These are addressed in the manner received, and redlined comments received within Plans Sets are also included and accounted for as appropriate with this submittal. Also included with this transmittal are the last submittal's redlines by which final editions are based. Please include this information with the Utility Plans and Drainage/Erosion Control Report for this Project. The section shown on Sheet C1 has been checked against the plan and appears to be in order. 2) Second bench added. 3) Planter box/retaining wall to be approached with variance request due to setback requirements and ADA compliance issues. 4) Spot elevations and topography added. 5) Street reconstruction is now shown with additional cross section at Sta. 10+00. 6) Concrete at drive is now extended to ROW. 7) Spot elevations at specified location now defined on plan view, in addition to grading plan. 8) Vertical curve is now minimum 120'. 9) Cross section flowline and slope data is defined with this plan set. 35 Please clearly show locations of signal arms, etc. for railroad crossing on utility plans and site plans. Response: The signal arms were labeled and identified on Sheet C6 of the Utility Plans reviewed - "C&S Crossing Guards". 56 Where is the phasing sheet for the Utility Plans? Response: The phasing delineation was provided on Sheet C5. The phasing delineation is reflected on Sheets C5 and C6 (Drainage & Utility Sheets). 72 Please see redlined utility plan checklist and redlined plans for further comments. Response: Acknowledged on Redlined Checklist and above. 73 Engineering comments number 35 and below are repeat comments. Response: Acknowledged above. 74 Please see the attached Old Town North plan for Redwood to coordinate what is being shown for the Redwood layout. The Old Town North plans have not been completed or approved; this is the most current information we have on the design. Response: Centerline information for the attached plan for Redwood has been added to define preliminary street alignments between Linden and Redwood. Topic: Grading Plan 10 Please see LCUASS Drawing 7-29B type III for design requirements for driveway. (Table 8-2 specifies curb return radii.) Response: Driveway concrete has been extended to the ROW, and spot elevations were shown of C5 of the previous submittal. 20 Please dedicate an emergency access easement either by replat or separate document as required by PFA and the Land Use Code. Response: This and additional "easements" will be completed as a separate documents, and submitted shortly. Topic: Utility Plan Cover Sheet 57 Please see sheet: for typos, etc. Response: Check. 69 The street cross section shown does not match what is shown on the other sheets (C7). Response: The section on C7 is removed with this submittal, and the plan cross- checked against the cover sheet typical section. Topic: Utility Sheet C2 58 Please provide 2 Ft. Collins benchmarks, and correct note 38 to reference this project. Response: A second is now provided. Topic: Utility Sheet C4 59 Radii of driveway entering Linden should be 15' per table 8-2 in the LCUASS. Response: Due to the type of traffic using the drive (heavy vehicles), a variance request is being sought to maintain a larger radii to accommodate that type of existing traffic. Topic: Utility Sheet C5 60 Please complete the grading information for the landscaped area south of the drive and show drainage basin lines for the area. Response: Additional topography has been added to that area. This area will essentially remain as existing with minor landscaping improvements. 61 The retaining wall around the planter will not be allowed within the ROW. Response: The Owner wishes to pursue a variance on this item on the basis that the Site's setback requirements and respective ADA requirements (maximum 5 percent slope for a minimum of two exits from structures that ultimately lead to a public access). While it is acknowledged that by LCUASS Section 11.4.2 retaining walls are discouraged in the ROW, this option was assumed to be in compliance with LCUASS Section XIV of Appendix E-4 (Checklist for Utility Plans) as it is not achievable to meet a maximum 4:1 slope between the east edge of Linden Street and the west side of the walk. Further, as the landscape plan calls for a tree in that exact location, several objectives can be met (i.e., grade bust mitigation, landscape feature, safety feature wheeled pedestrian traffic exiting west from the structure). Topic: Utility Sheet C6 70 Linden should be reconstructed to the south property line (Sta. 10+00). Please remove any notes referring to sawcuts. Response: Cross section at Sta. 10+00 is now included. Sawcuts have been removed. Topic: Utility Sheet C7 62 Please show spot elevations on the plan view of Linden. Spot elevations should be provided at the stations and at the beginnings and endings of vertical curves and PCR's. Response: This information was included on the profile of the last submittal, and now include with plan view, as well. 63 Spot elevations for the driveway intersection should be shown in accordance with Figure 7-32A of LCUASS. Response: This information was supplied on the grading plan, and will be included with this submittal. 64 The sight distance easement is shown for the incorrect design speed. The design speed for a collector is 40 mph., and the sight distance should be 660' per Table 7-3 LCUASS. Response: This distance was verified and is now updated with this submittal. 65 Single point grade breaks are limited to 0.4 percent per 7.4.1 LCUASS. Only of the grade breaks shown meets this requirement. Response: The most extreme grade break near the C&S RR is actually a description of the edge of Linden as it meets existing ground (that would remain essentially as undisturbed ground). Otherwise, grade breaks have been reduced to the requisite beak factor (0.4%). 66 Please smooth out the grades around the curb returns to the private drive. Response: Did our best. 67 Since the design speed for Linden is 40 mph, the minimum vertical curve length is 120' (Fig. 7-18 LCUASS). Response: This is now reflected with submittal. 68 The driveway should be shown as concrete to the ROW. Response: Concrete is now extended to ROW. 71 Please provide flowlines for both sides of Linden and show data on the cross sections for the west side as well. Response: This information is now included. Issue Contact: Wes Lamarque Topic: Drainage 76 The increase of flows may require modifications to the existing detention and water quality ponds. Please provide analysis using the new flows from this site, as well as all existing flows from other contributory basins. Compare designed flows from previous reports with the site's new flows, which include the new rainfall data. Please explain and provide documentation from previous reports regarding the ponds original volume and what impacts this site will have. Repeat Comment. Response: This was done, and results indicate that by use of the new rainfall data, an increase runoff volume of 0.03 acre-feet was determined. Review of the 1993 Study used to size the ponds, revealed that both detention and water quality facilities have sufficient capacity. In summary, the detention pond now has no surplus volume as the available surplus is used fully by the increased volume due to new precipitation data, and the water quality pond still provides a surplus of 0.08 acre-feet. 77 Please provide drawings from previous reports that are referenced in the appendix of the drainage report showing sub -basins and existing detention ponds. Response: Available drawings from referenced studies are included with the drainage report for review. 78 Please provide storm sewer calculations from Design Point 4 to the existing pond. Due to the placement of the smaller diameter storm sewers by CDOT than originally designed, and for higher flows with the new rainfall, an alternative conveyance may be required. Please provide calculations and drawings showing the new conveyance to the pond can handle these flows. Response: Storm sewer calculations are included and results reflected on the Utility plans, as well. Street capacity estimates for Q100 flows where pipes are downsized indicate that Drive is adequate to pass site runoff in the event of clogging or similar factors. 79 Please provide a cross section and calculations for the swale along the east property line to show that is can handle onsite and offsite flows. A 6-foot pan was designed and only a 2-foot pan was constructed. Response: A cross section of the 2-foot pan has been added. Respective calculations are included with the report. Based on the calculations, the channel is adequate to convey the major and minor storms without adverse impacts. As discussed previously, the adjacent site to the west developed in a manner that appears to be out of compliance with previous stormwater master planning, with certain stormwater elements such as this facility not constructed as planned. Topic: Erosion/Sediment Control 75 1. The owners desire to have "full, unimpeded access" to the site from the south does not preclude the owner's responsibility to provide and implement, per City of Ft. Collins specifications, an erosion/sediment control plan. Please indicate in your report and show clearly on your drawings the manner in which this will be accomplished, including timing of the constructon/placement of the BMPs you wish to use. Please provide for the portions of the site which slope to the west, south, and east. Thank you. Response: Silt fencing is now included on the south and west property boundaries/disturbed extents. The timeline should still be appropriate for installation and notes to the effect that the Contractor maintains such facilities during construction as was noted on the previous submittal (Construction Sequence chart — C5). Also a vehicle tracking pad is included. It should reference the City of Fort Collins Vertical Control 1998, 1 believe. Please add note #40 listing approved variances. Topic: Utility Sheet C5 61 The retaining wall around the planter will not be allowed within the ROW. Topic: Utility Sheet C5-Grading 82 How will the grading work after phase 1 and before phase 2? Each phase must stand alone, and I'm not sure how this will work. Topic: Utility Sheet C7 62 Please show spot elevations on the plan view of Linden. Spot elevations should be provided at the stations and at the beginnings and endings of vertical curves and PCR's. 3.5.02: Please provide the spot elevations at the beginnings and endings of vertical curves and at the centerline on the northern limit of construction on the plan view. The other spots were addressed. 65 Single point grade breaks are limited to 0.4% per 7A.1 LCUASS. Only one of the grade breaks shown meets this requirement. 3.5.02: Several grade breaks have been corrected, but there are still excessive breaks at both ends of the proposed improvements. The 4% grade break at the north end is especially large. 66 Please smooth out the grades around the curb returns to the private drive. Topic: Utility Sheet C7-Linden plan and profile 83 Page 1 The sight distance shown can be measured along the east flowline of Linden. What is existing in the area shown to be needed to the west of the ROW? Are there any sight distance impediments? 84 Please show centerline elevations along with each flowline elevation on the profile. 85 Type III barricates shown at the north end of the improvements to Linden do not appear to be standard, Please see revisions to the detail and provide straight barricades that block the sidewalk and parking lane but do not protrude beyond the existing edge of asphalt. Topic: Utility Sheet C8-Linden Cross -sections 86 Please remove notes referring to pavement designs. Such designs will be reviewed by Pavement Engineering at a later date. 87 Please show the true cross -slopes from the curb to the edge of ROW to the east. Department: Police Topic: Site Plan Issue Contact: Joseph Gerdom 39 Landscape: The location of the Montmorency Cherry and Autumn Blaze Pear (east of the building) isolates the eastern most parking area. Recommend lower growing shrubs at both locations. Lighting and Building Access: Two doors opening to the west and one opening to north (at north end of building) have no apparent security lighting. Further, the north access point is obscured by the Blue Spruce plantings. Recommend some form of security lighting at these doors and moving the Spruce away from the north access point. Department: Storlmwater Utility Issue Contact: Wes Lamarque Topic: Drainage 96 The proposed C-factor for sub -basin 5A-3 is only .27, yet this area is planned for a future parking lot. The C- factor was higher the previous submittal and was reduced. Please use the corresponding C-factor for the ultimate site plan design and revise all hydraulic calculations associated with this new flow. 97 The on -site flow for the 2-foot pan on the east -side of the site and for the private drive storm conveyance does not seem to correspond to any flows in the hydrology calculations. Please revise calculations. 98 The WQ ponds revised calculations say that 101/. of the site drains to WQ Pond B, when the schematic shows that 90`/. of the site drains to WQ Pond B. Please clarify and revise calculations if needed. 100 Please provide a cross-section for the private drive just before Inlet 1 with the HWL for site flows and all off -site flows to show drive has capacity as an outfall due to smaller storm sewer being constructed. Topic: Erosion/Sdiment Control 99 Page 2 1. One would assume that site access was at the point of the vehicle tracking pad in the southeast corner of the site, which means the silt fencing shown on the plan at that location cannot extend across the opening. Otherwise, the plan is OK. Thank you. Department: Water Wastewater Issue Contact: Jeff Hill Topic: Easement 92 Construction / Utility easements must be secured prior to plan approval. Please provide a copy of the easement for review. Topic: General 43 Previous Comment: Call out all fittings, lengths of D.I.P. between fittings, types of material, thrust blocks, etc.. 46 Previous Comment: Provide utility easements for all water/sewer mains, curb stops and fire hydrants. 48 Previous Comment: Connect all fire hydrants to water mains using a swivel tee. 49 Previous Comment: Provide all appropriate standard details on a detail sheet (i.e. meter pit, water service, manhole, bedding, etc.). Use current City of Fort Collins Utility details. 50 See site, landscape and utility plans for other comments. Topic: General Notes 91 PVC is not allowed water mains (Revise note on Sht C3). Topic: Site Plan 19 Please label and dimension ROW on both Vine and Linden. 20 Please dedicate an emergency access easement either by replat or separate document as required by PFA and the Land Use Code. 21 Please show building envelopes to include any awnings and show the awnings as well. 22 Is sidewalk being proposed along the access drive? 23 Sidewalks adjacent to parking that may result in overhanging the sidewalk must be a minimum of 6' wide. 24 Why is the parkway proposed at over 16'? Is Linden off -center in the ROW? Typically a minimum 8' parkway is standard. Topic: Utility Plan sheet C3 14 Please remove landscaping from this sheet. 15Please provide a design for Linden including plan and provile, cross -sections, striping, how it connects to existing, etc. 16 Please verify that the proposed curb and gutter connection up to Vine is in the correct location for the ultimate buildout of Vine. 17 Please change the note referring to the pavement patch to state: Limits of street cut are approximate. Final limits are to be determined in the field by the City Engineering Inspector. All repairs are to be in accordance with City street repair standards. 18 Please show improvements to the south side of the access drive as needed, since the drive and area south of it are included in this property. The "especially large" grade break at the north extent of improvements represents the connection between curb & gutter improvements and dirt associated with the Railroad ROW which will not be improved with the Project. This has been discussed with City Staff previously. 66. Curves have been smoothed to the greatest extent practical. Utility Sheet C7-Linden plan and profile 83. A Site visit reveals no obstructions to site distances, 84. This information is available on the plan view and it is now made available for reviewers on the profile. 85. The Cherry and Pear trees have been removed from the parking island. They have been replaced with a canopy shade tree that has a higher branching structure. -The west side of the building will be lit by the streetlights along Linden Street. The northern most door will not be built until phase 2 is constructed. There is no timeline for the construction at this time. Security lighting will be added during this construction. -The evergreen trees have been slightly moved away from this door. Stormwater Utility: Drainage 96. This was a cross over reflecting on interim conditions for Erosion Control measures. This is now adjusted to ultimate build out, and has been coordinated directly with Stormwater. 97. The 2-foot pan installed as part of the CDOT site (adjacent east), and is actually not in conformance with the original approved master drainage plan done for the Site (in fact, the storm sewer system which receives the Project's drainage is also not in conformance). As a result, and per discussions with Stormwater, new capacity calculations are completed and included with the report. 98. This was a clerical error and has been changed. 100. Flow depth information for the Private Drive has been supplied and coordinated directly with Stormwater. Erosion/Sediment Control 99. A cut has been made in the silt fence. I have tried to coordinate the comment numbering. A. Transportation Planning 29. The ROW has been label for Linden and RR on the site plan. 30. The new alignment for Redwood has been incorporated into the plans. 31. See plan and profile drawings from the engineering set 32. The sidewalk crosses the RR at a right angle 33. As discussed with Tom Reiff on li 15102, the lower ornamental trees will be removed to allow pedestrians access through the median. There will be no landscape obstructions. B. Zoning 2. FYI flagpole — acknowledged 3. The access drive is private and does not have sidewalks on either side 4. The site lights have been shown on the site plan 5. Plant note has been changed 6. The flower suggestion was great. We have added flowers C. Engineering General Comments: ' 7. A Utility Plan Checklist from the Larimer County Urban Area Street Standards is included. 8. The Linden Street design was previously submitted on the Grading, Drainage & Erosion Control Sheet. Per LCUASS, it is now on the cover sheet of the Utility Plans. 9. Per LCUASS, the plans now include general notes, construction notes, details, contact information, etc. 25. Per LCUASS, the plans now include substantially more information to construct from, with the understanding that the previous submittal was provided as part of conceptual review. 27. Redlines have been addressed. 34. We've got the updated plat in there now. 35. C&S Railroad traffic control facilities have been added to the Plan set. 38. There's a significant differential in grade between the approach of Linden Street and Vine Street. This differential eliminates the intersection as a candidate for a roundabout. Grading Plan: 10. Per LCUASS, design requirements as part of Drawing 7-29B Type III are now included. 11. Per the City's current MO, the Applicant will supply a Legal Description and associated sketch that will delineate the are/corridor to be utilized for off -site grading. This will be supplied as a separate document, and included with the approved Final Utility Plan set. 12. Cross sections that incorporate the typical section and actual Vine Street section design are now included. 13. The area south of the access drive will be landscaped, with the irrigation plan supplied by others. Landscape Plan 26. Acknowledged Site Plan 19. ROW has been labeled on Vine and Linden 20. Erosion/Sediment Control: 51. 1) Site access will be from the south, and similar to the CDOT Site immediately east, the Owner wishes to have full, unimpeded access from the Site during construction. The Utility Plans now reflect a connection the New Belgium 8-inch water main. The Owner will coordinate with New Belgium to obtain final construction easements and legal description/sketch, which will be provided as a separate document and submitted with the approved Final Utility Plans. 41. Water mains and DIP installation notes are added. 42. For the most part, a minimum of 10-feet separation is provided between gas and on -site utilities. However, due to the manner in which the CDOT project constructed water in the vicinity of the gas main, and where the Traffic Operations site will tie onto the existing water stubbed on CDOT's site, water and gas will have less than the minimum required 10 feet of separation. Under these circumstances', the Applicant respectfully requests a variance to connect to the existing 8-inch water stub in order- to effect the on -site connection for water services, as well as complete the looping of the water main system requested by the City. 43. Water system components call -outs are included. 44. A minimum of 5-foot separation is provided for fire hydrants and other on - site structures. 45. The Applicant will initially service the Phase 1 structure via a service/fire line taken of the proposed water main layout. Phase 2 water hook-ups will ultimately be provided via service extensions from the Phase 1 structure. 46. In lieu of the City's procedures for easement delineation on City property, the Applicant will provide a legal description and sketch for each site component requiring such information (i.e., water, fire hydrants, sanitary, etc.).
