More specific comments will be mentioned below. ♦ All Plans and Supplements Included: O Utility Plan © Site Plan © Updated Plat Language Utility Plan Comments Cover Sheet; Sheet 1 of 8: ♦ Minor revisions to the General Notes. ♦ In regard to General Note #9, please either delete note 99 entirely due to the fact that there will be no pavement design in the right-of-way (pavement patching does not need a pavement design from a soils report) or if new construction is to be done in the right-of-way an updated traffic study shall be required. ♦ Please omit the pavement design table. See comment above. The Engineering Department has researched the need for the alley and has found that there is currently neither a dedicated alley nor a need of record to continue the alley pattern. Therefore, the Engineering Department will support the desires of the various planning; departments, if they choose a modified alley or a pedestrian way. One requirement that was overlooked with this submittal that shall be required if an alley is chosen to stay, is a design of that alley that meets the requirements in the city's street design standards. If an alley is pursued please provide a plan and profile design of the alley and a typical cross section that corresponds with Detail D-3-a or D-3-b. One other note, the emergency access for the car wash will have to remain regardless of the alley decision. ♦ Please show enhanced cross walks at the Maple/ Mason Street intersection and at the driveway access along Maple Street. ♦ This plan shows that there is an existing 5-foot storm inlet to remain at the northwest corner of Mason Street and Lapor:e Avenue. There are two issues related to location of that storm inlet. First, the Civic Center Office Building utility plan set shows it to be removed. Second, the inlet would be located in the proposed access ramp for the office building, Please, remove or relocate the storm inlet, as necessary. Mason Street — Street Improvement Plan; Sheet 4 of 8: ♦ Please accurately depict the Mason Street/ Laporte Avenue and Mason Street/ Maple Street intersections. In addition, the profile design should be shown for a 150 feet to north and south of the proposed construction (Section 1.02.03.06.b in the street design manual). ♦ Please provide cross section every 100 feet, which should be shown from the centerline to the right- of-way line. ♦ A vertical curve is needed at station 6+87.14. Grading Plan; Sheet 5 of 8: ♦ Please provide access ramp details for the street intersections and the Maple Street access. The Maple Street access detail provided on the Detail Sheet should depict the access ramps. Details; Sheet i & 8 of 8: ♦ Please modify the High Volume Driveway Detail to show access ramps correctly. ♦ Please provide corner access ramp details. Plat Comments ♦ Please provide maintenance & repair and notice of other documents language (see attachment to this letter). The Attorney Certificate should be updated (see attachment). ♦ Please review comments above with regard to the alley dedication. ♦ Why does the property line include a portion of the existing alley behind Washington's? All of the documentation that I have seen shows that the alley behind Washington's is existing. ♦ The emergency access for the car wash must remain open. Site and Landscape Plan Comments ♦ Please incorporate utility plan changes onto the site and landscape plans. ♦ See red lined comments and comments made above that affect the site and landscape plans. Traffic Impact Study ♦ In the public hearing for the Civic Center Office Building, Eric Bracke, Traffic Engineer, made the statement that any new projects within this area will require an update to the traffic study. Please contact Eric Bracke at 224-6062 in regard to updating the traffic study.
