Phillips, PO Box 580, Fort Collins, CO 80522 LAND USE DATA: ice arena and natatorium located on the northwest corner of Stuart and River- side streets. COMMENTS: 1. Neighborhood meeting is scheduled for December 13 in City Council Cham- bers. 2. Hydrant locations should be indicated and sprinkler connections indicated. 3. Treatment of exit for major events should be detailed. 4. Would like to see how Parkwood East condos are impacted by this project. Please provide evidence. 5. Storm drainage variance will be required. 6. Streets should be built to City standards. There is some question as to widths of streets. 7. A variance to 660 feet cul-de-sac length will need to be requested for two points. 8. Vacation of Stuart Street needs to be processed at some time as prelimi- nary plan. 9. Applicant should address, in writing, the neighborhood meeting comments. 10. Should look at prioritizing Riverside south rather than directing into parking lot. 11. Cul-de-sac at east end of Stuart Street should be brought east of Creek - wood. 12. Landscaping should recognize site distance problems. ,3. Pedestrian tie to tennis court parking should be provided. 14. Staff questions whether parking will occur on public street. If so, how does this effect fire access. CITY OF FORT COLLINS COMMUNITY DEVELOPMENT DEPARTMENT, PLANNING DIVISION May 21, 1985 Eldon Ward Cityscape Urban Design 21 Old Town Square Suite 242 Fort Collins, CO 80522 Dear Eldon, The staff has reviewed the application for final PUD and subdivision plat approval of the Ice Arena and Pool PUD and offers the following comments: 1. Public Service Co, has an existing gas line in Stuart Street. Any vacation of the ROW will need to include dedication of utility easements. The vacation of Stuart Street must be processed now. The City will need a letter from Everitts and H.R. Phillips requesting the vacation. In addition, a legal description of the vacation and an 8 112" x 11" map showing the vacation and an indication of what is remaining as easements should be submitted. 2. The pedestrian ramp at the east side of the "U" should wrap the radius. 3. Please indicate interior radii. Parking islands for eastern part of parking will not meet fire access requirements. 4. Width of all sidewalks should be indicated on the site plan. 5. Curb cuts will need to be concrete to property line. Please indicate on site plan. 6. Signage should be provided that indicates no parking on both sides of entrance aisle, on both sides of the "U", and in the cul-de-sac on Stuart Street. Stop signs should be indicated including the ones at the neck down area of Riverside Avenue. 7. The "keyed bollards" should be outside of the ROW. Exact location of the bollards. should be reviewed by Rick Ensdorff. The patterned concrete should be deleted from the public R V, Please revise. 9. The applicants should provide a written variance request froar the requirement of deadend access of 660 feet. Reasons for the request and its impact should be included in the written materials. 10. The Police Department has reviewed the request and has several com- ments. See me for details. 11. The angled portions of the building envelope need to be dimensioned. 12. A note should be added to the site plan indicating that any future building areas, deck and landscaping will require the approval of the City, following the normal planned unit development process. 13. A note should be added to the "land use" information that 99 space overflow parking is existing and indicate its location. 14. All signs must comply with sign code. 15. Has provision been made for bus and motorhome parking? Please indicate on site plan. 16. On February 25, 1985, the Planning and Zoning Board approved the preliminary plan with two conditions. The applicants should provide a written response as to how each of these conditions have been met in the final plans. 17. Given the existing topography of the area, the proposed sidewalk be- tween the parking area and the softball fields may present grade problems. Is this going to present a problem? If so, how is it going to be resolved. 18. The energy conservation notes need to be detailed. 19. A note needs to be added to the site plan indicating that major events in the pool and in the ice rink will not occur at the same time. 20. Additional comments on the landscape plan will be available when we meet on this project. 21. On Friday, June 14, 8 1/2" x 11" PMT reductions and colored renderings of the plans and plat will be due. On Monday, June 17th, ten (10) full size copies of the site plan, building elevations and landscape plan should be delivered to this office. No later than noon Thursday, June 20th, signed mylars of the site, landscape plan, subdivision plat and building elevations should be submitted. Bubbling out new items on the index will not be needed if the entire sheet is new. • Sight distance is an issue for the existing driveway on the west side of Riverside and the driveway off the cul-de-sac providing access to the apartment complex. Please reference Figure 7-16 in the Larimcr County Urban Area Street Standards for sight distance requirements. Sight distance area needed outside of the ROW will require dedication of an easement for that area, which results in landscaping restrictions. The easement and restriction language need to be included on the site and landscape plans as well as the utility plans. • All details for construction should be shown on the detail sheets and include LCUASS drawing or figure numbers. • A sidewalk on the east side of Riverside should be installed from the northmost driveway to the existing sidewalk around the Cul-de-sac • Shouldn't there be handicapped stalls in this parking lot? • Please dimension all stalls. If the width varies, please label the narrowest portion. • Please provide the easement vacation request for the portion of the building that juts into the utility easement. • The driveway cut proposed on the north side of the addition does not meet standards. Any non- residential use requires a minimum width of 24' for the driveway cut. • Any work offsite will require offsite easements. It appears that work will be performed in the Railroad ROW; please provide easements for this. There is currently a `cow path' connecting Riverside Ave to the UP Railroad Trail. In this case, pedestrian and bicycle LOS requirements seem to be met, however be sure that whenever a TIS is submitted, the bike and pedestrian components of the TIS must be included. This TIS is silent on bike/peds. a. Poudre Fire Authority [Ron Gonzales] - Approved with condition (prior to CO) 6/21/02. Access & Water Supply are adequate per site plan. Minor Amendment has PFA approval pending the extension of the fire sprinkler system and the modification of the Fire Alarm System. Prior the issuance of Certificate of Occupancy, these systems shall be tested and in service meeting PFA requirements. Park Planning & Development [Craig L. Foreman] — Approved 6/4/02. Advanced Planning [Pete Wray] — Approved 5/13/02. In reviewing the alternative compliance request, Advance Planning has not concerns regarding the number of spaces. The inventory that was conducted appears to cover the different events. I have attended most of the big events over the past year and parking has not been an issue. The second sheet of ice use will be staggered and not conflict with other events. The additional parking added to the east of the building will help, especially for employee parking needs. Advance Planning supports the alternative compliance request. c. Traffic Operations [Eric Bracke] — Approved 5/23/02. See that attached e-mail giving an explanation of how the TIS is adequate. d. The Water Utility would prefer to see the new water line installed in the extension of Riverside Avenue rather than through the parking lot as shown. An easement must be retained for the existing water and sewer lines in Stuart Street. 3. The vacation of the Stuart Street ROW will need to occur after final approval of the PUD. There will need to be an agreement from the southern property owner requesting the vacation as well as a written request from the City's project manager. 4. Handicapped ramps should be indicated. 5. The public sidewalk should continue around entire border of the cul-de- sac on Stuart Street. Please revise. 6. Riverside Drive will need to be platted and dedicated for the entire distance. Please indicate. 7. Offsite cul-de-sac must be dedicated at final. 8. City standard curb cuts for loading and employee parking area will be required. Show sprinkler connection and hydrants (one hydrant should be placed within 150' of the siamese). 11. The Police 'Department has some serious problems with the street design and access limitations from Stuart Street. I strongly urge you to contact Donn Hopkins to discuss this issue as soon as possible. 12. The final plan documents will need to be on 24" x 36" sheets. 13. Only those parking spaces which are labeled "compact parking - employees only" may be of less than standard dimensions. Long term parking dimensions are not acceptable. Please revise. 14. Please indicate typical dimension of "employee parking" spaces. 15. Height of berms should be indicated. 16. The surrounding 150 foot area information is incomplete. Please revise. 17. Parking islands should include low lying shrubs in addition to trees. Foundation plantings around the building should be increased. A formal street tree planting should be provided along all public streets. Larger than standard size trees and evergreens are recommended for strategic locations. Additional screening of parking is recommended from areas of public view. 18. Treatment of security lighting of building and parking lot to reduce glare into adjacent residential areas should be considered. Please provide detail as to how this will be accomplished. 19. The applicants should provide a written response to the issues identified at the last two neighborhood meetings. 20. Energy conservation measures should be noted on the site plan. 21. Building elevations should be submitted for the west and south sides of the building. Exterior materials and colors should be noted. The trees on the elevations should be removed. 22. Please deliver three copies of the Traffic Impact Report to me as soon as possible. 23. On Monday, February 18, 1985, 8 1/2" x 11" reductions and colored renderings of all plans should be submitted.
