referenced project. We request two va iances from the City of Fort Collins
street standards for Fairwqy SeveX Court. The variances from street
standards are described below with feasons for the requested variance.
1. A street width of 20' flow l' a to flowline is proposed for Fairway
Seven Court instead of a 36' wi th. The R.O.W. width is proposed to be 46'
instead of 54'. The requiremen s of Section 1.02.10 (page 17) of the
Design Criteria and Standard for Streets for 26' wide public streets are
met except for item/Deasemert
The distance betwSouthridge Greens Boulevard R.O.W. and theproposed Hail Creek is inadequate to provide a 36' widestreet and maintainopriate setbacks for the types of houses which
are proposed. Thebe 8 lots adjacent to Fairway Seven Court, so
traffic on the Courminimal. A 28' wide street would also becompatible with ther of Southridge Greens which has 28' wide
local streets.
2. The proposed enterline location of Fairway Seven Court from the
centerline of outhridge Greens Boulevard is less than the 200' required
by Section 1 02.03e (page 8) of the Design Criteria and Standards for
Streets. Our equest to have this variance approved is because of the

generated based on the original proposed land use in the original Master
Plan. This will in turn, reduce the projected storage in Fairway Six Court
for right hand turns from airway Six Co rt onto you ridge Greens
Boulevard because of the proposed reduction ' density from the original
Southridge Greens Master Plan which the Original traffic study for
Southridge Greens was based. Density was dJ reased for all developments41

There are no apparent problems which we can identify if a 28' street is

It is the policy of the City of Fort Collins to require that all streets
be designed to meet City Standards as published in Design Criteria and
Standards for Street, City of Fort Collins, July, 1930. Where the minimum
standards are either inappropriate or cannot_ be met_, a variance to the
standards shall be considered and must be approved.
The process to request a variance is for the applicant's Engineer to
prepare and submit a written request for approval. The request should list
each proposed nonstandard item and include statements for each item
providing the following information:
* The variance requested and how it differs from the standard.
* The standard, referencing the section and page in the book.
Why the standard cannot be met?
* What problems are created by the varied design?
* Are public health, safety, and/or welfare problems created and how
are they addressed to correct them?
The request shall be signed and sealed by a Licensed Professional Engineer
certifying the varied design.
The City Engineer's variance approval must be endorsed at Preliminarl or
Final development project approval by the Planning and Zoning Board.

Dear Bill:
We have reviewed the soils report that you submitted on Monday. The report is
incomplete in that no information is included for the pavement design for
Fairway Seven Court. The primary reason for our requiring the soils report for
this project was for the pavement design.
We must receive a report from your engineer that recommends a pavement
design and relates the design to soil test information prior to our approving
the utilitc plans to construct the street. I discussed this with you before and I
summarized it in my letter to you dated April 1& 1989. If enough soil tests
have been done in the area for previous projects that your soils engineer
believes is enough information to base a pavement design on, your engineer
may prepare ❑ report of his design. However, the soils engineer must submit a
variance request for anything he chooses to do that does not meet the City
standards.
Since the April 18, 1989, letter discusses the details of our requirements more
thoroughly, I have attached a copy. I would be glad to talk with your soils
engineer to discuss whether he can do a design without having to do full
blown pavement design tests. Let me know what you want to do_

Dear Ms. Clark,
We are following up on our request for two variances from the City of Fort
Collins street standards in conjunction with the Fairway Seven project.
This follow up is based on comments received, and discussions with, City
of Fort Collins staff. The variances requested are described below with
discussion supporting our request.
1. A street width of 28' flowline to flowline is proposed for Fairway
Seven Court instead of a 316' width. The R.O.W. width is proposed to be 46'
instead of 54'. The 28' street width portion of Fairway Seven Court will
have an approximate length of 120'. The cul-de-sac portion will have a
flowline radius of 35' with a R.O.W. radius of 44'. The court will serve 8
single family lots, each with its awn double garage and driveway for
offstreet parking. 5 of the 8 lots are cul-de-sac lots while only 3 of the
lots actually face on to the 28' wide portion of the street. The
cul-de-sac meets all City of Fort Collins standards with a 35' flowline
radius for drive -over curb and gutter. The 28' street variance would
therefore affect only the 3 lots which face on to this portion of the
street.
A 28' wide street would be compatible with a substantial portion of the
Southridge Greens development which has 28' wide local streets. The 28'
streets have proved both successful and popular with the residents. No
parking or safety problems have been encountered. The existing Southridge
28' wide streets have met the approval of the fire department.
2. The proposed centerline location of Fairway Seven Court from the
centerline of Southridge Greens Boulevard is less than the 200' required
by Section 1.02.03e (page 8) of the Design Criteria and Standards for
Streets. The proposed location of Fairway Seven Court lines up with the
existing private drive into Nail Creek Village due west of Fairway Seven.
This remains consistent with the original intent of the private drive
originally proposed into this site with the multi -family use suggested by
the original Southridge Master Plan. There are utility stubouts into the
Property at this point as well. These were designed and installed
anticipating access to this property at this point.
We feel that there will be a significant reduction in traffic onto Fairway
Six Court from Fairway Seven Court compared to that which could have been
generated based on the original land use and density proposed in the
original Southridge Master Plan. This will in turn, reduce the projected
traffic on southbound Fairway Six Court, most of which, will make right
hand turns onto Southridge Greens Boulevard. Density was decreased for all
developments for which Fairway Six Court services.

An analysis of the anticipated traffic patterns in the area of the Fairway
Six Court and Southridge Greens Boulevard intersection have been made with
the supporting data and exhibits attached. The analysis was based on
several assumptions as well as utilization of trip generation and peak
flow factors as supplied by the City of Fort Collins Traffic Department.
Our assumptions included the following:
A. We prorated the number of units which we felt would utilize Fairway Six
Court instead of Front Nine Drive to access Southridge Greens Boulevard
for Mail Creek Village, Fairway Five Estates and Fairway Seven.
B. We assumed that 90% of all turns onto Southridge Greens Boulevard from
Fairway Six Court would be right hand turns with Lemay Avenue being the
Primary destination of west bound travellers. All probability indicates
that 100% of all traffic would make a right hand turn onto Southridge
Greens Boulevard most of the time since southbound Southridge Greens
Boulevard is currently a non -through street, and if ever extended, would
direct traffic south, away from the main Ft. Collins business areas.
Observations made from our analysis indicate the following:
A. The AM peak trips out would be the worst case scenario. This would
include the possibility of stacking in Fairway Six Court at Southridge
Greens Boulevard.
B. The peak number of trips per hour would be 21. This relates to an
average of 3 trips per minute.
C. The stacking space available on Fairway Six Court would facilitate the
stacking of 2 cars between Southridge Greens Boulevard and Fairway Seven
Court. There is approximately 80' butween the Southridge Greens Boulevard
PCR and the private drive into Mail Creek Village, directly across from
Fairway Seven Court.
D. The rate of 1 vehicle per minute (average) for outgoing vehicles during
the AM peak, and stacking space available for three vehicles with most
vehicles making right hand turns, will result in no stacking problems at
the intersection of Southridge Greens Boulevard and Fairway Seven Court.
Our conclusions are as follows:
1. 28' wide public streets have been effective throughout the rest of the
Southridge Greens development. There has been no indication to date, that
the health., safety and welfare of the residents or the general public, has
been threatened. The proposed 28' wide street for Fairway Seven Court
would be no threat to safety since it is not a through street and services
only 8 lots.
2. There :is enough stacking space available in Fairway Six Court at
Southridge Greens Boulevard, to allow safe flow of traffic through the
intersection, without threat to the health, safety and welfare of
travellers utilizing Fairway Six Court.

The purpose of this memo is to document the Engineering Depart-
fr,ent responce to the developers request for variances to the City
street design standards. My responce follows the same order as
the letter attached requesting the variances.
1. Street width of 28'- Engineering will accept the Planning
Department and or P&Z Board approval of this variance. However,
This does not mean we would accept a similar request on any other
project. The Southridge Greens area already has 28' wide streets
that do not meet our standards. So the proposed 28' wide street
is consistant with what has already been approved. We do recom-
mend that the Planning Department require that the developer pro-
vide more than normal off street parking to help relieve the
potential for congestion on the street.
2. Intersection spacing closer than standard - The traffic engi-
neering analysis provided by the developer's engineer is adequate
to prove that i_he design will work safely. Therefore, the var-
iance from standards is okay.

Dear Bill,
According to our telephone discussion a
few weeks ago, you wanted
to receive
a letter from
the City stating what we wanted to have covered
in a soils
report for the
pavement design in the
development. Your concerns
went back
to the issues
on Fairway Five where
the soil problems have not
yet been
resolved to the
satisfaction of the City.
I discussed your concerns with Gary Diede, David Klockmann and Dave
Stringer in Engineering. It was the consensus of the group that we should
follow the standards. A soils report is a submittal requirement for all projects
and, therefore, this project as well. The requirements to be included in the
report are discussed in section 2.03 titled, Soils Investigation, of the City of
Fort Collins Design Criteria and Standards for Streets, July 1986. Your
engineer should follow these criteria on what to include in the investigation
and report. In addition, your engineer who does the soils investigation should
be made aware of the problems with Fairway Five in determining a design for
this development.
You mentioned on the phone that this project seemed too small to have to go
to great lengths in getting new borings and running tests when so much
information is already available in soil reports for Fairway Five and Fairway
Two. This may be the case. If your soils engineer agrees and can use that
information from the other reports, he may prepare a report as such.
However, the soils engineer should submit a variance request (instructions
attached) for anything he chooses to do that does not meet the standards. An
example would be that the standards requires a minimum of 2 borings per
roadway section be done. If the soils engineer determines that the borings done
in the adjacent projects are sufficient information for the design, he may
submit the variance request to receive approval.
You asked whether Empire Laboratories would be an acceptable consultant to
do your soils report and would we accept their results when completed. Yes,
they arc an acceptable consulting firm for you to use. Their submittal would
be reviewed and commented on as we would with any other firm doing a
report on this site. Because we are aware of the problems that occurred on

Fairway Five, we will give this project a close review.
