CONSTRUCT IT NOW). THAT WAY, THE CITY CAN CONSTRUCT A LARGER PORTION OF THE
IMPROVEMENTS IN THE FUTURE ALL AT ONCE INSTEAD OF IN A PIECEMEAL FASHION. FOR
EXAMPLE WHEN THE GRESS PROPERTY REDEVELOPS AND/OR WHEN THE CITY WIDENS THE
WEST SIDE OF SHIELDS TO THE SOUTH OF LAURIE P.U.D., THE IMPROVEMENTS ADJACENT
TO COTTONWOOD RIDGE AND LAURIE P.U.D. WOULD ALSO BE CONSTRUCTED. THIS IS
DONE THROUGHOUT THE CITY WHERE DEVELOPMENT IS NOT OCCURRING IN A CONTIGUOUS
FASHION AND THE WIDENED STREET CAPACITY IS NOT NEEDED IMMEDIATELY. THE

1/39 Title Sheet:
• If necessan/, update date on final mylars to match month of submittal of final
mylars.
• City approval block must appear on all sheets of the utility plan set (except the
plat). If the City does not need to sign certain sheets we will mark N/A.
* Just a reminder that all ditch companies, irrigation lateral representatives, and
the Water and Sanitation District, must sign the final mylars before the mylars
are submitted to the City for final approval. The City signs off on the mylar
originals which are then -eturned to the engineer. We then request a mylar sepia
set and 4 sets of blueline prints with each sheet signed and stamped by a
Colorado P.E. be returned to the City for our use and permanent records. The
engineer retains the original mylars with all signatures on them.
2/39 & 3/39 Grading, Drainage, and Erosion Control Plans:
• Please highlight the note about the interim and ultimate Shields Street
improvements by putting a box around it, using bold type or larger type, or some
other means of making the note stand out on the plans. Thanks.
• Modify the (Phase 1 boundary to include the full street frontage along Lot 14 as it
appears on Sheet 5 (not cutting diagonally across the street)
11 /39 Stormwater Details and Tables:
• Show and clarify interim and ultimate improvements along Shields Street (for
example the area inlet, interim grading, note that curb and gutter is future, etc.)

I am awaiting on a response from emergency services to see if the street name Kininak Circle is

You provided a drawing and legal description for the waterline and pedestrian easement on the
ridge property to me for review. The waterline easement needs to be dedicated to the district
and the access easement to the City. So this will be two separate documents. The easement
dedicated to the district shall be in their required format and handled thru them. We just need a
copy of the recorded document.
The pedestrian easement as well as the two temporary turnaround needed on site shall be
dedicated to the city. See attached for sample dedication language and attorney certification
paragraph. A dedication statement, attorney certification, legal description and sketch are needed
for each easement. We will also need a check for the filing fees for these documents. The cost is
a $1 per document ,you would have 3) and $5 per sheet being recorded (this is typically 4 pages
per document). The check for the filing fees needs to be made out to: Larimer County Clerk
and Recorder not the City. Once received these will be reviewed to make sure the legal closes
and the dedication statements are correct.
I am also attaching the Development Construction Permit (DCP) Application and a brochure, as
well as a draft copy of the development agreement.

Street Name Changes
The name of a street may be changed to avoid potentially confusing duplications. The
applicant will be responsible for all costs associated with the actual installation of new or
changed street name signs. Information regarding these costs can be obtained from the
Streets Department at 970-221-6615.
The applicant must submit a letter to the Engineering Department requesting the
proposed name change. The following procedure should be followed in changing a street
name.
Step One — Application
The applicant submits one copy of a letter that includes the following information:
A. Name of the subdivision, PUD, or PDP in which the street to be renamed is located;
B. Existing and proposed street name;
C. Reason for requesting street name change;
D. Evidence that all affected property owners on the subject street have been notified
and are in agreement with the street name change.
Section 24-91 of the Code of the City of Fort Collins provides for a list of eligible names
approved by the City Council from which new arterial and collector street names must be
chosen.
Step Two — Review
The street name change request is routed by City staff to all affected City departments
and agencies for their review and comments. Approximately two weeks later, the review
comments are sent back to staff. If there are any problems, staff contacts the applicant to
coordinate any necessary changes. If there are not problems with the request, City staff
prepares a written report for review by the City Council at their next regularly scheduled
business meeting (first or third Tuesday of every month). The City Council may approve
or deny the street name application.
Step Three — Follow-up
If approved by the City Council, staff will contact the necessary City departments and
agencies and inform them of the street name change so that sign changes can be made.
The costs for making new signs will be charged to the applicant requesting the street
name change.

1. This easement cannot be vacated without a redesign of the drainage swale within the
easement and dedication of a new easement. The swale/channel was designed to take
offsite flows from the Ridge development on the west and pass them through
Cottonwood Ridge. The channel is to carry 3.28 cfs and has four grade control drop
structures in it above the point where is discharges into a sidewalk culvert.
2. The window wells being constructed are protruding into the easement by 2 feet. This
is allowed as long as a professional engineer provides calculations for the capacity of the
swale cross section at the window well locations. It needs to be shown that the flow is
contained within the easement or additional easement is needed. The design engineer
will need to consider what the grade will be when a house is built on lot 62. This revision
will then dictate the future grading of Lot 62 so the owner of that lot should be included
in this decision.
3. Two of the grade control drop structures have been partially buried by the construction
of the house on lot 61. They will need to be cleaned up or replaced if they have been
damaged beyond repair. This needs to be done before a C.O. for lot 61 can be released
by Stormwater Engineering.
4. The west end of the swale along the property line is not at final grade so soil is
blocking any flow from getting into the swale. This too needs to be corrected before a
C.O. can be released by Stormwater Engineering.

EXECUTIVE SUMMARY:
A drainage easement was not dedicated along the north property line of Lot 62
although a drainage swale was designed and built along this property line. The
dedication of the drainage easement provides the easement necessary to
accommodate this drainage swale. An easement is also being dedicated along the
southern property line of Lot 61 to accommodate this swale as well. Since the lots are
owned by two different property owners two deeds of dedication were needed.

Review of these plans should not be construed as a commitment
that telephone facilities sufficient to serve this project are
presently available. U S WEST will provide telephone service in
accordance with the rates and tariffs on file with the Colorado
Public Utilities Commission. I
The developer_ is responsible for provision of all trench for
telephone facilities, including street crossings and ditch
crossings, w-ithin the project, and the developer pays up front
construction costs for facilities within the development.
Telephone facilities generally occupy rear lot utility easements,
which must be located on terrain which permits trenching
operations.
These plans do not show the buried telephone cables along the
west side of South Shields Street, so we are unable to determine
exactly how these existing cables would be affected. Any
relocation of existing telephone facilities required by these
plans will be paid for by the developer.

Sanitation District
The Fort Collins - Loveland Water District and the South Fort Collins Sanitation District have reviewed
the above mentioned project and submit the following comments;
The District's sign -off block is required on all sheets except the property plat.
The general notes on the title sheet are to be corrected to indicate that all water and sanitary sewer
line construction shall conform to the most current Fort Collins - Loveland Water District and
South Fort Collins Sanitation District Specifications.
Easements, on the District's standard easement form, is required for all facilities that are not
located within the street R-O-W.
Residential fire sprinkler systems are to be incorporated with the domestic tap, after the meter in
accordance with District requirements.
The four (4) inch water line is to be deleted. The water service meter pits for lots 68, 69 & 70 are
to be located within the cul de sac R-O-W. The homeowner is responsible for repair and
maintenance of the service line beyond the meter pit. Residential fire sprinkler systems are to be
incorporated with the domestic tap, after the meter in accordance with District requirements.
The lots that require pumps and force service lines for the sanitary sewer are to be identified on the
property plat. A note is to be included that the homeowner is responsible for all repair,
maintenance and liability of the sanitary sewer system to the manhole connection.
The profiles are to include all utility crossings.
The District's details are to be used for the water and sanitary sewer lines. The details are to
include the "Typical Curb Stop Installation" detail.
The 15 inch RCP irrigation line in Fair Lane is to be relocated to the west of manhole C-1.
Skewed crossings are to be minimized.
The underdrain system is not to be located within the same trench as the water line.
Detail `A' on sheet 10 should indicate five (5) foot bury over the water line.
The water line encasement details, sheet 17, is not allowed in the District. The design should
incorporate a concrete cap for erosion protection.
The Districts will require another review due to the nature and number of the above comments.

SUBJECT. PROJECT COMMENT SHEET- PROJECT #31 - 94 A / COTTON-
WOOD RIDGE SUBDIVISION: FINAL
Attention : Steve Olt and Planning Department of Fort Collins:
I asked Mr. Olt over the telephone, to be contacted on this subdivision over
a year ago. I was not contacted or informed in anyway, and there are
serious liability problems as well as ditch maintenance concerns that
should have been addressed in the preliminary. I asked Mr. Olt in a
September 1995 meeting on Harmony Ridge to make sure ditch companies
are notified automatically by the city so we can make sure that the rights of
the ditches are not violated. The Trilby Lateral Ditch has been here since
1897, and we depend on the water for our farms. We also were not notified
of the neighborhood meeting on Harmony Ridge PUD, and we appreciate
the Ridge Homeowners Association letting us know about the meeting, or
we would have been passed over once again. Also of concern is the time
period of turning the project comment sheets back in to the City of
Fort Collins. We received this information on Thurday September 21, and it
is due on September 29, 1995. This is not enough time for the ditch
company, since the communication from the City of Fort Collins was
completely lacking with these projects leaving the Trilby Lateral ditch (a
neighbor) out �of a very important loop..
CONCERNS:
The headgate where Applewood Estates, Trilby Lateral, City of
Fort Collins (Fossil Creek) have water taken out. Safety and
Liability. The developer and city need to make sure safety is
number 1. No trespassing on the ditch or headgate. If
someone fell in it could be fatal. The ditch company assumes
no responsiblity for this liabilty, since it was here before the
development.
EGRESS- How do we get tractors, weed burning equipment,
people, heavy equipment to the Trilby Lateral to maintain it?
