Preliminary / Final PUD
Statement of Planning Objectives
Faith Evangelical Free Church Planned Unit Development (PUD) is a part of the previously
approved Four Seasons Overall Development Plan (ODP) under the the Land Development
Guidance System (LDGS). This combined Preliminary / Final PUD is being submitted for
review under the LDGS. The property is zoned Mixed Density, Mixed Use Neighborhood
(MMN) as is shown on the City of Fort Collins Zoning Map (Effective March 28, 1997). The
proposed civic uses include place of worship or assembly and Christian education. The uses
proposed, are listed as permitted uses, subject to administrative review, in the current land use
code for a MMN District.
The Faith Evangelical Free Church PUD is a 15 acre parcel located within the Fort Collins City
Limits. The proposed Church facility is approximately 72,000 SF of gross floor area (site area)
and will include 850 proposed parking spaces. Future expansion to the proposed 72,000 sf
Church facility may be needed in the long-term future and has been pre -planned. These future,
potential expansion wings are shown, but screened, on the PUD. All these potential expansion
wings added together comprise approximately 53,000 SF of gross floor area (site area). There is
no additional parking expansion planned at this time. The church has 27 employees and has over
3000 church attendees. The sanctuary seating is designed to accommodate 1300 people with a
futhu e potential to accommodate 2400 people with internal remodeling. The church will not
include a day care.
The Proposed Plan Meets the Following City Land Use Policies
Faith Evangelical Free Church ODP achieves several principals and policies of the City Plan.
• Policy LU-1.1: This PUD proposed a civic use in a MMN District area that is already
developed.
• Policy T-5.1: This PUD proposes a complementary land use to the surrounding
residential uses and will contribute to the potential for pedestrian mobility throughout the
community.
• Policy MNiN-1.3: Places of worship and assembly are permitted as a non-residential use
in the MMN zone in a transitional, higher -activity location. This PUD proposes a Church
on the cast side of a major arterial street, South Shields Street, and provides a transition
and buffer between the residential just cast of the site and this major arterial street.
A minimum of 1 parking space per 4 seats (provided in the sanctuary) is required by code, this
minimum is 500. The PUD proposes 850 parking spaces, which will accommodate Christian
Education areas in addition to the sanctuary. As many as 17 of the 850 parking spaces are

handicap accessible. Bike racks (42) are provided near building entrances in the amount equal to
5% of the vehicle parking. The parking lot landscape requirement, that 10% of the parking area
be landscape area, has been met and is shown on the Landscape Plan. A lighting plan for the
parking lot has been provided with the PUD drawings Final building entrances are shown on
drawings as well.
A landscaped buffer, of trees and berms, has been provided between the proposed Church use
and adjacent single-family residential lots. In addition, the detention pond has been placed along
the eastern property line to also provide a buffer between the church facility and parking lot and
the adjacent residential lots. Appropriate landscaping has been be incorporated along public
streets and within parking areas to meet City requirements. Faith Evangelical Free Church will
be the sole owner and will maintain all open space areas on the property.
The site generally slopes from west to east. Stormwater runoff will be conveyed by means of
grass -lined drainage swales in landscaped areas where possible to allow greater infiltration,
slower runoff rates, and reduced overall runoff volumes. Stormwater will be conveyed by this
method or along interior drives/parking areas in a west to east direction. Detention will occur
along the eastern edge of the site. Site outfall will occur near the northeast property corner. The
northwest outfall (from the detention area) will flow across Wabash Street. The existing 40'
easement along the south property line will be preserved as an emergency storm drainage
conveyance.
The Faith Evangelical Free Church PUD will meet City policies requiring inter -connectivity by
providing three access points, two along Wabash Street and one along South Shields Street.
Each of these access points will connect to arterials or connector streets which will connect with
surroundings land uses.

RE: Faith Evangelical Free Church Preliminary / Final PUD RHA DESIGN, INC.
Dear Mr. Olt:
We are submitting a combined Preliminary and Final PUD for Faith
Evangelical Free Church.
As you are aware, we held a neighborhood meeting on Thursday, October
21, 1999 for this project. Although the neighborhood residents were very
supportive of the plan and the church, there was one concern, from Letty
Hunter, regarding buffering parking at the very southeastern center of the
property. We have been able to revise the parking and drive layout at this
southeast comer in order to address this concern.
We have also been able to address issues brought up at the Conceptual
Review Team meeting on April 12, 1999. The PUD incorporates the
following items:
• Street trees at 40' spacing have been provided along Shields Street as
well as along Wabash Street.
• Handicap parking and bicycle parking have been provided near
building entrances.
• No more than 15 parking spaces are included without a planting
island.
• Detached sidewalks are shown along both Shields and Wabash
Streets.
• Alignment of access point off Wabash take into account locations of
other access points to other properties. The western most access off
Wabash is directly aligned with the Four Seasons Condominiums
drive.
• Utility easement are shown and labeled on the PUT) drawings.
• %dater quality will be provided through detention areas and grass -
lined swales.

• The building has been placed along the street as encouraged by City
Plan.
• The building facade has been articulated through the use of
windows, use of doors, change in materials, change in texture, use of
overhangs / canopies, variation in massing, change in plane, use of
columns and use of other details to subdivide the walls into human
scale proportions.
• Entry / exit doorways have been added to the north and west facades
of the building and have been maintained on the east and south
facades as well.
• The main pedestrian walkway through the parking area to the front
door has been defined by an allee of Columnar European Hombeam
trees that will draw pedestrians into the Church. The entry plaza is
accented with pink flowing crab apples and punctuated with tight
clusters of multi -stemmed Ginnala Maples that will break up the
plaza space and direct one's view upward towards the cross.

Roger,
This project is required to cut a brand new street to install water and sewer lines into the church site. This
street is scheduled to have the top lift placed on it within the new 2 - 3 weeks. I suggest that we process a
utility plan quickly to allow these street cuts to be made prior to the final lift. In looking at the plans they
propose two cuts. One just east of Shields for a fire hydrant and the other about mid block for the water
and sewer connections. This also includes two driveway locations that we will allow to proceed as part of
the utility approval plans. These items would be constructed prior to approval of the project by P&Z. But,
it is in the City's best interest to not dig up a brand new street.
Is giving them approval to modify their plans, showing only the service connections from Wabash
into the site acceptable to you?
Let me know ASAP.
Another alternative is to not allow the final lift to be placed by the Developer on the north of Wabash, have
them escrow the money for the top lift and then when the church does its work they put on the top lift.
However, I would much prefer that we do the utility connections and drives before the final street paving.

We are requesting a variance from the 40 foot building height for the Faith
Evangelical Free Church. The architectural design for a portion of the
Church structure proposes a height of 48 feet, plus the cross structure. The RNA DESIGN INC.

The building has been designed to provided extensive building articulation FAX 970 22,., fit]
and to create variation in the building massing. The massing has been
designed to create a focus on the central spire, culminating in a cross at the
top of the spire. Because of the focus of the church on Jesus Christ and the
importance of the cross in biblical scriptures, it is considered to be of great
importance to retain this focus.
An alternative solution would be to create a building design that has less
articulation resulting in the appearance of a greater mass, and a more boxy
appearance.
The church program calls for the facility to achieve a seating capacity of
2400. This capacity is based on historical growth of the church and
projected growth over the coming years. Using this program capacity the
facility has been designed to meet church needs while still providing an
attractive building that is both an inspiration for the congregation and an
asset to the City.
Our variance is based on the criteria that the church as proposed is better
than the solution that would be achieved if the facility were designed to
comply with the 40 foot height limitation.
