longer a correct design for this
Roadway (the design was for a 4 lane arterial roadway the designation at that time — the current
designation is a 2 lane arterial). In lieu of havin is project provide the design for Trilby Road at this time,

frontage of this property. To do a design now, the design of the intersection of College and
Trilby would need to be done in order to determine the transition lengths and location to be
able to determine where the location of the curb and gutter would be on this site. "
R The improvements for Trilby Road that were previously shown on the Phase 2 plans have
been removed per meeting with Sheri Wamhoff. The exact location of curb, gutter and walk
are undetermined at this time in lieu of the intersection design at College Avenue and Trilby
Road.
9. "If Ili e sidewalk along Trilby is to be put in with this project, in lieu of putting up funds for its
future construction it will need to placed at the back of the row. "
R Per the tnceting with Sheri Wamhoff, it was decided to not build the sidewalk with this
project so that the walk could be placed properly with respect to the location of the curb and
butter. In addition, the proposed landscaping in this area will not be shown on these plans and
will be determined when design of Trilby Road has been finalized.
10. The emergency access driveway -A 6 inch gravel section will probably not work. This needs
to support 40 tons and thus probably needs to be a compacted road base. PFA wants a
masinuum 6% grade used on the access drive. Is the cross pan to be installed with the gravel
drive? It is shown in the profile, but not shown on the phase I sheets. The emergency
driveway needs to be crowned or drain to one side. Draining to the center is not an
acceptable section. "
R The emergency access drive will not be used as a fire access. A separate fire access has been
provided in the existing parking area. The access driveway will be temporary until Phase 2 is
implemented and at that time will be paved. A 3' valley pan has been added in the drive to
assist in drainage and will flow to the 3' cross pan. The 3' cross pan is now included in
Phase I improvements.
11. "Need more elevations provide at the access drive to determine what the drainage flows do.
Drainage is not allowed to flow out the driveway. "
R Additional spot elevations have been provided at the driveway.
12. "Is the parkin', area to have cnrh and gutter? At the driveway entrance if the row line is the
high point and the parking area has curb and gutter, need to show how the curb will
transition down: to "0" height at the row line. If the row line is not the high point of the drive
then there cannot he curb and gutter from the high point out to the street (no concentrated
flow is allowed). It would need to be a concrete or asphalt edge only. The driveway
connection to the street should be shown as asphalt. It will be rebuilt in concrete when the
Trilby Road iniprovenuents are done, but as we do not know what the elevations of those
improvements are to he it doesn't stake sense to pour it in concrete now. "

R The parking area cru-rcntly has curb and gutter. The row is the high point and the curb at this
point already transitions to "0". The existing drive is concrete to the existing edge of asphalt;
however, the radius transitions will be asphalt until Trilby Road improvements are done.
13. `Zabel the Trilby Road section as "Possible Ultimate Trilby Road Section "Do to transitions
that will be required within this section of roadway it is verypossible that the width will vary
caul be wider than this along portions or all of the property. "
R The Trilby Road section has been removed from the plan set since its final design is
undetermined at this time.

STORMWATER UTILITY
1. 'Please revise scale on sheet 12. "
R Acknowledged: Scale has been revised.
2. "The new 2002 Fossil Creek Drainage Master Plan requires detention for the 100 year
storm and to release at the 2-year historic rate. This site is releasing at the 10-year historic
flow rate. Please revise to release at the 2-year historic rate. "

3. `Please correct basin boundaries to include separate basins for off -site flows, see drainage
plan. It is not required to detain off -site flows, however they, have to be included in the design
to pass these flows through the site and detention pond spillway. The detention pond should
be sized to hold only the runoff from the site with the hydrology calculations
(TOC/intensities, areas, C factors) reflecting developed site conditions. "
R Offsite basins have been delineated, and the flows have been determined in accordance with
each. The detention pond is now sired for onsite detention only with a 2-yr historic release
rate.

an irrigation ditch directly or indirectly. The flows may have to be piped across the irrigation
ditch to the Tvman property, where a drainage easement already exists.
R A swale has been implemented into the plan set to convey the 100-yr onsite and offsite flow
across the Louden Ditch.
NATURAL RESOURCES
1. "The landscape plan needs to provide a plant schedule listing the Fort Collins native grass

Please note that the Engineering Department has asked this
project not to design and construct Trilby Road at this time.
In lieu of designing and constructing it at this time we will
be requiring them to put up money for the design and
construction cost of Trilby Road adjacent to the site. We
felt this was the best thing to do until we have a design for
the College Trilby intersection, as we do not know exactly
where the curb and gutter will need to go until we have
more design provided for the area.

The Fort Collins - Loveland Water District and the South Fort Collins Sanitation District have reviewed
the above mentioned project and submit the following comments.
The District approval block needs to be corrected to indicate Terry W. Farrill, P.E., District
Engineer.
The District requires a minimum and maximum cover over the water line of 5 and 6 feet,
respectively. All contrary references need to be corrected as necessary.
All water line and sanitary sewer line construction shall conform to the District's most current
construction specifications and requirements. All contrary references need to be corrected as
necessary.
The existing meter pit is to be relocated at least 3 feet from the proposed sidewalk.
The standard concrete thrust block typical is to be corrected to indicate a minimum test pressure of
150 psi. The previous version of the typical should be discarded.
The District requires meter pits for non-residential projects. The curb stop typical is to be
removed.
Trees and significant landscaping arc not to be located within 10 feet of District facilities.

The walk in front of the handicap parking stalls needs to be widened to a
minimum of 6 feet or wheel stops need to be installed that prevent cars from
overhanging into the walk. The current walk width which appears to be 3' to
3'6" is barely ADA compliant and would not be able to accommodate a wheel
chair if the cars overhung into the walk.

SHEAR
This is a response to the most recent City of Fort Collins review comments concerning First Free
Will Baptist Church noted in your correspondence dated May 7, 2003. We are providing pictures
of the existing drive and parking area to help clarify our responses to certain comments. The Site
and Landscape Plans are now being provided as separate documents.
ENGINEERING:
I_ Repeat - Need more elevations provided at the access drive to determine what the drainage
flows do. Drainage is not allowed to flow out the driveway. Spot elevations shown do not
provide enough information to show that the high point is at the row line.
R Additional elevations have been added at the access drive to represent actual grading and
drainage conditions. Runoff does not flow out the driveway- The actual high point of the
drive is located at the future back of walk 8' south of the right-of-way. That design was
based on the assumption that West Trilby Road would be a minor arterial according to
current minor arterial street standards (42.00' half right-of-way).
2. Repeat - At the driveway entrance, tf the row line is the high point and the parking area has
curb and gutter, need to show how the curb will transition down to 0" height at the row
line. if the row line is not the high point of the drive then there can not be curb and guiler
from the high point out to the street (no concentrated flow is allowed). Also will need to

ofthe access drive.
R The parking area does have curb and gutter. The transition from full height curb to 0" curb
height is now shown. A curb cut exists for the parking lot drainage to get to the pond along
the edge of the access drive. The curb cut is now clearly represented and labeled. See
pictures.

R Acknowledged: We have been unsuccessful at getting a return call from Ron. We hope you
have heard from him. But you may not have. We have drafted a statement and faxed that to
Ron to see if he concurs. We have asked Ron to fax a signed copy of that statement back. A
copy of that faxed document is attached for your immediate reference. If Ron provides us
with a signed copy, we will provide that to you immediately for your files and
documentation.

R Patching notes have been added to both sheets. The note reads as follows:
"Limits of street cut are approximate. Final limits are to be determined in the field by the
City Engineering inspector. All repairs to be in accordance with City Street Repair
Standards".

R The sidewalk has not been added to the phase 1. It is our understanding that the sidewalk
may be installed with Phase 2 according to a decision in a recent meeting between you,
Peter and Roger.
S. How does the drainage get out of the south side of the parking lot? Per the grade lines it
gets trapped in the parking lot by the curb andguller.
R Curb openings exist to allow stormwater to exit. All curb openings are now clearly
represented and labeled on the plans. See pictures.
9. Add the following note to sheet 10 (or something similar):
Pulure Trilby Road drainage to be brought into this manhole when street improvements are
done and an inlet installed in Trilby Road.

Response to Comments

R The trash enclosure detail has been removed from the utility plans. It has been added to the
Site Plan.
11. The cost estimate submitted has not yet been reviewed as an estimate that includes the
street design has not been submitted
R The cost estimate provided has been revised since the last one provided. Our base course
unit cost was inaccurate. The cost estimate is based on developer responsibility of a local
section including 13' of pavement, curb and gutter and 4.5' wide detached sidewalk. The
pavement section depths were as recommended by Earth Engineering Consultants Inc. in
the subsurface exploration report for First Free Will Baptist Church titled "Subsurface
Exploration Report First Free Will Baptist Church Improvements", E.E.C. Project No.
1032009; report dated February 3, 2003. The type R inlet that would be required, based on
Wes Lamarque's comments, is also included.
R We have not included an engineering fee in the estimate. We would request that you
reconsider the engineering fee associated with a new arterial design. The church has
already paid for West Trilby Road designs in our fee for the current project. The project
had been designed based on the West Trilby Road profiles provided by RBD Inc.
Engineering Consultants in the Final Utility Plans for Ridgewood Hills P.U.D. First Filing
titled "Final Utility Plans for Ridgewood Hills P.U.D. First Filing, RBD Inc. Project No:
014-047' City of Ft. Collins Director of Engineering approval date 05/10/95. The cross
sections provided with the RBD plans were modified to meet the street width for today's
minor arterial standard. Our design was completed based on a West Trilby Road buildoutto
current minor arterial standards. We were asked to remove the West Trilby Road ultimate
condition representation from our plans. The site will now accommodate a standard minor

the above mentioned project and submit the following comments.
The District approval block is to be corrected to indicate Mr. Terry W. Farrill, P.E., District
Engineer.
The supplemental general notes #2 and #3 are contrary to the general notes 45 and # 13 on sheet 2
of 17.
The District requires a Back -Flow -Prevention -Device, with flow detection, on the fire line.
Locating the sanitary sewer service under the detention pond is not recommended. The service line
depth appears to be less than the manufacturer's recommendations. Sheet 6 of 17 shows the
installation of a manhole for the service line connection contrary to sheet 5 of 17. The connection
is to be made by tapping the existing sanitary sewer line.
The standard concrete thrust block typical on sheet 16 of 17is to be corrected to indicate a
minimum test pressure of 150 psi. Please be advised that the fire line is tested to minimum
pressure of 200 psi.

2. Building entrance needs to be connected to the sidewalk along Trilby without

know total future load. This reinforcement would be at the owners expense. "
