• Pull median out of the right-of-way
• Continue roll-over curb and gutter around the cul-de-sac to create a "driveway
entrance" look to the entrance into the mobile home park. Show concrete from
the property line to the back of the curb.
• Provide an easement for the temporary turnaround. Even if the property is
currently under the same ownership, an easement is required in the event that
the property changes hands while the turnaround is still necessary.
International Boulevard Plans
• Same comments as above
• Provide inlets for drainage at crosspans or some other means of eliminating the
need for rip -rap right behind the curb
• All future crosspans must be at a minimum of 0.60% flowline grade - please
modify flowline profiles

Dear Steve,
Members of the development review staff from this office have cursory reviewed this submittal. It is understood
that this submittal is solely in the City limits and normally does not require County involvement, as compared to
a development outside of the City limits but within the UGA. Please note that we frequently use a template or
"boiler plate" set of comments for the developments that we routinely review that are proposed in the County.
The majority of the comments that are included here reflect this "boiler plate" format which is normally
addressed to the applicant and/or developer.
l . This proposal will be asked to submit a detailed traffic impact report which will provide information as
to the effect of the project on area streets and transportation facilities. At a minimum, the study must provide
the anticipated additional trips per day which will be generated by the project at buildout as well as 20 years into
the future. The study must state what transportation improvements are or will be needed to handle the projected
traffic caused by this project.
2. This office will require a complete erosion control plan for the proposed project. The plan must include
measures to control erosion and sedimentation during all phases of construction and a plan for permanent erosion
control after development is completed. Please use the format outlined in the current section of the Larimer
County Storm Water Management Manual, Section 10. Locations and types of temporary erosion control
measures shall be shown on a plan map in such a manner as to be easily distinguishable. Maximum allowable
velocities in roadside ditches and other disturbed areas are found in the Larimer County Storm Water
Management Manual.
Specific note: Although soils at the site show minimal erodibility and the site is essentially level, control of
erosion from sheet/low of stornnwaters and windblown soil will be necessary after disturbance of the area.
3. A final drainage plan and report will be required. The final stormwater plan must contain specifications
for placement and materials for all driveway culverts and cross culverts required for the project The final
drainage report must contain cross sections and specifications to define the geometry of the roadside ditches. It
must also define the maximum sideslope steepness for driveways. Driveway sideslopes and roadside ditches
may be no steeper than 4:1. Of particular concern are locations where above minimum sized culverts are
proposed, requiring deeper ditches and necessitating changes in ditch alignment and greater width. The purpose
is to deter erosion and to assure easily maintainable slopes.
Specific notes: Unless! missed something in the plans, there is no mention of this being in the Dry Creek Flood
Plain. Tract S is in the flood -way which is probably open space anyway, but about half of the developed area is
in the_flood fringe. Minimum floor elevations need to be established Also this area is notorious for high ground
water problems so engirieered foundations may need to be required for the clubhouse and other non -slab
construction. This is in the Dry Creek Drainage Basin and fees need to be collected

The Grading Plan on Sheets 12-15 is difficult to interpret since all of the contours do not include elevations.
Where the contours tie into existing ground there is not a problem; however, where the contours indicate a
proposed hole or high point there could be confusion.
Are there wetlands on this site and have they been mapped by a Army Corps certified mapper?
4. 'This office will require that you submit detailed plans for construction of all utilities and roads necessary
to serve the proposed development. The detailed plans must show the grades and alignment of all facilities and it
must include detailed specifications for construction of the project. A typical cross section for the streets, as well
as a plan and profile of each street, will be required based on current rural standards for local subdivision streets
in Lari►ner County. A Grading Plan of all cul-de-sacs must also be included with the preliminary drainage plan.
Specific note: There are no street centerline profile drawings included in the plan set for this project. It was
noted that the cross-section of the internal street allows a 1 % minimum. We also normally review horizontal and
vertical curve lengths and longitudinal grades.
5. Pavement design, for the internal roads in this proposed subdivision must be designed using the "R"
value method. Please include a copy of all calculations and parameters used with resubmittal.
As I mentioned above this is simply a cursory review and not more than one hour was spent reviewing the
materials. As you are aware a proper thorough review of a project this size could take weeks. Thank you for the
opportunity to comment on this submittal to the City of Fort Collins. If you have questions about these

• Engineering Department's comments and review will be focused on the public
street improvements which include the International Boulevard plans. Since
these plans were not submitted for review at this time, expect more comments to
follow when the City receives those plans for review. It is necessary to review
and comment on those plans prior to any public hearings on the subdivision
being scheduled.
• Larimer County Engineering will also need to review and approve the
International Boulevard plans prior to final City approval. In addition, the water
and sanitation districts will need to approve the final plans before the City will
approve them.
• If the Timberline Road improvements are delayed for any reason, this developer
will be obligated to design and construct, or escrow funds for, those
improvements necessary for this project per the traffic study (southbound right
turn lane, northbound left turn lane.) The development agreement will include a
provision to ensure that the developer constructs these improvements and the
event which will trigger their construction if the City's Timberline project is
delayed. If the improvements are built by the City project in a timeframe
consistent with that of this development, the development agreement will also
include any standard reimbursement due the City from the developer in
accordance! with City Code.
• It is my understanding from the Zoning Department that only one building permit
is issued for the entire mobile home park. If this is the case, the City may need
to establish some means of triggering improvements other than, or in addition to,
issuance of building permits. Typically, for example, all drainage improvements
are required to be completed and certified prior to issuance of more than 25% of
the building permits for any development. Therefore, it may be that all utility,
drainage, and street improvements will be required to be completed before the
issuance of the building permit for the entire park. Engineering, Zoning, and
legal staff will need to discuss this further.
Utility Plans:
• On the title sheet and plat dedication statement please insert "public" in front of
the word street since those notes and statements pertain to only the public
streets associated with this project. Please label the private drives as such on
the plat.
• Provide the, design for the cul-de-sac at the end of International Boulevard in
addition to the design for the other improvements to International Boulevard
(plan and profiles, spot elevations, curve data, dimensions, surfacing, signing
and striping, etc.)
• What are the provisions for parking on the site ? Are there driveways typical for
each lot ? Is parking allowed on the common private drives?
• Since grading is shown right up to the property lines in many locations, the City
has typically been requiring perimeter construction fencing to ensure that there is
no trespassing during construction on adjacent properties where no construction
easements have been obtained. Where grading and/or other improvements are
shown outsiide the property lines, the developer must provide proof that a
construction and grading easement (utility, access, etc. easements depending
on the nature of the off -site work) has been obtained prior to the City approving
the plans.
• Some additional contours need to be labeled on the grading plans
• Recommend a minimum 2% cross slope on private streets
• Please re -label street cross -sections as private drive cross sections. Provide
separate section(s) for International Boulevard.

The following gives cur response to staff comments. Numbers correspond to your 1/21/97
comment letter.
1. No Comment.
2. ELCO Water District comments were received and addressed.
3. Interior street names (if named) will be addressed at a later date.
4. Boxelder Sanitation District comments have been addressed.
5. Regarding Public Service comments:
a. The intent of the 12' easement is as described by Gary Huett.
b. This 8" main is off -site, but is being field located.
c. Added a note on overall utility.
d. Added a note on overall utility.
e. Will proceed at a later date for utility coordination meeting.
6. Regarding TCI of Fort Collins comments:
a. Revision to Tract A has been made.
b. Tracts H, I, J, L, M, N, O, P, Q and R do not have the ability to have habitable
residential floor space.
c. Tract S is for future use as MM zoning.

7. The divided Boulevard entrance is the only way for ingress and egress.

As a mobile home park and as an affordable project, the developer has no intention to
provide on -site sidewalks. We have shown bike lane access points at stubbed drives to the
west and an 8' path south from the International Blvd. cul-de-sac.
