Staff has reviewed your submittal for CSU SOUTH DORMITORY SITE PLAN ADVISORY
REVIEW #50-02A, and we offer the following comments:
ISSUES:
Department: Current Planning Issue Contact: Bob Barkeen
Topic: General
Number: 63 Created: 2/26/2003
The landscape and site Flan will need to be consistent. There are discrepancies among the two plans.
Would it be possible to provide a building entrance along the north elevation that is central to the building?
The proposed entrance onto Pitkin Avenue is secondary, and does not provide an emphasis along the north
building facade.
Number: 64 Created: 2/26/2003
A six-foot fence is shown along Burton Court. If an access point is located off of Burton Court, this fence may
pose a safety concern with sight distance. It could be possible to end the fence at the houses along James
Court then provide low growing shrubs in this area for parking lot screening. Additional parking lot screening
should be provided at tl,)e western edge of the lot, adjacent to Shields Street. Pedestrian connections could
occur from the parking lot to Burton Court with the fence removed.
Number: 65 Created: 2/26/2003
There are two islands within the southern portion of the parking lot that appear to missing canopy trees.

It is recommended that the driveway connection to James Court be an open connection, not just limited to
Emergency access.
Topic: Grading plan
Number: 48 Created: 2/19/2003
If an attached sidewalk is proposed along James Court, a minimum width of 7' would most likely be
accepted under a variance request.
Topic: Site/Landscape plan
Number: 29 Created: 2/7/2003
Please show all utilities on the landscape plan. They need to meet landscape separation requirements.
Number: 30 Created: 2/7/2003
The labeled scale does not appear to be correct.
Number: 31 Created: 2/7/2003
Will the sidewalk in front of the row of handicapped parking spaces be flush with the asphalt?
Number: 32 Created: 2/7/2003
Burton Court is the north -south portion of the street system north of the proposed parking lot area. Both
streets running east -west and intersecting Burton are named James Court. They are labeled correctly on the
Utility plans.
Topic: Utility Plan
Number: 23 Created: 2/7/2003
Please show existing features (parking lots, buildings, streets, etc.) offsite for a minimum of 150' beyond project
limits in all directions.
Number: 24 Created: 2/7/2003
Please clearly indicate the location of the emergency access lane, labeling radii around curves.
Number: 25 Created: 2/7/2003
Please label the existing ROW along both Shields and James Court. If either streets are lacking in ROW to
meet the Master Street Plan, please dedicate ROW to standards as required by the Land Use Code. James
Court is a Residential Local needing a total width of 51'- this development would be responsible for half that
width from the centerline of the existing road, or 25.5 feet.
Shields is a 4-lane arterial, with a total ROW requirement of 115 feet.
This development is also responsible for improvements to these streets to bring them up to current standards.
Number: 26 Created: 2/7/2003
Please dedicate any needed easements. For example, the standard utility easement along local street ROW
is 9 feet, while along arterials it is 15 feet wide.
Number: 27 Created: 2/7/2003
Please show all street cuts onto city streets and add the note: Limits of street cut are approximate. Final limits
are to be determined in the field by the City Engineering Inspector. All repairs are to be in accordance with
City street repair standards.

A sidewalk, detached if possible, is required along James Court out to Shields.
Number: 52 Created: 2/19/2003
Unless a variance request is applied for and approved, the required driveway entrance type onto James
Court is the standard driveway cut (angular, not radial).

Topic: Fire
Number: 9 Created: 2/5/2003
A 30-foot permanent fire lane is required for this project due to the heighth of the building. Design criteria is
stipulated in LCUASS. A second point of emergency access is required.
A temporary fire lane for the construction site shall be submitted prior to beginning construction for approval
Number: 10 Created: 2/5/2003
A fire hydrant is required within 300 feet of the building. The required fire flow=1500 gpm @ 20 psi. A letter
from the water purveyor is required stating whether or not the fire flow is available.
Number: 11 Created: 2/5/2003
Due to access from the lowest level of fire department access, this edifice is being treated as a 4-story
building due to height
Number: 12 Created: 2/5/2003
Standpipes shall be required with 100 psi to be available at the roof. A booster pump may be necessary to
achieve this.
Number: 13 Created: 2/5/2003
A commercial fire sprinkler system (NFPA 13) shall be required due to building height and the type of
construction in attic.
Number: 14
A building fire alarm system may be required.
Created: 2/5/2003
Number: 15 Created: 2/5/2003
A Knox Box shall be required to be located at the main lobby entry on the southwest side.
Number: 16 Created: 2/5/2003
The security system shall fail-safe when the building fire alarm system is activated.
Number: 17 Created: 2/5/2003
The address for this building shall be visible from the street on which it fronts.

Please provide 40-hour extended detention water quality calculations in the report, including volume
required and orifice sizing.
Number: 56 Created: 2/24/2003
Please provide a water quality outlet structure detail on the plans showing all dimensions and structural
components.
Number: 57 Created: 2/24/2003
Please provide storm sewer plan and profiles for all storm sewers. Due to this project being a site plan
advisory review, the most critical area that needs to be shown is the connection to the City storm sewer in
Pitkin Street and any pipe in the right-of-way. Tailwater effects from the City storm sewer do not need to be
applied to this ouffall, thus the HGL of the outfall pipe does not need to be calculated or shown on the
profiles.
Number: 58 Created: 2/24/2003
Please provide any details that are applicable to this site. (Inflow curb and gutter for Pitkin st., manholes,
sidewalk chases, curb cuts, etc.)
Number: 59 Created: 2/24/2003
Please provide cross -sections for the proposed grading to ensure that the offsite flows can pass through the
site as suggested. This should be done at the west and east ends. These cross -sections should be on the
plans as well as the report and include all elevations.
Also, please provide pond spillway cross -sections labeled with elevations and WSEL.
Number: 60 Created: 2/24/2003
If the retaining wall or any other improvements, including grading, is to be located off -site, a drainage
easement will be required. If access to any off -site properties is required to construct any of the on -site
improvements, a temporary construction easement will be required.
Number: 61 Created: 2/24/2003
Please provide at least 10-feet separation between center -line of storm sewer and any trees.
Topic: Sediment/Erosion Control
Number: 62 Created: 2/26/2003
Please submit an erosion control plan with the next submittal for review.

Topic: General
Number: 42 Created: 2/19/2003
The site/landscape plan is different than the submitted utility plan. It is unclear which proposal is correct and
should be reviewed. Please clarify which proposed plan is correct.
Number: 43 Created: 2/19/2003
It is recommended that a fence not prohibit students that may be walking to CSU from James Court.
Consider placing bollards at the edge of the development and James Court to allow direct pedestrian
access to CSU.
Number: 44 Created: 2/19/2003
A meeting is requested to discuss the pedestrian and bicycle porosity in this area as discussed in the West
Central Neighborhood subarea plan.
Number: 45 Created: 2/19/2003
Will the doors located near the bike racks be accessible to residents and visitors from the outside?

There is a discrepancy between the site / landscape and the utility plan on the driveway cut onto James
Court. One plan has it identified for emergency access only, while the utility plan has it open for public
access. It is requested that the drive be open to both emergency vehicles and the public.
Number: 47 Created: 2/19/2003
Please dedicate the required right of way (ROW) for James Court and Shields St. with this submittal. James
Court is a local street which consists of a 51-foot total ROW, and Shields St. is a 4-Lane Arterial with a 115-foot
total ROW from centerline. A sidewalk (detached preferred) will need to be constructed along the frontage
of James Court from Shileds St. and connect to the existing attached sidewalk along Burton Court.

Without a more detailed and dimensioned site plan, it's hard to tell if they comply with the front setback
requirement found in Sec. 4.24(D)(2)(C). Based on what I assume to be the front lot line as shown on the
utility plan, it looks like they don't comply with the minimum setback.

Need sidewalk ramps at the Handicap parking spaces. Need at least one van accessible handicap parking
space.
Number: 6 Created: 1 /30/2003
Their narrative states that the City will accept off -site parking since they don't provide the minimum on -site
that is required. That is true, but they need to provide a vicinity plan or something showing where the
alternative parking location is.

Any proposed work to be clone offsite will require letters of intent from affected property owners and completed offsite
easements submitted to the City prior to final City signoff of the plans.
3.1 1.03 - Thank you for the letters of intent already provided, but several items are still missing:
-The letter from CSU needs to also address the need for a 15' utility easement along the Shields Street ROW, as
well as the intent to provide an emergency access easement onsite.
-Letters need to be provided from all affected property owners to the south of the site whose properties will be
impacted by the construction of the new sewer line. The county's online records indicate 3 different property owners for
affected parcels, yet the letter from CSU indicates that the university has the ability to grant the needed construction
easement(s). Please clarify.
Number: 22 Created: 2/7/2003
Gray lines on the plans are too light to be reproducible. Please darken them so that they are.
3.1 1.03 - Repeat for the Utility plan sheet. See LCUASS Appendix E-6 for document quality requirements. These
requirements apply to all jheets, including site/landscape.

Please clarify.
Number: 73 Created: 4/4/2003
According to Water/Wastewater, if the sewer connection out to Lake is utilized, resulting in upgrading the size of the
connection, the existing easement for this line will need to be widened to a total of 30 feet - 15 feet on each side of the
pipe.

The following is in response to your Staff Project Review letter dated 2/26/2003 for the
CSU SOUTH DORMITORY SITE PLAN ADVISORY REVIEW #50-02A:
Number 63
CSU feels that the entrance is in the functionally correct place. As Mr. Chase explained
to the Planning Commission in a work session, this is a dormitory for freshman students
and security has to be tightly controlled. In this case there will be a 24 hour manned
station at the central entrance. One of the reasons we selected this design is because it
balanced access to the building from the street and the rear parking areas. It also creates
a central activity area that placing the entrance on Pitkin would not make possible.
Number 64
Revised fence and landscape plan is included. We believe the revision responds to the
concerns.
Number 65
The trees have been added.
Number 18
Revised utility plan is included. Details will be included in the submission of
construction drawings. Cd-ngf-hkxn OLre rC-cart, a" `t'k t f11'Y2Q

Number 21
Storm water diversion wall is only proposed permanent offsite work. Letter from
adjacent propen.y owner has been enclosed. Should the property owner and CSU not
come to terms, alternative design solutions do exist and will be pursued. Construction
easements will be sought for rework jof the sanitary sewer, which is offsite.

The proposed 15-inch storm sewer will connect to the City's 24-inch storm sewer by
using a concrete manhole. At this manhole, the 15-inch storm sewer will be set at an
elevation to match the crown of the existing 24-inch pipe. These features will be shown
in plan and profile sheets that will be submitted to the Fort Collins Stormwater Utility
Depertment.
Number 58
These details will be included in the final submission of construction drawings.
Number 59
These detailed cross -sections will be included in the final submission of construction
drawings. It is believed that the calculations, which has been done and included in
submitted information, indicate that the design is valid.
Number 60
A letter from the property owner where the storm water diversion wall is to be
constructed is included. There are other design solutions if the land owner and CSU do
not come to terras. It is also the intent is to obtain construction easements, and this is
included in an attached letter.
Number 61
The 10-foot margin will be maintained between City utilities and trees.
Number 62
The erosion plan will be included in the final submission of construction drawings.
Number 42
Revised drawings are included.
Number 43
Neighbors expressed desire for a fence at this location to reduce temptation for people to
park near their buildings to access the new dorm. CSU will follow confirmed direction of
the City.
Number 44
Additional drawing of the project context is included indicates an existing bike path to
the east of this project. This was recently developed as an access onto campus. The
design of this project considers the desire to not preclude future assess through the site.
Number 45
Visitor access is via the two main entrances at the center section of the complex.
Number 46
CSU is willing to have the connection designated as either `open' or `emergency only'.
Neighbors has expressed the desire for the connection to be `emergency only'. CSU will

Number 34
This information will be clarified as the actual design is developed and the information
will be included in the final submission of construction drawings.
Number 35
Letter is included regarding easements for the utilities. It is the intent for CSU to provide
easements for the water main loop, hydrant and curb stop. CSU intends to own and
maintain the sev✓er laterals. Therefore, easements for the sewer lines would not be
necessary.
Number 36
Approximate meter vault location is indicated on drawings.

the project context drawing.
CSU South Residence Hall
City of Fort Collins Review Comments 3/4/03
Question 7; 3.5.1 G:
CSU would like to address the building height comments concerning 3.5.1 G by a written response
to the four objectives of 3.5.1 G, items 1 through 4, and how the design addresses these criteria as
follows:
Views:
a. Views from the North: Property to the north is owned by CSU. CSU is not
concerned with blocked views from this property.
b. Views from the East: Property to the east is owned by CSU. CSU is not concerned
with blocked views from this property.
C. Views from the South: The property to the south of the new Residence Hall consists
of a 4-story, U-shaped apartment building. The building is separated from the CSU
Residence Hall with a large parking lot and 35' setback. The end facades of the
wings of the U-shaped building contain no residential windows on the north facade
facing the Residence Hall.
d. Views from the West: There are four 1 1/2-story apartment buildings on the west
adjacent property which have windows facing the east towards the CSU Residence
Hall. The entire property line will be screened with a solid fence and landscaping.
The south two apartment buildings will be looking into a courtyard with direct views
into the Residence Hall over 220 feet away. The north two apartment buildings are
60 feet from the Residence Hall but do allow for a northeast and southeast view. In
no case are any west views blocked.
2. Light and Shadow:
Shadowing is not a concern for CSU on the adjacent north or the east property as this
property is owned by CSU. Shadowing is not an issue for the property south of the
Residence Hall. The two south apartments on the west adjacent property should see little
shadowing Except from the east in the early hours of the morning. Due to the "S" shape of
the Residence Hall, there is a 300 SE bearing angle where the Residence Hall will not cast a
shadow on the north apartments on this site. Again, only the east morning sun will be
shadowed.
3. Privacy:
The only concern for privacy separation is the apartments on the property west of the
Residence Hall. The design minimized orienting Residence Hall units towards these
apartments to the greatest extent possible. A privacy fence, as well as landscaping and
courtyards, are designed to increase this privacy.
4. Neighborhood Scale:
The Residence Hall is located on CSU Main Campus. To the north and east of the project
site are several buildings four stories or greater. In addition, the housing apartment building
to the south is a 4-story building. Also, the building steps down to three stories at several
locations to reduce the overall scale and visual impact. The roofs are pitched to blend with
the character of the surrounding residential neighborhoods.
