Suite 20( t Collins, Colorado 80526-2879 (303)226-3535 fax (303) 226-6475 RE: 1 ST CHOICE BANK - SUBMITTAL OF UTILITY DRAWINGS AND A DRAINAGE AND EROSION CONTROL REPORT FOR THE PERMANENT BANKING FACILITY (Southeast Corner of College Avenue and Horsetooth Road) Dear Mike: We are submitting, for the City's review, the Plat, Utility Drawings, the Drainage and Erosion Control Report and the proposed APO list for the referenced project. A landscaping and site plan prepared by the architect will be included. The drawings in the Utility set that will show details of the widening of College Avenue, Horsetooth Road and the Median at Horsetooth and Mitchell Drive, are incomplete awaiting additional information. However, we understand that the City will review the Bank site drawings at this time so that portion of the project can proceed while the planning and design work on the remainder is being completed. The alignment of the sidewalk along Horsetooth Road is not according to City standards. An explanation of how this and the berming and wall along Horsetooth and the west side of Mitchell Drive evolved, follows. It will hopefully induce the City to approve this variation in standards. By way of background, at the outset of the project we held several meetings with Stormwater Utility to discuss the best approach to handling the runoff from the site and from College and Horsetooth. Historically, stormwater from these locations ran east on the south side of Horsetooth eventually ending up in Warren Lake. Along the way some of the water entered a piped system at JFK Parkway, proceeded through the piped systems that handle the Marriot and surrounding development and then contributed to the flooding that occurs from time to time at the intersection of Horsetooth and Landings Drive. An obvious though costly approach was initially considered - a new storm sewer on the south side of Horsetooth from the site to Warren Lake. This was deemed to be an unfair imposition on infill development from the standpoint of cost. It was finally agreed that as much stormwater as reasonably possible would be detained on site. The released runoff from the site and the runoff from the adjacent streets would then be allowed to take the historical route to Warren Lake. An analysis of the inlet and stub connection at the southwest corner of JFK and Horsetooth was to be conducted to determine if any significant benefit would be realized from enlarging both so as to divert more flow from Horsetooth gutter to the Marriot system. A prediction of the impact of increased runoff from the developed site on the periodic flooding at Horsetooth and Landings Drive would then be attempted and a variance requested for the impact. The need for some of these analyses was eliminated as the final design of the drainage system evolved. This design is explained in the Drainage and Erosion Control Report. Consulting Engineers and Scientists I st Choice Bank - Development Agreement Revisions05/25/95 Page 2 certain off -site improvements to Mitchell Drive and JFK Parkway that will complete those streets and related drainage improvements described in (a) and (b) Ibeing collectively referred to as the "Improvements" provided that the following conditions first have been met: (i) Funds in an amount sufficient to reimburse the developer for the City's cost share of the improvements have been placed in an escrow account satisfactory to developer. (ii) Funds in an amount sufficient to reimburse the developer for the cost shares of the improvements attributable to those owners whose properties adjoin and will benefit from the improvements have been placed into an escrow account satisfaetory to developer. Such cost shares shall be determined on a proportionate front footage basis;or other basis as mutually agreed upon by the affected property owners and the developer. (iii) Funds in an amount sufficient to reimburse the developer for the cost shares of the South College Avenue and Mitchell Drive bridge improvements (already completed by the Bank) which are attributable to the City and to benefited property owners have been placed into an escrow account�ga4gaett��. The cost shares for benefited property owners shall be determined as in (ii) above. El Note: A water system has already been installed on the property is this sentence necessary? Box 850 Greeley, CO 80632 RE: SOUTH C01LEGE AVENUE/HORSETOOTH ROAD NORTHBOUND RIGHT TURN LANE Dear Teresa: The City has been reviewing a development proposal for a bank at the southeast corner of Horsetooth Road and South College Avenue (SF 287). The City is taking this opportunity to work with the developer to construct a northbound right turn lane at the intersection which has been needed for some time. In addition, after many years, the property owners in the surrounding area have been working together to design and construct public street connections which will help recirculate traffic off of College Avenue. The enclosed site plan shows the existing and proposed street system and the right turn lane. The City will be preparing a formal access permit application for the right turn lane construction. Prior to submittal of detailed plans, we are requesting your review of the conceptual turn lane configuration and proposed modification to the existing access point between the Showtime Video property and Palmer House Florist. As you are aware, the existing access point is not ultimately a part of the South College Avenue Access Control Plan. However, _t is the City's belief that maintaining the existing access point, with some modifications to the width and radii, does not create a significant additional impact on College Avenue at this time. Two alternatives for the access and parking lot configuration of Showtime Video are attached for your information and comment. The bank and Palmer House are still negotiating terms for the cross access shown between those properties. with respect to the existing Showtime Video/ Palmer House Florist access point, there is a potential that vehicles wanting to go westbound on Horsetooth Road try to exit out onto College Avenue and cross the travel lanes to cret into the northbound left turn lanes. However, with the recirculation options on Mitchell Drive 2S1 North College Avenue • P.O. Box 580 Fort Collins. CO 80522-0580 • (303) 221-0750 FAX (303) 221-6378 TDD (303) 224-6002 and J.F.K Parkway, there are opportunities for vehicles to recirculate without getting onto College Avenue. In addition, during peak times, the volume of traffic on College Avenue restricts the possibility of vehicles being able to cross multiple travel lanes. The enclosed area traffic circulation map shows the connection of J.F.K Parkway between Boardwalk Drive to the south and Horsetooth Road on the north. In addition, Mitchell Drive will be connected from Bookman Drive on the south (a signalized intersection with College Avenue) and Horsetooth Road on the north. Lastly, the area property owners are proposing to provide a public street connection between Mitchell Drive and J.F.K. Parkway as shown in red on the plan. Your review and comment on this matter prior to our final design phase is appreciated. The City is currently reviewing plans for construction of the Mitchell Drive and J.F.K. Parkway connections. It is desirable to construct the right turn lane on College Avenue concurrent with the Mitchell/J.F.K. projects. Please contact me to discuss this matter as soon as possible. The existing site drained naturally to its northeast corner and the proposed configuration and grading of site roads and parking areas around the new bank building substantiated the conclusion that this was the best point from which to drain the detention pond to the Horsetooth Road gutter by gravity. The berm and wall were placed to maximize the on -site volume available for detention. Preliminary drawings of this intended design were reviewed with City personnel on several occasions. The location of the sidewalk, at one time on top of the berm, now lowered next to the wall, and the widened sidewalk at the corner of Horsetooth and Mitchell, resulted from these sessions. It is important to note that the stormwater detention system, as designed, allows a release rate to be held to or less than historical runoff from a 2 year storm so the development of the site does not increase runoff to down stream facilities. The anticipated request for a variance for an increase in flooding at the intersection of Horsetooth and Landings Drive will not be required. Thank you for your attention to this matter. Water, Waste & Land 2629 Redwing Road Suite 200 Fort Collins, CO 80526 Dear Maurice: The following is a summary of my notes from our meeting on Tuesday, July 19, 1994 regarding the First Choice Bank site at the corner of South College and Horsetooth: • The property is in the HB, Highway Business zoning district. The proposed uses and office building is a use by right in this district. • The Code does not address the siting of a temporary facility therefore it is treated like a permanent structure for all development review. The temporary structure must follow all Code requirements such as setbacks and parking. Special care must be taken in siting the temporary structure to ensure it maintains the appropriate setbacks as the improvements associated with the permanent building are being constructed. • This parcel requires platting before a building permit can be issued. As we discussed, it will be possible to plat just for the area involved in the temporary bank operation then replat at a later date to include the entire property. This plat will be processed as a Minor Subdivision and will be processed through the Development Review Center. The typical review time is four to six weeks depending on the complexity of the project. • If you only plat for the area of the temporary structure, you will only need to prepare a site plan for the area the temporary structure sits on. • No access will be permitted from Horsetooth Road, even for the temporary facility. Access will need to be provided from Mitchell Drive. This will need to be shown on the site plan. You will also need to provide the design for the intersection of the temporary Mitchell Drive with Horsetooth to include measures that limit access to right in, right out, left in only. • Engineering is preparing to go to condemnation to take possession of the "Hiller" portion of the Mitchell Drive right-of-way at the intersection of Horsetooth and Mitchell. They intend to request immediate possession so it should not delay permanent construction of Mitchell. This still requires City Council approval. • All review of detention and stormwater issues are being coordinated with Glenn Schlueter of the Stormwater Utility. • The: dedication of the right-of-way for Mitchell Drive will be required at the time of the initial plat. All other required dedications will occur at the time of replat. • while the City will apply for the State Highway permit for the turn lane on College Avenue, the applicant will need to show it on the site plan and construct it. The City will reimburse in accordance with the City Code for its construction from the street oversizing fund. • The review of the utility plans by the Development Review Engineers will be critical to maintaining the desired timeline. The typical review period has been ten to twelve weeks depending on the number of revisions required. This time period includes the review of utility plans as well as the preparation of a development agreement. A development agreement will be required for the temporary structure as well as for the permanent building. Collateral will be required to guarantee the completion of Mitchell Drive, the ditch culvert, Horsetooth Road improvements and other improvements that may be identified during the review process. 11 r I trust the meeting was helpful to you and your client the submittal requirements for the temporary facility and you understand that the review timelines involved the City's requirements are met. Dear Basil: Enclosed is a revised print of Drawing 4 For the 1 st Choice Bank project. You will note that there has been a revision to the proposed drainage system at the referenced location. This change will be on the soon -to -be -circulated mylars and we hope you can expedite your review and approval of this revision so as not to delay mylar signatures. The prints you recently reviewed for the 1 st Choice Bank project contained provision for a cross - access roadway between the Bank and Showtime including appropriate grading, drainage modifications and paving in Showtime's parking lot to cover the needs of traffic and runoff. This would have made the area operable until the remainder of Showtime's parking lot could be constructed in its yet -to -be -determined -final -form sometime in the future. For various reasons, no work will now take place in Showtime's parking lot until College Avenue is widened, if then lit is presently planned to include the design of lot modifications in the contract we have with the City to widen Collage Avenue, however, whether actual construction will ever take place remains to be seen). Accordingly, it is now necessary to make provisions, which may be either temporary or permanent, to collect the Showtime parking lot drainage and the precipitation that falls on Showtime property between the north side of the building and the culvert. The finished elevation of the curbs on top of the culvert is 5031.5, the bottom inside elevation of the canal is 5024, the finished floor of the Showtime building is 5030.5 and the low point in the parking lot 5028.62. The proposed solution for parking lot drainage consists of three 18" ADS in -line drains teed in series to 12" pvc piping :vhich in turn will drain into the canal as the runoff from the Showtime parking lot did before. The top of the drains would be set at 5028.5 and the 1 2" discharge pipe through the wall of the cuivert set at invert elevation 5026.0. Canal No 2 is designed to carry a maximum irrigation flow sr 155 cfs and under provisions detailed as part of the Heart SID, to carry an additional flow of 85 cfs - runoff from a 100 year storm. The depth of flow — the culvert at the 1 at Choice Bank site under latter conditions would approximare 5' or a high :eater elevation of 5029. Under the combination of full irrigation flow and runoff from a 100 year storm, water would pond in the Showtime parking lot as it would have under pre -culvert conditions. Since Canal No. 2 can only receive water from the Poudre during spring runoff it appears that the chance of combined flow is reduced. The proposed solution for the area between the north side of the Showtime building and the culvert consists of a buried pipe line that picks up the two roof leaders on that side of the building and conveys the flow to the open portion of Canal No.2 just west of the Mitchell Avenue bridge. Before the culvert was constructed the roof drains were piped directly into the canal. ADS in -line drains will be installed at intervals along this pipe line to take care of the small amount of runoff from the grass covered ground surface la maximum of 20' wide). Spiro Palmer's approval of the proposed work and the granting of a drainage easement for the affected areas is anticipated.
