Collins Traffic Operations Facility received February 25, 2002. These are addressed in
the manner received, and redlined comments received within Plans Sets are also included
and accounted for as appropriate with this submittal.
Also included with this transmittal are the last submittal's redlines by which final editions
are based. Please include this information with the Utility Plans and Drainage/Erosion
Control Report for this Project.

Response: Due to the type of traffic using the drive (heavy vehicles), a variance
request is being sought to maintain a larger radii to accommodate that type
of existing traffic.

Response: Additional topography has been added to that area. This area will
essentially remain as existing with minor landscaping improvements.

The retaining wall around the planter will not be allowed within the ROW.
Response: The Owner wishes to pursue a variance on this item on the basis that the
Site's setback requirements and respective ADA requirements (maximum
5 percent slope for a minimum of two exits from structures that ultimately
lead to a public access). While it is acknowledged that by LCUASS
Section 11.4.2 retaining walls are discouraged in the ROW, this option
was assumed to be in compliance with LCUASS Section XIV of
Appendix E-4 (Checklist for Utility Plans) as it is not achievable to meet a
maximum 4:1 slope between the east edge of Linden Street and the west
side of the walk. Further, as the landscape plan calls for a tree in that
exact location, several objectives can be met (i.e., grade bust mitigation,
landscape feature, safety feature wheeled pedestrian traffic exiting west
from the structure).

The sight distance easement is shown for the incorrect design speed. The design speed
for a collector is 40 mph., and the sight distance should be 660' per Table 7-3 LCUASS.
Response: This distance was verified and is now updated with this submittal.

Single point grade breaks are limited to 0.4 percent per 7.4.1 LCUASS. Only of the
grade breaks shown meets this requirement.
Response: The most extreme grade break near the C&S RR is actually a description
of the edge of Linden as it meets existing ground (that would remain
essentially as undisturbed ground). Otherwise, grade breaks have been
reduced to the requisite beak factor (0.4%).

The increase of flows may require modifications to the existing detention and water
quality ponds. Please provide analysis using the new flows from this site, as well as all
existing flows from other contributory basins. Compare designed flows from previous
reports with the site's new flows, which include the new rainfall data. Please explain and
provide documentation from previous reports regarding the ponds original volume and
what impacts this site will have. Repeat Comment.
Response: This was done, and results indicate that by use of the new rainfall data, an
increase runoff volume of 0.03 acre-feet was determined. Review of the
1993 Study used to size the ponds, revealed that both detention and water
quality facilities have sufficient capacity. In summary, the detention pond
now has no surplus volume as the available surplus is used fully by the
increased volume due to new precipitation data, and the water quality
pond still provides a surplus of 0.08 acre-feet.

Please provide drawings from previous reports that are referenced in the appendix of the
drainage report showing sub -basins and existing detention ponds.
Response: Available drawings from referenced studies are included with the drainage
report for review.

Please provide storm sewer calculations from Design Point 4 to the existing pond. Due to
the placement of the smaller diameter storm sewers by CDOT than originally designed,
and for higher flows with the new rainfall, an alternative conveyance may be required.
Please provide calculations and drawings showing the new conveyance to the pond can
handle these flows.
Response: Storm sewer calculations are included and results reflected on the Utility
plans, as well. Street capacity estimates for Q100 flows where pipes are
downsized indicate that Drive is adequate to pass site runoff in the event
of clogging or similar factors.

Please provide a cross section and calculations for the swale along the east property line
to show that is can handle onsite and offsite flows. A 6-foot pan was designed and only a
2-foot pan was constructed.
Response: A cross section of the 2-foot pan has been added. Respective calculations
are included with the report. Based on the calculations, the channel is
adequate to convey the major and minor storms without adverse impacts.
As discussed previously, the adjacent site to the west developed in a
manner that appears to be out of compliance with previous stormwater
master planning, with certain stormwater elements such as this facility not
constructed as planned.

1. The owners desire to have "full, unimpeded access" to the site from the south does not
preclude the owner's responsibility to provide and implement, per City of Ft. Collins
specifications, an erosion/sediment control plan. Please indicate in your report and show
clearly on your drawings the manner in which this will be accomplished, including timing
of the constructon/placement of the BMPs you wish to use. Please provide for the
portions of the site which slope to the west, south, and east. Thank you.
Response: Silt fencing is now included on the south and west property
boundaries/disturbed extents. The timeline should still be appropriate for
installation and notes to the effect that the Contractor maintains such
facilities during construction as was noted on the previous submittal
(Construction Sequence chart — C5). Also a vehicle tracking pad is
included.

Landscape: The location of the Montmorency Cherry and Autumn Blaze Pear (east of the building) isolates
the eastern most parking area. Recommend lower growing shrubs at both locations.
Lighting and Building Access: Two doors opening to the west and one opening to north (at north end of
building) have no apparent security lighting. Further, the north access point is obscured by the Blue Spruce
plantings. Recommend some form of security lighting at these doors and moving the Spruce away from the
north access point.

Police Department:
39. The Cherry and Pear trees have been removed from the parking island. They
have been replaced with a canopy shade tree that has a higher branching
structure.
-The west side of the building will be lit by the streetlights along Linden Street.
The northern most door will not be built until phase 2 is constructed. There is no
timeline for the construction at this time. Security lighting will be added during
this construction.
-The evergreen trees have been slightly moved away from this door.
Stormwater Utility:
Drainage
96. This was a cross over reflecting on interim conditions for Erosion Control
measures. This is now adjusted to ultimate build out, and has been
coordinated directly with Stormwater.
97. The 2-foot pan installed as part of the CDOT site (adjacent east), and is
actually not in conformance with the original approved master drainage
plan done for the Site (in fact, the storm sewer system which receives the
Project's drainage is also not in conformance). As a result, and per
discussions with Stormwater, new capacity calculations are completed and
included with the report.
98. This was a clerical error and has been changed.
100. Flow depth information for the Private Drive has been supplied and
coordinated directly with Stormwater.

the comment numbering.
A. Transportation Planning
29. The ROW has been label for Linden and RR on the site plan.
30. The new alignment for Redwood has been incorporated into the plans.
31. See plan and profile drawings from the engineering set
32. The sidewalk crosses the RR at a right angle
33. As discussed with Tom Reiff on li 15102, the lower ornamental trees will be
removed to allow pedestrians access through the median. There will be no
landscape obstructions.
B. Zoning

3. The access drive is private and does not have sidewalks on either side

General Comments: '

8. The Linden Street design was previously submitted on the Grading, Drainage
& Erosion Control Sheet. Per LCUASS, it is now on the cover sheet of the
Utility Plans.
9. Per LCUASS, the plans now include general notes, construction notes,
details, contact information, etc.
25. Per LCUASS, the plans now include substantially more information to
construct from, with the understanding that the previous submittal was
provided as part of conceptual review.

38. There's a significant differential in grade between the approach of Linden
Street and Vine Street. This differential eliminates the intersection as a candidate

Drainage:
53. The 0.27 C factor is an artifact left over from the Phasing Plan where that

built out. It's now been changed to reflect the ultimate build out.

Documentation of how drainage, and respective water quality/detention are

Erosion/Sediment Control:

1) Site access will be from the south, and similar to the CDOT Site immediately
east, the Owner wishes to have full, unimpeded access from the Site during
construction. Sediment control will still be provided via gravel filters and

G. Water Wastewater:
40. The Utility Plans now reflect a connection the New Belgium 8-inch water
main. The Owner will coordinate with New Belgium to obtain final
construction easements and legal description/sketch, which will be provided
as a separate document and submitted with the approved Final Utility Plans.
41. Water mains and DIP installation notes are added.
42. For the most part, a minimum of 10-feet separation is provided between gas
and on -site utilities. However, due to the manner in which the CDOT project
constructed water in the vicinity of the gas main, and where the Traffic
Operations site will tie onto the existing water stubbed on CDOT's site, water
and gas will have less than the minimum required 10 feet of separation.
Under these circumstances', the Applicant respectfully requests a variance to
connect to the existing 8-inch water stub in order- to effect the on -site
connection for water services, as well as complete the looping of the water
main system requested by the City.

44. A minimum of 5-foot separation is provided for fire hydrants and other on -
site structures.
45. The Applicant will initially service the Phase 1 structure via a service/fire line
taken of the proposed water main layout. Phase 2 water hook-ups will

46. In lieu of the City's procedures for easement delineation on City property, the
Applicant will provide a legal description and sketch for each site component
requiring such information (i.e., water, fire hydrants, sanitary, etc.). This will

except in those areas where gas conflicts with the water main extension off
