PLAI,i3ING OBJECTIVE
The objective is to situate a small free standing building on the existing
site. The new building will be used for auto sales and display. Continuity
of design, existing on -site traffic flow and functional use of space are
criteria for achieving the proper planning solution.
This amendment is compatible with the neighborhood, allowed in the zoning
district, and does not adversly effect traffic circulation or life safety
of the public.

Ownership of the property illustrated and described on the site development
plan is held by Edward P. Carroll and Karen L. Carroll. The owners intend
to retain o,:,nership of subject property.
ESTIMATE OF EMPLOY_i?S
Upon completion, it is anticipated the new building will require three
new employees.
DESIGN RATIONALE
Successful auto sales marketing requires high visibility, ease of customer
access, quality facilities, along with numerous other elements.
Automobile inanu`acturers are also making increased demands on dealerships to
provide seperate facilities for each auto make. Therefore, a free standing
buildin- elevated approximately two feet and designed to compliment the
existing; contemporary facilities became obvious design decisions.
LAND USE CONFLIC;TS
No land use conflicts exist with this project.
ENFRGY CONSUMPTION
Building design shall incorporate a special insulation glass along with
special roof insulation and reflective coating. Preliminary estimates indicate
energy code standards for commercial structures.
DEVELOPMENT SCHEDULE
Construction is planned to start within 60 days of City approval of amended
P.U.D. and be 100% complete 95 days after issuance of building permit.

TRAFFIC IMPACT ANALYSIS
The City Traffic Engineer has determined that this project will not generate
sufficient additional traffic to warrant a traffic impact analysis.
The City has current data on traffic rates and movements at this site and
at -the intersection of South College and Shields Street.

SOILS ANALYSIS AND REPORT
Preliminary research indicates that soils will be suitable for the proposed
structure. A complete soils report has been ordered and will be completed
prior to design of footings and foundations.

This letter is to confirm our meeting this morning with
yourself, Mr. Roy Bingman, Mr. John Baskett of Reid Burton
Construction Co., and myself, regarding the dedication of
the service road in front of our automobile Dealership at
3003 So.. College Ave., and the construction and appropriate
landscaping of a median between the service road and College
Ave. at the same location.
This is to inform you that the service road will be
dedicated as of this date, and the construction of the
median area and associated landscaping will be done prior
to completion of our new addition; also, appropriate side-
walk, curb, and gutter will be installed at the same time.
Since the existing service roadway has been in service for
the past seven years, we'd like to maintain this as
original except for a drainage correction on the south
end of -the road. James H. Stewart and Associates will be
hired to design a correction for this.
The work on the project will be contracted to the Reid
Burton Construction Co., and as far as I'm concerned, work
can be started immediately.
It's our understanding that with this letter of commitment,
you will release any restrictions on Reid Burton Construc-
tion Co,. from obtaining a building permit for the addition
to the existing building.

Dear Bob:
I have field checked the location of the proposed auto sales and display
building at Ed Carroll Motor Co., located at 3003 South College Avenue.
The proposed new building will replace asphalt pavement, therefore
the run-off velocities and quantities will not increase over those
now existing.
There are to be some additional landscaping and grassed areas constructed,
so actually the run-off will be decreased.
The new building will have no adverse affect on the storm water
facilities in the area, and we request that detention not be required for
this additional building project.
Please call if I can answer any further questions regarding this project.
