HomeMy WebLinkAboutEAST VINE STREETS FACILITY PUD - Filed GC-GENERAL CORRESPONDENCE - 2003-07-31PLANNING OBJECTIVES It is the intent of the City of Fort Collins to purchase the Old Sugar Beet Site located on East Vine Drive for the new location of the Streets Department operations. This project is planned to be implemented over a period of 5 to 10 years and will be done in phases as funding permits. The site is located in the IP zone (Industrial Park) which allows this type of development as a permitted use, however the City wishes to develop the project as a P.U.D. in order to have public review by the surrounding neighborhoods. R is the City's intent to be very sensitive to the neighborhood and to be good neighbors in the event that the project moves forward. The City has 3 basic goals they wish to achieve with this project. 1. Design a functional facility for the Streets Department while preserving the 'historical architectural features' of the exising old Sugar Beet Plant Buildings. 2. Develop aesthetic design solutions that are sensitive to the surrounding neighborhoods. 3. Develop a project the City can be proud of. It has been determined that the Old Great Western Sugar Beet Plant has no National or State Historical designation, however the City wishes to preserve the two brick warehouses that exist and may pursue some Local designation in the future. The original plant closed in 1955 and most of the buildings were razed in 1964. The two remaining brick structures are sound and will be incorporated into the design solution thereby preserving some of the past that is part of the heritage of the surrounding neighborhoods. Access to the site has been carefully considered and the proposal is to separate truck and equipment access to the Linden Street entrance and employee and visitor access to the Ninth Street entrance. With this approach, no widening improvements are anticipated for Ninth Street, however the City is planning to install a signal at the intersection of Ninth and East Vine which will improve traffic flow significantly. The City will follow the 'xeriscape' concept of landscaping for this site similar to other sites the City has completed with emphasis on landscaping around the buildings and creating buffers along the railroad tracks to the north. Additionally the access drive from Ninth Street will be landscaped and the stormwater area seeded in a native grass. The City Streets Department currently has 35 full-time and 25 part-time employees. This facility is being designed to accommodate their 2010 projection of 83 total employees by providing 66 parking spaces and 27 future spaces. In summary the positive benefits of the City developing this site for the Streets Facility Department are: 1. Restoring architecturally significant buildings that are part of our history. 2. Removing unsightly buildings, overhead power lines, fuel tanks, sawdust pile and trash. 3. Separating truck access from employee and public access. 4. Organizing the site to present the more significant buildings and landscaping toward the neighborhood. 5. Locating maintenance and storage facilities on the west side of the site using buildings and landscaping to screen these activities. 6. Providing a City facility that can be an asset to the neighborhood and community at large. Intray ":- message. V'- � This is a quick summary of our recent conversation. We agree there is a need for East Vine Drive to be improved. However, it's my preference that that project be separated from the possible pUrchase and redevelopment of the Weyerhauser site by the Streets department. If we get final City Council approval to purchase the site, then the Streets department would be willing to participate in improvements along East Vine Drive in the context of being a good neighbor. Here's what I think we agree to do at this time: 1) Get some preliminary readings from Bob Smith regarding the magnitude of storm drainage work that would be needed prior to street improvements. ` 2) Following that information, prepare a conceptual plan for street improvements. 3> Negotiate with the affected departments about cost sharing and timing of those improvements. Gianola ��,�ecial Projects Manager RE: Installation o�!New Water Service New Streets Facility In order to release permits for new construction, the Poudre Fire Authority likes to have the utilities (water mains are a priority) installed prior to start of the construction for the above ground improvements. This is a problem with the construction of the new Streets Facility located at 625 North Lemay Avenue, as the utility work is part of the general contractors responsibility. We will ask the general contractor (Rhoads Construction Company) to make every effort to install the water service for the site by the end of December 1993. Colorado K0 2' FAX i970/='.3-1662 RE: Planning Objectives for East Vine Streets Facility Dear Planning and Zoning Board Members: The East Vine Streets Facility is located south of East Vine Drive between Lemay Avenue and Linden Street on the land that was formerly known as the old Sugar Beet Factory. In 1993, the City approved a P.U.D. for this site and several buildings were renovated and currently house the City's Streets Department, Traffic Department, and their operations. This proposal seeks to amend the Final P.U.D. due to changes in the needs of these facilities. Access to the site will be from an existing drive off of Lemay Avenue. The existing parking lot will remain, however, a new parking lot will be added just to the north of the existing lot. Forty -Nine parking spaces will be provided for visitors and employees in the new lot. The parking lot is designed to accommodate the parking needs of the Traffic Department and to handle overflow from the existing lot during meetings and other events. One of the existing buildings, north of the large Street's building will be renovated and expanded to house the Traffic Department's office space, meeting rooms and operations. The building's main entrance faces east. In addition, outdoor plazas, pedestrian walkways, seating areas, and bicycle parking are provided for use by employees and visitors. Berming and landscaping will enhance this area as well. The existing "yard area" to the west will add either outdoor parking spaces or indoor covered parking to be used for larger vehicles. A new drive thru wash building will be included. Lot 4B will house a new ice slicer building, and new restroom/break building, snow plow blade storage, salt storage, ice ban storage tanks, and sander racks. The Colorado Department of Transportation, Larimer County, and the City will share this facility. Access to Lot 4B will be from an existing drive off of Linden Street. All new buildings and renovations will utilize a combination of gray — toned split face and scored ground face masonry, contrasting colored glazed block accents, and low `e' glazing in a white framing system. These muted tones allow the historic character of the existing red brick sugar factory buildings to "stand out". The variance requested was for a radius -style driveway approach with larger than standard radii (25'). This variance has been approved by the City Engineer only at the location of the driveway intersection with Linden. As with all variances to the street standards, this variance granted for this project is based on the particular situation under design and the judgment that we (the designer and the City) apply to determine whether there is a public safety concern. This variance for this project in no way sets any precedence for relaxing these standards on other projects without complete analysis and justification.
