• After discussing the alley vacation with the Transportation Planning Department, it
appears that the City will not support the vacation of the alley. The North College
Access Control Plan that is currently in effect shows that the alley will function as a
secondary street. With that, there are two options for the Developer at this time.
He/she can improve the alley to City standards to the nearest improved or escrow
150% of the cost to improve the alley adjacent to this property. The City will then
hold the escrow for up to 10 years. If after 10 years, the City has not improved the
alley, then the money will be refunded to the Developer.
• Please address the discrepancy between the recorded Plat and the Site Plan.
• Please dedicate an additional 3 feet of right-of-way (ROW) along the frontage of your
property per City standards.
• A nine (9) foot utility easement will need to be dedicated along the proposed ROW
line per City standards.
• You will need to acquire a curb -cut permit from the Engineering Department prior to
the construction of the proposed access.
• The sidewalk you are proposing needs to be detached per the City's street standards.
• A drainage report needs to be submitted since the increased area of imperviousness is
greater than 300 square feet. You will want to discuss this with the Sto r
Department.

• An overall utility, grading, and erosion control plans needs to be submitted per the
City's submittal requirements. The Current Planning Department has a list of items that
are required for a PDP submittal.
• Please check with Matt Baker on whether or not any repays are due for the
construction of Red Cedar Circle.
• A blanket access easement should be dedicated incase on of the Lots is sold. We would
want both lots to be able to share the access off of Red Cedar Circle.
• Please show the access points on the east side of Red Cedar Circle.
• Please provide curve information for the curb returns. Include the radius, arc length,
tangent and angle.
• Please provide a detail of the driveway cut being proposed. Refer to the devils in the
City's street standards.
• Please provide an access ramp detail per the City's standards.
• Please have Wickham Gustafson submit a letter to the City giving us permission for us
to reproduce these plans, otherwise remove the statement in the title block.

Dear Phil,
Staff has reviewed your documents for the Evergreen Park, Block 4, Lot 16, I-L Site Plan, that
were submitted on August 18, 1995, and would like to offer the following comments:
1. The Poudre Fire Authority states that the warehouse building shown exceeds the 5,000 square
feet containment area and will need to be provided with an approved fire suppression system
or fire contained to less than 5,000 square feet sections.
2. The Zoning Department offers the following comments:
a. An additional street tree is needed along the Blue Spruce Drive frontage.
b. Trees must be planted every 50' along the north and south property lines from Blue
Spruce Drive back to the western edge of the asphalt paving.
C. No storage or parking of vehicles will be allowed on the gravel road base area. If
storage or parking of vehicles is proposed, the area must be paved and landscaped.
d. Please show bike rack locations on the Site/Landscape Plan.
e. Please show the location of any trash dumpsters. Dumpsters must be fully enclosed.
3. The Building Inspections Department offers the following comments:
a. The site shall be accessible to persons with disabilities in accordance with Uniform
Building Code Section 3103 and UBC Appendix Section 3106. Provide designated
and marked accessible routes between the building and the public way and accessible
parking and buildings. Provide parking and signs per Appendix Section 3107. The
office use is required by Section 3103 Uniform Building Code to be handicapped
accessible. All required exits and all building entrances located within six inches of
grade (in the portion of the building used for offices) must be accessible to a person

in a wheelchair and must be connected to the public way (public sidewalk) by an
"accessible route of travel" complying with the American National Standards Institute
publication Accessible and Usable Buildings and Facilities. Running slopes on
accessible routes shall not exceed 1:20 with cross slopes not exceeding 1:48.
Accessible parking and access aisles shall comply with the above referenced standards
with. slopes not exceeding 1:48 in any direction. Please show a connection to the
public sidewalk for all exits/entries.
b. Storage or use of hazardous materials must be in compliance with the Fire Code and
Chapter 9 of the 1991 Uniform Building Code as adopted by the City of Fort Collins.
A list of such materials with quantities and classifications should be submitted for
review at the time of building permit application.
Exterior walls, openings in exterior walls and projections from exterior walls
(cornices, eave overhangs, etc.) shall be of fire resistive construction if located less
than 10 feet from a property line. The storage buildings must be located 10 feet from
the property lines or be of fire -resistive construction.
4. Attached are comments from the Engineering Department.
Attached are comments from the Stormwater Utility Department.
6. The Planning Department offers the following comments:
a. Additional plantings (shrubs, etc.) are needed beneath the trees along the Blue Spruce
frontage.
b. The slatted, chain link fence should also be installed along the eastern boundary of the
gravel road base (western edge of the paved surface).
Foundation plantings are needed on the east side of the warehouse building.
d. Please add "MA" to the plant list.
e. Please add an "overhead door" (?) note to the site plan at the southwest corner of the
building.
f. Please add notes to the building elevations which describe the color and materials of
the proposed buildings. Staff suggests adding a brick or concrete block foundation
to the building.
g. Please add overall dimensions to the building elevations.
7. The Water and Wastewater Utility requests that the following landscape note be added to the
Site/Landscape Plan: "Trees shall not be planted closer than four feet to any gas or
electric line and no closer than 10 feet to any water or sewer line or service. Shrubs
shall not be planted closer than four feet to any water or sewer line or service. Tree
planting shall be coordinated with Public Service Company. Locations of all utilities
shall be verified in the field prior to planting."
This completes the review comments at this time. Additional comments may be forthcoming as the
various departments and reviewing agencies continue to review this request.
Upon receipt and review of the requested revisions, staff will schedule an administrative hearing for
the proposed I-L Site Plan.

RE: The Toy Shed Project Development Plan/Final Plan
Dear Mr. Russell:
Staff has reviewed the submittal for the Toy Shed Storage that was submitted
on September 9, 1997, and would like to offer the following comments.
1) The City Forester offered the following comments:
a) Canopy shade trees should be planted as street trees at 40' spacing
along Red Cedar (i.e., Green Ash, Hackberry, Bur Oak.)
b) The remaining landscaped area on the site must address and meet
the requirements of the Land Use Code (see Current Planning com-
ments.)
2) Comments from the Engineering Department are attached.
3) Comments from the Stormwater Utility are attached.
4) The Zoning Department offered the following comments:
a) Five (5) foot side and rear landscape strip required. One tree per 40
lineal fee along the side lot line, and one tree per 25 lineal feet along
public street are required per Section 3.2.1(D)(4)(a) of the Land Use
Code.
b) Section 3.2.1(D)(4)(b) requires a plan showing the parking lot screen-
ing as seen from the street.

c) Screening is required on all site. The gate area is to be screened so
that no more than 20" of the storage yard is visible through the screen.
Chain link fencing is not allowed for fencing.
d) 109% of the interior space will need to be landscaped. Please submit a
landscape plan that demonstrates this.
e) The site must be paved, included previous phases, or some other
material which complies with Section 3.2.2(D)(3)(d) may be used.
f) A Landscape note must be added regarding that no C.O. will be issued
without completion of landscaping or a letter or credit/escrow of 125%.
g) The trees indicated are not acceptable street trees and the sizes aren't
adequate.
h) Six: (6) trees are required along the street, but only three (3) are
shown.
11) The Light and Power Utility stated, "Developer will be responsible for nor-
mal electric development charges even if no additional electric service if re-
quired. Payment of these charges will be a condition of continued electric
service to the existing site (Lots 3 and 4). Contact Doug Martine at 224-6152
(7:00am-3:30 pm) if any questions."
12) Comments from the Water/Wastewater Utility are attached.
13) The Current Planning Department offered the following comments:
a) Section 3.2.1(D)(2) of the Land Use Code states, "Wherever a side-
walk is attached to the street in a manner that fails to comply with the
Design and Construction Criteria, Standards and Specifications for
Street, Sidewalks, Alleys and Other Public Ways, canopy shade threes
shall be established in an area ranging from three (3) to seven (7) feet
behind the sidewalk at thirty (30) to forty (40) foot spacing." Therefore,
canopy shade trees must be planted in order to comply with this stan-
dard along Redcedar Circle. The minimum size per Code of canopy
shade trees is 2.0" caliper balled and burlapped or equivalent. Orna-
mental trees may be planted in substitution of the canopy shade trees
required by the Land Use Code when overhead lines and fixtures pre-
vent normal growth and maturity. Ornamental trees must be space a
minimum of 20' and a maximum of 30', and must be 1.5" caliper balled
and burlapped or equivalent. The street trees and additional land-
scaping must be planted along the entire perimeter of Red Cedar Cir-
cle„

b) In the Land Use Breakdown table, please list the total number of
parking spaces.
c) Please add additional signature blocks and the language per the at-
tached sheet.
d) Additional plantings are required in the landscaped area adjacent to
the sidewalk to provide additional screening of the storage yard. The
Land Use Code requires that:
"Landscape and building elements shall be used to screen areas of
low visual interest or visually intrusive site elements (such as trash
collection, open storage, service areas, loading docks, and blank
walls) from off -site view. Such screening shall be established on all
sides of such elements except when an opening is required for ac-
cess. If access is possible only on a side that is visible from a pub-
lic street, a removable or operable screen shall be required. The
screen shall be designed and established so that the area or ele-
ment being screened is no more than twenty (20) percent visible
through the screen." [Section 3.2.1(6) Screening]
Therefore, the storage yard must be screened from Red Cedar Circle
using the following screening materials: new or existing plantings,
walls, fences, screen panels, topographic changes, buildings, hori-
zontal separation or a combination of these techniques.
c) Amy existing lighting on site must be shown on the site plan and must
comply with the standards of the Land Use Code.
d) On the vicinity map, please label the zoning districts.
e) Please specify the color of the roofing and steel columns.
f) Section 3.8.11(A)(2) - Fences and Walls of the Land Use Code states:
"Chain link fencing with or without slats shall not be used as a
fencing material for screening purposes. Except as permitted be-
low, no barbed wire or other sharp -pointed fence and no electrically
charged fence shall be installed or used in any zone districts. In
the Employment District and the Industrial District, the Directory
may grant a revocable use permit that must be renewed every
three years for installation of security arms and barbed wire strands
atop protective fences or walls provided that the following condi-
tions are met:
(a) The lowest strand of barbed wire is maintained at least ten (10)
fee above the adjoining ground level outside the fence.
(b) Exterior area security lighting controlled by an automatic light
level switch is installed and maintained in good operating condi-

tion.
(c) Such lighting is directed into the site and not outward toward the
perimeter.
Therefore, the chain link fencing must be replaced with another ap-
propriate method of screening the outdoor storage use if it is in-
tended to be used as a screening device. If the chain link is used
for security purposes, the chain link fence must be screened in ac-
cordance with the Parking Lot Perimeter Landscaping standards of
the Land Use Code in Section 3.2.1.(4)(b), which allows for
screening in a number of different ways, including a garden wall,
retaining wall, wooden fence, earthen berm, constructed planter,
dense hedge, or a combination of these ways.
In addition, continue the existing landscaped area on the eastern
property boundary of Lot 4 to the south along the boundary of Lot
5. This will require that the eight parking spaces along this property
boundary are shifted to the west approximately five feet. This will
provide additional screening along this boundary for properties to
the east. Please provide for a 5' landscape buffer along the south
property line as well to provide separation between the storage
yard and the use to the south.
This completes the review comments at this time. Additional comments may be
forthcoming as the various departments and reviewing agencies continue to re-
view this request.
