RE. Staff comments on the Advantage Center PDP/Final Plan
Dear Bud:
Staff has reviewed the Advantage Center PDP/Final Plan that was submitted
on December 16, 1997, and would like to offer the following comments:
1. The Advance Planning Department stated "The entire landscape plan is
very awkward in terms of species and placement. Instead of explaining all
the problems, we suggested solutions. We're not sure how the front area will
end up after detaching the sidewalk so we didn't offer specific solutions there.
Any questions, call Clark at 221-6225 or Doug at 221-6226." (Please see
the attached redlined landscape plan.)
2. The Building Inspections Department offered the following comments:
a) The site shall be accessible to persons with disabilities in accordance
with the Uniform Building Code Section 3103 and UBC Appendix
Section 3106. Provide a designated and marked "accessible route of
travel" among all the buildings on the site and building exits and
entrances and the public way (public sidewalk). Accessible routes
shall comply with ANSI A117.1-1992 with running slopes no greater
than 1:20 and cross slopes no steeper than 1:50. Where routes cross
lanes for vehicle traffic, they shall be designated and marked as a
cross walk. Provide parking and signs per Appendix Section 3107.
Parking and access aisles shall comply with ANSI A117.1-1992 with
slopes no greater than 1:50 in any direction.
b) Buildings which exceed 5000 square feet in area must be equipped
with an automatic fire suppression system or be compartmentalization

by fire -resistive constructions as required by Section 3802, Uniform
Building Code as amended by the City of Fort Collins.
c) Storage or use of hazardous materials must be in compliance with the
Fire Code and Chapter 9 of the 1991 Uniform Building Code as
adopted by the City of Fort Collins. A list of such materials with
quantities and classifications should be submitted for review at the
time of building permit application.
d) Section 504 of the 1991 edition of the Uniform Building Code as
adopted by the City of Fort Collins requires that exterior walls of B2
buildings located closer than 10 feet from a property line be of on -hour
fire -resistive construction. No openings are allowed in such exterior
walls located less than 5 feet from the property line. A parapet
extending 30-inches above the roof surface is required unless the
structure complies with the exceptions to Section 1710. Projections,
such as cornices, eave overhangs or exterior balconies shall not
extend over the property line and must comply with UBC Sections
1710 and 504.
e) Buildings shall be designed to comply with the Fort Collins
Nonresidential Energy Code (ASHRAAE 90.1 with local amendments.
f) The City is currently reviewing the 1997 editions of the Uniform codes
for adoption. The process is slated for completion in mid-1998.
Please contact the building inspection office for current code editions
and standards.
3. Comments from the Engineering Department are attached.
4. The Fort Collins -Loveland Water District and the South Fort Collins
Sanitation District offered the following comments:
a) The existing 4-inch water line is to be shown. The line is generally
located 10 feet west of the existing sanitary sewer line. A note to
pothole the existing water line to verify the location is to be included on
the drawings.
b) The detention pond may have to be shifted to the west depending on
the location of the existing water line.
c) The District does not allow trees or other landscaping within the
District's easements.
S. The Poudre Fire Authority offered the following comments:
a) Signage is required to designate fire lane(s) and emergency access
turn around. Signs shall be spaced 30 feet apart.
b) LOCAL Amendment (table 38B-Uniform Building Code) requires that
as the proposed building exceeds 5,000 square feet for type V
construction, it must be fire contained, construction type upgraded, or
fire sprinklered.
c) The fire hydrant as shown meets PFA requirements.
6. Comments from the Stormwater Utility are attached.
7. Comments from US West are attached.
8. Comments from Water Conservation are attached..
9. The Zoning Department offered the following comments:
a) Please show the building envelope and distances to the property lines.
b) Parking lots with six (6) or more spaces are required to be screened
from adjacent uses. The landscape plan shows nothing to block the
view of the parking from the use located to the south. There also
doesn't appear to be enough room. There is a 12' easement but that
is no actually part of the property.
c) Please omit last phrase in #7 of the plant notes as it doesn't apply.
d) There is a rear five (5') foot landscape buffer required on the east
property line adjacent to the parking/turn-a-round.
e) Please list building dimensions.
f) Article 3.5(D)(2)(a)(3) of the Land Use Code requires similar design
characteristics on the north side of the building as shown on the south
side. The could probably be accomplished by adding gable or
dormers as well as similar fascia treatments.
g) The rear stairway must be inside the building envelope.
10. The Current Planning Department offered the following comments:
a) Where is the main entrance? The bicycle parking should be located
near the main entrance, and designed according to the requirements
of the Land Use Code.
b) The sidewalk along the frontage road should be detached, and street
trees planted according to the requirements of the Land Use Code.
c) Please add Note #10 stating that the bicycle parking will be
permanently affixed to the ground and detailing from what it will be
constructed.
d) In the land use table, please include the following information: amount
of landscaping in the parking lot (the Land Use Code requires a
minimum of 6% parking lot interior landscaping; the number of parking
spaces; the number of employees; and the maximum height of the
building.
e) On the signature blocks, please remove (Type 1 Review) under the
administrative hearing officer certification and remove (Site Plans)
under the owner's certification.
f) Please include the following information in a "Plant Material Schedule":
common and botanical names, symbols, sizes (refer to Section
3.2.1(D)(4) for sizes), quantities, and method of transplant.
g) Please show the zoning on the vicinity map and include a north arrow.
h) Is there an area for trash collection? This should be designed to allow
for the possibility of recycling. Please show the location of the trash
collection area on the site and landscape plans and provide a detail of
it.
i) Please provide a detail of the fence.
j) Can ornamental trees or coniferous trees be added along the north
property line to help provide a break between the drive aisle and the
building?
k) Is there a sidewalk connection at the north of the turn -around?
1) Please add trees (evergreen, shade or ornamental) along the east
property line (immediately to the west of the fence.) In addition, carry
through the five foot buffer indicated by the zoning department along
the entire east property line.
m) Please show the bicycle parking on the landscape plan.
n) On the south elevation, it appears as if there are steps where the
handicap accessible route follows? Please clarify this issue.
o) Please show all rooftop mechanical equipment and how it is to be
screened. In addition, please show any lighting on the building.
p) What color "green"? Could you please provide samples of the colors
to get a better feel of what is proposed?
q) The pedestrian crossing should be defined using techniques outlined
in Section 3.2.2(C )(5)(b) of the Land Use Code.
r) Please see the attached redlines plans for additional comments.
This completes the review comments at this time. Additional comments may be
forthcoming as the various departments and reviewing agencies continue to
review this request.
