PROJECT STATUSASSUES:
Justice Center- no issues
Office Building- project approved by P&Z on April 6, 2000.
will be adding a small seat wall in the landscape area between the back of curb
and sidewalk at the entrance of the Office Building and at the end of the east -
west spine.
planned start date for construction is June 1 st.
discussed the location of the "seat walls being on top of the duct bank- Light
& Power felt this shouldn't be a problem.
Downtown Transit Center- completed preliminary design -working through funding options at
this time; therefore, the project is delayed for the time
being.
Howes Outfall- all going fine.
LaPorte work scheduled to be done June 1 st.
Start LaPorte/Mason intersection in the next two weeks.
Block #33 lot to be ready April 24th.
Maple Street work start June 1 st and be complete first part of July.
Problems with communication with US West- Tim Weaver's replacements- Carol
Veysey or Les Thompson-377-6410. Also, Tim's helper is Lem Spencer.

Communication Work- all done.
Streets Work- no firm date from BNRR.
west side of intersection (LaPorte/Mason) to be done by June 1 st. This will also
include the pedestrian crossing on Mountain /Mason.
east side of intersection will be done after June 1 st, as well as the pedestrian

Vogel Concrete to begin curb and gutter work on Downtown Transit Center site

inlet and pouring new curb and gutter from the corner to the existing
entrance of the Transit Center.

REPORTS:
No reports this month as most everyone was absent.
NEXT MEETING:: to be scheduled on an as needed basis, when enough issues warrant a
meeting. Meetings will take place on the third Thursday of the month, when
scheduled.

This is the first message about starting a project to update this Plan. Mainly, it is a question: Who
should be on a team to shape and guide this project?
So the "who" is an open question. Part of the answer is that CPES/Advance Planning will lead, and
contribute funding. I have been assigned to manage the Plan update. But we understand that other
departments and interestes are affected; for example City Facilities in particular will need to continue to
play a strong role. To help you answer about who should be on the team, here's a little more information.
WHAT: a whole update to address the numerous issues that are mounting on each and every block in
the Master Plan area.
WHEN: ASAP. In fact the "Master Planning" on some blocks will get done in conjunction with
development plans if it gets done at all. (e.g. the County Admin block, Library, and Performing Arts
building.) If possible„ we need to meet soon in order to get going.
WHERE: 12 blocks from Oak, Cherry, Meldrum and College. Takes in both old and new courthouses,
city hall, 281, Trolley Barn, etc.
WHY: All 9 blocks that showed future development in the original 1996 Master Plan have significant
discrepancies and questions at this point in time. In other words, the current Master Plan is not as
effective as it should be.
If we don't do this update, projects and changes will tend more and more to be done in isolation.
Already, various projects have been cut and pasted onto a map of the area, which is sort of serving as a
"default update" of the plan. We may already be missing opportunities to coordinate these blocks as a
definite destination district. The grand framework for spaces, characteristics, and land uses is at risk if
individual projects are designed from the inside out, with leftover space and external qualities considered
last.
NEXT STEP: A kick-off meeting is needed soon. Next Monday the 2nd, I would like to be able to send
an invitation to the appropriate group requesting a meeting either later in the week or the following week.
I'm thinking our best chance to meet soon would be at 3:30 or 4 on a chosen day. Any thoughts on this
as well as the question about "who"?
