RE: Foothills Apartments Phase II Addition
1. The length of the parking stalls and the width of the
aisles shown will not allow traffic to operate in a practical manner.
There will be considerable traffic congestion. Stall depth for 90'
parking should be a minimum of 18 feet and preferably 19 feet. Aisle
widths should be 25 feet in order to allow the parking maneuver.
2. The 20-foot collector streets shown with parking 90' to it
is not practical.
3. Protection of this area by Police and Fire vehicles will
be greatly hampered and could very easily become completely blocked.

RE: Proposed Unit Development Plan for Foothills Apartments II.
The following comments are made in regard to the plan submitted
for ttic Foothills Apartments, Phase II.
1. Tire access to the area is through a single street, whicrl is
less than normal width. This could hinder or block emergency vehicles
coming into tie area. It would be preferable to have an additional
street into this area.
2. The street widths shown on the plan are 20 feet. This width
is not adequate for turning into the parking, spaces and would hinder
emergency vehicles in moving through the area. A minimum width of
25 feet for Streets would be preferable.
3. With the relatively narrow streets involved, there should be
n no parking allowed at any time on the streets. The installation of
signs and enforcement of no parking are tide responsibility of the
property owner, since tnese are private streets. It should be

vahicle is involvea would be the responsibility of the property owner.
4. It is recommended that the construction of streets in the
%7 area be in accordance with City standards to assure an adequate life.
Since the City will not maintain these private drives, it is suggested
that the developers enter into an agreement to maintain the streets
j in an adequate condition.

5. An easement for the improvement of Spring Creek has been
provided. At several points, the easement indicated does not provide
the minimum 56 feet, which is required from creek centerline to the
street.

RE. Foothills Development Phase IIIA.
The following items are suggested in regard to the Foothills
Development Plan:
1. That the cul-de-sac streets be dedicated up to the parking
lot areas, but not including the parking area itself. It is recom-
mended that the maintenance of the parking areas be included in
that of the open tracts.
2. An adequate sidewalk system so that school children may
walk to the proposed school site in the southwest part of the
section. This could be shown more completely on the Utility Plan
which will be submitted at a later date for City approval.

Board on Wednesday, December 8, 1982, your request for a floodplain
variance in the Foothills Apartments Addition was denied. If you
wish to pursue the construction of the storage structure, an alternate
site must be used that is outside the floodway of Spring Creek.

alternate sites, please contact me.
