The 33 acre site of The Corral Business Park is located east of
The South 13 Commercial Subdivision - approximately 650 feet east
of South College Avenue - and is adjacent to the Fossil Creek
Meadows and Huntington Hills Planned Unit Developments.
Although located in an area of new development, the site has
many of the constraints of an in -fill project. Surrounding
subdivisions, an irrigation ditch, and the Fossil Creek Flood
Plain have limited access to two existing connections to College
Avenue; Caji ]Drive and Smokey Street. Both streets are internal
streets in the South 13 Commercial Development, meaning that all
uses locating in The Corral must pass through South 13 to access
their properties. Topographic conditions have significantly
limited the site's visability from the north, east, or south.
The above conditions indicate that the types of land uses able
to locate on the site are somewhat limited. It is anticipated
that the appropriate land uses will include:
- Greenhouses and Nurseries
- Warehouses and Storage
- Sales/Rental and Repair
- Construction Services
Generally, these are uses that need convenient access to a major
roadway (U.S. 287), but do not require high exposure to highway
frontage, and are not employee intensive (typically 6 to 12
employees/acre).
The proposed plan seeks to accommodate the anticipated uses in
a well planned, business park environment. Substantial landscape
screening is proposed adjacent to neighboring residential
developments, service areas and loading zones will be kept away
from public streets and out of view from adjacent properties, and
the streetscape is heavily planted.
The proposal. is consistent with the City's adopted Land Use
Policies regarding land utilization, growth management, and
location of transitional land uses.
Phase One (].4.6 acres) is expected to provide approximately 175
jobs. When completed, the Corral is expected to provide
employment for up to 400 persons. Development is scheduled to
begin in late 1984 or early 1985 and continue through 1992.

We are writing in response to the written comments concerning the grading and drainage plan
and report for Lots 7 & 8, Corral Business Park dated November 29, 1999.
• The general notes have been updated per your comments. Please note that the benchmark
data is shown in the center of the cover sheet below the vicinity map for easy reference. We
feel that there is no need to add this to the general notes.
• There is no need to obtain signatures from the South Fort Collins Water District as the
services are already stubbed to the site. The South Fort Collins Water District approved the
subdivision when it was approved by the City of Fort Collins.
• The locations of the retaining walls have been clarified. We have included a plan and profile
sheet of the retaining walls for this purpose.
• Copies of the offsite easements should be on file in your office. Additional copies are
provided for your convenience.
• A detailed cross section with the appropriate structural reinforcing of the retaining wall along
the west property line is provided on the retaining wall plan and profile. This wall will be
built with phase 1. The 20' temporary construction easement has been obtained for the
easement along the west property line. A copy of this easement is attached.

handicap access ramp is provided on the west side of the eastern drive. A drive cut detail is
provided in the plan set.

Written Comments
• The cover letter for the report is signed and stamped.
• The grading you refer to is to be covered with riprap. Therefore, the need for 3:1 slope
should no longer apply. We have not changed the grading in this area for this reason.
• All recorded easements are included with this submittal.
• A detail of the valley pan is included on sheet 2.
• A note is added to the grading plan and the site plan indicating that no trees are to be planted
in the swale along the south property line.
• We discussed the 81 efs (Q 100) issue with Basil Harridan prior to our last submittal. It was
agreed that the design flow for the offsite swale would be 1.33* Q100 and that we would
request a variance from the requirement that the design flow be 1.33*Q100 for the very
eastern end of the swale (Section Bl-B1). This is documented in the variance section of the
report. There is no need for additional documentation.
• Calculations for the hydraulic grade line are included in the appendix of the report.
• All appropriate attachments are now included in the drainage report. We apologize for this
oversight.
Plan Redlines
• All of the survey data obtained for this site is based on the benchmark shown on the cover
sheet. This survey data was completed within the last 8 months. We do not wish to change
the benchmark at this time.

• Section Al -Al has been relocated so that it graphically is located at the constricted point.
The section represents the short retaining wall and the notes included with the section
indicate that the section increases in width downstream of the retaining wall.
• The grading at the southeast corner of the site has not been revised as noted above.
• The finished floor on the site plan has been revised to match the grading plan.
The contours along the west property line do tie-in to the existing contours.
• The trees along the south property line of the site and landscape plan have been moved
outside the limits of the swale.

We have received the revised architectural elevations for Corral Business Park P.U.D.,
Phase One, Lot Two Minor Amendment. These plans are dated by your firm on June 12,
2000 and received by the Current Planning Department on June 14, 2000.
These architectural plans are now considered acceptable. The approval of these plans
will be stated on the Minor Amendment application.
On the redline drawings, we need the dimensions of the parking stalls and sidewalk to be
delineated. This can be done over the counter at your convenience.
Please be aware that you must now proceed with the easement vacation through the
Engineering Department. Once the request is routed and comments are received, you
will be notified as to whether or not Staff will recommend approval to the Planning and
Zoning Board. If you have any questions regarding the easement vacation, please contact

Dear Mr. Schleuter,
Lot 2 was considered in the original Final Drainage Report for Corral Business Park P.U.D. First
Filing prepared by RBD Inc., Engineering Consultants; Dated July 30, 1984; RBD Project No.
065-001; City Engineer approval date 06/25/85. The platted site area of lot 2 is 23,226 square
feet (0.533 acres). Recently, a P.U.D. Minor Amendment has been approved by the City of Fort
Collins which allowed additional flexibility in the final design of the site. The approved Minor
Amendment is on file with the City of Fort Collins Planning Department.
Lot 2, Corral Business Park P.U.D. was later incorporated with the final drainage facility design
for Corral Business Park with OD's Sports Crossing when OD's Sports Crossing replatted a
portion of Corral Business Park P.U.D. First Filing. Lot 2 was again considered with the "Onsite
Grading, Drainage and Erosion Control Plan" and the "Final Drainage and Erosion Control
Study for O.D.'s Sports Crossing Soccer Facility" for OD's Sports Crossing prepared by RBD
Inc., Engineering Consultants; Dated March, 1996; RBD Project No. 684-001; Director of
Engineering approval date 05/08/96.
The following is a brief summary of Lot 2 drainage components identified from the "Onsite
Grading, Drainage and Erosion Control Plan" for OD's Sports Crossing:
a. A portion of Lot 2 is located in sub -basin 2A as delineated on the "Onsite Grading, Drainage
and Erosion Control Plan" for OD's Sports Crossing (sheet 4 of 7). Sub -basin 2A represents
a runoff coefficient of 0.80 for a fully developed site (See attached Sheet 8, Form SF-2 of
O.D.'s Final Drainage Report). Runoff from this sub -basin is conveyed directly through the
OD's parking lot in a blanket access, drainage, utility easement to Detention Pond A.
b. A portion of Lot :2 is located in sub -basin 4E as delineated on the "Onsite Grading, Drainage
and Erosion Control Plan" for OD's Sports Crossing (sheet 4 of 7). Sub -basin 4E represents
a runoff coefficient of 0.85 for a fully developed site (See attached Sheet 8, Form SF-2 of
O.D.'s Final Drainage Report). Runoff from this sub -basin is conveyed to the existing
borrow ditch on the north side of Smokey Street.
c. Refer to the Drainage Report for the OD's Sports Crossing; Prepared by RBD Inc,
Engineering Consultants for additional detail.

Attached is a copy of the O.D.'s "Onsite Grading, Drainage and Erosion Control Plan" for
immediate reference. The drainage basin line has been adjusted with the final design of Lot 2.
The O.D.'s drainage report considered approximately 0.29 acres of Lot 2 contributing to the
O.D.'s site and Detention Pond A (Sub -basin 2A). The actual area contributing to the O.D.'s site
is approximately 0.37 acres based on the final design of Lot 2. The total contributing area to
Detention Pond A is 3.14 acres. With the adjustment of the drainage basin line through Lot 2,
there is an increase in contributing area to Pond A by 0.08 acres, which will have an insignificant
impact on the maximum water surface elevation of Pond A. The O.D.'s drainage report
considered approximately 0.24 acres of Lot 2 entering the street system and flowing easterly in
Smokey Street. The actual area contributing to the street system is approximately 0.16 acres
based on the final design of Lot 2. With the adjustment of the drainage basin line through Lot 2,
there is a decrease in contributing area to Smokey Street by 0.08 acres, which reduces the offsite
flow into Smokey Street.

Attached are three sets of prints of The Corral PUD, Phase One
Final Site and Landscape Plans. The plans have been revised, as
we discussed, in response to staff comments.
The phasing of off -site street improvements to Smokey Street
will be done as required on the approved Master Plan; When
building permits have been issued on 40% of the total of Phases
One, Four, and Five (see attached memo on traffic impacts).
Phase One comprises less that 40% of that total, and can
therefore be built out prior to the need for those improvements.
The design for required improvements to Smokey will be included
with final plans for the next affected phase of development.
Signed filing documents, PMT's, colored plans, and ten sets of
prints will be given to your office by June 14th.

Dear Basil,
This letter serves as the formal request for a variance from the City of Fort Collins
Stormwater Utility regulations for Lots 7 and 8 of Corral Business Park. Specifically, a
variance is requested for the following items;
Maximum Slopes

Channel Capacity
1. Request for a variance from the City of Fort Collins Standard that all open channels
be designed to convey 133% of the Q100 for the offsite channel that will be
constructed on the Hahn property.
e. The original report prepared for the entire Corral Business Park by RBD indicated
that the Q 100 for the offsite channel was 81.0 cfs. The design flow would
therefore be 107.73 cfs.
f We have determined that existing upstream topography has reduced the
contributing area to the channel. Refer to the drainage and erosion control report
for additional detail.
g. We have determined that the Q100 to the east end of the channel is 25.91 cfs.
h. The majority of the channel (Section B2-B2) has capacity of 118.69 cfs.
i. The eastern end of the channel (Section Bl-B1) where the depth is reduced to
1.25 feet has a capacity of 85.50 cfs.

correspond to Mark Oberschmidt's discussions with you on Friday October 29, 1999. A
variance request letter is also included with this letter and the revised report.
Written Comments
The standard notes are now in accordance with Fort Collins Storm Drainage
Design Criteria. They are provided on a cover sheet of the plan set.
2. An explanation of the drop structure is now included in the report.
3. Offsite topography is shown on the offsite drainage exhibit in the report. The
basin delineation shown reflects what is actually happening today. The contours,
as you noted, do not reflect current conditions.
4. Side slopes of the Swale along the south property line have been revised to
maintain a 3:1 maximum slope.
5. Drainage easements are called out on all appropriate sheets.
6. The overall Q100 to design point 3 from the upstream area in the Business Park is
now included in the drainage calculations. The site contributes less than 20% of
the overall flow to the east end of Smokey Street. The overall contributing area,
1.35 acres, to the east end of Smokey St. (Sub -basin 3over) consists of the front
parts of the existing commercial site west of Lots 7 and 8. A high point exists at
the intersection of Smokey Street and Bueno Court. Refer to the offsite drainage
exhibit in the drainage report.
7. The owner has obtained a temporary construction easements for construction of
the retaining wall. He is in the process of obtaining a temporary construction
easement for the off site channel. Copies of the completed easements are attached
for your convenience. We will provide your office the easement documents for
the channel as soon as we have them.

8. Grades along property lines are shown tieing into existing grades or the retaining
wall in the case of the east and west property lines. The existing grades along the
street are; based on survey data. The backs of walk elevations, at the surveyed
points, are indicated on the grading plan. No additional topography is required in
the street since no work in the street will be performed with this development.
9. The description of the offsite basins 01 —03 is included in the Final Drainage and
Erosion Control Report.
10. A note has been added to the swale cross sections indicating that the landscaping
placed along the south property line be placed at or above the estimated high-
water mark in the swale. This note is repeated on the landscape plan.
11. Flow velocities along the offsite channel will not exceed 5 fps during the 100-year
event. This is the permissible velocity for a channel, stabilized with grass mixture
with a slope of 5.0%, in erosion resistant soils noted in Table 7-3 in the SDDC.
We have specified that Mirafi Filter fabric be installed in the channel for
additional erosion protection. Specifications for the fabric are included in the
appendix: of the drainage report.
12. The offsite contributing area exhibit documents the limits of the contributing area
for the offsite channel. This is also described in the report. We have indicated
that the peak flow to the end of the offsite channel is less than that determined by
RBD with their report for the overall Corral Business Park. The channel has the
capacity to convey the 100-year peak flow determined by RBD (81 cfs). There is
insufficient capacity in the lower portion of the channel (Section B1-Bl) to handle
133% of the Q100 as is stipulated in the SDDC. A variance request letter is
attached and is included in the report.
13. Flow from sub -basin 3 flows into the street via the driveway. This is described in
Section IV.A.6 in the drainage report. A curb cut is called out in the eastern
driveway. A sidewalk chase in not required.
14. Erosion control items are shown on the plan as called out in the report. This
includes a phasing plan for the erosion control.
Drainage Plan Redlines
The majority of redlines on the plans are addressed in the responses above.
2. We have noted on the plans the Tops and Bottoms of Wall (TOW and BOW)
elevations. These are for grading purposes only. Actual bottom of wall
elevations will be included with the structural details. Structural details of the
retaining walls will be provided prior to issuance of building permit.
