LAND USE DATA: This is a proposal to expand an existing IL Site
Plan to add additional outdoor storage to an approved warehouse use
and to expand the use onto the lot to the south. The property is
located north of Conifer Street, south of Bristlecone Drive, east
of College Avenue at 1314 Red Cedar Circle.
COMMENTS:
1. The Zoning Department has made a determination to allow a
temporary, certificate of occupancy to be issued, for a 2 year
time period, once the I-L Site Plan and Utility Plans have
been approved. A permanent certificate would be issued only
upon completion of the paving and required interior parking
lot landscaping. In the meantime, compacted road base will
be allowed for this particular use.
2. Please refer to the parking lot landscaping guidelines and
handouts when drawing up your landscape plan. The intent of
the landscaping is to provide a buffer strip around the
perimeter of the lot and to screen the outdoor storage area
from adjacent properties and streets. Staff would be looking
for a mix of deciduous and evergreen trees and shrubs to
provide winter screening as well.
3. Light and Power development charges are based on the size of
the site. Lot 3 charges have been paid. Lot 4 charges have
not been paid. A separate bill will be sent for these
charges, to be paid as a condition of continued service to Lot
3. There will be additional charges if and when a building is
constructed on Lot 4.
4. Continue to work with Glen Schlueter at the Stormwater
Utility to address all drainage concerns on this property.
There was a condition of approval on Lot 3, that the Grading
and Drainage Plans be approved by the Stormwater Utility,
prior to the issuance of any building permits or certificates
of occupancy. As far as I know, your Utility, Grading, and
Drainage Plans are not complete at this time.
5. Poudre Fire Authority does not have a problem with the interim
road bass_. They will be concerned about adequate access
around the buildings, if and when, they are constructed.

Dear Greg,
Staff has reviewed your documents for the Evergreen Park, Block 5, Lots 5 and 6, I-L Site Plan,
that were submitted on October 6, 1995, and would like to offer the following comments:
The Light and Power Utility states that street trees must be a minimum of 40 feet from street
lights.
2. The Building Inspections Department offers the following comments:
a. The site shall be accessible to persons with disabilities in accordance with Uniform
Building Code Section 3103 and UBC Appendix Section 3106. Provide designated
and marked accessible routes between building and the public way and accessible
parking and buildings. Provide parking and signs per Appendix Section 3107. All
required exits and all building entrances located within six inches of grade must be
accessible to a person in a wheelchair and must be connected to the public way (public
sidewalk) by an "accessible route of travel" complying with the American National
Standards Institute publication Accessible and Usable Buildings and Facilities.
Running slopes on accessible routes shall not exceed 1:20 with cross slopes not
exceeding 1:48. Accessible parking and access aisles shall comply with the above
referenced standards with slopes not exceeding 1:48 in any direction. Please show
connections to the public sidewalk for all entrances and exits.
b. The proposed warehouse/office buildings exceed 5,000 square feet in size and
therefore must be equipped with an automatic fire suppression system or
compartmentalized in sections of less than 5,000 square feet by fire resistive
construction in accordance with Sections 3802, UBC as amended by the City of Fort
Collins. Please add a General Note to the Site Plan regarding this requirement.
The Zoning Department offers the following comments:
a. A barrier (i.e. fence) which prohibits access by vehicles other than emergency
vehicles, must be installed at the edge of the asphalt paving and the temporary gravel
turnaround. This fence can be removed once the turnaround is paved with Phase 2.

If the; applicant chooses to pave the turnaround with Phase 1, appropriate landscaping
must be installed.
b. Please show the location of trash dumpsters on the site plan. All dumpsters must be
fully enclosed (not visible), gated, and located on a paved surface.
C. A bike rack is needed for each of the warehouse/office buildings.
d. A 5' landscaping strip is required along all parking/lot lines under the Phase 2 parking
extension.
e. A 2" caliper deciduous trees are needed on the north and south sides of the parking
lot along the property lines.
f. A 5' landscaping strip is required along the north and south property lines. It is
currently only 2' or 3' at the "back-up" sections of the parking lot.
g. City Code requires parking lots to have 6% interior landscaping. At the present time,
this proposal only provides 440 square feet of interior landscaping. A total of 1,346
square feet of interior landscaping is needed. Interior landscaping does not include
the five foot landscape strip along the property lines nor the ten foot landscape strip
between the parking lot and Blue Spruce Drive.
4. The Poudre ]Fire Authority stated that the office/warehouse buildings on lots 5 and 6 exceed
the 150' access requirement by approximately 20'. The applicant must either provide an
additional fire lane access back to Blue Spruce Drive, access to adjacent properties, or fire
sprinkler both of the buildings.
5. The Water and Wastewater Utility offers the following comments:
Please show the existing water and sanitary sewer mains in Blue Spruce Drive on the
Site Plan.
b. Please show the water and sewer services to the proposed buildings and identify the
proposed location for the curb stops and meter pits on the Site Plan.
Please add standard details for the water and sanitary sewer services, meter
settings/pits, etc. to the Site Plan.
d. A 4 foot separation distance for shrubs and a 10 foot separation distance for trees
must be maintained from all water and sanitary sewer services. Please coordinate the
location of all landscaping and services with the site engineer/designer.
6. The Water Conservation Specialist offers the following comments:
a. The Landscape Plan shall contain a note calling for the review and approval by the
City of Fort Collins of the required landscape irrigation system, prior to the issuance
of a building permit.
b. The landscape plan shall include the total area (in square feet) for each landscape
category. Landscape categories are distinguished by their water requirements and
intended maintenance level. Examples of possible categories include, but are not
limited to, high water turfgrass, low water turfgrass, low water planting beds,
moderate water planting beds, and non -plant areas (paved areas, etc.). Please refer
to page 4 of the attached Water Conservation Standards for Landscaping for further
guidance.
7. Attached is a copy of the comments received from the Engineering Department.
8. Attached is a copy of the comments received from the Stormwater Utility.
9. The Planning; Department offers the following comments.
a. Please add a scale for the Vicinity Map.
b. Please revise General Note 1 on the Site Plan to state: "Existing zoning is I-L,
Limited Industrial."
C. Please revise General Note 2 on the Site Plan to state: "See Landscape Plan (Sheet
2 of :3) for all landscape requirements."
d. Please revise the Planning certification block to state:

e. Please number the Site Plan as "Sheet 1 of 3", the Landscape Plan as "Sheet 2 of 3",
and the Building Elevations as "Sheet 3 of 3".
f. Please clearly delineate the phasing line which separates Phases 1 and 2 and label
Phases 1 and 2.
g. The Site Plan shows a note which states "Edge of Phase 2 asphalt/landscape mulch
bed typ." However, the Landscape plan has a note which designates the limit of
landscaping as the edge of Phase 1. All landscaping for Phases 1 and 2 should be
shown on the Landscape Plan and notes coordinated.
h. Please indicate the total square footage of each of the proposed buildings within the
footprint of each building.
Please provide typical dimensions for the standard and handicap parking spaces.
Staff suggests that sidewalks along the north property line of lot 5 and south property
line of lot 6 be added to allow pedestrian connections from the proposed buildings to
the public sidewalk along Blue Spruce Drive. This may require four parking spaces
to be; deleted.
k. Office facilities require safe and handicap accessible routes to the building entrances.
It appears that each of the "bays" are designed to be an office/warehouse. Access to
the building entrances is gained via automobile travel lanes and/or through
travel/parking areas for vehicles accessing the proposed overhead doors to the
buildings. Staff suggests that the buildings be shifted towards the center of the site
to allow for pedestrian access to entrances on the north side of the warehouse/office
building on Lot 5 and to the south side of the warehouse/office building on Lot 6.
If pedestrian entrances are provided as described in comment K, staff suggests that
the windows and glass doors be moved to the north side of the warehouse/office
building on Lot 5 and to the north side of the warehouse/office building on Lot 6.
M. Please indicate the color(s) of the proposed buildings on the elevations.
This completes the review comments at this time. Additional comments may be forthcoming as the
various departments and reviewing agencies continue to review this request. Once the above stated
comments have been addressed, Staff will schedule an Administrative Hearing with the Director of
Planning for this I-1. Site Plan.

6. Please redraw the entrance gate to accurately reflect the type
of gate that is being proposed. The way the gate on the
drawing is shown is not acceptable to the Fire Authority.
7. You will have to provide a Knox box to the Fire Authority to
put the (late code in, to enable the Fire Authority to access
the property in the case of an emergency.
8. A building permit will be required for any additional
buildings on these lots.
9. If either building is greater than 5,000 square feet in
uncontained area, you will be required to install an automatic
fire sprinkler system or divide the interior into smaller
areas.
10. Engineering requires that you design, pave, and complete the
public improvements (curb, gutter, walk, and pavement) to Red
Cedar Circle to the south property line. There is a
possibility of a repay agreement to receive reimbursement as
other properties in the area develop.
11. A Development Agreement and Utility Plans (including the
street design) must be complete and signed prior to the
issuance of a temporary certificate of occupancy for the
outdoor storage area. Please complete the enclosed
"Development Agreement" form as soon as possible.
12. Planning Staff is concerned about screening and buffering of
a fairly unsightly use, which outdoor storage tends to be.
Staff suggests the use of evergreen trees and shrubs, in
addition to deciduous plantings. Security lighting should be
down directional with a short cut-off of light to prevent
light spillage off -site.
13. Please contact Ken Kirchoff at the Police Department (221-
6833) for additional information on crime prevention in this
area.

Staff has reviewed the request to amend the American Mobile Welding I-L Site Plan
Review and offers the following comments-
1. The northern 37.5 feet of the lot is encumbered by a transmission line easement
granted to Western Area Power Administration. The note on the approved site
plan states that this easement is a restricted area. Therefore, outside storage
and possible future building should be kept out of this easement.
2. There is a concern that the two possible buildings and miscellaneous outside
storage areas are not shown on the approved Utility Plans. Revisions to the
Utility Plans are needed to account for these structures. In particular, the
drainage and grading for the new buildings must be documented. In addition, an
Amendment to the Drainage Report is needed to address the increase in
impervious surface and any changes to the drainage patterns. Also, will the two
new buildings require water and sewer services? If so, please indicate. Please
contact Sheri Wamhoff, 221-6750, to begin the Utility Plan Amendment process.
3. The east half of the site is currently shown on the approved plans to drain to the
east. Since new development is proposed for the eastern part of the site, it is
possible that offsite drainage easements will be required and it is also possible
that off -site drainage improvements may be necessary. These requirements will
be determined by the Stormwater Utility.
4. The proposed fence that is shown on the north side of the building goes across
the drainage swale and the detention area. This may be a problem if it impedes
the flow of water in any way.
5. The two western most miscellaneous outside storage areas appear to be in the
stormwater detention area. This may cause a change in the detention area
boundary.

6. As a result of the above comments, the Utility Plans may have to be revised.
The contact person for revising the Utility Plans is Sheri Wamhoff, 221-6750.
7. The Poudre Fire Authority cautions that portions of the two proposed buildings
are beyond the 150 feet fire access as measured from the curb cut. This will
require the buildings to be equipped with an automatic fire extinguishing system.
For further information, please contact Roger Frasco, at the Fire Prevention
Bureau, 221-6570.
8. The I-L, Limited Industrial Zone District allows warehouses and enclosed storage
as permitted uses. The key is that the storage must be "enclosed" in order to be
a permitted use. Consequently, the perimeter fencing must be solid to screen
the outdoor storage. The fence may be solid wood or masonry. Chainlink with
slats will not be allowed. P!ease revise the site plan accordingly.
9. Please add a note to the plans that there will be outside storage beyond the
enclosed ,yard.
10. In front of the two parking spaces, there is a location designated for one of the
Honey Locust trees. This location should be shifted slightly to the north since it
now indicated directly over a water line. Before planting, this water line should
be located. The tree should be planted about 10 feet from the water line. This
may involve shifting the other three trees slightly to the north also.
11. Please add the following note to the P.U.D.:
"No trees to be planted within 10 feet of a water or sewer line,
including the water meter pit, and no shrubs within four feet."
12. Please identify the surface treatment of the yard area. Is this area to be asphalt,
gravel, grass?

Staff has reviewed your plans for the Replat of Evergreen Park, Lots 1-2,
Block 5 that were submitted on April 1, 1997, and would like to offer the
following comments.
1. The Zoning Department offered the following comments:
a) Trees/landscaping will be required along drives adjacent to the side
and rear property lines.
b) Canopy trees are required at each landscaped island —the two
adjacent to the buildings will require canopy trees as well.
c) Buildings can be located no greater than 30' from the front property
line (they are shown at 80'). Thus, building orientation will require no
parking in the front of the buildings.
d) If two drives are between the buildings, then diagonal parking at the
north building will need to be turned around as a conflict would exist.
One-way drives are required as is, however room does exist for ninety
degree parking rather than angled parking. A two-way drive is
allowable.
e) What is the asphalt parking for associated with the south building? Is
this for truck parking?
f) For the vehicle parking, show striping or leave as part of the drive.
g) The Code requires an 80' landscaped buffer along the north lot line. A

2. The Building Inspections Department comments are attached.
3. Poudre Fire Authority offers the following comments:
a) The 6-unit building on the north part of Lot 1, Block 5 must be fire
separated between Unit 3 and Unit 4.
b) Access lane around ' this building must be signed "Fire Lane -No
Parking".
4. Comments from the Engineering Department are attached.
5. Comments from Water and Wastewater are attached.
6. The Traffic Operations Department states that a Traffic Impact Study is not
required.
7. The Current Planning Department offers the following comments:
a) The Land Use Code requires that along arterials streets
and any other streets that directly connect to other
districts, buildings are to be sited so that a building face
abuts upon a required 30' minimum landscaped yard for
at least 30% if the building frontage. Such a building
face shall not consist of a blank wall. The west elevation
shows that the building face along Blue Spruce Drive is
blank. Therefore, some architectural details must be
added to eliminate this.
b) New building color shades are to be neutral, with a
medium or dark color range, and no white, bright or
reflective. The Code does state that buildings materials
shall not create excessive glare. A two hundred foot
building constructed with metal ribbed siding may have a
glare. Please introduce other buildings materials that will
serve to eliminate the glare as well as to add
architectural detailing and avoid a monotonous, blank
wall.
c) An 80' deep landscaped yard must be provided along the
north property line and the east property line. The Code
states the this buffer must be provided along any
boundary line that adjoins a residential land use or a
zone district characterized by residential uses. The north
and east property lines abut the MMN (Medium -Density
Mixed Use) zoning district.
d) All storage, loading and work operations must be
screened from view along all the north lot line as well as
the! east lot line as these are boundary lines between
districts.
e) Existing zoning is I -Industrial District. It is listed under
the, General Notes as I-L, Limited Industrial.
f) There should be a pedestrian connection between the
landscaped islands closer to Blue Spruce and those
connecting to the buildings. Use paving materials other
than asphalt to define this, and show on the site plan.
g) Please show the trash collection areas and the
necessary landscape screening on the landscape and
site plans.
This completes the review comments at this time. Additional comments may be
forthcoming as the various departments and reviewing agencies continue to
review this request.

Plan (PDP) development proposal that were submitted to the City on February
9, 1999, and would like to offer the following comments:
1. This property is located at the southeast corner of Redcedar Circle
between Conifer Street and Blue Spruce Drive. It is in the I - Industrial
Zoning District. The proposed recreational vehicle, boat and truck
storage use is permitted in this District, subject to an administrative
review (Type 1) and public hearing for a decision. However, this Project
Development Plan (PDP) must go to a public hearing before the Planning
and Zoning; Board because a modification of a standard is required,
which automatically changes the request to a Type II, P 8& Z Board
review.
2. Doug Martine of the Light & Power Department stated that
development of this site (even for parking/vehicle storage only) will
initiate Light & Power development charges. These charges are estimated
to be $14,500.00, with payment required as a condition of continued
electric ser,7ice to the existing building. Please contact Doug, at 224-6152
between 7:00 a.m. and 3:30 p.m., if you have questions.
3. Peter Barnes, Gary Lopez, and Jenny Nuckols of the Zoning Department
offered the following comments:
a. What. kind of "recycled asphalt" will this parking surface be? Will it
be loose crushed asphalt or the kind with an adhesive compound?
b. The actual uses for these two lots must be listed on the Site Plan.

C. Solid fencing is required along the rear (east) lot line, in addition to

solid fence, which is required by the LUC [Sections 3.5.1(J)(2) and
3.8.11(2)].
d. Provide dimensions of all structures shown on the Site Plan and
label them existing.
e. There still is a question as to whether there will be some sort of
shade cover/ canopy over these parking spaces, similar to the other
lot with RV storage. If so, elevations for the proposed structures
should be provided for review.
f. Street trees, selected from a City -approved street tree list, are
required every 30' to 40' along the Redcedar Circle frontages (west
and north sides of the property) as per Section 3.2.1[D][2][b] of the
LLUCJ. Although the ornamental trees as proposed are on the list
as trees with a mature height of 40' or less, there should be some
larger shade trees included for more of a canopy appearance.
g. Is there a residence on Lot 3? There is a building labeled
Rec./Office. Should it be Res./Office?
h. Since the access to Lots 1 8s 2 is obtained through Lot 3, should
the legal description include Lot 3?

and would like to offer the following comments:
1. No drainage or erosion control report has been received by the
Stormwater Utility Department. It appears that drainage will
be a significant issue in the site plan review. If on -site
detention is required, it could significantly impact the
layout of this project. This I-L Site Plan Review will not
continue until a drainage report is submitted. Please contact
Glen Schlueter at 221-6589 as soon as possible for drainage
report requirements.
2. No utility plan for this property has been received showing
the location of all public utilities and service lines. This
I-L Site Plan Review will not continue until a utility plan is
submitted to the Planning Department.
3. Water and sewer utilities should be shown on the landscape
plan also. No trees should be planted within 10' and no
shrubs within 4' of any existing or proposed service lines,
meter pits, or utility lines.
4. Please contact the Light and Power Engineering Department
concerning power requirements for the site. The location of
the transformer may need to be changed.
5. The utility easement width adjacent to the right-of-way should
be such that from the back of walk to the rear line of the
utility easement is 13' minimum.
6. The parking lot landscaping does not meet code requirements.
The souith parking lot and north loading area must contain
interior landscaping which is equivalent to 6% of the total
area of that parking/loading area. A five foot landscape
buffer must be installed adjacent to the north loading area
curb.

6. Roger Buffington of the Water/Wastewater Department offered the
following comments:
a. Include a note on the Landscape Plan pertaining to
landscape/utility separation distances.

been forwarded to the applicant.

The following comments and concerns were expressed at the Staff Review
meeting on March 3rd:
Engineering
7. The sidewalks as shown along the Redcedar Circle frontages do not
match on the site Plan and utility plans.
8. A variance request is needed, and must be submitted for review, for the
sidewalk and parkway widths along Redcedar Circle. This request should
be submitted to Cam McNair, the City Engineer. The variance should be
submitted, and a decision given, prior to this development request going
to a public hearing for the land use.
9. The City is not asking for additional street right-of-way for Redcedar
Circle along Lots 1 8s 2.
Stormwater
10. The site Plan and utility plans do not match regarding the proposed
sidewalks.
11. An easement is needed for the detention pond.
12. The grading plan shows retention in the parking lot. Water quality needs
to be addressed, ideally through a landscaped area.
13. A detail is needed for the outlet chase through the sidewalk.
14. If the surface material changes, then that would change the storm
drainage calculations.
Planning
15. Section 3.5.1 [J] [ 1 ] of the LUC sets forth a requirement that no areas for
outdoor storage shall be located within 20' of any public street or public
sidewalk. In this case, the applicant wants to place a solid wood fence
approximately 12' behind the curb along Redcedar Circle (public street)
and directly adjacent to the sidewalk along the streets (public sidewalk).
Therefore, it was necessary for the applicant to request a modification of
the aforementioned standard, which has been done. Staff will
recommend approval of this request, similar to what was done on the
previous requests, if the City Engineer approves a variance request for
the widths of the sidewalk and parkway. This action does elevate the
development request to a Type II, Planning and Zoning Board
review.
16. The landscape parkway must be at least 6' in width.
17. How will the plant materials be established and maintained, especially
from a watering standpoint? If an irrigation system is to be provided this
must be identified on the Landscape Plan.
This completes the staff comments at this time. Additional comments will be
forthcoming as they are received from City departments and outside reviewing
agencies.
Under the development review process and schedule there is no revision date
mandated by the City. The amount of time spent on revisions is up to the
applicant. Upon receipt, the revisions will be routed to the appropriate City
departments and outside reviewing agencies, with their comments due to the
project planner no later than the third weekly staff review meeting (Wednesday
mornings) following receipt of the revisions. At this staff review meeting the
item will be discussed and it will be determined if the project is ready to go to
the Planning and Zoning Board for a decision. If so, will be scheduled for the
nearest Board hearing date with an opening on the agenda.
Please return all drawings red -lined by City staff with submission of your
revisions. The number of copies of revisions for each document to be
resubmitted is on the attached Revisions Routing Sheet. You may contact me

This letter serves as the response to your review comments concerning the final utility plans for

We have addressed the utility plan review comments as follows;
Cover Sheet:
* The notes and title on the cover sheet have been revised as requested.
* The vicinity map is at a scale of I" = 1000', and has been noted.
Project Development: Plan and Landscaping Plan:.
* There is no sidewalk indicated at the east and west ends of the building located on lot 2.
Note 12 on sheet 2 refers to a 6" barrier curb only. A detail for the 6" barrier curb without
sidewalk is in detail D-I 1 on the detail sheet.
* We request reconsideration for continuing to use attached 4'walk, and not detaching the 4.5
foot sidewalk. We feel the attached sidewalk is appropriate because it is consistent with the
existing sidewalk adjacent to the site on the north side of the site, and across the street.
Also, detaching the walks creates future conflicts with the existing electric line by burying
the utility under the concrete. Future extensions of the sidewalk will directly conflict with
electric pedestals and vaults. We feel the attached sidewalk alignment shown on the plans
is preferable to "Industrial Local Standard" detached sidewalk.
* We have provided a turn around with a 40' radius at the rear of lot 2 for the Poudre Fire
Authority. In an attempt to respond to both the Poudre Fire Authority's need to have a
firm/stable driving surface, and the Natural Resource Department's requirement to
minimize development in a buffer zone around the regional pond, we are proposing to use a
grid matrix paving block which will allow grass to grow up within the turn around. The
grass will blend in with the pond grass and landscaping. A detail has been added to the
Grading Sheet. The turn around is located within a proposed Drainage, Access and Utility
Easement. This easement will be dedicated by separate document. A copy of the easement
dedication language and an exhibit are attached for your convenience. The turn around
provides the necessary coverage with 150' maximum distance (fire hose length) from the
possible fire truck locations.

required to be screened according to the requirements of the Land
Use Code.
f) Please provide details of the trash collection areas. The response

g) The response letter states that the maximum number of
parking spaces is exceeded by 5%. In order to exceed the
maximum number of allowable parking spaces, a request for
alternative compliance is required, or the amount of parking lot
interior landscaping must be increased by 5% as well. Therefore, if
the second option is followed, the minimum percentage for the
parking lot interior landscaping requirement is 11 %.
h) Please correct the spelling errors on the landscape plan.
i) Please remove note #22 from the landscape plan as it is redundant
with the general notes on the site plan.
j) Please add the cross section of the channel to the landscape plan
(it is currently on a separate sheet in the utility plans, and should
be included in both places.)
k) The number of Austrian Pines shown on the landscape plan
exceeds the maximum percentage of any one particular species as
outlined in Section 3.2.1(D)(3) of the Land Use Code. This section
requires that the plan cannot include plantings (trees) that exceed
25% maximum of any one species. Please replace this tree with
another type.
1) On the elevations, there is only one building shown. Are the two
buildings identical? Please label the buildings on the elevations.
In addition, please include the colors, materials, and dimensions
on the elevations.
m) According to the requirements of the Land Use Code, all primary
entrances need to have some sort of sheltering element such as a
porch or awning or canopy, etc. Please add these elements to all
primary entrances to the buildings.
n) Please provide additional details on the fence.
o) Please provide samples on the types of materials proposed to be
used.

It appears as if another round of revisions will be required to address the

Representatives from the Engineering Department, Poudre Fire Authority and
Current Planning Department met last Friday to discuss the above -referenced
project. There are substantial concerns related to fire access through the site,
and the comments listed below reflect necessary changes to comply with Code
requirements. In addition, there are comments related to off -site grading and
defining the LOD line that must be addressed with the submittal of revisions.
1. A turn -around for fire vehicles will not be permitted in the detention area as
proposed on the plans. Turn-arounds must be placed in a location wherein
unobstructed access is allowed at all times, and the proposed location shown
on the plans does not guarantee this type of access may be maintained.
2. The fire access lane on the south of the building on Lot 2 must be a minimum
width of 20' and signed as a fire lane with no parking allowed. If these
requirements cannot be met, the building must be fire sprinklered.
3. The curb return for this access road must be clearly signed as one-way.
4. A 13'6" clearance must be maintained along the south of the fire lane. This
clearance must remain unobstructed, without the slope as shown on the
plans. With the submittal of revisions, please submit a cross section of the
south property line of Lot 2 that demonstrates the clearance for fire
emergency vehicles and location of landscaping elements.
5. With the submittal of revisions, please provide a letter of intent from adjoining
property owners wherein off -site grading will occur.
6. The Limits of Development line and 100' buffer must be shown on all plans,
including the utility plans.

category. Landscape categories are distinguished by their

12. Alley paving will be required from Conifer Street to the north
edge of the loading area and must be shown on all plans.
Additional paving will be required when and if this property
is developed further north.

This letter represents a formal request for a variance from the minimum parkway width of 6.5
feet for an industrial local street. This variance request is for the project referenced above. The
decision to detach the sidewalk was made at a meeting between City personnel and the developer
and personnel from Shear Engineering on Thursday, September 3, 1998.
Larry Ketcham discussed this issue with you on Friday, September 11, 1998. You both agreed
that the minimum parkway width could not be obtained and that the roadway width was wider
than the current local industrial street section. You indicated that you would support the reduced
parkway width and that we should formally request this variance.
This letter also serves as the response to your review comments concerning the final utility plans
for Lots 1 & 2, Block 5, Replat (No. 1) of Evergreen Park. We have addressed the utility plan
review comments as follows;
Master Improvements Plan
❑ The sidewalk has now been detached in accordance with the decisions made at our meeting
on Thursday, September 3, 1998.
❑ Relocation of the electric utilities is not required according to Janet McTague of the City of
Fort Collins Light and Power Utility.

This letter serves as the response to your review comments concerning the final utility plans for
Lots 1 & 2, Block 5, Replat (No. 1) of Evergreen Park. We have addressed the utility plan
review comments as, follows;
❑ The sidewalk has now been detached in accordance with the decisions made at our meeting
on Thursday, September 3, 1998.
a Relocation of the electric utilities is not required according to Janet McTague of the City of
Fort Collins Light and Power Utility.
❑ The walk is a 4.5 foot wide according to the Typical Street section for a local industrial
street. The back of walk is at the ROW line.
❑ This results in a parkway width of less than the required 6.5 feet for an industrial local street.
Therefore we are requesting a variance from this requirement from the City Engineering
department. This variance request in included in the response letter to Mark McCullum. A
copy is attached for your convenience.
❑ The site cross section sheet has been included in the Project Development plan set for your
convenience.
❑ A note has been added to the plan indicating the limits of planting that can occur in the
channel. This is per the request of Basil Hamdan at our meeting on Thursday, September 3,
1998.

a. The project development plan is for reference only and is listed in the index as such. There is
no need to change it to site plan.
b. The crosswalk has been labeled as being striped on all appropriate sheets

h. Spelling errors on the Landscape plan have been corrected.
i. Note 22 has been removed from the Landscape plan.

Staff has reviewed your documents for the Evergreen Park, Lots 1 & 2, Block 5, Replat
that were submitted on September 28, 1998, and offers the following comments:
Please revise the site data on the Site Plan. A total of 21,500 square feet of
building coverage is proposed. By doing this, the future addition may would only
be subject to the issuance of a building permit. The open space information also
needs to be reduced accordingly to reflect the total building square footage.
2. A signed letter of intent or signed easement must be provided from the property
owner to the south for off -site grading.
3. A signed letter of intent or signed easement is needed from the property owner to
the east for any off -site grading or drainage.
4. The modification narrative does not adequately address the criteria for which the
modification is requested. Staff suggests that the history section up to the summary
be deleted as conformance with all other criteria does not appear to be support for
a modification. Staff suggests that the summary of the modification request address
four points: 1) what is the purpose of the 80 foot setback requirement (reference
purpose section of the criteria]; 2) what additional landscaping is proposed; 3)
where is additional landscaping proposed; and 4) how does the additional
landscaping achieve the same purpose as the required setback.
5. Landscaping (tree centers) on the Landscape Plan do not fall within the proposed
7 foot landscape strip indicated on the cross sections. Please revise.
6. Please label sheet 1 as the Site Plan rather than the PDP.
7. One mechanical pad is shown for the building on Lot 1. The mechanical pad is
proposed to be located at the end of the future addition to building one. How will
this mechanical equipment be screened until the future addition is constructed?
Staff suggests landscaping.

8. Trash enclosures should be constructed of concrete/masonry block and have steel
gates rather than standing seam metal. The standing seam metal will likely be
damaged by backing trucks, etc.
9. Please provide samples of proposed building materials.
10. Please substitute Summit Ash trees for the Marshall Seedless Ash trees on the
south property line.
11. Please delete the limit of development line label on the Site Plan. Only show the
limit of disturbance line and the 100 foot setback dimension from the limit of
disturbance line.
12. Please provide non -vertically exaggerated cross sections from the north and south
property lines to the respective buildings. Landscaping must be shown on the cross
sections.
13. Please label all building and fencing colors on the building elevations.
14. Please show the mechanical pads on the Site Plan.
This completes the review comments at this time. Additional comments may be
forthcoming as the various departments and reviewing agencies continue to review this
request.
Please contact me for the required number of plan copies prior to submitting plan revisions.
Please provide a written response to each of the above stated comments with the submittal
of plan revisions.
This project is tentatively scheduled for the December 17, 1998 Planning and Zoning
Board Hearing. However, the ability of this project to remain on the December 17, 1998
agenda is pending the submittal of revisions no later than November 16, 1998. Revisions
must satisfactorily address all of the above stated comments.

This letter serves as the response to your review comments concerning the final utility plans for
Lots 1 & 2, Block 5, Replat (No. 1) of Evergreen Park. The plans were re -submitted on
September 28, 1998. The review comments are dated October 21, 1998. We have addressed the
utility plan review comments as follows;
Written Comments
1. The plat is a recorded plat. No work has been done to the plat for this reason. The limits of
the floodplain from the FIRM are now shown on the following sheets
• Drainage and Erosion Control Plan
• Site Plan
• Master Improvements Plan
2. The outlet pipe capacity calculations can be found on pages 5 and 6 in the detention section
of the drainage calculations. The hydraulic grade line for the outlet pipe from the detention
pond has been provided.
3. The dimensions of the riprap apron are now called out on the Drainage and Erosion Control
plan as well as the storm sewer profile located on the Grading Plan. A riprap detail is now
shown on the Grading Plan. There is also a note on the Drainage and Erosion Control plan to
see the detail on the Grading Plan. Riprap calculations are now provided in the Erosion
Control Appendix (Appendix II).
4. Calculations show that during the 100-year event, the ponding will be confined to the limits
of the proposed pond and channel. The 100-year WSEL is shown on the plan and is shaded.
A legend has been provided which clarifies the shading. The flow capacity of the typical
parking lot section has been determined to be approximately 228 cfs. The Q100 to the pond
is only 12.49 cfs. The Haestads printouts are included in Appendix 1 for your reference. A
detail of the 2' pan is provided on the detail sheet.
5. The floodplain use permit and application fee is attached with this submittal.
6. The Access, Drainage, and Utility Easement has been signed by the owner, and is provided
for processing by the City of Fort Collins.

Dear Kerry,
We have addressed the utility plan comments for the above referenced project and are re-
submitting mylars for signature. We have not received comments from the Stormwater Utility.
Apparently, based on several comments made by City Departments and Utilities, there is a belief
that this project has been submitted as a replat. It has not. Replat (No. 1) of Evergreen Park is
an existing plat and Lot 6, Block 1 is an existing platted lot. Therefore, reference comments
concerning wider easements, etc. have not been addressed. This will be discussed in the
response to follow.
Response to comments from Engineering:
* This is not a replat. A copy of the plat will be forwarded to you as soon as we receive a
legible copy from Larimer County. The plat will be added to the plan set for reference.
* The title on the Cover Sheet has not been revised. The title is based on the actual name of
the existing plat.
* There is existing; four (4') foot attached sidewalk on the North side of the site (The Toy Shed
project). Detail D-20 has been added to the plans.
Response to comments from the Water and Sewer Utility:
* The water meter pit has been added and labeled. The stop box has been dimensioned from
the easement line to meet current City of Fort Collins utility coordination requirements.
,t The sewer service has been stationed from the existing downstream manhole.
Response to comments from the Fire Official:
The proposed building has a total area of approximately 3200 square foot. Therefore, a
sprinkler system is not required and a separate fire line has not been added to the plans.
Response to comments from Light and Power:
* The owner has been informed to contact light and power concerning power requirements and
charges.
Response to comments from Public Service Company:
* The utility easement has not been widened as this is an existing easement defined with an
existing plat. This project does not propose a replat.

1. The land use breakdown on the Site Plan (previously Project Development Plan) has been
revised as requested.
2. The slope easement with the landowner on the south of the property has been recorded with
the county. A copy is attached for your records.
3. Information has been sent to Mr. Zdenek, representing Bayberry Development, the
landowner on the east of the property for his review and approval. A copy of Mr. Zdenek's
previous letter of approval for Lots 5 & 6, Block 5, is attached for reference. The discharge
from the current project, Lots I & 2, Block 5 is directed to the pond that is in an existing
drainage easement which is identical to the request made for Lots 5 & 6, Block 5. Mr.
Zdenek's previous letter explains that the current easements around the regional pond should
be sufficient and states, "No additional easements are required." We anticipate that the
requested letter for approval will be similar. When Mr. Zdenek's letter is available we will
forward the letter to your office immediately.
4. The modification narrative has been revised. A copy is attached.
5. Landscaping is in fact located in the 7' landscaping easement, and the 9'drainage easement
and the utility easement. Based on discussions with Basil Hamdan at the meeting on
September 3, 1998, he indicated that planting could extend into the easement provided that it
is above the calculated 100-year water surface elevation. A note has been added to the cross
section sheets indicating that, "No trees or shrubs are to be planted below the elevation of
68.50 feet. This is to provide at least 1 foot of freeboard above the anticipated HtiVL noted
on each cross section".
6. The Project Development Plan has been renamed "Site Plan", as requested.
7. The mechanical pad for the building on Lot 1 has been relocated tip to the north east corner
of the building. The new location provides screening with the proposed landscaping and
trees.

9. A sample of the building material is not readily available. However, we have attached a
color copy of the Lester Uni-rib color chart and schematic view of the siding. We hope this
will provide the necessary information.
10. The requested revision to the trees has been completed on the Landscaping Plan. The
Landscaping Plan also reflects revisions based on the Amended Modification Request, which
substantially increased the trees on the north side of the project in conjunction with the
request to reduce the buffer to 32 feet.
11. The requested revision to the Limit of Development Line labeling has been completed on the
Site Plan (previously Project Development Plan).
12. A non -exaggerated cross section sheet has been added to the plan set. Landscaping is shown
as requested.
13. The building colors have been listed on the building elevations. The walls are proposed to be
"white sand", the roofs are proposed to be "Forrest Green", and the stucco accents are
proposed to be "Sahara Tan". A color chart is attached to this letter.
14. The mechanical pads have been added to the Site Plan (previously Project Development
Plan), and the blaster Improvement Plan.

Master Improvements Plan
o The natural gas line has been shown on the Master Improvement Plan, Landscape Plan and
Site Plan (previously the Project Development Plan).
❑ The existing waterlines and hydrants in the proximity of the project have been shown on the
Master Improvement Plan, Landscape Plan and Site Plan (previously the Project
Development Plan).
❑ The notes for the concrete encasement of the sanitary sewer main have been revised on the
Master Improvement Plan.
❑ We have revised and clarified the notes and details for the gravity blocks and thrust blocks.
The plan redlines requested verification of the sizing of the gravity blocks. Please refer to

adequate with a design pressure of 150 psi and a safety factor of 1.5.

Dear Jerry,
Staff has reviewed your documentation for the TOY SHED Project
Development Plan (PDP) development proposal that was submitted to the City
on November 3, 1998, and would like to offer the following comments:
1. This property is located at the southeast corner of Redcedar Circle
between Conifer Street and Blue Spruce Drive. It is in the I - Industrial
Zoning District. The proposed recreational vehicle, boat and truck
storage use is permitted in this District, subject to an administrative
review (Type 1) and public hearing for a decision. The Project
Development Plan (PDP) must go to a public hearing before an
administrative hearing officer for a decision unless any modifications of
standards are required, which would automatically change the request to
a Type II, Planning and Zoning Board review.
2. Doug Martine of the Light & Power Department offered the following
comments:
a. The normal electric development charges will apply as a condition
to continued electric service to the existing site, even if no
additional electric service is required.
b. The underground electric system will need to be extended behind
the sidewalk along Redcedar Circle prior to installing fence or
landscaping.
C. The developer is encouraged to contact Doug Martine, at 224-6152
(between the hours of 7:00 a.m. and 3:30 p.m.), to coordinate the
above items.

3. Ron Gonzales of the Poudre Fire Authority offered the following
comments:
a. A 20' wide fire lane is required through this proposed project.
b. Fire apparatus access roads shall be provided for every facility,
building or portion of a building hereafter constructed or moved
into or within the jurisdiction when any portion of the facility or
any portion of an exterior wall of the first story of the building is
located more than 150' from fire apparatus access as measured by
an approved route around the exterior of the building or facility.
This fire lane shall be visible by painting and signage, and
maintained unobstructed. A fire lane plan shall be submitted for
approval prior to installation. Any building not meeting this
criteria shall be fire sprinklered.
C. Address numerals shall be visible from the street fronting the
property, and posted on a contrasting background (example:
bronze numerals on a brown brick are not acceptable).

4. Peter Barnes, Gary Lopez, and Jenny Nuckols of the Zoning Department
offered the following comments:
a. Plant material abbreviations, instead of numbers, should be used
to identify the proposed trees and shrubs on the Landscape Plan.
b. A landscape design/installation person should be retained to
prepare and oversee this plan for the project. There are several
standard landscape notes that are missing from this plan.
C. Solid fencing is required along the rear (east) lot line, in addition to
the front and side (west and north) lot lines.
d. A note regarding the requirement to install the landscaping or
provide a letter of credit, escrowed money, or bond for 125% of the
value of the landscaping is needed on the Landscape Plan.
e. Are the parking stalls going to be covered with a canopy or some
other kind of cover? If so, elevations for the proposed structures
should be provided for review.
f. Street trees, selected from a City -approved street tree list, are
required every 30' to 40' along the Redcedar Circle frontages (west
and :north sides of the property) as per Section 3.2.1[D][21[b] of the
Land Use Code (LUC).
g. What is the proposed surfacing for this vehicle storage lot? This
should be identified on the Site Plan.
5. A copy of the comments received from Sharon Getz of the Building
Inspection Department is attached to this letter.
6. Copies of the Comment Sheet and general information for Water
Conservation Standards for Landscaping and Irrigation Systems,
received from Laurie D'Audney, the City's Utility Education Specialist,
are attached to this letter.
7. A copy of the comments received from Donald Dustin of the Stormwater
Utility is attached to this letter. Also, he is forwarding a red -lined copy of
the drainage report to the applicant. Please contact Donald, at 221-6589,
if you have questions about his comments.
8. A copy of the comments received from Mark McCallum of the
Engineering Department is attached to this letter. Also, he is
forwarding a red -lined copy of the Site Plan and the City's Street Repair
and Reconstruction Standards and Guidelines to the applicant. Please
contact MELrk, at 221-6750, if you have questions about his comments.
9. Roger Buffington of the Water/Wastewater Department offered the
following comments:
a. Show all existing and proposed water and sanitary sewer mains
and services on an overall utility plan.
b. Will an irrigation tap be needed for this development? If so, show
and label the location.

The following comments and concerns were expressed at the Staff Review
meeting on December 2nd:
Engineerinz
10. The City wants a detached sidewalk (minimum of 4.5' wide) along the
Redcedar Circle frontages, especially along the north side. A variance
request must be submitted for review if the applicant wants any of the
sidewalk to be attached.
Stormwater
11. Where is the 100-year floodplain on this site?
12. A floodplain use permit must be applied for and approved by the
Stormwate:- Utility.
13. A drainage easement is needed for ponding on -site.
14. No detail of the pond outlet structure has yet been provided to the City
for review.
15. The applicant must request a variance for not detaining on -site for 1/2 of
the street volumes for stormwater.
16. The stormwater runoff and drainage areas as submitted are incorrect.
Planning
17. Section 3.5.1 [J] [ 1 ] of the LUC sets forth a requirement that no areas for
outdoor storage shall be located within 20' of any public street or public
sidewalk. I:,i this case, the applicant wants to place a solid wood fence
approximately 12' behind the curb along Redcedar Circle (public street)
and 5' behind the sidewalk along the streets (public sidewalk). Therefore,
it was necessary for the applicant to request a modification of the
aforementioned standard, which has been done. This action does
elevate the development request to a Type II, Planning and Zoning
Board review.
18. The previous Toy Shed approvals and implementation provide an
attached sidewalk along Redcedar Circle, a 5' wide landscape strip along
and outside of what is now a solid wood cedar fence, and a landscape
strip inside the fence. This new proposal does not propose a landscape
strip inside the fence (to be consistent with the existing facility).
19. Is there to be any lighting on this site? If so, information about the
locations and type of lighting is needed.
20. The Landscape Schedule on the Landscape Plan must be expanded to
include the botanical names of the plant materials, as well as the
common names.
21. Two of the proposed street tree varieties are not acceptable street trees
(see the attached City's Official Street Tree Species list). Other plant
materials may be suspect, in terms of appropriateness and
sustainability.
22. How will the plant materials be established and maintained, especially
from a wagering standpoint? If an irrigation system is to be provided this
must be identified on the Landscape Plan.
23. The scale of the Landscape Plan is not 1" = 20', as indicated on the plan.
It is probably 1" = 10' (based on scaled dimensions).
24. Copies of the most current Owner's Certification and Planning and
Zoning Board Certification signature blocks for the Site Plan are attached
to this letter. Due to the need for a modification of a standard in the
LUC, this item will go the P & Z Board, not the Director of Planning.
25. After reviewing the request for modification of the outdoor storage
setback standard that was submitted to the City by the applicant for
review, several questions or observations arise:
a. # 1, page 1: "The original building plan showed it this way and was
approved."
There is no original building plan (or any other plan)
for Lots 1 & 2 of Evergreen Park.
b. #6, page 1: "Granting of this request would result in a better
looking facility."
Based on the requirements of the LUC, this facility
would have to look as good, if not better, than the
proposed plan.
C. #1, :page 2: "A solid 6' cedar fence at street frontage has been
added to screen the facility would be better than the
chain link fence providing no screening."
As per Section 3.8.11 [ I] of the LUC, a chain link fence
is not an option and, therefore, the comparison is
irrelevant.
d. #5, page 2: "The cedar wood fence is more appealing than the
chain link fencing."
Again, as per Section 3.8.11 [ 1 ] of the LUC, a chain link
fence is not an option and, therefore, the comparison
is irrelevant.
26. Based on a recent visit to the site it was discovered that a chain link
fence had recently been placed around the entire property of Lots 1 & 2
of Evergreen Park, the site had been graded and surfaced with gravel,
and storage of vehicles has been and is taking place. The site work and
storage of vehicles, prior to approval of the current development request,
is in violation of the City's Land Use Code. In light of this, it is difficult to
consider a. modification of required standards in the LUC (requesting
sub -standard setbacks and screening for an outdoor storage facility) and
to make a favorable recommendation to the Planning and Zoning Board.
This completes the staff comments at this time. Additional comments will be
forthcoming as they are received from City departments and outside reviewing
agencies.
Under the development review process and schedule there is no revision date
mandated by the City. The amount of time spent on revisions is up to the
applicant. Upon receipt, the revisions will be routed to the appropriate City
departments and outside reviewing agencies, with their comments due to the
project planner no later than the third weekly staff review meeting (Wednesday
mornings) following receipt of the revisions. At this staff review meeting the
item will be discussed and it will be determined if the project is ready to go to
the Planning and Zoning Board for a decision. If so, will be scheduled for the
nearest Board hearing date with an opening on the agenda.
Please return all drawings red -lined by City staff with submission of your
revisions. The number of copies of revisions for each document to be
resubmitted is on the attached Revisions routing Sheet. You may contact me at

companies, it does not provide those companies with a means to get to that pole. Please submit an
easement agreement that would provide access for other wireless telecommunications companies.
♦ Supposedly there was a letter submitted for review from a Professional Engineer in Colorado
explaining that the pole will collapse as opposed to topple. In accordance with Land Use Code
Section 3.8.1(c)(l ) a copy of that shall be submitted to justify non-compliance with setback
requirement.
♦ In accordance with LUC Section 3.8.1(C)(2), WTF shall be consistent with the architectural style of
the surrounding architectural environment, considering roof form, mass, color, texture, and character.
This is more of planning concern so I will leave the enforcement of the code to the appropriate
planning departments, but my interpretation of the code would suggest that the poles mass and

I . Please extend the pavement cuts ( the western edge of the cuts ) out of the wheel paths;

above the d6ve lane pavement to act as a curb. The drive lane sloping to the ditch drop-
off, without ,any barriers, inadvertently provides an opportunity for vehicular
problems in bad weather. Make sure northern side of development still has a way to drain
storm waters, with the included curb.
3. Show limits of ditch re -construction and new grade lines, and provide more data on the
cross -sections, ie., elevations, widths, and slope of the re -constructed ditch.
4. Please show and label any temporary and/or permanent erosion control measures used on the

Staff has reviewed revisions submitted for the Replat of Evergreen Park, Lots
1-2, Block 5 and would like to offer the following comments.
1. The Zoning Department offered the following comments:
a) PleasE� include some foundation shrubbery on the north side, similar to
that along the building frontages.
b) Regarding the "fenced storage" area at the south side of Lot 2, if this is
to be used for exterior storage area, full screening will be required.
c) PleasE� label the building envelope and show the distance to lot lines

Please contact Rob Wilkinson with the Natural Resources Department
to determine the location of this line.
c) Are there any existing trees that will be impacted by the proposed
development?
d) Will an access easement to the pond be required?
e) The buffer area between the development and regional pond will need
to include native trees and shrubs. Please contact the Natural
Resources Department for a list of species that can be used.
6. The Current Planning Department offers the following comments:
a) Elevations were not included with the submittal of
revisions. Please include those with the next submittal.
b) Please remove the utility plan approval block from the
site and landscape plans.
c) Please add general notes as indicated on the site plan,
including notes on the bike rack, maintenance of
landscaping, site lighting (down -directional, cut-off
lighting).
d) Is there any site lighting? Lighting should be shown on
all plans.
e) Please provide a cross section of the ditch to the north of
lot 1 which shows the ditch, limit of development line, the
high water line, any proposed trees/shrubs, and the
distance to the building.
f) Please number the sheets.
g) Please provide information on the type of material to be
used for the fence and provide a detail of the fence.
h) Please show a detail of the trash collection areas and
provide additional screening of the trash area on Lot 1.
i) The pedestrian crossing needs to be clearly defined
according to Section 3.2.2(C )(5)(a) Walkways.
j) The signature block should be revised to reflect the
Planning and Zoning Board rather than the Director of
Planning. In addition, signature blocks for the attorney
and owner's certifications should be added.
k) Please show the square footage of the buildings and
label the proposed uses for the buildings. In addition,
please provide the number of employees per use. This
information is needed to accurately determine the
maximum number of parking spaces. The reference to
the number of parking spaces required -two per three
employees needs to be changed to reflect what is
allowed by the Land Use Code.
1) Please see the attached redlined plans for additional
comments.
7. Comments from Stormwater Utility are attached.
I would like to schedule a site visit at your convenience so that we can discuss
the issues outlined by the Natural Resources Department and Stormwater.

have to be relocated.
3. The turn around area in the southeastern corner (in the detention basin) has a
variety of issues associated with its construction:
(a.) The 10:1 slope is not appropriate. It should not exceed a grade more than
8°10.
(b.) Due to potentially high water levels and drainage runoff from the parking
drive, maintenance and soil stability is a question as to whether the soil -
pavement grid matrix turn around area will be able to function
consistently (especially when it is used as a fire access turn around).
(c.) Proper signalization should be put in place to designate it as a turn
around area.
(d.) The turn around area is a natural buffer area with potential environmental
problems associated with its construction.
4. The southern access (potential fire access) must have a width of 20 feet if it is to
be used as a. fire lane access. In general, if this access is widened, the turn around
area will not be necessary.

Easement Dedication Comments:
• The slope easement proposed with the owner of lot 3 to the south is a private easement
which should be recorded at the County by the private parties. After the easement has
been recorded, the City would like a copy of the easement to verify that the developer
has received permission from the owner of lot 3.

routed through the process. At this point, the information provided is correct.

Preliminary calculations indicate that the proposed interior
landscaping is 2% of the total area of the south parking lot
and north loading area.
The. five foot landscape adjacent to the north loading area
curb is required by code. The review of this submittal does
not include future uses on Lot 17. Future uses will be
required to submit a separate I-L Site Plan submittal for Lot
17. However, the project as shown, will be assessed fees
based on the total acreage of Lots 17, 18, and 19. Staff
recommends the removal of the "skeleton" future office /
manufacturing / warehouse and Lot 17 from this I-L Site Plan
to avoid being assessed fees for undeveloped land.
The 6% interior landscaping and 5' buffer requirements must
either be met or: 1) a request for a variance would need to
be approved by the Zoning Board of Appeals; or 2) the I-L Site
Plan would need to be withdrawn and this project be re-
submitted as a P.U.D.
5. Item #7 on the comment letter dated October 24, 1994 stated:
A bike rack must be added to the site plan.
Staff has been unable to locate the bike rack on'the revised
Site Plan. Please clarify.
This completes the review comments at this time. An administrative
hearing Will not be scheduled until all materials have been
reviewed.
