Dear Frank:
Staff has reviewed your submittal for Fort Collins Orthopedic Clinic, Riv-
erside Commercial PUD, 2nd Filing, Lot 513, Preliminary and Final and offers
the following comments:
1. A new parking and access agreement is needed to address modifications to
the parking and access arrangement created by this project, as well as
the building expansion proposed on lots 4 and 4A to the north. See Jim
Gefroh with Gefroh/Hattmann to coordinate this agreement.
2. The 17 foot parking stalls must have sufficient space provided for over-
hang without impairing the use of the walkways. The walkways should
provide a minimum of 4 feet of pedestrian passageway beyond the over-
hang. If 19 foot stalls are used, tire stops must be provided. The 24
foot traffic: aisles must also be maintained between the parking stalls
and the curb. The handicap parking space should be 13 feet wide.
3. The access on the northwest corner of the lot does not conform to the
proposed parking and circulation plan for lots 4 and 4A. The two plans
need to be coordinated.
4. The need for the loading zone in the west parking lot is questioned. A
handicap parking stall could be more appropriate.
5. Pedestrian access ramps should be shown in the sidewalk surrounding the
parking lot.
6. The utility easements dedicated by the plat of East Elizabeth Medical
P.U.D. will have to be utilized for extension of natural gas service.
7. Any modifications required to the existing underground utilities must be
paid by the developer. No part of the building can be inside a utility
easement.

8. Has the existing capacity of the parking lot detention been verified by
a field study? This question is asked, because a nearby property has
been experiencing flooding from relatively minor storms, and many
detention areas were not checked after construction for capacity and
some recent projects have uncovered gross deficiencies.
9. Will the parking lot to the south be utilized by this building? If so,
how does pedestrian circulation work? Also, please define the use of
the paved area on the south side of the building (patio?).
10. The landscaping looks good, but what are those dotted areas under and
surrounding the Honeylocusts? If they are to be sodded, they should be
labeled as such.
11. A profile is needed for the sidewalks between the proposed building and
the existing orthopedic clinic. Will there be a ramp?
Revisions are due September 5, 1986. PMT's, colored renderings, and 10
blueprint copies for the P&Z Board are due September 12th, with Final docu-
ments due September 18th.
This is the extent of staff's comments at this time. Please contact me if
you have questions, or would like to set up a meeting to discuss these con-
cerns.

Dear Bob,
The following items deal with staff comments and changes made on the
Fort Collins Orthopedic Clinic, Riverside Commercial P.U.D., 2nd Filing,
Lot 5B.
I. Our clients are working closely with the owners of lots 4 & 4A
in an effort to obtain the required signatures on a new parking
and access agreement.
2. Any walkway abutting a 17' parking stall will be a minimum of
6' and 24' will be maintained between all parking stalls. The
handicap stall will be 13' wide x 17'.
3. Parking and access on the west side of the building now conforms to
the plan for lots 4 & 4A.
4. The loading zone in the west parking lot was intended for trash
removal; however, a common trash area has been relocated on the
island northeast of the building and the loading zone has been
eliminated.
5. Pedestrain access ramps are shown on west & east sidewalks at
the curbs.
6. It is understood that any modifications to existing utilities
is the responsibility of the developer.
7. Dick Rutherford of Stewart & Assoc. is addressing the detention
capacity of the parking lot in a separate letter.
8. The south parking lot will primarily be used by the existing building;
however, there is a sidewalk on the west side of that building
that connects directly to the new facility.

9. The dotted areas on the landscape plan have been labeled as lawn.
10. The existing building elevation is 4957.8' and the proposed building
will be 495'.01. The existing sidewalk along the north side of the
existing building slopes down to the we-st', therefore we are anticipa-
ting a minimum grade change in the sidewalk connection. In no case
will the slope exceed l' in 12' which complies with handicap access.
