A check for five dollars ($5.00) is also enclosed to initiate an administrative change. Due to grading criteria for the detention of storm water the original sidewalk shown on the site plan would have been too steep for use by the handicapped. The solution offered by red -lined site plans enclosed represent the preference of the owner in meeting the requirements of handicapped access while at the same time, controlling project costs. The 150 lineal feet of seven (7) foot wide sidewalk in front of your store on West Elizabeth has been accepted, subject to the usual guarantees, by the Public Works Department. The policy of the Public Works Department has been to reimburse for oversizing for actual costs. Overhead and supervision has not been allowed to be added to the cost of construction as a reimbursable added cost. The theory being, I presume, that your overhead and supervision are not appreciably affected by the additional width. I, therefore, will direct that a check be written in the amount of $742.50 representing three -sevenths of the total cost of $1,732.50 for the 150 lineal feet of walk. Sincerely, Mau ce E. Box 580 Fort Collins, Colorado 80522 Dear Bob: Re: Variance Request for the Release Rate at the Fairview Shopping Center, Filings II and III, Taco Bell Site Taco Bell is expanding their existing site at 1527 West Elizabeth Street. We have designed a new detention pond to handle the 100—year storm. We are releasing the two—year historic rate into the private street which then carries this runoff to the original pond in front of Taco Bell. We request a variance from the City's philosophy of not increasing the release rate of online —downstream detention ponds for the following reasons: 1. The site is at the upstream end of the storm drain system and any backup in the system will only affect our site. 2. The two.subbasins are small in size, and the accuracy of calcu— lations used to determine the orifice size could vary. The difference between the existing 2—inch orifice and the proposed 3—inch orifice is minimal. 3. This spring during a rainstorm, I checked the existing site and saw that the water level was creating a nuisance flow in the private street and also at the driveway entrance to Taco Bell. The 3—inch orifice would help reduce this nuisance flow. The increased orifice size, in my judgment, will not create any safety problems, and we are requesting that this variance of increasing the existing orifice size from 2 inches diameter to 3 inches diameter be granted.
