HomeMy WebLinkAboutFIRST CHOICE BANK OF FORT COLLINS - Filed CS-COMMENT SHEETS - 2003-10-29CONCEPTUAL REVIEW
MEETING DATE: April 11, 1994
ITEM: First Choice Bank
APPLICANT: Steve Steinbicker
The Neenan Company
2290 East Prospect Road
Fort Collins, CO. 80524
LAND USE DATA:
Request for a bank and possibly two small retail uses on a 2.5 acre
site located at the southeast corner of South College Avenue and
Horsetooth Road.
COMMENTS:
1. The property is in the HB - Highway Business Zoning District.
The proposed uses are permitted in this district. A request
may be reviewed as a "use -by -right", subject to the absolute
requirements of the zoning district. The parking code
requirements would be enforced and a minimum of 6% interior
landscaping must be provided. If variances to the requirements
of City Code are desired or required then the request may be
reviewed as a Planned Unit Development (P.U.D.).
2. There are requirements for the ground sign on the wall at the
northwest corner of the site. The requirements are available
at the Zoning Department.
3. This property is not "legally subdivided" at this time. City
Code requires that the property be platted before development
can occur on it. A plat can be done as a minor subdivision if
this is reviewed as a "use -by -right" or the plat could be
reviewed as a document with the P.U.D., if the request is
submitted as such.
4. There is existing 3-phase power on South College Avenue. There
is an existing electric vault on the northwest corner of the
property that may have to be moved. Any relocation would be at
the developer's expense. Power is available to the site and
normal electric development charges would apply. Please
contact Janet Perry of the Light & Power Department if you
have questions about electric service to the property. Janet
can be reached at 221-6700.
5. There is an existing water main in Mitchell Drive that will
have to be extended north to serve this property. There is an
existing sanitary sewer main in South College Avenue and an
exiting sewer main to the east that must be extended to
Mitchell Drive with the Little Caesar's Pizza P.U.D. Either
sanitary sewer main can be used for this development. Please
contact Roger Buffington of the Water/Wastewater Department if
you have questions about water and sanitary sewer services to
this property. Roger can be reached at 221-6681.
6. The building is planned to exceed 5,000 square feet in size
and, therefore, must be compartmentalized of totally fire
sprinkled.
7. The ,City is now using the 1991 Uniform Building Code that
requires every entry within 6" of grade to be handicapped
accessible. Any handicapped individual must be able to access
all of the services provided in the building. Please contact
Sharon Getz of the Building Inspection Department if you have
questions about the building code requirements. Sharon can be
reached at 221-6760.
8. There must be a fire hydrant within 400' of the building. Fire
flows of 1,000 gallons per minute, with a 20 pound per square
inch residual pressure, must be provided. The emergency access
requirements must be met. Please contact Mike Pretz of the
Poudre Fire Authority if you have questions about fire
prevention and emergency access. Mike can be reached at 221-
6570.
9. The property is in the Foothills Storm Drainage Basin and is
subject to the basin fees of $6,525 per acre, based on the
runoff coefficient for the proposed land use. The fees can be
reduced .if on -site detention is provided and approved by the
Stormwater Utility. On -site detention will probably be
required for this development. Underground detention is
possible, if that should be considered as an alternative. This
site will drain to Warren Lake along East Horsetooth Road. Any
proposed basements on this site are rather "shakey" due to the
groundwater situation. The normal submittal requirements of a
drainage report, grading and drainage plans, and an erosion
control plan will apply, whether this is reviewed as a "use -
by -right"' or a P.U.D. Please contact Glen Schlueter at 221-
6589 if you have any questions about the storm drainage for
the site.
10. A traffic study will be required for this request. It is being
suggested that you meet with the Transportation Division and
the Engineering Department to discuss the extent of the study.
There are 3 or 4 previous studies that have recently been done
for this area: Chili's, Toys R Us, Little Caesar's, and
Matterhorn P.U.D., just to name a few.
The southbound left turn into this site from South College
Avenue .is still a difficult issue to resolve. There is a City
version and a State version of how this situation should be
dealt with, and they do not necessarily coincide.
A northbound right turn bay is necessary from South College
Avenue onto East Horsetooth Road.
Access to this site through the existing Showtime Video
parking lot is acceptable.
A unified, area -wide transportation approach, with the City as
a partner, is necessary to accomplish the goals and objectives
of the City and the businesses in the South College Avenue
corridor. Please contact Rick Ensdorff at 221-6608 if you have
traffic -related questions.
11. A State Highway Access Permit will be required with this
request,. This will be dealt with through Kerrie Ashbeck of the
Engineering Department. Any necessary variances to the State
Access Code would also be done through Kerrie.
12. Street oversizing fees of $14,005 per acre will apply to this
request and will be collected at the time of issuance of
building permits.
13. The standard utility plan submittal will apply, whether this
is reviewed as a "use -by -right" or a P.U.D. Please contact
Kerrie Ashbeck at 221-6750 with your engineering -related
questions.
14. Adequate buffering and landscaping must be provided on all
major street frontages. Bicycle facilities should be provided.
15. A neighborhood information meeting is not necessary for these
intended uses on this site.

Dear Mr. Lutkin.
Staff has reviewed the Minor Subdivision application for the First
Choice Bank of Bank of Fort Collins and have the following
comments:
1, Review of these plans should not be construed as a commitment
that telephone facilities sufficient to serve this project are
present1v available. US West will provide telephone service
in accordance with the rates and tariffs on file with the
Colorado Public Uti'_yties Commission.
2. The owner is responsible for provis_on of all conduit, ditch
and street crossings for telephone facilities within the
project and the owner provides terminal room space (usua_1y
4'x 4') and power for the main terminal at one building,
generally in a janitors' closet or utility room. The owner's
vendor provides all facilities beyond the main terminal.
Contact the US West engineer for conduit specifications for
the main telephone entrance cable.
3. Anv relocation of existing telephone facilities required by
these plans will be paid for by the developer.
4. The Public Service Company of Colorado (PSCo) does not
anticipate any conflicts between this development and their
existing high pressure transmission natural gas pipeline
located within the southerly portion of Horsetooth Road,
running in an east/west direction. However, this response is
relative only to the high pressure natural gas facilities
owned by PSCo. You need to verify the lack of conflict with
PSCo electric transmission, distribution gas and distribution
electric. PSCo reminds you that all existing utilities should
be located before beginning construction.
5. The dedication statement is inaccurate. Please refer to the
attached standard dedication language.
6. The lot must be called a lot and include its area.

7. Control monuments (2) and outerboundary monuments must be
described.
8. Graphic curve data must be shown on the subdivision plat.
9. The basis of bearings in the West line of the NW 1/4 will
require another control monument to be shown.
10. The legal description starts at the northeast corner of the
section. This should be redone to start at the northwest
corner.
11. The southwest corner of Horsetooth and Mitchell should be
shown as a curve on the plat as it is shown on the site plan
and include dedication of the curvature.
12. The building floor area is limited to 2,742 square feet on a
lot this size.
13. Since the gross parking area exceeds 4,500 square feet, a
landscaped islands; must be provided to meet the Code
requirement that 6% of the interior area be landscaped.
14. The 15' grass strip to the south and west of the lot is only
required to be 5' wide. However, it must contain trees,
shrubs and berming. The installation of plant material in
this area could be guaranteed by escrow or letter of credit
until the time the oermanent structure is constructed provided
the construction occurs by spring of 1995. Otherwise, this
area must be planted.
15. A handicap parking stall and a bicycle rack are required.
16. The combination of trees, shrubs and berming must block a 20%
cross section view of the parking area during the winter which
may require additional landscape materials. This applies to
the landscape areas adjacent to Horsetooth Road and Mitchell
Drive.
17. Please see the attached comments from Building Inspection.
18. Please see the attached drawing from Tim Buchanan, City
Forester, for suggested changes.
19. Transportation, Stormwater and Engineering comments will be
mailed under separate cover.
